Latin America has not been the centre of international architectural attention and pilgrimage since the mid 20th century when economic growth triggered the development of Modernist urban design and architecture on an epic scale. Since then the centralised, utopian planned model has broken down. Mass migrations from the countryside and erection of informal settlements have left cities socially and spatially divided. Within this context and in the mist of globalization Latin America is set to go though major change once again.&lt;br /&gt; &lt;br /&gt; In recent decades, resourceful governments and practices have developed innovative approaches to urban design and development, less to do with the utopian and totalitarian schemes and more to do with &amp;quot;urban acupuncture&amp;quot;, working within rather than denying the framework of informality to stitch together disparate parts of the city.&lt;br /&gt; &lt;br /&gt; This title of AD will explore the current urban issues faced by Latin American cities and the response of alternative local practitioners at different scales.                 <text>This study, based on a sample of offenders coming before the summary court in Birmingham, 1867-77, looks at the processes of ostracism, exclusion, deprivation and punishment accorded to the lowest strata of society in the late Victorian city. It is argued that the identification and labelling of a criminal class was part of the effort to deny the relevance of class conflict by insisting on the relevance of moral distinctions. The first chapter seeks to plot the social ecology of crime through a comparison of a number of contrasting 'social areas' ranging from a high crime to a no-crime area. Differences in the social characteristics of the population living in these areas form the basis for explanations about differences in levels of reported crime, and of police attention. The second chapter deals with the law enforcement agencies of magistrates, Watch Committee and police - describing their personnel and their different priorities and strategies. In Part II we turn for the first time to the offenders. Chapter 3 concentrates on juvenile offenders, their of fences and social characteristics, and on the policy and provision made for them, as well as on sentencing practice, as carried out in Birmingham in the period. Chapter 4 looks at the legislation for, and the definition of, the Habitual Criminal. In this section the main categories of offence under the Habitual Criminals Act are described as they occurred in Birmingham, as well as the trends in sentencing practice for these offences. The last chapter discusses assault and other violent crimes, with particular attention to the rise in Street disorders and assaults on the police. The conclusion points out that a Strategy of exclusion was implemented by the urban elite for their 'criminal class' since this class presented no real political threat, while it came to serve a diminishing economic function.</text>

L'urbanisation s'entend non seulement au sens littéral de la ville bâtie mais aussi et surtout au sens second d'un mode d'être social, un phénomène excédant le cadre de l'urbanisation matérielle. Il sera ici question du sens des pratiques dans un univers urbain touché par Internet. Je décrirai un exemple, significatif à cet égard. Il s'agit du "bookcrossing", pratique culturelle récente, au carrefour des NTIC et du corps métropolitain, du chez soi et de la vie extérieure, de l'anonyme et de l'intime, du lointain et du proche. Le "bookcrossing" interroge l'esprit urbain contemporain, entre déterritorialisation et réappropriation de l'espace public, en mettant en jeu autrui, un livre et "moi" dans la ville.</text>

                <text>Le « Palais de Trajan » de Bosra se situe à proximité d'une grande église, du grand réservoir et de l'arc nabatéen qui sert d'élément-charnière entre la partie occidentale et la partie orientale de la ville. Il offre la lecture aussi bien en plan qu'en élévation d'une grande demeure urbaine. L'édifice s'organise en quatre corps de bâtiment élevés autour d'une cour carrée. Les corps de bâtiment nord et sud prennent appui à l'est sur un mur imposant, plus ancien, qui devait se poursuivre vers le nord et vers le sud, avant d'être intégré au « Palais ». Le portique, qui se développe vraisemblablement sur les côtés nord, sud et est de la cour permettait un accès abrité aux pièces du rez-de-chaussée. Au dessus de ce portique une galerie était indispensable à la circulation et à la distribution des pièces du premier étage. Elle était accessible au moyen de deux escaliers.&lt;br /&gt;L'édifice présente quelques aménagements remarquables : un petit ensemble thermal et une salle à alcôve au rez-de-chaussée, un large espace triconque à l'étage. Le Palais tel qu'il est visible aujourd'hui n'a pas été édifié d'un seul tenant. Il intègre un ou plusieurs ensembles plus anciens et témoigne de nombreuses modifications, néanmoins les différentes phases de construction semblent s'échelonner entre la deuxième moitié du IIe siècle et le VIe siècle. Nous avons comparé le plan et les aménagements particuliers du « Palais de Trajan » à des édifices similaires du Bas-Empire dont le rôle avait parfois été déterminé. Il est apparu que cet édifice constituerait, plutôt que la demeure d'un riche particulier, un ensemble palatial, résidence du gouverneur ou palais épiscopal attenant à la grande église du quartier est.</text>

Due to the very particular geometry of Belgium’s territory (length of internal linguistic border, specific position of the Brussels-Capital Region), the country offers exceptional opportunities of exploration of the relations between economic factors (spatial interaction) and political factors (territorial interaction). An analysis of the dynamic of the settlement system on the long term (1846-2009) and of the migration on a half-century (1955-2009) reveals the strong resilience of the country against forces of political division. Les nouvelles institutions créées, comme les plus anciennes qui ont vu leurs compétences renforcées à cette occasion, sont presque toujours gouvernées par des exécutifs collégiaux, associant des représentants municipaux de l'ensemble des formations partisanes. Ce mode de gestion est alors justifié par les élus locaux au nom de la technicité présumée des enjeux intercommunaux et de l'affirmation des politiques agglomération qu'il rendrait possible. Notre travail envisage le processus d'institutionnalisation de la communauté urbaine de Lille sur le temps long et à la loupe, de sa genèse par les groupes réformateurs dans les années 1960, jusqu'à la consolidation d'un régime de « consensus », terme utilisé par les conseillers communautaires eux-mêmes pour qualifier leurs arrangements interpartisans dans cette enceinte. Le choix méthodologique d'une focale resserrée et centrée sur l'organisation donne à voir les conditions pratiques de domestication par les maires des réformes intercommunales successives. Le « consensus » politique communautaire, loin d'aboutir au renforcement de l'autonomie de la CUDL en matière d'action publique locale, apparaît dès lors comme le vecteur principal de son maintien sous dépendance municipale et de son déficit démocratique persistant.</text>

			Avec près de 50 hectares, le « Quartier de l'Europe » est le plus vaste des lotissements 
engagés dans le Paris de la Restauration. Une telle opération supposait des 
promoteurs puissants, disposant de capitaux importants, mais elle ne pouvait

  Jusqu'à la fin des années 1990 le quartier de Sainte-Marthe (Paris, 10e) abritait une population ouvrière et des ateliers d'artisanat. Depuis cette époque, ces activités ont disparu, et la population s'est transformée à travers à la fois une paupérisation et une gentrification.
  Des artistes-plasticiens se sont installés dans les anciens locaux d'artisans, et des professions artistiques au sens large ont repris et transformé un habitat vétuste et très dégradé.
  Cet article propose de montrer que le processus de gentrification ne correspond pas simplement au remplacement de catégories sociales populaires par des catégories de niveau socio-économique plus élevé. La gentrification se constitue aussi à travers le « travail social » effectué par les « gentrifieurs ». Ceux-ci en emménageant dans un habitat où l'environnement est difficile (trafic de drogues, ateliers clandestins, violence...) s'investissent matériellement et symboliquement. Mais ce faisant, ils construisent aussi l'espace du quartier en « ressources sociales » professionnellement mobilisables. Leur valorisation de la mixité sociale et de la sociabilité de quartier est cependant souvent mise à mal par une certaine pratique de l'« entre-soi ».
