                <text>La plupart des études sur les réfugiés établissent une différence entre les réfugiés dans les camps et les réfugiés urbains habitant en ville. Le cas des Palestiniens, en raison de sa durée exceptionnelle et du contexte d'urbanisation rapide de leurs différents pays d'accueil, permet une relecture critique de cette dichotomie. La plupart des camps de réfugiés palestiniens au Liban – comme d'ailleurs dans la majeure partie des villes de la région – font maintenant partie des principales agglomérations qui les accueillent. D'un côté ils apparaissent comme des espaces singuliers, marginalisés et sont l'objet d'une ségrégation particulière liée à leur statut juridique et aux différents modes de contrôle – en constante évolution - développés par l'Etat libanais. De l'autre, les camps de réfugiés sont fortement connectés à leur environnement urbain, cette connexion étant perceptible à travers les différentes formes de mobilités que développent les réfugiés palestiniens, la présence croissante d'autres groupes de réfugiés ou de migrants, ainsi que les différentes formes d'activités commerciales qui tendent à redéfinir les frontières des camps, les rendant plus poreuses.</text>

                <text>Dans cet article, qui s'appuie sur un travail de terrain effectué dans un quartier pauvre des faubourgs de la capitale péruvienne, nous abordons plusieurs aspects de la mobilité des habitants, des jeunes adultes en particulier : la mobilité géographique, la mobilité « sociale », mais aussi la mobilité en tant que capacité à diversifier ses relations et à se mouvoir en ville. Nous décrivons le processus d'apprentissage de la vie citadine chez ces jeunes migrants d'origine rurale, venus de départements des Andes. Dans la capitale, ils doivent surmonter leur peur et leur méconnaissance des modes de vie de la grande ville. Les problèmes de transgression et de déviance, le repli, la fragmentation sociale et la pauvreté sont quelques-uns des écueils qui les attendent. Ils seront également confrontés aux préjugés racistes qui stigmatisent leurs origines andines. Devenir citadin peut alors impliquer d'oublier ses origines, associées à la misère, mais cela peut aussi déboucher sur des réinventions identitaires et l'apparition de nouveaux espaces et réseaux de socialisation. </text>

                <text>This paper relies on an investigation led in a poor area of the suburb of the Peruvian capital, and deals with various facets of the young adults’ mobility : geographic mobility, social mobility, and mobility as a capacity to diversify one's relationships and moving into the city. We describe how these migrants from the Andes gradually learn how to live in the big city. They have to overcome their fear and ignorance of the urban way of life. Issues of transgression, isolation, and poverty are some of the obstacles they meet. They are also facing racist prejudices. Becoming a city dweller may mean forgetting one's origin, due to poverty and stigmata. But it may also lead to an identity reinvention and to the creation of new networks and spaces of socialization. </text>

En 1993, à la suite d'une contestation électorale, c'est par la sécession des arrondissements du sud, peuplés de Lari, que commencent les violences. La capitale sombre alors dans une véritable guerre urbaine aggravée par l'action de milices armées par les partis, et recrutées parmi la jeunesse désoeuvrée. La milice zulu et la force d'Aubeville, armées par la mouvance présidentielle, contrôlent le centre et certains quartiers périphériques, la milice ninja, armée par le principal parti d'opposition à dominante Lari, contrôle l'arrondissement de Bacongo et la sortie routière de Brazzaville. Les violences à caractère ethnique perpetrées par ces milices et l'intervention brutale de l'armée à Bacongo ont provoqué un gigantesque chassé-croisé de réfugiés entre les quartiers. Cette territorialisation violente de la capitale sous l'emprise de jeunes - en majorité nés et socialisés à Brazzaville - a été commentée comme la résurgence archaïque de tensions ethniques : n'est-ce pas plutôt le visage décomposé d'une modernité urbaine en crise, et privée de ses régulateurs ? En dépit d'une histoire urbaine courte et d'un peuplement exogène, Mopti cristallise de forts ancrages identitaires citadins, multiformes, favorisés aujourd'hui par la décentralisation et la municipalisation.   En ce début de XXIème siècle, affirmer que l'Angleterre est si divisée économiquement que Londres s'opposerait à un désert anglais comporte une part significative de vérité. La région fonctionnelle de Londres s'est étalée dans tout le Sud-Est de l'Angleterre pour atteindre, via les principales lignes ferroviaires, Bristol au sud-ouest et York, dans le Nord-Est. Ce court article entend illustrer comment le célèbre « Paris et le désert français » peut être transposable aux cas de Londres et du reste de l'Angleterre. Les exemples utilisés font référence à l'ouvrage semi-autobiographique publié par l'ancien député conservateur George Walden dont la pensée révèle l'étendue de la thématique de l'opposition Londres/reste du pays dans le discours général. En soumettant ses propos au test des preuves statistiques, l'article permet de faire le point sur la géographie humaine contemporaine du pays. Il apparaît que l'Angleterre est devenue bien plus divisée qu'à n'importe qu'elle période de son histoire depuis la seconde guerre mondiale. Cependant, l'oasis financière du Sud-Est, au c?ur du désert anglais, ne se révèle pas sans faille.

                <text>In contemporary debates on the imagination and representation of the city, many scholars argue that there are many different ways to imagine or represent a city. A city can have different meanings to different people in different times and different places, and consequently a city can be represented or imagined in many different ways. Currently, in a world of movement and migration, it seems to be increasingly crucial to pay attention to these differing meanings and different perspectives. According to Sandercock (2003b: 1), the contemporary urban condition is defined by difference, otherness, fragmentation, splintering, multiplicity, heterogeneity, diversity and plurality. Healey (2002: 1779) consequently argues that the challenge in the contemporary period is to mould multidimensional conceptions of 'city' that both reflect and interrelate the rich diversity and complexity of contemporary urban life. In line with Massey (2005), this study understands the city as a simultaneity of stories-so-far and accordingly it analyses a multiplicity of urban tales about two medium sized Dutch cities: Tilburg and Almere. In the end, this polyvocal and narrative approach to the city and urban life aims to bring to light the ways in which many different voices can integrate in complex and often contradictory ways to build a previously unavailable image of the city. </text>

                <text>Cet article analyse la formation de coalitions d’acteurs dans les politiques de régénération urbaine de trois villes européennes : Gênes en Italie, Saint-Etienne en France et Sheffield en Grande Bretagne. Les résultats présentés proviennent d’une recherche financée par le Plan Urbanisme Construction Architecture (PUCA) dans le cadre du programme : Renouveler l’urbain au nom de la mixité. Un état commenté de la littérature se rapportant au rôle des coalitions dans l’action publique est développé dans la première partie. En particulier, nous précisons quels sont les apports théoriques et méthodologiques qui découlent, de notre point de vue, de la mobilisation de la théorie des régimes urbains. Dans une seconde partie, nous discutons les résultats tirés de notre recherche sur la composition et le rôle des coalitions dans les politiques de régénération urbaine avec ceux établis par d’autres chercheurs au sujet des politiques urbaines en place dans les villes américaines ou britanniques. Nous pointons leur degré d’inter-sectorialité moins affirmé avec notamment une faible participation des acteurs sociaux et nous soulignons une situation de coexistences de plusieurs coalitions d’acteurs agissant sur différents types de territoires de régénération urbaine (quartiers d’habitat social, quartiers mixtes avec des potentialités de valorisation,…). Enfin dans une troisième partie, nous montrerons que la mise en place des politiques de régénération urbaine répond à des enjeux économiques, sociaux mais aussi à des enjeux de production d’action collective dans un contexte de pluralisation des systèmes de décision. Nous verrons aussi que ce dernier objectif n’est que partiellement atteint dans la mesure où le design et le contenu de ces politiques laissent peu de place aux habitants et à l’innovation dans les modalités d’action. </text>

                <text>In this article, we study the formation of coalitions in urban regeneration projects implemented in Genova (Italy), Sheffield (Great Britain) and Saint-Etienne (France). The results discussed in this article are based on a research funded by the French Ministery for the Sustainable Development. The first part deals with a review of recent literature concerning the role of coalitions in the urban policies. We underline the benefit – for theory and methodology issues – that can be retired by the use of the Urban Regime Theory in the analysis of coalitions. In a second part we compare our results and existing works about the composition and the role of coalitions in urban policies. We show that coalitions existing in urban regeneration policies are less cross-sectoral – with the weakness of social actors – than coalitions studied in American and English cities. We underline also that existing several coalitions in parallel acting in different types of urban renewal areas (social housing settlement, mixed neighborhood with high potentiality of valorization). In the last part, we insist on the role attempted of urban regeneration projects to structure a local collective action capacity. These projects are not set up only to respond at economic and social issues but also to find a solution at the governmentability crisis of cities with the fragmentation of decision arenas. But this objective is partially achieved because inhabitants and other social actors don’t take part directly at the design of this projects. </text>

                <text>Duisburg, Iron and Steel "Großstadt". When the Patchwork-City rips to Pieces.

One of the characteristics of the iron and steelwork's town is to serve as melting pot for the mingling of populations of various origins and to integrate the successive crowd of foreign manpower. Once have been determinated the characteristics of this industrial, social and urban dynamics of the "Stahlstadt" - representative of the industrial "Großstadt" in Germany - the article focuses on the analysis of the transformation process of the urban and social forms of the iron and steelwork's town during the two last decades. The socio-economic and urban changes give rise to new forms of fragmentation, of spatial and social cohesivenesses, new "centrality" and new antagonisms. This transformation process forces to revise totally the binary schema of the "town-factory" and the frozen idea of a declining town.</text>

                <text>Not No Place is a volume that brings together a vast array of texts, essays, poetry, illustrations and photographs, which vividly portray the depth and identity of the city of Johannesburg.&#13;

However, the lived experience of Johannesburg enters Not No Place not only as something textual but as something present and irreducible. The subjective relationship of the contributors to the city over time forms the main fabric of the work and thus is interwoven with selected excerpts, citations, and reflective pieces. The themes vary between the poetic and the concrete, associative and descriptive. Many contain spatial designations, or references to movement: Much of the personal narrative of the city takes the form of a conversation, in letters, recollections and emails. Thus, the book offers a series of personal thick descriptions and a survey of historical and contemporary representations of the city collected over the course of its making.&#13;

Dorothee Kreutzfeldt was born in Windhoek, Namibia, in 1970.She studied art at the Michaelis School of Fine Art in Cape Town (1993–96) and is currently completing her Master’s at the School of Arts at the University of the Witwatersrand. For her Master’s she is working with a group of professional sign writers on a series of paintings for buildings in the inner city, Johannesburg. She has exhibited nationally and internationally and has been involved in a number of public art initiatives. She has taught at UCT and WITS and in community-based projects such as the Creative Inner City Initiative.&#13;

Bettina Malcomess works across disciplines as a writer, curator and artist. She lives between the cities of Johannesburg and Cape Town, teaching at several institutions and across the disciplines of art, design and architecture. She also teaches at the Michaelis Schools of Fine Art and UCT School of Architecture in Cape Town. She has worked on several collaborative, curatorial and developmental projects with the Joubert Park Project, based at the Drill Hall in inner-city Johannesburg, setting up the Keleketla! Library with Ra Hlasane. Malcomess has written for several artist catalogues, as well as South African art publications, including Sue Williamson’s South African Art Now. In 2010 she was awarded a joint fellowship with performance artist Peter Van Heerden at the Gordon Institute for Performing and Creative Arts (Cape Town). Malcomess works in performance under the name Anne Historical.</text>

  La rencontre entre opérations de requalification urbaine et formes urbaines d'initiative populaire permet de poser la question du pouvoir de faire la ville, en particulier lorsque les formes spontanées, en dépit d'un rapport de force très inégal, parviennent à influencer durablement les opérations. C'est le cas depuis 1985 sur la muraille terrestre de Théodose II à Istanbul. Suite à l'inscription de la ville sur la liste du patrimoine mondial par l'Unesco, les opérations de dégagement et de « re-colonisation » par des formes d'usage clandestines se succèdent, caractérisant un processus de recomposition territoriale permanent et instable. L'article explore plusieurs pistes explicatives qui montrent la position paradoxale de la dimension historique dans les enjeux urbains et sociaux locaux, tiraillée entre reconstruction idéologique et refoulement.

                <text>Le texte porte sur un conflit d'usage autour d'un site soumis à un processus de patrimonialisation : la muraille antique de Théodose II, qui ceint la vieille ville d'Istanbul. La recherche au départ ne portait pas sur le processus de patrimonialisation mais sur des rapports de pouvoir : comment les usages informels du site parviennent-ils à se maintenir sur place depuis l'inscription de la ville en 1985 au patrimoine mondial de l'humanité, et malgré les opérations de déguerpissement et les chantiers de rénovation entrepris depuis par la municipalité ? Mais la question patrimoniale peut être abordée comme une des composantes importantes du problème. Comment les SHS abordent-elles la question ? Une première étape, semble-t-il, consiste à " dé-naturaliser " le patrimoine : ce n'est ni une essence, ni une nature, et il faut le considérer comme une construction sociale - ce que traduit l'usage des termes de processus et de patrimonialisation. La seconde étape serait celle du soupçon : cette construction renvoie à des stratégies (conscientes et inconscientes), à une instrumentalisation, à des processus de domination ou à des luttes pour l'émancipation, d'individus ou de groupes, à des constructions identitaires et plus généralement à des processus sociaux dont les enjeux excèdent souvent les objets apparents de ces processus de patrimonalisation. Du soupçon, certes, on peut en avoir, autour du processus de patrimonialisation hésitant de la muraille d'Istanbul, et on voit apparaître derrière l'enjeu pour la conservation ou l'exploitation du site des stratégies d'acteurs aussi bien que des tensions identitaires, à l'échelle plus globale de la ville ou du pays. Mais ce n'est pas tout. Le maintien des usages informels sur le site révèle une forme d'intelligence implicite de l'aménagement urbain, qui réunit l'ensemble des acteurs concrètement impliqué dans la situation. Ainsi, derrière les alliances de façade (Municipalité - Unesco - expertise versus les usagers de la muraille) s'en constitue une autre, autour d'une convergence implicite d'intérêts à maintenir les usages du site, pour leurs bénéfices en termes de régulations urbaine et sociale (la municipalité et les usagers versus l'Unesco et les experts). La contribution présente le processus de ce retournement, et ses conséquences à venir en termes de patrimonialisation du site.</text>

                <text>La muraille élevée au Vième siècle sous Théodose II pour protéger Constantinople a rempli ce rôle jusqu'au XIXième siècle. Elle formait la limite et la frontière de la ville, et a contribué à façonner la forme urbaine autant que les représentations symboliques de la cité. Sa « déprise » en tant qu'édifice militaire a favorisé l'installation d'usages détournés qui se sont généralisés sur sa partie terrestre avec les phases d'expansion rapides des années 1950 et 1970. La muraille terrestre accueille ainsi de l'habitat aménagé dans les murs et les tours, ainsi que des activités économiques légales, informelles, et illégales autour de l'agriculture, de l'artisanat, du commerce, de la récupération, des trafics illicites et de la prostitution. Elle est aussi le lieu d'usages quotidiens très variés : franchissements piétons pour rejoindre les arrêts de bus sur la rocade qui longe l'édifice sur les sept kilomètres de sa longueur, déambulations, repos et siestes, libations, préparations de repas, réunions autour d'un mangal (petit barbecue de métal), pratiques sexuelles, et, parfois, refuge de manifestants. En 1985, l'inscription de la ville sur la liste du patrimoine mondial de l'Unesco amène des opérations d'expulsion et de rénovation du site. Mais les usages détournés reviennent sitôt les chantiers achevé, ce qui détermine un processus de recomposition territoriale permanent et instable. Le dossier analyse les investissements concurrents du site et les conflits d'appropriation matérielle et symbolique (mise en scène historique, survie économique, lieu de défoulement...), qui restent reliés au processus d'urbanisation global de la métropole. Celui-ci s'appuie sur une première recherche sur ce terrain, menée à Istanbul en 2000 et 2001. Motivé au départ par une interrogation sociologique et anthropologique sur l'espace, il se termine par la proposition de définition de la notion de « lieux indécis. »</text>

                <text>La question de la publicisation de l'intime est souvent évoquée dans les problématiques urbaines et les conflits de territorialité. L'article propose de prendre un chemin inverse en abordant des formes d' « intimisation » du public. La démarche repose sur une étude de terrain menée à Istanbul, dans laquelle des usages informels sont établis dans un espace – la muraille de Théodose II, datant du V° siècle – dont les caractéristiques se rapprochent de la définition classique d'un espace public. Un conflit peu visible se noue aujourd'hui entre les projets d'aménagements touristiques, qui imposent un « nettoyage » du site de toute occupation, et les usages informels qui s'y déploient – et dont certains relèvent de la sphère de l'intime : habitat, tâches ménagères, sommeil, pratiques sexuelles.&lt;br /&gt;L'article interroge d'abord les raisons du passage de pratiques intimes depuis la sphère privée vers un site public. Puis, il montre que certaines mises en scène de l'intime permettent à des acteurs dépourvus de ressources ou de légitimité de renforcer leur emprise sur les lieux. Enfin et surtout, les études de terrain révèlent que ces usages informels et intimes, loin de privatiser des portions de muraille, induisent des formes de densité, et obligent à des registres d'interaction et de co-présence qui, in fine, viennent renforcer l'accessibilité du lieu – à l'inverse des projets officiels qui promettent des zones désertes parcourues de patrouilles de police. Vu sous cet angle, et dans cette configuration particulière, l'intime peut être questionné comme une ressource de la publicité de l'espace urbain.</text>
