                <text>Collaborative transportation and logistics pooling are relatively new concepts in research, but are very popular in practice. In the last years, collaborative transportation seems a good city logistics alternative to classical urban consolidation centres, but it is still in a development stage. This paper proposes a framework for urban logistics pooling ex-ante evaluation. This framework is developed with two purposes. The first is to generate comparable contrasted or progressive scenarios representing realistic situations; the second to simulate and assess them to make a "before-after" comparative analysis. In this framework, a demand generation model is combined with a route optimization algorithm to simulate the resulting routes of the proposed individual or collaborative distribution schemes assumed by each scenario. Then, several indicators can be obtained, mainly travelled distances, working times, road occupancy rates and operational monetary costs. To illustrate that framework, several scenarios for the urban area of Lyon (France) are simulated and discussed to illustrate the proposed framework possible applications.</text>

                <text>Si la violence apparaît comme le trait majeur de la typification du hooligan par rapport aux autres catégories de supporters, c'est aussi la passion du football qui l'anime. En effet, le hooligan est un supporter passionné qui défend les couleurs de son club et son drapeau. Mais la passion ne suffit pas à le décrire ; le hooligan aime aussi et avant tout se battre contre les autres hooligans pour imposer sa force et montrer sa supériorité. Le football ne devient dès lors qu'un moyen pour lui d'affirmer son pouvoir sur les autres. Bien que le discours commun l'ait quelque peu stigmatisé, il serait faux de croire pour autant que le hooligan puise toutes ses ressources dans les milieux populaires les plus défavorisés. Dans l'imaginaire collectif relayé par les médias, la vision du hooligan est volontiers celle du jeune désoeuvré, décalé et venant au stade pour se saouler et se battre. On le croit mal inséré et délinquant dans la vie quotidienne. On le voit arborant les insignes nazis, adeptes des idées d'extrême droite. Aujourd'hui, ce stéréotype n'est plus tout à fait d'actualité. Le hooligan a changé. Il est socialement intégré et revendique son apolitisme. De ce point de vue, le style " Casual " en est une forme d'expression particulièrement intéressante à analyser. Le nom de Casuals vient de ce qu'il s'habille " sport " mais aussi " smart " (les marques). Le casual est un hooligan à l'apparence ordinaire mais qui cultive sa différence. C'est parce qu'il ne veut pas être confondu avec les supporters qu'il affectionne certaines marques. Il émerge chez le Casual un système particulier. Il organise une compétition parallèle avec ses codes et ses règles qui place, au cœur de l'action de ses membres, des actes violents garants de l'identité du groupe et présentant une forme de violence urbaine masculine caractéristique.</text>

                <text>This paper addresses the two-way implication between punctuality level of public transport and commuter behavior. We consider a modal competition between public transport and an alternative mode. Commuters may choose different strategies to minimize their journey cost. In particular, when the bus becomes less punctual, more potential bus users arrive late at the bus stop. We show that punctuality increases with the alternative mode fare through a price effect. This specificity can be viewed as an extension of the Mohring effect. In the general case, the punctuality of a bus is lower at equilibrium than at optimum. According to the alternative mode operating cost, the bus attracts too many (small cost) or too few (large cost) customers.</text>

Rares sont les pages web qui portent une mention explicite de leur date de création, de leur date de mise à jour, de l'adresse de leur concepteur. Or, la validation d'une information quelle qu'elle soit (information scientifique, technique, économique, stratégique) passe par l'ancrage de cette information dans le temps et l'espace. Partant de ce constat, l'objectif de cette communication est d'estimer la date et le lieu de création d'une page web et de montrer l'intérêt que présente ces notions pour l'analyse cybermétrique. Cet article fait l'objet d'une validation expérimentale dans le domaine de la veille territoriale à partir de l'étude de la présence sur le web de 2 villes tunisiennes. Ces validations expérimentales seront analysées au regard d'études similaires réalisées à partir de corpus de villes françaises.</text>

                <text>Sollicités sur les formes de représentation politique des entreprises privées nous souhaiterions éclairer celles à l'œuvre à l'échelle des métropoles, territoire politique en construction (Lefèvre/Jouve 1999). Si ces auteurs soulignaient, il y a une dizaine d'année, l'émergence en Europe d'institutions politiques métropolitaines (Lefèvre Jouve 1999), dotées de compétences et de ressources gouvernementales certaines, et l'émergence du nouveau territoire du politique, d'autres auteurs, parallèlement, développèrent une lecture du phénomène politique métropolitain par les réseaux de politiques publiques. Une multitude d'acteurs, publics et privés, tissaient des liens et inventaient des dispositifs au service de la mise en place de projets structurants ou de politiques publiques touchant au devenir des villes et, particulièrement de la métropole (Le Gales). Mais le réseau de politique publique sous tend une dimension multi scalaire, la métropole étant un objet, un nœud, du réseau. Jouve et Lefèvre s'étaient alors demandé si, face à cette démultiplication à la fois des acteurs, des objets de politiques publiques, et de dispositifs permettant la résolution des problèmes à cette échelle, la métropole était gouvernable (Lefèvre, Jouve 2002) concluant qu'autant de complexité, et qu'un manque de leadership politique ne créaient pas les conditions nécessaires à l'émergence d'une telle métropole. Les problèmes spécifiques posés cet objet, réceptacle des méfaits de la globalisation, n'étaient pas résolus. Ce sont pourtant ces problèmes qui justifient l'intérêt de l'étude pour l‘objet. Après ce détour par les policy outcomes, par les «résultats» et leurs (in)efficacités, la question continue de perdurer : En quoi le phénomène métropolitain serait un nouveau territoire politique?</text>

                <text>The idea of cosmopolitanism today is often an exercize in regressive nostalgia, harking back to a time when Muslims and Jews, or Greeks and Turks, lived together in Mediterranean cities, mostly of the Ottoman Empire. In this paper, I examine both this notion of Ottoman cosmopolitanism and, under a critical perspective, its ambiguous contemporary revivals.</text>
