L'exploitation de ces données permet de caractériser la marocanité associative en France par une intense circulation associative, des formes de patriotisme à distance, un militantisme de type post-colonial et une territorialité particulière. Ces nouveaux concepts permettent de dépasser de faux antagonismes, entre l'intégration et le « communautarisme » ou entre le territoire national et l'espace transnational, et de comprendre pourquoi et comment un sentiment d'appartenance peut subsister malgré la distance. Indeed the quite systematic enforcement of the Chart of Athens has increased a lot the number of districts without any soul. The young living in those districts are thus facing great difficulties for building their own identity in so far as this environment does not give any framework. As a result, they get difficulties to find out a balanced way of live enabling them to get success at school. Hence, the "Education nationale" in France has to develop a cultural policy which can cope with those difficulties. After processing the legitimity and the goals of the cultural action of the "education nationale" in France, we will show its shapes and means. Cette gestion a évolué avec le temps et s'est graduellement adaptée aux fonctions de la ville et aux besoins de ses citoyens. Cette gestion s'opère par le biais de l'interaction entre trois principaux acteurs urbains : les acteurs gouvernementaux et corporatifs ainsi que des mouvements sociaux. Ces acteurs interagissent sur le territoire de la ville et leurs actions contribuent à créer un paysage urbain spécifique. L'acteur gouvernemental (État québécois et municipalité) est particulièrement intéressé par le statut de capitale, qui attribue à Québec une visibilité et un prestige accrus et auxquels il sera particulièrement attentif. Parallèlement aux actions des paliers gouvernementaux, les acteurs corporatifs expriment également leurs besoins en espace urbain pour des immeubles tels des tours à bureaux, de grands hôtels et des édifices bancaires. Préférant la centralité géographique, ceux-ci se sont établis à proximité de la Colline parlementaire, près du lieu de pouvoir du Gouvernement. Les acteurs gouvernementaux utilisent successivement deux types bien distincts de gestion des formes urbaines : la rénovation urbaine, appuyée par les acteurs corporatifs, et le nouvel urbanisme. Durant les années soixante et soixante-dix, la rénovation urbaine a grandement transformé la Colline parlementaire de Québec par des réaménagements qui se sont traduits principalement par la construction d'édifices en hauteur dans des secteurs traditionnellement voués à la fonction résidentielle. La rénovation urbaine a évolué dans un contexte particulier, dans lequel les citoyens aux ressources les plus modestes se retrouvaient concentrés surtout dans les quartiers centraux populaires où les édifices montraient déjà des signes de dépérissement avancé. Durant les années quatre-vingt-dix, la Colline parlementaire de Québec a subi une nouvelle vague de réaménagement. Le nouvel urbanisme amène un vent de renouveau avec des aménagements innovateurs. Faisant également partie de la mouvance nord-américaine, le nouvel urbanisme s'accompagne d'un autre mode de gestion des formes urbaines qui fait sentir sa présence au centre-ville de Québec. Les aménagements urbains qui en résultent sont bien différents de ceux qui prévalaient quelques années auparavant. En effet, il est maintenant entre autre question de percées visuelles, d'éléments de design urbain et même de création d'espaces verts. De plus, une certaine démocratisation du processus de gestion des formes urbaines fait davantage place au citoyen. Les aménagements se font à une échelle plus près du citoyen. La gestion des formes urbaines à Québec a fortement évolué avec le temps. Chaque mode de gestion possédait son modus operandi et s'opérait dans un contexte social et économique propre à sa période. Les éléments de ce contexte étaient de portée agissant à diverses échelles : fonctions et affectation de l'espace urbain de Québec, une trame urbaine très ancienne et possédant des attributs rares; courants urbanistiques oeuvrant à l'échelle de l'Amérique du Nord. Le défi était d'adapter les actions aménagistes au cas spécifique de la ville de Québec. L'interaction entre les différents acteurs a contribué à faire évoluer la gestion des formes urbaines sur la Colline parlementaire dans un contexte particulier où chacun des acteurs possédait son propre agenda et ses priorités. Le résultat de la gestion des formes urbaines est le paysage urbain qu'offre Québec aujourd'hui. C'est de cette évolution dans la gestion des formes urbaines, appréhendée par le biais du rôle des différents acteurs en présence, dont la thèse fait le récit.
