Les décharges non contrôlées et les rejets d'eaux usées constituent notamment des sources de danger majeures pour la santé des populations. Or, trop souvent, il n'existe aucun inventaire cartographié et documenté les concernant. Les perceptions du danger lié aux foyers infectieux par les populations exposées sont généralement mal connues ou souvent ignorées par les institutions publiques dans leur politique de gestion de la santé et des déchets. Il est de même pour la mise en évidence d'un lien entre les maladies diagnostiquées dans les dispensaires et la présence de décharges à proximité du domicile du patient. Le but de notre étude est de mettre en lumière, par une approche SIG, les principaux facteurs déterminants de la gestion des déchets et de leurs conséquences sur la santé, à travers une étude de cas portant sur deux quartiers de la ville de Ouagadougou au Burkina Faso. Plus précisément, les objectifs sont : (1) mettre en place un SIG déchets-santé publique et proposer une démarche méthodologique pour l'élaboration d'un SIG associant science sociale, santé et science de l'information géographique ; (2) identifier et analyser des indicateurs de santé publique en relation avec l'existence dans l'environnement de déchets domestiques et industriels ; (3) confronter ces indicateurs aux perceptions des acteurs, plus précisément, évaluer les différentes perceptions selon la distance et selon les dangers et leur gravité représentés par les sources de danger potentiel ; (4) mettre en relation les perceptions des acteurs avec les maladies diagnostiquées dans les centres de santé ; (5) promouvoir le recours au SIG au sein des structures institutionnelles pour faciliter la prise de décision en matière de gestion de déchets. La contribution de la science de l'information géographique s'est faite d'abord par la création d'une BD contenant la base géographique, les sites de déchets, les données de perception, les données de santé. Cette base de données a ensuite connu une exploitation par des analyses spatio-thématiques, temporelles et statistiques. De façon opérationnelle, nous avons réalisé un inventaire des sites de déchets, suivi de l'analyse de leur influence spatiale ; ensuite, nous avons confronté cette situation à la perception des dangers et risques sanitaires encourus par la population selon la distance aux foyers potentiellement dangereux. Il a été réalisé ensuite une analyse de la relation des cas de maladies recensées dans les centres de santé avec la présence des sources infectieuses, ce qui a permis d'opérer une certaine confrontation de la subjectivité et de la réalité. L'inventaire des sources de danger potentiel et l'analyse de leurs zones d'influence montrent que 86 % de la surface (456 ha) des deux secteurs d'étude est menacé par un danger, dont 45% (235 ha) est considéré exposé à un danger élevé. Les résultats montrent également que dans les deux secteurs, seulement 14% de la population soit 2'574 habitants sur 18'978 habitants échappent aux risques potentiels. L'analyse de la perception du danger selon la distance a révélé que, généralement, elle diminue proportionnellement à la distance. Néanmoins, certaines personnes vivant près d'un site pollué le déclarent, de manière surprenante, sans danger alors que d'autres, au contraire, résidant à bonne distance, le perçoivent comme dangereux. La dimension subjective de la perception est donc mise en évidence. L'étude a montré que la perception, bien que subjective, est à prendre en compte, car elle a une influence sur l'acceptabilité et sur la mise en oeuvre de mesures édictées. Les analyses temporelles des maladies recensées ont mis en évidence une corrélation attendue entre les cas de paludisme et la pluviométrie. L'écart entre le pic de pluviométrie et le pic de paludisme varie de deux à trois mois laissant le temps de prendre des mesures préventives. L'exploitation de fiches de consultation établies dans les dispensaires a rencontré des limites par l'absence du lieu de domicile du patient empêchant ainsi d'établir un lien probable avec les sites pollués existant à proximité. Une proposition de modification des fiches est faite à ce propos. La méthodologie développée et les résultats auxquels l'étude a abouti, ont conduit à la formulation de propositions et de recommandations, en vue d'une aussi large appropriation que possible du SIG pour une meilleure gestion des déchets et de la santé. Les dynamiques lancées par l'étude contribuent déjà à la mise en réseau des différents intervenants dans la gestion du binôme déchets-santé autour de la géoinformation. By revealing the lives of a population group that is often hidden from view, it provides details of women’s migration to Johannesburg, and their everyday encounters in the host city. Using these experiences, it sheds light on contemporary migration and urbanisation processes on the continent, expanding our knowledge of the contours of power that shape urban life in Johannesburg and elsewhere. Using the metaphor of the “border” or “borderlands” this thesis explores how women negotiate, cross and remain “in between” the multiple physical, social and imagined borders they encounter in the city. It finds that analyses that read the city through class relationships and capital accumulation do not give adequate weight to the multiple identities and forms of solidarity that exist in cities. Women’s narratives reveal that while their class is an important identity, other identities such as ethnicity, nationality and gender also powerfully shape solidarity and modes of belonging in the city. Moreover, state-centric governance frameworks that have dominated urban policy and scholarly work on the continent are often blinded to the ways in which urban dweller’s actions shift our understanding of the nature and character of state power. Women’s encounters with the state reveal the multiple regimes of power that constitute the city, and the ways in which these subvert, fragment, and yet at times reinforce state power in unpredictable ways. The epistemological approach and findings of this research bring to the fore broader questions around the paradigmatic lenses used to read, interpret and understand African cities. Dominant paradigms tend to draw on western models of cities in ways that undermine African cities’ empirical realities and theoretical potential. For as long as scholars and policy makers fail to see African urbanity in its own terms rather than in relation to how cities elsewhere have evolved, we will continue to miss critical socio-political and economic dynamics that are shaping urbanisation in the twenty first century. For numerical illustration, the model is calibrated to a selected rail network in the Paris area. The focus of this research is on the institutional factors that have not been considered in traditional urban land use models. The two main research questions were: (1) are the institutional factors significantly associated with the location of urban infill housing development in declining American cities? and (2) are the institutional factors more important than non-institutional factors, i.e., site and neighborhood characteristics, in determining the location of infill housing development? The study analyzed housing development patterns in City of Cleveland, Ohio, during the 1990s. Most of the institutional factors were found to be significantly related to infill housing development. The land bank and Neighborhood Reinvestment Agreement (NRA) programs were found to be particularly important in guiding the process of the infill housing development. Several non-institutional factors such as the quantity of vacant residential land were also found to be significantly related to infill housing development. Other non-institutional factors that have been traditionally used in urban models such as accessibility and proximity to amenities were found to not be significantly related to the location of infill housing development. Interestingly, the minority-concentrated, poverty-stricken, crime-ridden, and population-losing neighborhoods which urban modelers have traditionally assumed would have little new housing experienced the most housing development activities. These rather surprising results reflect the fact that these neighborhoods were the focus of governments’ and other supporting institutions’ efforts to revitalize depressed urban neighborhoods. The study has several important implications for urban modelers and urban planners. It first suggests that urban models for the residential development in struggling older cities should consider the important role played by a city’s institutional support systems. Second, it suggests that these models should pay particular attention to land availability factors such as land bank programs and the amount of residential vacant land. Third, it suggests that urban modelers interested in urban infill residential development should not be as concerned with accessibility to employment or shopping centers as they are with other locational factors. Lastly, it indicates that governmental and institutional interventions can effectively guide the location of infill housing development in a weak inter-urban housing market. But even such reasonable citizens may disagree on important matters, and some citizens will only rarely, if ever, see their sincere reasoned judgements reflected in democratic outcomes. I argue that, to be widely perceived as legitimate in plural settings, fair deliberative procedures must not only be inclusive and self-evidently grounded in a commitment to reasonableness and mutual respect; they must further ensure that dissenting parties have a reasonable expectation of eventually transforming features of the public sphere to better accommodate their distinctive values and interests. The result is a fair deliberative pluralism that reflects the cacophonous and variegated character of the public sphere in modern democracies. But I caution that this ideal requires conditions that can sustain spatial patterns of wealth and control over land uses that undermine the interests of certain spatially fixed groups. I draw on the experiences of U.S. cities to illustrate this tension. These cities feature profound and enduring inequalities of wealth and political influence, and urbanization generates patterns of industry and habitat that reinforce these inequalities. Municipal and state politics rarely alter the prevailing incentives for home and industry location that perpetuate these patterns, and when efforts are made to do so - for instance, urban growth boundaries, or new taxation schemes to fund public services - the result is often increased antagonism between central cities and their regions. I suggest that these problematic features of cities emerge from political processes that determine how urban spaces are valued, resulting in boundaries and behaviors that undermine the democratic credentials of much political activity in urban settings. I evaluate two classes of solutions to these urban pathologies in light of class-specific constraints on mobility that originate in political strategies of control over urban spaces. The majority of work on this topic has focused on British and U.S. urban areas with less research directed at Canadian cities. This project made a contribution to the Canadian literature by examining the nature and changing geography of urban deprivation in East Montréal (a section of the central city) and the Montréal Urban Community (MUC) between 1986 and 1996. Essentially, Montréal contains a number of the city's poorest and most disadvantaged neighbourhoods and as an industrial area was particularly hard hit by the effects of de-industrialization, economic restructuring and recessions during the 1980s and 1990s. The project proposed a model of urban deprivation change, which was applied to the study area to examine its complex and changing social and economic geography. Fourteen indicators of urban deprivation were analyzed at the neighbourhood level (census tracts) in East Montréal and the MUC for three census years -- 1986, 1991, and 1996. A survey was also conducted in three selected neighbourhoods. The study identified several key trends and findings. There was a significant spreading of urban deprivation and decline during the study period from East Montréal to the remainder of the central city and to several inner suburban municipalities. However, deprivation and decline persisted within East Montréal in the troubled corridor south of Sherbrooke Street. Overall, worsening conditions were more evident during the 1991 to 1996 period compared to the previous five years (1986 to 1991). There was an increase in the level of deprivation among males, particularly with respect to unemployment and poverty. The survey revealed that the majority of respondents were satisfied with their neighbourhoods as a place to live. It also pointed to disparities between census and survey results and suggested that urban deprivation should be considered as more of a relative phenomenon. Pourtant, l'approche temporelle et son rapport à l'espace restent insuffisamment pris en compte par les acteurs dans l’analyse du fonctionnement de leurs territoires. Une lacune qui peut, notamment, s'expliquer par l'insuffisance, l'inadaptation et le manque de pertinence des représentations cartographiques utilisées. Cette recherche propose une démarche méthodologique reproductible destinée aux acteurs politiques afin de les aider à prendre des décisions d'aménagement cohérentes et adaptées. Placer la carte et plus globalement l'image – outil de raisonnement et canal de communication – au cœur de la démarche doit permettre de faciliter les échanges, les dialogues et les concertations entre acteurs divers du territoire. Compte tenu des insuffisances des données comme des systèmes de gestion de bases de données, cette thèse s’est attachée à déterminer un type de données à construire puis à mettre au point une structuration adaptée. Elle développe une recherche théorique sur leur visualisation afin d’intégrer l'ensemble dans un prototype opérationnel. Des applications à différentes échelles sur l'Aire Urbaine Belfort-Montbéliard illustrent les possibilités de visualisation et permettent de mieux comprendre les phénomènes et processus en œuvre.
