The lot has stood empty since 1977. In the Western Addition, one and a half miles to the west, there stretched until recently a vast tract of bulldozed basements; many of the former buildings had been rooming houses. While I have worked on this book, these two empty sites have haunted me. Before demolition, both had been commercially developed as single-room housing. Yet both sites—undeveloped land in the middle of a densely built and prosperous city—seem to have been sown with salt.<br /> <br /> These lots represent important aspects of the American single-room housing crisis: first, the seemingly irrational destruction of millions of private low-rent housing units that are still desperately needed, and second, the near total misunderstanding of life in such places. This book charts the social and cultural history of this residential life and how Americans have arrived at today's hotel housing crisis. For two hundred years, hotels have served a series of domestic roles in urban vernacular environments and subcultures; for at least one hundred years, the keepers of official culture have aimed at eliminating these roles. The hotel housing crisis has resulted from the clash between these two histories.<br /> <br /> My overarching purpose in this work is to expand the notion of "home" in the United States. I have arrived at this goal slowly. When I began, I was a critic of living in hotels. In 1977, when thousands of demonstrators were protesting the evictions and demolition at the International Hotel, I asked, "Why such a fuss? Why would anyone want to live in a hotel?" Then a 1980 study presented this startling fact: half the hotel rooms in San Francisco were residential, and most were in small thirty-room buildings. "Where were all these hotels?" I asked. "Who were they built for?" In answering these questions, the positive potentials of hotel life became apparent. There are major problems in some hotels, but I am now convinced that where hotels are properly managed and maintained, they deserve a place in the range of American housing.<br /> <br /> Although this study is chronological, the sections of the book do not follow a single chronological line. In each chapter, the chronology is typically broken and begun again. The outer edges of the years studied are 1800 and 1980, but the greatest historical detail dates from between 1880 and 1930, the period when downtown hotel life was most vigorous. The majority of the remaining residential hotel buildings in the United States date from this period. These fifty years also marked the widest viable range of housing diversity in American urban history.<br /> <br /> The methods used in this work depend on the conviction that studying the interweaving of buildings and social groups can provide important historical insights. Explaining the tensions between the vernacular and the official, as well as the social and the architectural, has required close study of the physical fabric of ordinary buildings and streets that are rarely photographed or described by experts. In the absence of systematic social surveys or verbal accounts for all types of hotel life, the buildings themselves (or records of those buildings) have been essential documents, and I have studied them with methods borrowed from quantitative social history. To discover what constituted the architectural average of everyday hotel living required a sample of several hundred buildings randomly selected from city directory listings for San Francisco hotels (more precisely, a 12 percent sample of all businesses listed under the categories of hotels, boardinghouses, rooming houses, lodgings, lodging houses, and rooms for the years 1880, 1910, and 1930). Each sampled hotel was then carefully described using data interpolated from Sanborn insurance maps, city tax records, building permit and inspection records, and water company records (which often recorded plans and plumbing fixture lists). This process provided a fairly reliable answer to what types of buildings and locations were in fact most common (table 1, Appendix). Thus, when I refer to a "typical" building—particularly between 1880 and 1930—I can do so with confidence. As with manuscript sources, what is erased often proves to be as culturally telling as what remains. In demolition records (where they survived), the nature of the struggle between the official and the ordinary became most clear.<br /> <br /> This focus on the ordinary locates Living Downtown as an urban example of cultural landscape studies—where landscape means not scenery or open space but the spatial and cultural relationships between groups of people and their everyday surroundings. As such, this study is also within the overlapping realms of cultural and urban history, architectural history, and human geography. However, the work does not develop a traditional aesthetic history of hotel architecture. Nor does it provide a detailed history of San Francisco or suggest specific policies for the future of hotel living. These aspects have been studied by others cited in the notes. Also, most attention goes not to the elegant palace hotels but to rooming houses and cheap lodging houses, because of their larger populations. Where it is used, the slippery term "center city" refers to the retail and office downtown together with the industrial districts and older residential neighborhoods within reasonable walking radius (one or two miles) from the downtown. I have touched only lightly on hotel labor issues, which are well documented elsewhere, but I place a strong emphasis on employment and property capital as integral aspects of American culture. This study critiques downtown landowners, Progressive Era reformers, architects, and city planning officials, but many of the book's heroes are also from these groups. My targets are not any particular people or profession but narrow thinking and the insidious power of both inadvertent and deliberate ignorance. The main objective is to explore the different ways in which floods impact households and communities in Accra. Specifically, the paper analyzes how floods alter the set of resources available to households and communities. The results indicate that urbanization and governmental policies have rendered more people, especially the poor and recent migrants, homeless. These homeless people have become more vulnerable to flooding than the average Accra resident. The results also show that the homeless community contrast with the fixed community in terms of socio-economic characteristics, degree of social cohesion, and physical location. The paper concludes that the unchanging pattern of vulnerability shows the inability of a society to cope and adjust to familiar hazards. During the last decade, a new institutional process took place: beside the State law enforcement agencies, other players started claiming to have their duties acknowledged. Indeed, local governments -i.e. municipalities- and regions have played a growing role in the co-production of security, especially in Emilia-Romagna, where new inter-agency partnerships have been experimented on localities' initiative since the mid-nineties. <br />The growing involvement of localities in the co-production of security has been explained by the growing claim for safety expressed by the local populations (the “citizens' committee” phenomenon) and the crisis of the traditional political parties which were used to channelling social demands towards the State. This dynamic has given an impetus to a reflection on the police duties. The watchword of “proximity” has entered the police institutions as an answer to this new crisis of legitimacy. The main idea was to strengthen the relations between the (national and local) police forces and the local populations by promoting rooted police agents among them. So, both local and national police forces have started an identity transition based on principles borrowed from the community policing philosophy.<br />This paper will be basically divided into two parts. The first one will tackle the new institutional organization of policing in Italy, and more precisely the combination of dynamics which generated the growing involvement of localities in the field of security. In particular, the case study of Emilia-Romagna will be examined, since the Region appeared as a pioneer in the nineties by promoting local (regional and municipal) security policies and inter-agency partnerships. The second part will deal with the impact of these evolutions upon local and national police forces' practices and identities. It will be pointed out that there are some convergences in the evolving practices of both police forces, but also that these dynamics have a quite different impact on their own professional identity. Tout d'abord, ont été analysées les grandes tendances de la localisation des établissements, à partir des fichiers SIRENE de l'INSEE aux trois dates : 1982, 1990 et fin mars 1996.<br />Dans un second temps, 153 établissements ont été enquêtés, sélectionnés sur les territoires les plus attractifs.<br />Ils appartiennent à des activités qualifiées de "motrices" qui ont notamment créé un nombre important d'établissements entre 1993 et 1996.<br />Des entretiens avec les services économiques des communes concernées ont complété cette enquête auprès des établissements. L'hypothèse à la base de notre travail est que leurs comportements de localisation au sein même des métropoles exercent également une influence spécifique, aussi bien sur le développement de formes multipolaires, qu'au niveau des évolutions du centre historique, voire de l'exercice même de la centralité. Partant du constat que les modèles et les études, s'ils apportent des éléments sur le sujet, prennent insuffisamment en compte l'hétérogénéité même du secteur et ne traitent pratiquement pas simultanément des logiques sectorielles et spatiales, nous avons orienté notre recherche selon les deux questions suivantes : quel est le rôle des services aux entreprises dans les restructurations intraurbaines ?, et comment peut-on expliquer leurs choix de localisation ? Notre travail empirique a porté sur la métropole lyonnaise. Après avoir constaté que les services aux entreprises participent à la fois au processus de tertiarisation du centre de la métropole et à l'émergence de polarités en périphérie, nous en avons dressé une typologie qui permette de tenir compte des écarts de comportements spatiaux selon le type de prestation. Nous avons alors mis en place, en partenariat avec l'Agence d'Urbanisme de Lyon, une importante enquête auprès d'établissements visant à déterminer leurs facteurs de localisation intramétropolitains. Ces enquêtes permettent de comprendre pourquoi certaines activités sont fortement centrales, tandis que d'autres le sont nettement moins. Il apparaît notamment que les stratégies de localisation sont relativement différentes entre les établissements locaux, à savoir ceux qui réalisent la majeure partie de leur chiffre d'affaires au sein de la métropole, et les établissements exportateurs. Les établissements locaux, lorsqu'ils manifestent d'importants besoins de face à face avec les clients, arbitrent entre une localisation centrale et une localisation périphérique selon la part respective de leur marché au centre et en périphérie. En revanche, dans le cas d'activités plus banales, un bon accès aux axes routiers et autoroutiers suffit, et, dans ce cas, certains sous-espaces périphériques, bien reliés au réseau et qui ont en outre l'avantage de proposer des surfaces plus importantes et moins chères qu'au centre, sont parfaitement adaptés. Dans le cas des activités exportatrices, si les informations échangées avec le client sont plutôt tacites, le besoin d'accès aux axes autoroutiers, à la gare TGV et à l'aéroport sont stratégiques et conditionnent une implantation au centre. Si les transports rapides s'avèrent moins déterminants, un site périphérique accessible peut convenir. While diverse attempts were made to unify these disparate political entities through language and culture, or warfare and realpolitik, the dominant situation was one of intense rivalry and intermittent conflict. That uniquely Italian idea of campanilismo, or pride in one's own bell-tower, was borne of this continuous rivalry. It encapsulates an important concept, that local pride was inscribed in the physical fabric of the city, that a bell-tower could stand for a collective sense of one city's self-image and that this was expressed and calibrated in relation to neighbours, who were usually rivals.</div>  </div> It is within this frame of references that much recent scholarship on urban image and identity has focused, teasing out the intentional distinctions that were drawn socio-politically and culturally, between the major centres of the peninsula. Such a process has significantly altered the view, dominant until quite recently, that style in art and architecture followed a single evolutionary route that passed from one place to another, as each lived a ‘golden age’ that defined a single ‘urban’ school – Siena, Venice, Florence, Rome, Bologna.</div>  </div> In its place, a more nuanced view of how each centre fostered, reacted, responded and adopted innovation and change has come to the fore. In a generation of scholarship that followed Michael Baxandall's ground-breaking Painting and Experience, the idea that Renaissance Italians consciously fashioned urban images and identities has entered the mainstream. This moved cultural policy from the national to the local level and two main problems emerged. First, it is not always agreed what constitutes cultural economy; the academic literature and reports are not consistent in the language, and their object of analysis is defined by different boundaries. Second, the connections between the cultural economy and urban policymaking are unclear due to the lack of standardized structure in city bureaucracy and the intricacy of metropolitan governance, in particular, for what concern suburbanization. The purpose of my dissertation is to inform decision making for cultural planning by exploring the connections between cultural economy and urban policymaking. To this end, I develop a research strategy that entails two steps: (1) build a definition of cultural economy that can be operationalized, and (2) find an analytical approach that can link the data about the cultural economy to the complexity of urban policymaking. First, I review a broad range of literature, categorizing the different approaches and identifying three main domains: industries, institutions, and districts. They are characterized by three main differences - foundational concepts, economic functions, and interaction mechanisms - but merge in an inclusive definition of the cultural economy. Second, I use a geographical information system (GIS) as method of analysis. GIS is a powerful analytical tool; creating maps, it grasps the administrative, social, and economic aspects intertwined with culture. My empirical analysis focuses on Columbus, Ohio, USA, and its suburbs. I locate their cultural economy identifying its breadth and articulation. Then, I explore the connections of cultural economy with urban policymaking: I analyze the Neighborhood Liaison Areas and their socioeconomic characteristics, I map the situation in the suburbs, and, finally, I overlay and compare the Neighborhood Liaisons Areas with the suburbs.
