Le modèle périurbain pavillonnaire est questionné à partir d'une démarche ethnographique conduite sur un village du Narbonnais touché par des inondations catastrophiques. L'histoire de ce mode d'urbanisation montre les liens forts qui existent avec les dynamiques territoriales, en l'occurrence la crise viticole des années soixante-dix. L'inondation de 1999 perturbe ensuite les pratiques domestiques et conduit les sinistrés à redéfinir leur mode d'habiter en délaissant le bonheur pavillonnaire au profit de la quête de sécurité. Les discours des gestionnaires connaissent enfin un renversement depuis le développement urbain des campagnes des années quatre-vingt à l'imposition de la "culture du risque" dans ces quartiers à l'avenir incertain. L'approche ethnologique suit les multiples recompositions du modèle périurbain à travers l'histoire d'un territoire, les pratiques des habitants et les discours des gestionnaires.
Suburbanisation is about to represent an unsustainable model of urban development for consummating space, energy and equipments. In this context, the tragic floods which affected Cuxac d’Aude village (Aude, France) in 1999 can be explained by hazardous choices of planning suburban neighbourhood in risky places. The ethnographical research proposes an other approach which focuses on the bonds with the territory and the residential practices. For the deep wine crises of the 70’s and 80’s in Languedoc, the urbanization of old vineyards participates to the modernization of rural areas. After the floods, the inhabitants define new domestic practices in damaged houses. The suburban villa is no more the modern symbol of happiness but is the place of fear, stress and risk culture.

Quelles sont les régularités qui régissent l’énonciation des différents projets de « voiture pour tous » ou de « voiture populaire » dans la première moitié du vingtième siècle ? A partir des cas de Ford, Hitler et Renault, le populisme automobile est décrit comme une figure relativement cohérente s’articulant de manière caractéristique autour de trois axes : la caractérisation technique de la voiture populaire, les menaces urbaines pesant sur l’intégrité du peuple, et la territorialité idéale du peuple motorisé. Ce régime discursif soutient l’idée que le rôle des « élites » est de fournir au « peuple » une éducation particulière ainsi qu’un équipement particulier, l’une et l’autre étant à la fois rendus nécessaires, précisément, par la particularité du peuple et, en même temps, se présentant comme conditions nécessaires de son intégrité et de sa vitalité. En filigrane, le dessein des promoteurs de la voiture populaire est de sauver le peuple des villes.
What are the common characteristics of the various projects aiming to develop “people’s car” in the first half of the 20th century? Using the cases of Ford, Hitler and Renault, “car populism” is described as a phenomenon which displays a high level of consistency in three dimensions: the technical conception of the people’s car, the urban threat to the integrity of the people, and the superiority of car-based territoriality. This discursive regime supports the central idea that the role of “elites” is to provide the masses with a certain education and certain material resources, which are both rendered necessary by the specific features of the people and are presented as necessary conditions for their integrity and vitality. The implicit aim of the proponents of a people’s car was to deliver the masses from the cities.

According to major changes in daily uses of citizens, interaction with places and building couldn't be the same as ever and designers have to take that into deep account. In our view, urban atmosphere is made of daily uses, so creating an atmosphere deals with a comprehensive approach of spaces and places. Citizens want to be considered as individuals with their own practices of urban contexts they live in. People are more and more mobile, so there have to develop special competencies to understand every space they cross, knowing places of mobility (malls, hubs, stations, bus shelters...) are the most crowded spaces in cities. Moving ins't innate, it could be learned and as a sub-topic, it means learning how to move in different places. In other words, logic of user and logic of designer are often incompatible and regulation occurs during daily uses. Since 2001, RATP R1D work on pedagogy of mobility has been made to understand what we call "individual potential of mobility" which a conceptual model of week-being inside mobility places (vehicles and buildings, stations...). This model is based in five main dimensions (language mastering, partial representation, cognitive abilities, mental and physical health, transport experiences, particularly traumatic ones) and base been developed after systematic field observations. In that, mobility has to be understood as a problem of urban time-space cognition. Cognitive psychology was very useful to link time-space recognition with activation/ inhibition processes and crystallized fluid intelligence. In a word, well-being in a "new" place (activating mental process) means forgiving another (inhibiting former experience) and more using fluid intelligence (daily routine processes). Second step was to design an operational process to help acquisition of mobility core competencies in the same way as Economics Nobel Prize A. Sen spoke about capabilities. Results was to create mobility workshops for adults dedicated to learn mode d'emploi of transport systems and mobility classrooms to dedicated to learn basics of mobility culture for young students. After 10 years of empirical validation, we can confirm that learning mobility is made of learning many places and that learning places is an ever evolving process. In conclusion, we want to stress the importance of integrating a integrating pedagogy of daily use by real users as a core dimension of designing an atmosphere.

L'association Vivre en Ville avec la Ville de Toulouse, EDF et la SEMVAT, a créé des postes d'agents de médiation dans les services publics toulousains. A partir d'une enquête qualitative compréhensive, ce travail interroge le sens de ces " nouveaux métiers " de la médiation. Dans un premier temps, ces emplois se sont révélés une réponse au chômage des jeunes et à l'insécurité urbaine. Nous avons alors posé la question de leur professionnalisation. Néanmoins, les agents de médiation étaient recrutés à cause de leurs difficultés d'insertion professionnelle, et du fait de leur appartenance ethnique. Et ils se sont rapidement enfermés dans une identité de jeunes en insertion à qui l'on déléguait le " sale boulot " du contact avec les publics problématiques. Ce questionnement autour de l'insertion des jeunes issus des quartiers " sensibles " pose la question du déni des catégories ethniques dans la politique de la ville toulousaine.

Pour rendre compte de l'émergence de l'accessibilité comme nouvelle catégorie d'intervention publique au lendemain de la loi du 30 juin 1975, nous avons fait le choix de partir d'un travail empirique en nous intéressant aux pratiques passées et actuelles des politiques mises en oeuvre dans deux entreprises de transport urbain de voyageurs notamment à travers une observation participante de trois ans dans l'une d'entre elle. L'objectivation est menée grâce au recours à la littérature sociologique, en particulier aux écrits sur les référentiels, l'entreprise de morale, l'innovation technologique et les mouvements sociaux.<br />Ces notions nous ont permit de révéler les ressorts du changement intervenu dans les politiques déployées. Celles-ci passent de deux ensembles de solutions construites en faveur de populations médicalement identifiées comme handicapées à des solutions intégrées, disponibles pour tous, cohabitant avec du transport spécialisé. L'évolution est rendue possible par la conjonction de facteurs conceptuels, techniques et législatifs utilisés par un réseau de militants pour imposer un traitement intégré de l'accessibilité. Celui-ci est devenu une référence standard et est institutionnalisé dans la loi du 11 février 2005 pour l'égalité des chances. Le premier type d'accessibilité est intimement lié au référentiel du handicap alors que le second possède son propre référentiel et s'est autonomisé vis à vis du handicap. Il y a eu invention de l'accessibilité comme nouvelle forme sociale révélatrice d'une conception du traitement de l'altérité dans notre société. Ses formes nous éclairent sur la façon d'envisager la place des personnes handicapées dans la société.

<b>Abstract from the publisher:</b></div> </div> Larry Bennett's <i>Fragments of Cities: The New American Downtowns and Neighborhoods</i> examines the social consequences of both the new approaches to downtown design and the physical upgrading of residential neighborhoods.</div> </div> Bennett draws upon lively case studies - ranging from Detroit's Renaissance Center to New York City's SoHo to Chicago's Wrigley Field - to relate physical redevelopment and urban social life. He demonstrates that a small, well-located delicatessen can bring people together while clusters of multi-million-dollar office centers in renovated downtowns can drive them apart.</div> </div> Bennett's evaluation of contemporary urban rebuilding, which is unique in giving equal attention to the political, economic, and social impact of urban design and rebuilding, is frequently pessimistic. He finds that the gentrification of many big-city neighborhoods and the design strategies chracterizing new downtowns do little to promote street life, unplanned social encounters, or public life in general. Bennett also contends some advocates and practitioners of the much-praised neighborhood movement have chosen isolation and local security as their primary goals, thus echoing in their concerns the physical plans developed by urban designers. In contrast, Bennett argues, both groups should embrace a vision that encompasses the entire city, or they will risk losing some of the best things cities encourage - surprise, tolerance, innovation, and democratic participation.</div> </div> Bennett does find cause for optimism in the designs of some particularly innovative architects and planners, and he praises the broadening initiatives taken by many residents acting independently to give life to their cities. <div><b>Abstract from the publisher : </b></div> </div> Our traditional image of Chicago—as a gritty metropolis carved into ethnically defined enclaves where the game of machine politics overshadows its ends—is such a powerful shaper of the city’s identity that many of its closest observers fail to notice that a new Chicago has emerged over the past two decades. Larry Bennett here tackles some of our more commonly held ideas about the Windy City—inherited from such icons as Theodore Dreiser, Carl Sandburg, Daniel Burnham, Robert Park, Sara Paretsky, and Mike Royko—with the goal of better understanding Chicago as it is now: the third city.<br /> <br /> Bennett calls contemporary Chicago the third city to distinguish it from its two predecessors: the first city, a sprawling industrial center whose historical arc ran from the Civil War to the Great Depression; and the second city, the Rustbelt exemplar of the period from around 1950 to 1990. The third city features a dramatically revitalized urban core, a shifting population mix that includes new immigrant streams, and a growing number of middle-class professionals working in new economy sectors. It is also a city utterly transformed by the top-to-bottom reconstruction of public housing developments and the ambitious provision of public works like Millennium Park. It is, according to Bennett, a work in progress spearheaded by Richard M. Daley, a self-consciously innovative mayor whose strategy of neighborhood revitalization and urban renewal is a prototype of city governance for the twenty-first century. Les conditions de vie des ménages et l'analyse des migrations et de l'évolution de la société.
L'intérêt porté à l'étude des mouvements migratoires s'est, durant ces dernières années, de plus en plus concentré sur les ménages (en tant qu'unités de population), leur pouvoir de décision et leur comportement. D'un point de vue méthodologique, il est difficile d'établir un rapport entre la façon d'agir de ménages particuliers et le niveau collectif. Un autre problème est d'expliquer le comportement migratoire sans le mettre en rapport avec les changements de société.
Dans le modèle que nous étudions, nous essayons d'intégrer tous les niveaux d'analyse et toutes les façons d'aborder les différentes disciplines afin de mieux comprendre les processus qui se cachent derrière les divers courants migratoires.
Comme point de départ, nous considérons l'évolution des besoins des ménages durant les différentes étapes de la vie. Les conditions de vie des ménages constituent l'idée centrale dans notre modèle. Les ménages sont influencés dans leur action aussi bien par une série de facteurs dus à l'environnement que par les ressources dont les ménages eux-mêmes disposent. Les ménages soupèsent les différents éléments avant de se décider pour un certain type d'action. La migration n'est cependant qu'une des solutions auxquelles un ménage a recours lorsque les conditions de vie se modifient.
Pour comprendre le modèle migratoire que l'on peut observer, et pour pouvoir prendre des mesures adéquates dans la planification de la société, une connaissance accrue des mécanismes qui règlent le jeu d'ensemble entre les ménages et la société s'avère indispensable.
