                <text>Dans un contexte national d'injonctions réglementaires répétées visant à faire davantage participer les habitants-citoyens à l'action publique, et dans un contexte municipal marqué par une volonté de rupture avec les modes de gouvernance des mandatures précédentes, la Mairie de Paris a, de 2002 à 2010, organisé une " concertation " ambitieuse pour le projet de réaménagement du quartier des Halles. Cette thèse a pour objet d'analyser les conditions de mise en place d'une démarche participative dans le cadre particulier d'un grand projet d'urbanisme. Elle s'intéresse aux possibilités d'articulation entre processus de projet urbain et processus participatif. Elle propose à cette occasion des éléments de méthode et d'analyse concernant la prise en compte des habitants-citoyens dans la fabrication du projet. Pour cela, les diverses modalités et temporalités de la démarche de projet et des dispositifs participatifs sont précisément étudiées. Ces derniers sont passés au crible de définitions de degrés d'implication d'une part et de critères d'évaluation de la participation et de la délibération d'autre part. S'il est difficile de qualifier de façon uniforme le niveau d'intensité de l'implication citoyenne dans un projet d'urbanisme étudié dans sa durée, il ressort de l'analyse que, globalement, les dispositifs appelés " concertation " par la Mairie de Paris n'ont pas véritablement mis en négociation la définition du projet dans ses principes majeurs. De ce fait, la plupart du temps, le processus participatif est resté cantonné à un niveau consultatif. Les postures des acteurs en charge du projet urbain et leurs représentations de la place de l'habitant-citoyen dans la démarche de projet expliquent en grande partie le caractère relativement limité de la " concertation " quant à ses effets sur le projet, mais aussi en termes d'ouverture aux différents publics concernés. Néanmoins les obstacles à la démocratisation de l'action publique en urbanisme trouvent également leurs sources dans les manières de concevoir et de mener la démarche de projet. Pour autant, le projet de réaménagement du quartier des Halles a été source de changements voire d'innovations pour la Ville. Etudier le processus participatif en tant qu'expérience permet de montrer ses effets sur les acteurs impliqués, notamment au travers de logiques d'apprentissages, ainsi que les évolutions possibles, dans le contexte municipal parisien, des pratiques participatives dans la conception urbaine</text>

                <text>Notre thèse porte sur l’analyse du gouvernement de la circulation urbaine pour la période allant des années 1910 aux années 1960. Elle s’appuie sur un travail de terrain constitué principalement d’une monographie du cas lyonnais que nous avons enrichie à partir d’autres exemples urbains (Marseille, Lille, Bordeaux, Nice, Saint-Étienne, Villeurbanne). Nos sources sont principalement constituées de fonds d’archives municipaux, mais également nationaux (des ministères concernés), internationaux (SdN, ONU) et d’autres documents de première main (archives privées et consulaires, périodiques).&#13;

Notre travail se structure autour de deux grandes questions concernant l’analyse de l’action publique urbaine : la construction et l’identification d’un problème public ; la régulation d’un secteur d’intervention publique. Ces deux niveaux d’analyse sont appréhendés au niveau des scènes locales, nationales ou transnationales, de discussion des problèmes automobiles. En questionnant la structuration des pouvoirs urbains, on peut mettre en évidence l’existence d’un gouvernement par commissions, rassemblant des institutions et des acteurs divers et éclatés, et concourant à une co-production de l’expertise et de l’action publique en matière de circulation urbaine. &#13;

Cette étude sur un temps long permet de montrer que, dans ce secteur, des formes de « gouvernance » articulant intérêts privés et enjeux publics ont émergé progressivement et se sont structurés au moment même où l’automobile devenait un enjeu urbain et un problème public central pour les villes du XX° siècle. Le gouvernement de la circulation urbaine constitue un excellent observatoire de la dynamique de constitution des pouvoirs urbains autour de dispositifs d’action publique pluralistes et largement participatifs qui renvoient au final à des débats situés au cœur même de la science politique contemporaine (pluralisme, gouvernance, réseaux, interfaces public/privé, démocratie participative...).</text>

                <text>Dans cet article, notre intérêt porte sur la conception et la réalisation des grands programmes d’aménagement routier pour comprendre les évolutions du système de décision local et les relations centre - périphérie. L’objectif est de dépasser les visions stato-centrées, qui envisagent la construction des grandes infrastructures routières sous l’angle d’un État central équipant et modernisant la France à partir de Paris. La description des évolutions historiques, que nous avons esquissée, montre trois configurations d’acteurs différentes au niveau de l’aménagement routier de la région lyonnaise. Une première période, l’entre-deux guerres, est marquée par le dynamisme local, symbolisé par l’indépendance technique et financière des collectivités locales à travers la figure des ingénieurs en chef des services techniques municipaux et du service vicinal. Puis s’ouvre une phase de rapatriement de ces problématiques dans le giron de l’État dès la fin des années 1930, confirmée après la seconde guerre mondiale, avec une expertise monopolisée par les Ponts et Chaussées. Enfin à partir des années 1980, les enjeux sont de nouveau focalisés au niveau local, mais avec une échelle territoriale et politique différente de celle connue pendant l’entre-deux guerres. </text>

                <text>The paper deals with the conception and realization of road building plans as a lens to understand changes in local decision-making and the relations between municipalities and the state. My purpose is to go beyond the usual studies of road constructions as a central state decision to equip and modernize France from the capital. The analysis of historical events shows three main actors for road construction in Lyon. The interwar period relates to a period of municipal dynamism with the financial and technical autonomy of local authorities through the figure of the local engineer. Then, another period begins with the late of the 1930s and the return of such questions as a state affair. This was confirmed after World War Two by the growing expertise of the engineers of the Ponts et Chaussées. The third and last period of time begins with the 1980s, when the most salient inputs became local again, even if the political  perspective diverged from the one of the interwar period. </text>

                <text>Urban goods transport is one of the subjects decision makers have to take into account in the planning process. As they lack knowledge on this particular subject, they tend to underestimate the importance of urban goods movements on their territory. Through the example of "La Confluence" neighborhood in Lyon ( in progress since 2005 and including a shopping center, administrations, apartments...), this paper proposes to build a method of urban goods diagnosis for new urban district development; the main question being how urban goods modeling and simulation can help urban planners in their decisions. By building several scenarios in terms of urban planning, the target is to imagine an improved situation for urban projects through the needs in goods movements and implementing solutions linked to regulation, land-use and logistics including distribution centers, parking lots.... By applying a systemic view of the subject, this work will also take into account the major constraints of the urban system. This paper will include the comparison between the present situation of the presented case and the scenarios build through the previous steps of this method.</text>

Engels, Manchester and Social Observation in 1844 Engel's 1844 work, Condition of the English Working Class in England, is considered a classic description of "the world's first industrial city". But what enabled him to view the city in this way was the fact that he was seeking factuil confirmation of Feuerbach's philosophy, to which he had just converted. Moreover, the city he describes is one of poverty-stricken occasional workers and not of textile factories: it was hardly the universal situation of the proletariat. Finally, one may wonder why Engels insisted exclusively on sight and smell, whereas sound played no role: the speech of those he observed is absent from the work. For a long time, this separation of action from words would help to maintain the myth of the redemptive destiny of the proletariat.</text>
