It concentrates various types of pollutions rejected by surrounding urban areas and countries and by the activites related to the sea. Nummerous conventions, plans, pro­grammes and funds have defined and tended to implement a relevant response to this problem, since the Barcelona convention (1975) and the Action Plan for the Mediterranean. This paper addresses the reasons why all these documents have had only uncertain if not poor results. The results vary a lot in various countries but they are quite unsuffi­ciant in the field. The authors propose a synthesis of several case-stu­dies. They underline the difficulties faced by the actors involved in various projects. They also put the stresss on some success stories. They make recommendations in order to get tangible results more rapidly, putting the stress on the quality of the governance and on the capacity to keep the consumption under control. The implementation of efficient policies in this field will come only if the highest level, that is the heads of states or governements and not only the minsiters of environnement, become more aware of this important issue. The urban-restructuring processes mostly take place through the renewal of the housing stock by the demolition, upgrading, and selling of social housing, the building of more expensive dwellings, and the renewal of the public space and all kinds of facilities. We might expect that the neoliberal reforms of the Dutch welfare state since the 1980s have triggered intensive cooperation in urban restructuring policies between government layers, between the local authority and the housing associations, and with residents’ committees: urban governance (the processes of steering and coordinating urban policies between the public, private, and voluntary sectors to achieve collectively-agreed goals). Network-theory approaches stress this self-steering dimension of networks. In contrast, however, the political-economy approach of multi-scalar meta-governance emphasises the strong steering of the central state in local governance arrangements. Therefore, more insight in the usefulness of various theoretical governance approaches is important in the construction of a more appropriate explanation. Furthermore, the differences in perceptions among stakeholders might impair the cooperation processes and have not as yet been systematically researched. Therefore, the research focus is on local stakeholders’ perceptions with respect to intergovernmental relationships in urban policies, the problems and policies for urban restructuring neighbourhoods, and their roles and tasks in the collaboration process. How do local stakeholders enact the management of networks, and the sustaining of the relationships in the area-based partnerships? Moreover, urban restructuring processes require very high investments in social and financial terms. Identifying the factors that contribute to effective urban policies and well-functioning cooperation processes and those factors that hinder this is thus extremely important. We used a qualitative case study approach to investigate local stakeholders’ perceptions. During 2004-2008 79 semi-structured in-depth interviews were carried out in eight post-WWII urban restructuring neighbourhoods. These case studies are located in both medium-sized and large cities on several geographical locations in the Netherlands. The main conclusion is that institutional changes in Dutch urban restructuring shape the perceptions of the key actors about effective urban restructuring policy and effective urban governance in the area-based urban restructuring partnerships. They perceive a strong role for the market and closed governance arrangements that in turn restrict effective network management and a broad long-term joint-working capacity. This is in strong contrast with what we might expect from network theory. It highlights the serious limitations of normative network theory with respect to their explaining power, owing to the lack of attention paid to the actual underlying processes in urban governance practices and the neglect of the complexity of these processes. Our conclusions are in line with the multi-scalar meta-governance approach, in which the neoliberal restructuring of the welfare state in conjunction with a robust regulation of the cities is emphasised. This strongly influences urban governance practices at the local level. The research outcomes thus clearly illustrate the governance failure derived from the neoliberal practices in Dutch urban restructuring. First, we attempted to evaluate the evolution of the congestion cost for the Paris Ring-Road (PRR), the major urban highway surrounding the French capital, during the period from 2000-2007. A speed-density methodology was implemented which enabled us to differentiate the external costs of road congestion between speed-classes of 5 km/h. These results were useful to subsequently propose the order of magnitude of time losses at national and regional scales, as well as marginal pricing schemes which could potentially be used in order to correct road congestion externality on the PRR. Our empirical investigation concluded that, in 2007, the PRR was more costly for central Paris area (130 M€) compared to that of seven years earlier (117 M€). The deterioration of traffic conditions, symbolized by the mean speed fall (- 5.2 %), dominates the infrastructure least used (- 2.2 %). Based on these figures, the social cost of road congestion is thought to reach about 0.2 % of the French GDP. This ratio becomes three times higher once reported on a regional scale and underlines that road congestion is an important issue for Ile-de-France. Finally, despite their analytical limitations, the proposed taxes clearly illustrate the challenges related to road-pricing strategies. Simultaneously, the road-space has been narrowed by about a third. A survey conducted on 1,000 users of the T3 shows that the tramway hardly generated any modal report from the private cars (PC) towards the public transit (PT). However, it did generate important intra-modal transfers: from bus and subways towards tramway concerning the PT, surely from Maréchaux' boulevards towards the Parisian Ring-Road (boulevard périphérique, PRR) and/or adjacent streets for the PC. The various benefits and costs of these changes are evaluated in this research. The welfare gains made by PT users are more than compensated by the time losses of the motorists, and in particular, by the additional cost of road congestion on the PRR. The same conclusion applies with regard to CO2 emissions: the reductions saved with the replacement of the busses and some (few) PC are less important than the increased pollution induced by the lengthening of the automobile trips and the increased congestion on the PRR. Even if one ignores the initial investment of 350 M€, the social impact of the T3 project, illustrated by its Clear Discount Value (CDV), is strongly negative. This is especially true for suburbanites. Concerning the lonely inhabitants (electors) of Paris, our analysis shows that they pocket the main part of the benefits while supporting a weak fraction of the costs. Cet article souhaite profiter de l’expérience française en matière d’infrastructures ferroviaires à grande vitesse pour estimer les retombées économiques dont auraient pu bénéficier les villes desservies par Trains à Grande Vitesse (TGV), en partie ou en totalité sur une Ligne à Grande Vitesse (LGV). L’échantillon se compose de 492 unités urbaines (UU) pour lesquelles nous suivons l’évolution des emplois, et notamment des cadres, entre 1982 et 2006. Notre stratégie empirique se veut exploratoire et accorde une attention particulière aux autres déterminants de la croissance locale des UU, propres à l’offre (taille initiale, spécialisation/diversité du tissu productif…) et à la demande (tourisme, richesse locale…). Dans la mesure où le choix des territoires desservis par LGV/TGV n’est a priori pas aléatoire, nous utilisons également un modèle de sélection visant à corriger les estimations d’un tel biais. Nous montrons que les analyses empiriques des retombées locales des dessertes ferroviaires ne peuvent pas négliger le problème d’endogénéité entre infrastructures et développement. Ainsi, les résultats du modèle de sélection aboutissent à des effets des liaisons ferroviaires sur la croissance locale de signes opposés à ceux provenant d’une approche par les Moindres Carrés Ordinaires. Nos estimations soulignent surtout que les retombées économiques locales sont clairement différenciées selon que les UU sont desservies ou non sur LGV ou simplement par TGV. Même si les UU desservies par LGV ont connu une création d’emplois (postes de cadres) inférieure entre 1982 et 2006, les effets propres aux infrastructures sur le taux de croissance annuel, i.e. corrigés du biais de sélection, se chiffrent à +1,3% (+3,7%). Concernant les UU uniquement desservies par TGV, elles ont certes connu de meilleures performances en moyenne mais l’effet propre aux infrastructures est quant à lui négatif : -1,1% et -3,0% sur le taux de croissance annuel des emplois et postes de cadres respectivement. Si la taille des UU en 1975 explique unanimement leur connexion au réseau LGV et leur desserte par TGV, les autres déterminants (techniques, administratifs, géographiques) ont des effets ambivalents selon le type de liaisons. Finalement, nous mettons en évidence un certain nombre de facteurs influençant également la croissance locale (taille initiale des villes, spécialisation, structure mono-centrique des UU, aménités géographiques entre autres). L’effet croisé de certaines caractéristiques avec l’arrivée des dessertes TGV parfois sur LGV pourrait permettre d‘apprécier l’hétérogénéité des retombées économiques locales des infrastructures ferroviaires à grande vitesse. Ces résultats qui devront être affinés pourraient être utiles pour compléter les évaluations socio-économiques traditionnelles des grands projets d’infrastructures. Using an analytical framework of governmentality, supplemented by insights from postcolonial studies and political ecology, the thesis explains the highly unequal patterns of water access in Jakarta as the product of (post)colonial governmentalities, whose relations of power are expressed not only through discursive categories and socio-economic relations, but also through material infrastructures and urban spaces. The thesis presents material from the colonial archives, Jakarta’s municipal archives, and the publications of international development agencies and engineering consultancy firms. This is combined with primary data derived from interviews, questionnaires, and participant observation of the implementation of current pro-poor water supply projects in Jakarta. This data is used to document how water supply is implicated in the discursive and material production of the city and its citizens, and to challenge conventional developmentalist and academic analyses of water supply access. Specifically, a conceptual triad of water, space, and populations – produced through, but also productive of government rationalities – is used to explain two apparent paradoxes: (1) the fragmentation of access in Jakarta despite a century of concerted attempts to develop a centralized system; and (2) the preferences of lower-income households for non-networked water supply, despite its higher cost per unit volume. This analysis hinges on an elucidation of the relationships between urban governance and urban infrastructure, which documents the interrelated process of differentiation of types of water supply, water use practices, populations, and urban spaces from the colonial period to the present. This, in turn, is used to explain the barriers being encountered in current pro-poor water supply development projects in Jakarta. The thesis thus makes a contribution to current academic debates over the "colonial present". The contribution is both theoretical – in the emphasis placed upon the materiality of governmentality – and empirical.
