                <text>Depuis une quinzaine d'années, on assiste dans de nombreux pays européens à une relance de la planification urbaine. Cette refonte s'inscrit dans un contexte de généralisation de l'idée de développement durable et d'évolution de l'organisation du pouvoir local, liée à la multiplication des échelles d'intervention et à la diversification des acteurs locaux. Au-delà des convergences qui sous-tendent ces réformes, les pratiques révèlent des différences liées aux cultures politiques, aux traditions en matière d'aménagement du territoire et aux contextes locaux. En s'appuyant sur les monographies de deux agglomérations transfrontalières, Strasbourg (France) et Genève (Suisse), cet article s'interroge sur le rôle de la planification urbaine et sur son évolution au cours des quarante dernières années. Le propos est plus particulièrement centré sur les problématiques d'urbanisme et de transport, dont la mise en cohérence constitue l'un des leitmotivs des lois sur l'aménagement du territoire, et un enjeu récurrent des stratégies de développement urbain durable.&lt;br /&gt;Les plans ou schémas directeurs servent-ils à cadrer et à orienter les politiques locales, permettent-ils d'appuyer la mise en place d'une « gouvernance métropolitaine » ? Loin de la vision surplombante que pourraient suggérer les textes officiels, les procédures de planification apparaissent, dans les deux exemples étudiés, comme des moments particuliers du processus de production des politiques locales. Elles ne sont pas produites en dehors ni à distance des politiques publiques qu'elles sont censées orienter. L'analyse diachronique souligne les différences des logiques institutionnelles et des jeux d'intérêts qui président, dans les deux agglomérations, à l'élaboration de ces procédures. Les manières de penser et d'agir (sur) la coordination entre transports et urbanisme présentent quant à elles de fortes similitudes, associées à une large diffusion des doctrines d'action dominantes. Écartelée entre le renouvellement des orientations de l'action publique et l'avènement de nouveaux territoires, la relance de la planification urbaine apparaît comme porteuse d'une forte contradiction. Limitant tour à tour le développement durable à l'énoncé de normes ou à la légitimation des projets locaux, elle ne permet pas, en particulier, de l'instaurer comme un véritable problème politique.</text>

                <text>Notre travail de recherche vise à étudier l'apport des images de télédétection, images satellites et photographies aériennes, à l'analyse d'une forme particulière de dynamique urbaine : le périurbanisation.     Il se compose de deux étapes essentielles. Dans un premier temps, nous avons cherché à établir les manques dans l'analyse de la périurbanisation et les apports possibles de la télédétection.     La deuxième étape correspond à la mise en place d'une méthodologie basée sur l'utilisation d'images Landsat et de photographies aériennes. Des outils de traitement d'images spécifiques, issus de la morphologie mathématique, ont été employés pour extraire les ensembles bâtis sur la Région Urbaine de Lyon. Par la suite, la morphologie mathématique a encore été employée pour l'analyse de l'organisation du bâti. Croisé avec des informations statistiques, le bâti a permis de mettre en évidence l'existence de plusieurs formes de périurbanisation, et de systèmes d'organisation évoquant la mise en place d'un territoire.</text>

The results show that the Gaussen methodology responds better to classify periods of the year with higher rainfall than those of lower rainfall, or those which are close to the numerical limit of the classification proposed by the authors. </text>

                <text>Using electricity in railway operation became a real option towards the end of the nineteenth century. Cities were, generally, the main recipients and instigators of its introduction as the new technology was to help alleviate the often insufficient provision of means of urban transport. Its introduction, however, was largely dependent on the political and business cultures inherent in the specific context of each city. In London, competition and the business interests were a fundamental part of the process while, in Paris, the definition of a collective interest constituted one of the most significant conditions prior to the execution of any plan. In this contribution, I will look at the way in which the polities of the English and French capitals determined how the conception and operation of a particular means of urban transport, the city railway, were transformed by electricity. In so doing, I will provide a characterisation of the extent to which the adoption of a new technology of transport was both a result and an important part of the process of transforming London and Paris into modern constructs. </text>

                <text>La ruine industrielle est en passe de devenir, au même titre que les enseignes des grandes multinationales, un signe visuel récurrent sur un nombre grandissant de continents. La crise financière de 2008 a projeté au niveau mondial la vision d'usines fermées dans lesquelles il ne se passe plus rien. Exit " le ballet industriel " rythmé des flux d'ouvriers entrant et sortant, des produits passant et repassant, se déversant ici, pour être repris là et finissant leur route sur un camion ou dans un train, vers un ailleurs. Il ne reste plus que des structures vides et inutilisées. Face à cet atterrement et aux conséquences sociales qu'il entraîne mais également face à l'absence de succès des différents plans européens de reconversion, élus et acteurs de la culture ont compris que le salut d'un possible renouveau devait avant tout passer par l'évolution de l'image perçue de ces lieux. Ors l'aspect visuel de ces territoires désindustrialisés est clairement négatif : on les qualifie communément de " paysage de guerre ", de terre de désolation, voire de " chancres ". Le travail effectué dès les années 1990 par Karl Ganser et Christoph Zöpel en direction de la Ruhr, région la plus fortement industrialisée d'Allemagne est en ce point exemplaire.</text>

Soit que l'image ne soit à vrai dire pensée qu'après la recherche, par délégation à un spécialiste de la réalisation, avec tous les risques de décalage de cette "image-illustration" ; soit qu'elle soit assurée d'emblée par le chercheur, avec toute la difficulté – sauf à de rares exceptions près –, de ne capter une vérité qu'à la forme peu diffusable ou à la sémiologie fuyante...&lt;br /&gt;Pour tenter de surmonter cette dichotomie, un chercheur, Bernard Ganne (de l'équipe CNRS du GLYSI – Groupe Lyonnais de sociologie industrielle) et un homme d'image, Jean-Paul Pénard, ont entrepris depuis quelques années de conjuguer leurs efforts pour tenter de rendre compte par l'image du monde du travail et des mutations actuellement observées dans le monde industriel.&lt;br /&gt;Un premier film de sensibilisation générale a ainsi été réalisé en 1990, Filigranes (67 mn) ; un second film, constituant la suite du premier et intitulé Rumeurs d'atelier : Vous avez dit ‘flexible' ? (133 mn) plus directement focalisé sur les nouvelles formes d'organisation, a été achevé fin 1992. La communication relate la libre réflexion des auteurs sur cette expérience.</text>

                <text>A première vue patrimoine et développement durable, qui font aujourd’hui consensus, participent de la même logique : il s’agit de mieux articuler le temps présent des sociétés, à leur passé et leur avenir, dans une logique de transmission et de solidarité intergénérationnelle. Une étude croisée de deux villes de l’Ouest, Angers et Nantes, confrontées à une forte pression foncière dans un contexte de croissance démographique, nous montre que faire converger préoccupations patrimoniales et objectifs du développement durable ne va pourtant pas de soi. Envisagé à cette échelle avant tout sous l’angle de la densification urbaine, le développement durable peut en effet être mis en avant pour justifier certaines démolitions. Les deux notions de patrimoine et de développement durable apparaissent cependant plus en phase à travers les projets urbains nantais que dans ceux de la ville d’Angers. Ce que confirme l’élaboration récente des plans locaux d’urbanisme (PLU) : alors qu’à Nantes l’intérêt pour les nouvelles possibilités de préservation du patrimoine local est manifeste, du côté d’Angers, c’est la volonté de garder les mains libres pour la densification urbaine qui l’emporte. </text>

                <text>Heritage and sustainable development, both widely accepted by the contemporary society, seem to proceed from the same logic : it is about better articulating the present and the future, in a logic of transmission and intergenerational solidarity. A cross study of Angers and Nantes, cities confronted with important construction pressure in a context of important population growth, tends to show that the convergence of heritage and sustainable development agendas is not obvious. While heritage is supposed to preserve designated elements, sustainable development can justify some necessary demolition in order to allow urban densification. The two notions of heritage and sustainable development seem however more interrelated in the case of Nantes than of Angers. This fact tends to be confirmed by the analysis of recent urban planning documents, the PLU (plan Local d’Urbanisme): while in Nantes the interest in new possibilities of local heritage preservation is obvious, in the case of Angers the densification process is predominant. </text>

Por ella corre aquello que ha perdido presencia tangible en nuestro amplísimo repertorio visual, lo que ha reposicionado nuestras experiencias y sensaciones con respecto al entorno e imágenes que nos rodean. Ha modificado nuestros espacios de vida, contribuido a condicionar una nueva lectura espacio-temporal que tiene que ver con la simultaneidad, con la contracción, con la vida en tiempo real, en donde los diversos escenarios son una constante y por consiguiente la posibilidad de mundos y ciudades "múltiples", así como la creación de comunidades virtuales, una realidad. La ciudad contemporánea se vive a través de y en pantallas, al mismo tiempo, también es albergue de ellas; de manera que el discurso visual y el arte crítico que reflexiona y cuestiona el papel de este artilugio en las sociedades contemporáneas puede resultar un real revitalizador de las experiencias que, a través de ese discurso, se viven fundamentalmente en los espacios comunes. Lejos de satanizar este, tan cuestionado aparato, que pronto dejará de mostrarse tal y como hoy todavía lo reconocemos, el trabajo de investigación que aquí presentamos busca colocarlo en su justa dimensión con respecto a su papel condicionante en y para los espacios públicos.</text>

  Observer les conditions citadines des activités, publiques des espaces et civiles des usagers sert à repérer les formes élémentaires de l'urbanité. Les enjeux socio-spatiaux deviennent ainsi intelligibles sans pour autant faire l'impasse de leurs corrélats conflictuels. Une ethnographie comparative des usages de la Plaza Caracas et de la Plaza Bolivar de Chacao permet de rendre compte de l'interaction entre lieux et liens à Caracas. Du statut métropolitain au communautaire, il est question de jeu d'échelles, de passages et d'ancrages, de dés?uvrement et de prosélytisme religieux, de sociabilités « ordinaires » et « programmées ». L'ordre public émerge comme objet sociologique à part entière grâce aux ouvertures cognitives d'une écologie de l'usage.

                <text>En la Argentina, la proporción de migrantes limítrofes aumentó singularmente a partir de mediados del siglo XX, hasta superar las migraciones de ultramar que predominaban. Dentro de ellos, una de las actividades en donde los migrantes bolivianos se insertaron es en la horticultura, en los llamados cinturones verdes de las grandes ciudades de todo el país. El objeto del presente trabajo es analizar la actual estructura socioproductiva hortícola del Área Metropolitana de Buenos Aires (AMBA), su evolución en los últimos cincuenta años, y el papel que jugaron los migrantes bolivianos en sus recomposiciones socio-espaciales. En el marco de una serie de cambios políticos, económicos, migratorios, de avance de la frontera agrícola y urbana, se seleccionaron un conjunto de variables que se entienden claves en el sector hortícola, y se entrevistaron a productores y trabajadores hortícolas de la región norte (Pilar) y sur (La Plata) del AMBA. Se puede demostrar una fuerte tendencia hacia la diferenciación espacial y desarrollo desigual al interior del AMBA, y un quiebre en un área que ahora se puede señalar como heterogénea. La estructura diferenciada actual del área se explicaría tanto por las evoluciones disímiles de los partidos, como así también por las características de los migrantes.</text>
