  Le commerce maritime vénitien à l'époque médiévale peut être envisagé en terme 
d'organisation publique (les galères marchandes) et de secteur privé (les armateurs 
pratiquant de façon indépendante leur activité commerciale). Cet article revient 
d'abord sur les critères ayant permis aux hommes du Moyen Âge comme aux 
historiens contemporains d'établir cette distinction. Dans un second temps, il 
analyse les transformations respectives de la navigation commerciale, publique et 
privée, à partir de la fin du XVe siècle, ainsi que les évolutions de l'organisation 
générale des transports maritimes. Il montre comment, au moment où la navigation 
publique disparaît, la navigation commerciale privée se renforce puisqu'elle est 
désormais plus adaptée aux conditions économiques et politiques de l'époque.

Developer Del Webb unveiled Sun City six years later. Adjacent to Youngtown, it offered modest homes abutting a golf course. In the ensuing decades, active adult communities have proliferated, including Harold Schwartz&amp;rsquo;s &amp;quot;The Villages&amp;quot; in central Florida, today the nation&amp;rsquo;s single largest retirement community.&lt;br /&gt; &lt;br /&gt; For nearly sixty years, the success of these and similar communities have changed the image of retirees from frail, impoverished old people to energetic, well-off adults enjoying a resort-like lifestyle.                 <text>À la fin des années soixante-dix, l'accroissement de la « délinquance » des jeunes et l'apparition « d'émeutes urbaines » amenèrent les pouvoirs publics à mettre en place des dispositifs administratifs variés de contrôle de la violence alliant prévention et répression. L'objet de l'article est de comprendre, en utilisant le prisme d'analyse offert par les conditions d'efficacité de ces dispositifs, quelles sont les logiques d'engendrement des comportements considérés comme violents. C'est seulement en faisant un détour par l'analyse de configurations sociales informelles, les « groupes de jeunes », que les pratiques délinquantes et les phénomènes de violence urbaine peuvent être expliqués. Ainsi la sensibilité des statistiques de la délinquance aux politiques d'occupation des jeunes adolescents – les opérations anti-été chaud, mais aussi l'allongement de la scolarisation et les stages professionnels – montrent que l'institution active dans la production de la violence est bien le « groupe informel » des pairs, fondée sur la logique du prestige et la « culture de rue », dont la déambulation oisive dans le quartier offre à ses membres de multiples occasions – parfois illégales et violentes – d'affirmer et de mesurer leur statut respectif. On comprend alors comment le processus de constitution de cités regroupant des familles nombreuses opérant un suivi scolaire faible et se heurtant après 1974 aux difficultés propres au marché du travail non qualifié, ont concouru, entre 1960 et 1980, à préparer les conditions de possibilité de la généralisation de la « culture de rue » adolescente et donc de l'émergence du « problème des banlieues ».</text>

                <text>La ville multilingue, Ziguinchor au Sénégal, présente actuellement une situation sociolinguistique complexe. L'expansion de l'usage du wolof, parmi les jeunes et les femmes principalement, a provoqué un recentrage ethnique et des réactions de défense des langues de groupe. Le contexte socio-économique, difficile, stimule la mobilité sous tous ses aspects; et l'usage du wolof en est le corollaire. L'école, comme lieu de rassemblement et de résolution des différences, est le domaine privilégié où se vernacularise cette langue, initialement vehiculaire. On présente ici des résultats d'une enquête réalisée auprès d'une population scolarisée, plus particulièrement des jeunes Diola qui appartiennent à l'éthnie majoritaire. Leurs répertoires et l'usage qu'ils en font en famille et avec leurs amis sont considérés sous l'angle du groupe, comme sous celui de la relation avec les autres groupes qui coexistent avec eux dans des quartiers centraux ou périphériques de la ville. Ce numéro de l’Espace politique s’intéresse aux déplacements forcés qui prennent place dans le cadre de transformations urbaines, dans un contexte « hors crise » au sens géopolitique. Cette approche met en lumière la généralisation actuelle de mobilités sous contrainte à l’échelle intra-urbaine, au cours de déguerpissements conduits au nom de la rénovation urbaine et dans le cadre de projets de villes compétitives et néolibérales. Malgré les alternatives proposées et les recommandations formulées par les instances internationales, les opérations de mobilités forcées intra-urbaines sont utilisées pour « nettoyer » les villes du Sud de citadins considérées « indésirables », en reléguant ces derniers aux marges de la cité. À ce titre, les déguerpissements révèlent des rapports de forces inégaux tout en participant à la coproduction de nouveaux référents constitutifs du droit à être en ville. Cet article introductif souhaite présenter les enjeux politiques et sociaux de la mobilité sous contrainte en ville en portant une attention particulière aux conflits et contestations qui entourent les opérations pour cerner les registres de justification qui émanent des acteurs en présence.&#13;

« En août 2008, l’Organisation mondiale de la santé (OMS) a publié une enquête révélant que la différence d’espérance de vie entre un enfant né dans un quartier riche de Glasgow – au sud et à l’ouest – et un autre mis au monde dans un quartier pauvre de la même ville – à l’est – atteignait vingt-huit ans », écrivions-nous en 2010 dans « Vivre riche dans une ville de pauvres », une enquête inspirée par cette effrayante statistique. Le rapport de l’OMS aurait pu provoquer un séisme social ; il n’a suscité qu’un soupir las et un clapotis de bonnes intentions philanthropiques.&#13;
&#13;
Quatre ans plus tard, le constat s’est encore assombri. Les inégalités ont explosé au Royaume-Uni avec l’application méthodique du plus grand plan d’austérité d’Europe, d’un montant de 110 milliards d’euros. Un plan acclamé par les éditorialistes européens sous l’intitulé de « miracle anglais ». Le premier ministre David Cameron prône désormais l’« amincissement de l’Etat » non plus comme un mécanisme exceptionnel mais comme un mode de gouvernance « permanent » (discours à la mairie de Londres, 18 novembre 2013).&#13;
&#13;
En mars dernier, une étude d’Oxfam dévoilait que les cinq familles les plus riches du Royaume-Uni possédaient autant que les douze millions de sujets britanniques les plus pauvres, soit 33,6 milliards d’euros. Une donnée susceptible, comme celle qu’a publiée l’OMS, de provoquer un tremblement de terre social. Mais qui n’a suscité qu’un soupir las et un clapotis de bonnes intentions...</text>

                <text>&lt;div&gt;&lt;b&gt;Abstract from the publisher : &lt;/b&gt;&lt;/div&gt; &amp;nbsp;&lt;/div&gt; Beijing Record, the result of ten years of research on the urban transformation of Beijing in the last fifty years, brings to an extended Western audience the inside story on the key decisions that led to Beijing's present urban fragmentation and its loss of memory and history in the form of bulldozing its architectural heritage. Wang's publication presents a survey of the main developments and government-level (both central and municipal) decisions, devoting a lot of attention to the 1950s and 1960s, when Beijing experienced a critical wave of transformative events.&lt;br /&gt; &lt;br /&gt; Shortly after its original Chinese bestseller edition was published by SDX joint Publishing Company House in October 2003, it ignited a firestorm of debate and discussion in a country where public interaction over such a sensitive subject rarely surfaces. The Chinese edition is in its 7th print run and was translated into Japanese in 2008. This newly-translated English version has the latest update on the author's findings in the area.&lt;br /&gt; &lt;br /&gt; Home to more than 15 million people, this ancient capital city &amp;mdash; not surprisingly &amp;mdash; has a controversial, complicated history of planning and politics, development and demolition. The publication raises a number of unsettling questions: Why have a valuable historical architectural heritage such as city ramparts, gateways, old temples, memorial archways and the urban fabric of hutongs (traditional alleyways) and siheyuan (courtyard houses) been visibly disappearing for decades? Why are so many houses being demolished at a time of economic growth? Is no one prepared to stand up for the preservation of the city?&lt;br /&gt; &lt;br /&gt; For his research, Wang went through innumerable archives, read diaries and collected an unprecedented quantity of data, accessing firsthand materials and unearthing photographs that clearly document the city's relentless, unprecedented physical makeover. In addition, he conducted more than 50 in-person interviews with officials, planners, scholars and other experts.                 <text>    The principal research question is “Why do some neighborhoods in U.S. urban areas stay economically healthy and others do not?” This study proposes three hypotheses on diverging paths of neighborhood change: first, neighborhood change is produced by interactions of factors at the metropolitan, municipal, and neighborhood scales; second, “the politics of scale”—city size and the homogeneity level of household interests in a municipality—is an important factor leading to different paths and outcomes of neighborhood change; and third, factors of neighborhood change have altered over time.&#13;
&#13;
    The primary data set used in this study is the Neighborhood Change Data Base by GeoLytics that includes the decennial census data across the country from 1970 to 2000 at the census tract level. This study examines the proposed hypotheses with a random sample of 35 metropolitan areas and analyzes the data set using multilevel modeling. Using per capita income and average housing value in neighborhoods, this study develops an index of neighborhood economic condition and uses the change of this index as the dependent variable in the empirical analyses. The explanatory variables included in the model are based on the theories on neighborhood change and the comprehensive model of neighborhood change proposed in this study.&#13;
&#13;
    This study finds clear evidence to support the proposed hypotheses. First, neighborhood change is produced by interactions of factors at the metropolitan, municipal, and neighborhood scales. Secondly, the politics of scale matters in neighborhood change in that neighborhoods are more likely improve economically in smaller and more homogeneous cities. Finally, factors affecting neighborhood change have altered over time.&#13;
&#13;
    Based on the findings, this study suggests that it is essential to take metropolitan, municipal, and neighborhood contexts into account together in setting public policies for community development. With regard to the politics of scale, larger and more heterogeneous cities should learn from smaller and more homogeneous cities by, for example, working to increase community interaction, which is positively related to city growth. Finally, because the factors associated with neighborhood change were different in different time periods, local governments should plan in preparation for housing market change.&#13;
&#13;
    By taking the municipal and metropolitan contexts as well as the neighborhood context into account, this study helps improve our understanding of diverging paths and determinants of neighborhood change. If we know why neighborhoods undergoing changes move in different directions and how the influences of neighborhood change have altered over time, we can do a better job of designing policies to ameliorate different conditions. In a more theoretical vein, this study contributes to the literature by providing a comprehensive model of neighborhood change over space and time.</text>

                <text>La crise du fordisme de la fin du XXème siècle a mis en échec les stratégies et les mécanismes classiques de gestion des flux materiels et immatériels désormais produits par une économie toujours plus globalisée. Selon certains auteurs comme Veltz, la logistique et la gestion intégrée du processus productif caractérisant la période s´ouvrant avec la ville reponde aux nouveaux impératifs de la productivité qui dépend de la capacite d´organisation, coordination et intégration entre les diverses segments et acteurs pour faire face aux exigences de la differenciation. La logique tayloriste organisant transports et production de manière segmentée est désormais dépassée. Dans ce contexte, de nouvelles perspectives d´insertion dans l´économie mondiale s´ouvrent pour les régions définissant des stratégies dans ce but. L´espace économique mondial acquiert en effet une nouvelle configuration, redessinant les contours de la division territoriale/internationale du travail. Dans le cadre de ces transformations ont lieu des disputes territoriales pour capter les investissements et les flux de la globalisation. Les villes ports surgissent alors comme des espaces économiques differenciés disposant d´un grand potentiel d´organisation de la circulation dans la mesure où elles sont des noeuds stratégiques pour la capitation/articulation des flux qui s´intensifient dans l´économie des réseaux du capitalisme contemporrain. En partant de ces questions et suivant une approche systémique de nature territoriale, nous entendons analyser la dimension productive de la relation entre la ville et l´équipement portuaire telle qu´elle se pose à Itajaí (Santa Catarina) en fonction de la municipalisation du port entreprise au cours des années 1990. Au delà de son caractère pionnier pour ce qui est de l´usage du dispositif régulateur permettant la décentralisation des ports vers les Municipes, Itajaí fait aussi figure d´exemple dans le domaine de la gestion intégrée du port et de la ville. Cela se traduit par l´émergence d´un tertiaire portuaire dans la région et par une augmentation de sa competitivité dans le système maritime portuaire mondial. </text>

                <text>The crisis of fordism at the end of the last century undermines the strategies and classic mechanisms for the management of material and immaterial flows produced in an increasingly globalized economy. Some authors consider that this could be the emergence of a period dominated by the logistics and integrated management of the production process – where productivity is more closely linked to the ability of organization, coordination and interaction among the various segments and actors, promoting what Veltz (1999) called “competitiveness through differentiation” – rather than the logics of the transports and segmented production of Taylorism type. Based on this scenario, new prospects of integration into world economy are drawn from various strategies of the more economically competitive regions and the others. The global economic space acquires a new configuration and redefines the contours of the international territorial division of labour. Under these transformations, territorial disputes occur in all geographic scales to “capture” the investments and flows of globalization. In this context, the city-ports becomes a economic space with great potential for organizing the world economy. They are positioned as strategic nodes in the economy-networks that attract/articulate the material and immaterial flows that multiply in contemporary capitalism. Thus, based on a systemic and territorial approach, we intend to analyze the productive dimension of the relation between city and port that is configured in the city of Itajaí, Santa Catarina, from the municipalization of the port in mid 1990s. In addition to its pioneering use of the regulatory device that allows the transfer of responsibility for administration of the ports of the Union for municipalities; Itajaí also figures as a unique case of integrated management between city and port. This experience allows the constitution of a port tertiary in the region and increases its competitiveness in the global marine system port. </text>

Alguns autores falam na emergência de um período de domínio da logística e da gestão integrada do processo produtivo – onde a produtividade encontra-se mais ligada à capacidade de organização, coordenação e interação entre os diversos segmentos e atores, promovendo o que Veltz (1999) denomina "competitividade pela diferenciação" – em detrimento de uma era de predomínio da lógica dos transportes e da produção segmentada de tipo taylorista. Nesse cenário, novas perspectivas de inserção na economia mundial são desenhadas de formas e a partir de estratégias variadas tanto nas regiões de economia mais competitiva quanto nas demais. O espaço econômico mundial adquire assim nova configuração, redefinindo os contornos da divisão territorial/internacional do trabalho. No âmbito dessas transformações, desdobram-se disputas territoriais em todas as escalas geográficas na busca pela "captura" de investimentos e dos fluxos da globalização. As cidades-portos, nesse contexto, vêm se configurando como espaços econômicos diferenciados com grande potencial de organização da economia mundial uma vez que se posicionam na economia-das-redes como nós estratégicos para a captação/articulação dos fluxos materiais e imateriais que se multiplicam no capitalismo contemporâneo. Tendo como referência essas questões, e a partir de uma abordagem sistêmica de natureza territorial, pretendemos analisar a dimensão produtiva da relação entre cidade e porto que se configura no Município de Itajaí, Estado de Santa Catarina, em função e a partir da municipalização portuária empreendida em meados dos anos 1990. Além do seu pioneirismo na utilização do dispositivo regulatório que permite a transferência da responsabilidade pela administração dos portos da União para os municípios, Itajaí também figura no Brasil como um caso singular de gestão integrada entre cidade e porto, experiência esta que vem se traduzindo na constituição de um importante terciário portuário na região e na ampliação de sua competitividade no sistema marítimo portuário mundial. </text>

                <text>Si l'on prend la notion dans ses différentes acceptions, la question du patrimoine se pose aujourd'hui avec acuité dans les grands ensembles (GE). Cette recherche considère qu'elle est une clé de lecture originale pour comprendre les attendus institutionnels de la gestion des GE. Parallèlement, l'objet décalé qu'est le GE permet des réflexions sur les processus de fabrication du patrimoine (enjeux, contradictions). La recherche porte pour cela sur des GE exemplaires,précurseurs et contrastés : ceux du sud-est de Saint-Etienne, en particulier Beaulieu et Montchovet.Au gré des stratégies d'acteurs, ces GE se sont opposés : Beaulieu a toujours été destiné à une population large desalariés ; Montchovet est un GE dévalorisé destiné par réorientation dans les années 1980 aux plus démunis et aux immigrés.Un schéma directeur d'initiative locale (office et Ville), élaboré en 2000 et mis en oeuvre grâce à l'ANRU, s'appuie sur ce constat et propose la démolition de Montchovet et la confortation de Beaulieu. L'opération est emblématique d'une démarche de retour aux sources du mouvement HLM. En étant valorisés au titre du patrimoine (notarial, mais aussi architectural et mémoriel), des groupes tel Beaulieu s'imposent en idéaux de référence. Us servent de point d'appui (y compris au sens topographique dans ce cas) pour la reconquête du parc et d'une clientèle qui s'est détournée des HLM.Mais ce modèle refondateur escamote la pluralité des mémoires d'habitants, tandis que la préservation au nom des spécificités architecturales s'enferme dans des impasses et contradictions (gentrification, usages allant contre certains principes du logement social).</text>

                <text>La régionalisation est autant un processus spatial qu'un processus territorial. Elle est spatiale parce qu'elle se réalise sur des structures spatiales héritées tout en les mettant en oeuvre. Nous avons voulu mettre en perspective dans le processus ou les volontés de régionalisation, le système formé des notions de territoires, de villes et de réseaux.&lt;br /&gt;Aussi, nous proposons de définir des territoires autour de réseaux de villes qui donnent à penser les régionalisations souhaitables ou souhaitées à partir des propriétés des territoires et de leur organisation par la représentation des interactions spatiales entre les villes. Sont alors créés des réseaux de villes autour desquels la régionalisation des territoires serait possible.&lt;br /&gt;Les mises en réseaux de villes se basent sur le corpus conceptuel et théorique du fonctionnement et des propriétés des systèmes de villes, et tiennent compte des caractéristiques du système de villes étudié à travers les critères de la taille des villes et de leur localisation. Ces seuls critères déterminent les espacements entre les villes et leur position dans la hiérarchie de niveaux dans le système, ce qui intègre et révèle les structures spatiales sous-jacentes ou locales.&lt;br /&gt;Sont alors définies deux catégories de réseaux de villes :&lt;br /&gt;• les réseaux de villes de proximité et de voisinage, sur des contraintes d'espacement entre les villes ;&lt;br /&gt;• les réseaux de villes hiérarchisés, sur des contraintes de taille des villes et de principes d'emboîtement de structures hiérarchiques (type administratif, à la hiérarchie stricte, ou type principe de marché, à la hiérarchie non stricte).&lt;br /&gt;La formalisation et les représentations des mises en réseaux de villes sont réalisées par la théorie des graphes qui permet une modélisation aisée des organisations hiérarchiques, en particulier des emboîtements de niveaux, par un de ses sous-ensembles, les arbres.&lt;br /&gt;La mise en place de ces méthodes et l'évaluation des performances des régionalisations qu'elles engendrent se fait sur deux exemples à problématiques et échelles différentes. La première application montre une approche spatiale en archéologie pour aider à dégager les principales structures d'un système de peuplement d'un territoire autour de la Cité antique de Luteva (Lodève, Hérault, France) durant la période du Haut-Empire (Ier siècle ap. J.-C. - IIIe siècle ap. J.-C.). La seconde application consiste à définir un arc méditerranéen théorique à partir du système de villes européennes sans maillage administratif.</text>
