It is also its least sustainable one, sprawling over a thousand square miles, with a population of four and a half million, minimal rainfall, scorching heat, and an insatiable appetite for unrestrained growth and unrestricted property rights.<br /> <br /> In Bird on Fire, eminent social and cultural analyst Andrew Ross focuses on the prospects for sustainability in Phoenix--a city in the bull's eye of global warming--and also the obstacles that stand in the way. Most authors writing on sustainable cities look at places like Portland, Seattle, and New York that have excellent public transit systems and relatively high density. But Ross contends that if we can't change the game in fast-growing, low-density cities like Phoenix, the whole movement has a major problem. Drawing on interviews with 200 influential residents--from state legislators, urban planners, developers, and green business advocates to civil rights champions, energy lobbyists, solar entrepreneurs, and community activists--Ross argues that if Phoenix is ever to become sustainable, it will occur more through political and social change than through technological fixes. Ross explains how Arizona's increasingly xenophobic immigration laws, science-denying legislature, and growth-at-all-costs business ethic have perpetuated social injustice and environmental degradation. But he also highlights the positive changes happening in Phoenix, in particular the Gila River Indian Community's successful struggle to win back its water rights, potentially shifting resources away from new housing developments to producing healthy local food for the people of the Phoenix Basin. Mais qui sont en réalité les habitants de ces baraques construites dans les interstices urbains ? A-t-on affaire à des "nomades insaisissables" ou à des migrants économiques comme tant d’autres ? Cette approche fixe comme priorité d’offrir plus de satisfactions à ses habitants en consommant moins de ressources. Jean Haëntjens en explique le principe en l’appliquant de manière concrète aux différents composants de notre système urbain. <div><b>Abstract from the publisher:</b></div> </div> Social housing appears to offer a solution for the housing of poor and disadvantaged people. The French "right to housing" offers poor and disadvantaged citizens priority in social housing allocation, and even a legal action against the State to obtain a social home. Despite this, France is suffering a long-lasting housing crisis with disadvantaged people having particular difficulties of access, often despite the efforts of local housing actors. This situation is affected by the European Court of Human Rights and EU decisions limiting diverse national housing and rental policies.<br /> <br /> Between historic French revolutions and the modern riots, negotiated solutions to social dilemmas emerged. Despite progress in constitutional principles, complex local negotiations still ultimately determine who is housed. Local social landlords, mayors and employee and tenant representatives use their privileges to house their insiders: existing tenants, locals and employees, with rent insufficiently subsidized. ‘Insider Outsider’ theory is used for an economic analysis of exclusion in social housing allocation: its processes, institutional context, and stigmatizing effects. This highlights the spatial effects of nimbyism, excluding disadvantaged outsiders, and concentrating them in deprived areas. Simultaneously, urban regeneration reduced affordable housing stock and ‘social mix’ became a reason to refuse a social home.<br /> <br /> History, comparative law, economic theory and local interviews with housing actors give a detailed picture of what happens in and around French social housing allocation for an interdisciplinary housing policy audience. Constitutional principles appear in an unfamiliar guise as negotiating positions, with the "right to property" supporting landlords and the "right to housing" supporting tenants. French debates about the function of social landlords are echoed across Europe and reflected in European policies concerning rights, and the exclusion of disadvantaged minorities.</div> </div> <b>Jane Ball</b> is a senior lecturer at Newcastle University where she teaches several law courses concerning the organization of people on land.</div> </div>

After the Holocaust, the empty, silent spaces of bombed-out synagogues, cemeteries, and Jewish districts were all that was left in many German and Polish cities with prewar histories rich in the sights and sounds of Jewish life. What happened to this scarred landscape after the war, and how have Germans, Poles, and Jews encountered these ruins over the past sixty years?<br />
<br />
In the postwar period, city officials swept away many sites, despite protests from Jewish leaders. But in the late 1970s church groups, local residents, political dissidents, and tourists demanded the preservation of the few ruins still standing. Since the collapse of the Soviet Union in 1989, this desire to preserve and restore has grown stronger. In one of the most striking and little-studied shifts in postwar European history, the traces of a long-neglected Jewish past have gradually been recovered, thanks to the rise of heritage tourism, nostalgia for ruins, international discussions about the Holocaust, and a pervasive longing for cosmopolitanism in a globalizing world.<br />
<br />
Examining this transformation from both sides of the Iron Curtain, Michael Meng finds no divided memory along West-East lines, but rather a shared memory of tensions and paradoxes that crosses borders throughout Central Europe. His narrative reveals the changing dynamics of the local and the transnational, as Germans, Poles, Americans, and Israelis confront a built environment that is inevitably altered with the passage of time. Shattered Spaces exemplifies urban history at its best, uncovering a surprising and moving postwar story of broad contemporary interest.</div>

<div><b>Abstract from the publisher:</b></div> </div> Internationally renowned architects are at centre stage in public debates, not only with reference to designing aesthetically striking artefacts, but also to urban regeneration programmes and urban branding. The narrative of the ‘Bilbao effect’ has been spreading worldwide, apparently leading cities to compete in collecting spectacular projects and buildings, sometimes with little regard for their urban context, size and functions in the global market. Despite the fact that these forms of urban development have been changing the landscape in several cities, attention and explanations regarding the rationalities implied in such decision making and localization processes are today limited and sometimes misleading. The authors offer a critical reappraisal of oversimplified interpretations of star architecture and its many urban implications. Drawing on the study of relevant architectural decision-making processes in Bilbao, Abu Dhabi, Paris, New York City and the Vitra Campus and on an original photographic corpus, the book argues that these phenomena have high territorial variety, depending on local as well as more contingent factors. It explains that architectural and urban spectacles are often used by urban policymakers in order to drive political consensus, maximize media exposure and eventually cover economic and real-estate interests, potentially inducing perverse or even paradoxical effects. The role and autonomy of architects and planners are evidently weaker in these postmodern urban conditions; nonetheless this book pragmatically outlines critical perspectives for interpreting architectural and urban projects as meaningful elements of contemporary urban landscapes.</div> </div> <b>Davide Ponzini </b>is Assistant Professor in the Department of Architecture and Planning, Politecnico di Milano.</div> <b>Michele Nastasi </b>is a photographer, Managing Editor of <i>Lotus International, </i>and teaches Architectural Photography at the Politecnico di Milano.</div> </div>
