                <text>Obtaining Data on Mobility : from the historic Recordings of Migrations to Family Group Biographies. 

The need to understand the decision making process at the origin of migrations and the choice of location of individuals has brought many researchers to consider adopting a framework of analysis destined to fully consider the strategy of individuals within their space. 
This field of analysis of mobility appears to be very dynamic and rich both for the considerations of theoretical analysis and for practical experimentation. This paper presents recent developments in methodologies and their use. Having identified the major axes of these innovations on the basis of either their questioning of the time base on the phenomena, or a more precise appreciation of the spatial origins, the psychology or social aspirations of the individuals, or the unit measure considered to be the most appropriate (individual, network, or family circle), the author proposes the type of data collection involved and the conclusions that may be drawn from these different concepts. The author concludes with a demonstration of a data gathering process which integrates the study of migrations in a larger context that is based on longitudinal group dynamics, the family circle, all of which being shaped by the interactive trajectory of each of its members.</text>

Private communities, often called common interest developments, are now home to almost one-fifth of the U.S. population&amp;mdash;indeed, many localities have mandated that all new development be encompassed in a CID governed in a homeowners association (HOA). The ubiquity of private communities has changed the nature of local governance. Residents may like closer control of neighborhood services but may also find themselves contending with intrusions an elected government would not be allowed to make, like a ban on pets or yard decorations. And if things go wrong, the contracts residents must sign to purchase within the community give them little legal recourse.&lt;br /&gt; &lt;br /&gt; In Beyond Privatopia: Rethinking Residential Private Government, attorney and political science scholar Evan McKenzie explores emerging trends in private governments and competing schools of thought on how to operate them, from state oversight to laissez-faire libertarianism. The most common analyses see CIDs from a neoclassical economic, positive point of view. HoAs, this strain of analysis maintains, are more efficient and frugal than municipalities. And what could be more democratic than government of the neighbors, by the neighbors? But scholars coming from institutional analysis, communitarian, and critical urban theory frameworks see possible repercussions. L'objectif était d'y maintenir ou créer des activités commerciales, artisanales ou de services, d'y accroître la mixité fonctionnelle et sociale, et d'améliorer la situation de l'emploi local. Le gouvernement, qui prévoit de lancer une nouvelle génération de contrats de ville, a interrogé le CESE sur le bilan du dispositif ZFU en matière d'économie et d'emploi, sur l'utilité de le maintenir et sur les mesures à prévoir pour son évolution ou son remplacement. Pour le CESE, ce dispositif a permis dans nombre de ZFU la création d'activités économiques et d'emplois, y favorisant un rattrapage partiel en termes de mixité fonctionnelle, même si la crise fragilise ces résultats. De plus, certains quartiers urbains présentent encore un cumul de difficultés qui ne se résume pas à la concentration de la pauvreté, seul critère de sélection des quartiers bénéficiaires des contrats de ville de nouvelle génération. Le CESE formule donc un ensemble de propositions pour un dispositif ZFU refondé et simplifié, qui s'intégrerait dans le cadre des futurs contrats de ville.</text>

                <text>La migration des populations indigènes au Brésil est un phénomène récent encore peu étudié, surtout celle en direction des villes. Les causes en sont diverses : conflits ou limitation des moyens de subsistance sur les territoires indigènes, infrastructures et services publics essentiels insuffisants (enseignement scolaire et centres de santé)... De plus, on observe une certaine hétérogénéité entre les différentes ethnies qui ont émigré ou émigrent vers les villes. Quelques ethnies comme celle des Baré ont une longue histoire de contact avec la société nationale. Par ailleurs, l´histoire de migration et de colonisation vécue par le Brésil montre, à travers la figure du caboclo (descendant d´indien et d´européen mélangés) que de nombreux traits culturels empruntés aux peuples indigènes sont encore très présents dans la culture urbaine de la population non indienne. Témoin en est l´usage des plantes médicinales par les populations urbaines.&#13;
A partir de deux études réalisées en Amazonie, l´une à Manaus, capitale de l´État d´Amazonas qui compte environ 11.000 Indiens sur une population de 1.800.000 habitants, et l´autre dans la région de São Gabriel da Cachoeira, commune d´Amazonas située au nord-ouest et peuplée de 17 ethnies (dont les Baré), nous nous proposons de montrer comment, par l´effet de la migration des indiens vers la ville et celui de séjours temporaires de professionnels de santé dans les territoires indigènes on observe une imprégnation des pratiques de santé traditionnelles par le système de santé général et, réciproquement, une influence de la biomédecine sur les pratiques traditionnelles.</text>

                <text>Cette contribution présente les enjeux et les premières étapes d'une forme de GPEC territoriale inscrite dans un dispositif intitulé "observatoire de l'évolution des emplois et des compétences de la ville de Lyon". La construction de cet observatoire fait l'objet d'une coopération relativement originale entre la Maison de l'Emploi et de la Formation de la ville de Lyon, des universitaires engagés sur des sujets articulant les flexibilités et la sécurisation des parcours professionnels, des étudiants du master de RHO de l'IAE de Lyon qui se sont impliqués dans des études de cas d'entreprises lyonnaises autour de leurs pratiques de GPEC, et enfin l'ANDRH du Rhône grâce à qui nous avons pu accéder à ces terrains d'analyse locaux. De nombreuses questions émergent dans ce dispositif de recherche-action territoriale pluri-acteur et pluri-niveau (individu / entreprise / territoire) qui touchent notamment à la question du " P " (pour prévisionnel) s'agissant des flux d'emploi et de compétences intra et inter organisations. Les entreprises sont-elles disposées à partager des informations sensibles concernant leur GPEC (quand elle existe ?). La proximité géographique des entreprises permet-elle de compenser les inconvénients d'un éloignement sectoriel dans des projets de mutualisation de leurs ressources humaines ? Comment se font, au niveau des individus, les arbitrages entre une fidélité à un métier ou un emploi et une fidélité à un lieu de vie en cas d'évolution professionnelle choisie ou subie ? Comment s'articulent les projections d'activité au niveau des entreprises avec les projections d'évolution des besoins d'emploi et de qualification au niveau des structures de formation du territoire ? Telles sont quelques unes des questions sensibles inscrites dans le sujet de l'attractivité durable des territoires auxquelles ce projet nous invite à apporter des éléments de réponse.</text>

                <text>Municipal government mattered as much in the 1930s as it did in the 1870s. Taking a case study of a prestigious urban institution in Birmingham and Leicester, this thesis explores the role of the Watch Committee in interacting with other local, national and professional institutions in administering urban police and fire services. A melding of approaches prevalent within the disciplines of public administration and urban history facilitates a thematic approach to the nature and practice of administrative power. R. A. W. Rhodes' model of power-dependence, modified and reinforced through recent research into policy networks and communities, allows the modem urban historian to explore the interplay between structure and agency within intergovernmental relations between 1870 and 1938. Through an analysis of legal, financial, organisational, political and informational resources, this thesis argues that neither central nor local government dominated the decision-making or policy implementation processes. Governmental institutions negotiated and interacted amongst themselves through a variety of networks, both locally and centrally initiated, for their access to such resources. Ultimately, powerful and prestigious county boroughs continued to influence national decision-making structures throughout the inter-war years. The Watch Committee was an independent institution and consisted of experienced and expert members. Through its close relationship with the Police and Fire Departments, in particular their chief officials, the urban dimension of `police' policy remained integral despite increasing central regulation of local services during the period under review.</text>

La maison est également une entité politique, sociale et économique construite par et pour un émir mamlouk dont la cohésion repose sur la base de liens personnels que l'émir, en tant que maître (maḫdūm), entretient avec chacun des membres de la maison, qu'ils soient militaires ou civils, de condition servile ou libre. Le vocabulaire utilisé dans les sources historiques de l'époque mamlouke nous renseigne sur la nature et l'étendue des liens personnels qu'un administrateur civil contracte avec l'émir et son entourage lorsqu'il entre à son service au sein de sa maison. Les liens de clientèle, de service ou d'amitié ainsi créés, apparaissent comme un des éléments décisifs dans l'ascension professionnelle d'un administrateur civil et constituent une part importante de son réseau social qu'il pourra tenter d'activer tout au long de sa carrière. L'étude des liens tissés, entre civils et militaires à travers plusieurs exemples illustrant la forme hétérogène et complexe qu'ils peuvent prendre dans le cadre de la maison d'un émir, met ainsi en évidence l'interdépendance et l'intérêt commun qui unissent les élites mamlouks et les élites civiles au-delà de la stricte appartenance à leur groupes sociaux respectifs.</text>

They express a smashing up of functional scales and new ways of living in broken up metropolitan territories.
