L’étude de la privatisation et de l’ethnicisation des politiques du logement et des évolutions résidentielles des minorités ethniques dans deux villes britanniques, Leicester et Bradford, nous amène à proposer les deux constats suivants.<br />
<br />
Le premier constat de notre recherche s’inscrit contre le discours du New Labour depuis les émeutes urbaines de 2001 : malgré les propos sur la sécession résidentielle des minorités qui mettrait en péril l’unité de la Nation, on constate une baisse de la ségrégation entre 1991 et 2001, à Leicester, réputée comme le modèle de gestion multiculturelle, comme à Bradford, théâtre des émeutes urbaines de 2001.<br />
<br />
Or cette évolution s’explique par une double mobilité résidentielle des minorités ethniques et religieuses :<br />
<br />
– d’une part, la déconcentration des minorités des inner cities vers les quartiers plus aisés est une conséquence de l’ascension sociale puissante d’un grand nombre de ménages ;<br />
– d’autre part, les politiques ethniques du logement contribuent, dans une moindre mesure, à la diversification des parcours résidentiels des ménages de couleur et à leur relocalisation en dehors des inner cities des deux villes étudiées.<br />
<br />
Le second constat est de souligner le lien entre la privatisation du logement social et l’ethnicisation des politiques du logement. En effet, la gestion et la construction du logement public se sont affaiblies depuis le début des années 1980 au profit d’associations de logements, parmi lesquelles les Black Housing Associations. Gestionnaires et productrices de logement social « adapté » aux besoins des minorités de couleur, elles doivent obéir, en même temps, à des impératifs managériaux et financiers, ce qui contribue à leur propre affaiblissement.</div>

<div><b>Abstract from the publisher:</b></div> </div> Based on extensive, original fieldwork, as well as new survey data, The Right to the City contributes to the study of democratization by focusing on the dilemmas and opportunities of popular contention in the city of Buenos Aires. It also offers an excellent overview of the history of social mobilization in Argentina. Gabriela Ippolito-O’Donnell’s main assertion in this study is that through various channels of collective action and associational activities, as well as by voting, the urban popular sector is a fundamental actor in the pursuit of the expansion and consolidation of citizenship rights.<br /> <br /> Using both qualitative analysis and quantitative data, Ippolito-O’Donnell explores what factors—economic, politico-institutional, organizational, and subjective—account for the emergence in the 1980s, and collapse in the 1990s, of a wave of grassroots popular organizations in Villa Lugano, a poor neighborhood located in the south of Buenos Aires. She identifies factors crucial for explaining the organizational weakness and concomitant cyclical patterns of collective action by the urban poor, as well as the consequences for alleviating poverty and inequality in this newly democratized nation.<br /> <br /> <b>Gabriela Ippolito-O’Donnell</b> is professor in the School of Politics and Government at the Universidad Nacional de San Martín in Argentina.</div> </div>

Le développement des réseaux d'eau en France a longtemps été considéré comme un domaine d'ingénieurs. Pourtant la gestion de l'eau ne se résume pas à une question d'infrastructures. L'éclairage des sciences humaines – économie, sociologie, gestion – ouvre sur de nouveaux enjeux autour des dimensions politiques, économiques et sociales. En s'attachant à décrire l'histoire et le contexte institutionnel des services, cet ouvrage donne les clefs pour comprendre ce qui se joue dans la gestion locale de l'eau : prix de l'eau, rôle des collectivités, durabilité des services, partenariat public-privé... Sélection de textes issus des deux premières journées "Jeunes Chercheurs" du GIS Socio-Économie de l'Habitat, cet ouvrage témoigne d'un renouvellement des approches du logement et de l'habitat. L'accès à un logement y apparaît comme un fil conducteur, qu'il s'agisse de l'analyse des dispositifs publics ou des parcours résidentiels des ménages.<br />

Dans une première partie l'approche croise politiques publiques, pratiques de gestion et changement social des territoires. La vulnérabilité des ménages, les tensions sur les marchés du logement, les transformations de l'intervention de l'Etat et la ségrégation urbaine constituent les principaux éclairages des analyses proposées.</div>

La seconde partie interroge les relations entre les concepteurs, la production d'édifices ou de projets, l'élaboration de modèles d'une part, les usages et l'adaptation des "modèles" à ces usages et pratiques d'autre part. Elle confronte le thème de l'inscription spatiale à celui des mobilités en s'intéressant particulièrement à la maison individuelle et aux espaces de transition entre public et privé, comme le jardin ou la cour.</div>

L'essentiel des contributions souligne la nécessité d'une conception large de l'habitat et de l'habiter, d'une combinaison des échelles et des méthodes - alliant analyses morphologiques et approches sociales ou fonctionnelles - si l'on veut rendre compte de la diversité des choix et des comportements observés. Ce recueil confirme ainsi l'intérêt des confrontations entre disciplines afin d'enrichir un champ de recherche particulièrement lié à la demande sociale et à l'actualité des politiques publiques.<br />

Cet ouvrage interroge les interactions entre développement urbain et effets de mondialisation, deux phénomènes historiques saisis dans une longue durée englobant les époques moderne et contemporaine. Du XVe au XXe siècle, le phénomène majeur correspond à la colonisation en deux grandes vagues d’une grande partie du monde par les Européens, suivie de la décolonisation caractérisée par le décrochage chronologique entre les Amériques (fin du XVIIIe et début du XIXe siècle) et l’Asie et l’Afrique (seconde moitié du XXe siècle), le tout prolongé par les échanges humains, économiques et culturels post-coloniaux, principalement entre métropoles et ex-colonies, mais pas seulement.</div>

La réflexion collective s’organise autour de deux exigences majeures : la prise en compte de la diversité par l’effort de contextualisation des situations (différenciation des espaces et des moments historiques) et la priorité d’attention accordée à l’analyse des allers et retours entre villes européennes et villes du reste du monde. Cela implique une structuration autour de deux grands thèmes : la circulation différenciée des modèles européens au coeur d’un processus de rapprochement et l’intégration des villes dans un réseau d’échanges de toute nature, en retenant trois entrées prioritaires : échanges économiques, migrations humaines, circulation de modèles culturels incluant le politique, le technique et les modes de vie et de pensée.</div>

The world is urbanising: huge cities are being created and are continuing to grow rapidly. There are many planning and development issues arising in different manifestations in countries across the globe. These developments can, in principle, be simulated through mathematical computer models which provide tools for forecasting and testing future scenarios and plans. These models can represent the functioning of cities and regions, predicting the spatial demography and the economy, the main flows such as journey to work or to services, and the mechanisms of future evolution. In this book, the main principles involved in the design of this range of models are articulated, providing an account of the current state of the art as well as future research challenges.<br /> <br /> Alan Wilson has over forty years working with urban and regional models and has contributed important discoveries. He has distilled this experience into what serves as both an introduction and a review of the research frontier. The problematic term madinah fundamentally indicates a phenomenon of building, dwelling, and urban settlement patterns that evolved after the 7th century CE in the Maghrib (North Africa) and al-Andalusia (Spain). Madinah involves multiple contexts that have socio-religious functions and symbolic connotations related to the faith and practice of Islam, and can be viewed in terms of a number of critiques such as everyday lives, boundaries, utopias, and dystopias. A modern harbor that welcomed international steamships and new railway lines that transported a cornucopia of products transformed the physical city. Migrants, seasonal workers, and transient sailors thronged into an already diverse metropolis, helping to double the population to 200,000. Simultaneously, Ottoman officials and enterprising citizens vied to control and reform the city’s administrative and legal institutions.<br /> <br /> Ottoman Izmir examines how urban space, institutional structures, and everyday practices shaped one another in the thriving seaport of Izmir during a volatile period of growth. Sibel Zandi-Sayek investigates a variety of urban actors—Muslims and non-Muslims, Ottomans and Europeans, newcomers and native residents, merchants, investors, civil servants, and press reporters—who were actively engaged in restructuring the city. <div><b>Abstract from the publisher:</b></div> </div> Nairobi today has over 10,000 multi-story tenement buildings, many of them offering single rooms and up to eight stories high. Privately owned and exploiting urban space to the maximum, these bear similarities to housing in rapidly industrializing 19th century tenement cities- New York, Glasgow, Berlin and others. This book explores the emergence of tenement markets across time and space. It focuses on two contrasting cities: Berlin, the largest and densest concentration of tenements in the 19th century, and Nairobi, a city today increasingly shaped by tenement investment that exploits urban space to the maximum, displaying pockets of what may well be the highest residential densities on the African continent.<br /> <br /> In examining similar themes in the history of Berlin and Nairobi, Huchzermeyer asks what legitimizes tenement markets over time. She interrogates the role of the late 19th and early 20th century housing discourse in Berlin, within its turbulent context. There is no explicit discourse on Nairobi's present-day tenements. The city's modern urban plans, housing policy and city-region strategy wish tenements away. However, Huchzermeyer finds traces of a pragmatic argument for Nairobi's tenement typology in the approaches that some municipal officials have adopted. This recognizes the convenience and economic buzz of tenement districts and their absorption of unrelenting housing demand. <div><b>Organisers' description:</b></div> </div> The UN’s Development target to improve the lives of 100 million ‘slum’ dwellers has been inappropriately communicated as a target to free cities of slums. Cities with ‘Slums’: from informal settlement eradication to a right to the city in Africa traces the proliferation of this misunderstanding across several African countries, and explains how current urban policy, with its heightened focus on urban competitiveness and associated urban policy norms, encourages this interpretation. The cases it presents cover a range of conflicts between urban residents and the local and national authorities that seek to curtail their ‘right to the city’.<br /> <br /> It offers disturbing insights into post-apartheid South Africa’s urban trajectory, with uneasy parallels in other African countries, both in the form of ‘slum’ eradication drives and in ambitious, but flawed, flagship pilot projects.<br /> <br /> The book aims to inspire a wider understanding of, sympathy for and solidarity with struggles against informal settlement eradication in South Africa and beyond, and argues that the right to the city, in its original conception, has direct relevance for urban contestations in Africa today.</div> </div> <b>Marie Huchzermeyer</b> is Associate Professor in the School of Architecture and Planning at the University of the Witwatersrand, Johannesburg.</div> </div>
