The resulting consent decree forced the MTA for a period of ten years to essentially reorient the mass transit system to better serve the city&amp;rsquo;s poorest residents. A stunning reversal of conventional governance and planning in urban America, which almost always favors wealthier residents, this decision is also, for renowned urban theorist Edward W. Soja, a concrete example of spatial justice in action.&lt;br /&gt; &lt;br /&gt; In Seeking Spatial Justice, Soja argues that justice has a geography and that the equitable distribution of resources, services, and access is a basic human right. Building on current concerns in critical geography and the new spatial consciousness, Soja interweaves theory and practice, offering new ways of understanding and changing the unjust geographies in which we live.                 <text>Since they became a minority in 1918/1920, the number of Hungarians in Slovakia and the shape and size of the region they inhabit have change significantly. These changes were mainly caused by this century's main dramatic historical events. The paper gives an overview of these events and focuses on their specific impact on the size and spatial distribution of the Hungarian minority. Ensuing, it investigates the Hungarian region and the Hungarian character of this region, which is referred to in the paper as the Hun garian habitat. A reflection on the impact of the radical political and economic changes of the post-communist era on the size and habitat of the Hungarian minority constitute the final part of this paper.</text>

                <text>This dissertation is about a project conducted in two neighbouring municipalities, Kerkrade and Herzogenrath, both situated on the Dutch-German border. The project’s goal was to become a
single border-crossing municipality which was to be called Eurode. The main point of research
interest was, to determine to what extent the inhabitants of both towns accepted and supported these plans. The reason why we are so interested in researching this is that the integration in border regions and towns is often considered to be a test-case in European integration. Since the social and democratic legitimacy of the European Union is a much discussed topic, the legitimation of the cooperation and even integration in border regions and towns could give an insight into the public support for the European integration. Although much scientific interest has been shown concerning the identity construction of those living on the border, and the extent of cross-border economic interactions, the aspect of how legitimate such cross-border constructs are, has received far less attention. Furthermore, in the border regions it is often asserted that the spirit of cooperation and integration across borders cannot be found in those living in these border regions. However, this has not been translated into quantitative investigations regarding public support for cross-border cooperation.

This dissertation aims to give a first onset for this. It serves to mainly document this major project in cross-border-place making and (social) legitimation. The materials have been collected, organised and categorised in order to give a ‘thick description’ of the case Eurode. The story of Eurode will resemble to a great extent a historical reconstruction, for Eurode cannot be understood without considering its historical background. We will first look at an analysis of the measures taken by the local authorities of both towns to construct Eurode and to strengthen public support. After that, we will view a survey which shows the actual support lent by the inhabitants of both towns. This detailed focus, on both the construction and the reconstruction of a border-crossing municipality, adds a new dimension to the current research into borders, and in particular to the research on border regions and towns. Furthermore, the results of this survey do not only give evidence of how socially legitimate Eurode is today, but it also provides a perspective for future prospects. </text>

                <text>Gilbert Romme a déjà vingt-quatre ans lorsqu'il entreprend à Paris des études supérieures retardées par son état de santé et aussi par des difficultés financières que seule l'aide de deux aînés, ses concitoyens, le docteur Boirat et le chanoine Beaulaton, lui a permis de surmonter. Pour ce Riomois, originaire d'une petite ville de 12 000 habitants, devenir en quelques jours de voyage l'un des 500 ou 600 000 parisiens est un grand dépaysement. Le premier intérêt des 158 lettres conservées qu'il échange pendant cinq ans avec ses amis de Riom est d'ordre documentaire : ici la fiction littéraire, fréquente dans le roman de l'époque, de la découverte de la ville, et surtout de la grande ville, par un jeune provincial en cours de formation prend le poids de la réalité, du vécu. Le second intérêt de ces pages est le croisement des nouvelles parisiennes envoyées à Riom et de celles que Romme reçoit de sa ville natale. Il s'y ajoute, pour Paris, l'acuité de l'observation des milieux fréquentés, milieu scientifique, notamment médical, milieu aristocratique et mondain. On suit enfin la transformation du personnage par sa nouvelle vie : dans sa façon de se vêtir, son goût pour les sciences (il se voulait mathématicien, il se prépare à devenir médecin), ses conceptions philosophiques et religieuses, jusqu'à un début d'intérêt pour les affaires publiques et jusqu'à l'éveil de la vocation pédagogique qui va l'entraîner dans la lointaine Russie.</text>

                <text>La question du maintien à domicile de personnes handicapées ou dépendantes est ici abordée à partir d'une analyse secondaire de l'enquête « Handicap-Incapacités- Dépendance » (INSEE 1999) auprès de personnes vivant en domicile ordinaire. Nous cherchons à comprendre les conditions d'une mobilisation familiale et le recours à des professionnels de l'aide. Pour l'ensemble des personnes confrontées à d'importantes difficultés quotidiennes, quatre formes d'arrangements pratiques émergent, selon le type d'incapacités et la place dans la structure familiale : l'autonomie domestique – situation où l'absence d'aidants déclarés peut s'interpréter comme le résultat d'une réorganisation interne au ménage –, l'aménagement – situation où l'ancienneté des incapacités permet de se passer d'aide humaine –, la dépendance – situation où les personnes âgées ne restent à domicile qu'avec le recours à des aidants professionnels – et le handicap – situation où des personnes bénéficiant d'une reconnaissance officielle de leur handicap sont prises en charge par leur famille. Alors que les deux derniers types d'arrangements correspondent peu ou prou aux cibles des politiques sociales de la vieillesse et du handicap, les deux premiers désignent des situations où les individus ne déclarent pas d'aide humaine ; leur interprétation suppose d'avoir repensé les notions de besoin d'aide et d'aidants.</text>

                <text>La constitution des compétences dans le secteur de l'artisanat est au coeur de la confrontation entre les formes traditionnelles et les formes modernes de l'organisation productive. S'appuyant sur « l'économie des conventions », cette recherche se focalise sur la formation professionnelle qui passe tant par l'apprentissage sur le tas, régulé par les institutions traditionnelles, que par des formations structurées, publiques et privées, résidentielles et en alternance. Repartant de l'ancrage historique de l'artisanat et analysant le positionnement de la formation traditionnelle dans un espace social qui associe fortement cette dernière à l'échec scolaire, la première partie rend compte de l'articulation entre plusieurs régimes d'action collective en matière de qualifications : domestique, professionnel, industriel et marchand. Outre des entretiens auprès des protagonistes des diverses modalités de formation, la seconde partie mobilise une enquête originale auprès de 150 maîtres et ouvriers artisans des métiers de la coiffure et de la coupe-couture menée à Marrakech. Les analyses de données permettent de dégager différentes typologies : sur les choix de formation et de recrutement des maîtres, sur les raisons de l'orientation des ouvriers vers telle ou telle modalité de formation ainsi que sur l'appréciation qu'ils font du contenu des formations structurées et enfin sur les configurations productives résultant des appariements entre maîtres et ouvriers. Il en ressort que par delà la classique distinction « traditionnel versus moderne », la convention domestique, certes prédominante, peut s'associer à des modalités marchandes ou industrielles de gestion des compétences. De même, une configuration professionnelle, fortement liée au recours à la formation structurée, peut également se combiner avec des régulations marchandes ou domestiques. Ces diverses compositions montrent que plusieurs formes de modernité sont susceptibles de se développer et incitent à réinterroger les fondements de l'action collective en matière de qualification et de compétences dans le secteur de l'artisanat.</text>

                <text>L'espace professionnel est un exemple d'interdépendance de l'ensemble des acteurs qui agissent d'une manière directe ou indirecte sur la formation, la qualification ou la certification des compétences. C'est une typologie de cadres relationnels complexes (Duvernay 2003). La représentation socio-économique d'un espace quelconque est une construction idéaltypique (Zarca 1986). C'est un schéma qui réduit la complexité du réel en le comparant à un constat ou objet idéal relativement simple. Quelque soit la logique d'action, la méthode d'intervention, les acteurs ont le même objectif ; l'insertion sur le marché du travail. En revanche ces acteurs se trouvent confrontés à la logique du marché du travail qui impose ses règles, différentes de celles de l'espace professionnel. Le choix du secteur de l'artisanat s'explique par l'existence de plusieurs organismes formels et informels et d'autres institutions sociopolitiques qui interviennent dans la formation et la certification des compétences. Ce schéma réel nous donne une carte de différentes formes d'évolution sur le marché du travail de l'artisanat, qui sont associées à plusieurs dispositifs de coordination (domestique, marchande, civique...) dont on peut montrer efficacement le déploiement grâce à l'économie des conventions. L'espace professionnel de ce fait devient un système d'activités et d'actions porté par des figures collectives de coordination. On se demande dans quelle mesure les institutions de formation produisent des différentes formes d'évolution et d'objectifs véhiculés par chaque mode de formation ? Dans cette communication on va essayer de restituer la logique de régulation des organismes intervenant dans le secteur, en confrontant les logiques d'action des différents protagonistes de la relation formation-emploi dans une version critique. Tout en analysant les dispositifs de coordination et leurs relations avec les mécanismes de suivi et de contrôle, nous allons essayer de présenter chaque schéma de chaque mode de formation avec les tensions et les problèmes qui se présentent au niveau de la formation. Cela influence les logiques d'intervention et la coordination et met en évidence la pluralité des modes d'ajustement ainsi que la carte des relations sur le marché du travail. De ce fait et afin de faciliter l'analyse, on va partager l'analyser de cette problématique selon deux contextes : microéconomique et mésoéconomique.</text>

                <text>Au Maroc, la pénurie des ressources en eau est aggravée par la détérioration de leur qualité sous l'effet des rejets polluants liquides tandis que les écosystèmes naturels sont menacés par les inondations et l'érosion des sols. Les problèmes d'assainissement liquide et pluvial affectent, en premier lieu, l'environnement urbain où la population des quartiers pauvres les supporte plutôt mieux que le manque d'eau potable. Cependant, ces problèmes donnent un mauvais cachet aux villes où les règles d'urbanisme ne sont pas respectées. Généralement, il n'y a pas de correspondance entre le développement de l'habitat et l'expansion de l'infrastructure d'assainissement liquide et pluvial. L'exemple étudié dans ce travail concerne les petites villes du bassin du Srou, un affluent du haut Oum-er-Rbia. Ces villes sont situées dans un milieu de moyenne montagne qui souffre d'un sous-équipement dans tous les domaines. À défaut d'être toutes collectées, les eaux usées de ces villes sont déversées dans les fosses septiques et les ravins avoisinant les habitations. La majeure partie est déversée dans des talwegs à sec ou à étiage sévère. Les risques pour la santé des populations et la pollution des nappes et des cours d'eau sont inéluctables. Dans cette région, caractérisée par des averses violentes, surtout en saison chaude, les débordements des torrents sont fréquents. Les pentes fortes et leur substrat argileux et imperméable accélèrent le ruissellement des eaux et sa concentration dans le réseau hydrographique qui traverse, parfois, des zones urbaines. Les dégâts occasionnés par les inondations sont rarement dédommagés. La pauvreté des communes et des populations, ainsi que le désengagement financier de l'État se répercutent négativement sur l'aménagement de l'espace.</text>
