  L'article reconstitue la genèse de la structuration morphologique de Rome à la haute Antiquité, en utilisant les concepts fondamentaux d'une théorie structurale de la morphogenèse urbaine. Ces apports montrent que l'organisation spatiale de l'agglomération romaine repose sur une structure spatiale profonde et abstraite, une configuration de seuil investie de significations symboliques fortement prégnantes pour les populations et engendrée par des trajectoires d'appropriation politique. À l'interface des multiples forces sociales en jeu et des diverses formes concrètes édifiées, un tiers terme morphologique abstrait se déploie dans l'espace en le catégorisant en positions structurales distinctes.

                <text>La législation sur l'urbanisme commercial, fondée notamment sur la loi dite " Royer " du 27 décembre 1973, aujourd'hui codifiée aux article L 720-1 à L 720-11 du Code de commerce, institue un mécanisme d'autorisation administrative préalable à l'exercice d'une liberté publique, la liberté d'établissement. Ce mécanisme d'autorisation tend à faire du commerce non seulement un d'outil d'aménagement du territoire mais aussi un outil permettant de maintenir un minimum de jeu concurrentiel entre le petit et le moyen commerce d'une part et la grande distribution d'autre part.   Avec la loi dite " Raffarin " du 5 juillet 1996, la législation relative à l'urbanisme commercial connaît sa dernière évolution d'envergure. Cette loi modifie en effet non seulement la procédure de demande d'autorisation mais également le champ d'application de l'autorisation préalable, abaissant ainsi le seuil d'exigibilité de l'autorisation à 300 m2 pour toute création ou extension d'une surface de vente.   Cette réforme durcissant considérablement le régime de l'autorisation préalable, il nous est apparu nécessaire de mener une étude approfondie et critique de cette législation. Pour ce faire nous avons choisi de nous positionner en tant que conseil d'un commerçant ou d'une société commerciale désireux de s'implanter, de s'agrandir, ou de réaliser toute autre opération relative à l'équipement commercial ; ce choix nous permettant de traiter le sujet sous le double éclairage des contraintes rencontrées par l'équipement commercial et des libertés dont il peut disposer.   Ainsi, dans une première partie, après avoir exposé succinctement les contraintes générales à toute implantation, commerciale ou non, définies par le droit de l'urbanisme, et relatives à l'occupation des sols sur le territoire national, nous nous sommes attachés à étudier les contraintes particulières mises en place par le droit de l'urbanisme commercial, et relatives à l'équipement commercial.   Puis, dans une deuxième partie, nous avons étudié les quelques espaces de liberté laissés par le droit de l'urbanisme commercial.</text>

                <text>Les disparités régionales de fécondité en France perdurent. La fécondité est la plus élevée dans les Pays de la Loire et dans le Nord - Pas-de-Calais. Elle est la plus faible dans le Sud-Ouest de la France. Ce schéma diffère peu de celui qui prévalait dans les années du baby-boom, il y a 50 ans. Cependant, la fécondité de l’Île-de-France est désormais supérieure à la moyenne nationale, alors qu’elle était la région de plus faible fécondité.  Au niveau infrarégional, la fécondité est plus basse dans les zones les plus urbanisées, surtout dans des régions où une part importante de la population reste rurale. Ces disparités entre zones rurales et zones urbaines, de même que les disparités entre villes-centres et banlieues, renvoient aux disparités relatives aux structures familiales. Ainsi, à Paris, la part de personnes seules parmi les femmes en âge de procréer est forte et la fécondité est faible.  Quelques départements de la banlieue parisienne où la présence immigrée est importante ont une forte fécondité. Mais d’autres, comme la Mayenne, comptent peu d’immigrés et ont aussi une fécondité élevée. L’inverse est également vrai : une forte présence immigrée ne s’accompagne pas toujours d’une fécondité forte. Dans toutes les régions, les femmes les moins diplômées ont une fécondité plus forte. Mais l’écart entre les plus diplômées et les moins diplômées varie : très faible dans l’Ouest de la France, il est marqué dans le Nord - Pas-de-Calais. Au total, ces différents facteurs n’expliquent qu’une faible part des disparités régionales, finalement assez durables. </text>

                <text>Regional fertility differentials are everlasting. Fertility is the highest in Pays de Loire and Nord - Pas-de-Calais regions ; it is the lowest in the South-West. This is not far from what was during the baby-boom times. Nevertheless, in Île-de-France, fertility is now above the national mean. It was the lowest before.  At an infra-regional level, fertility is lower in urban areas, especially in the regions where an important part of population lives in rural areas. This gap between rural and urban areas, as well as the gap between town centres and suburbs, is linked to the question of family structure. So, in Paris, the part of persons living alone among women in the age of maternity is high and fertility is low. Some departments of Île-de-France where there are many migrants have a high fertility. But other departments with high fertility, like Mayenne, have few migrants. The opposite can be true : a high proportion of migrants does not mean a high fertility.  In all regions, women with low level of education have a higher fertility. But the discrepancy between highest levels and lowest levels vary according to the region : very low in west regions, it is high in Nord - Pas-de-Calais region.  In a whole, these different possible causes explain only a low part of regional differentials, which are finally steady. </text>

                <text>À l’heure des changements climatiques et du vieillissement de la population québécoise, nous nous sommes interrogées sur ce qui attire et/ou retient des résidents dans le périurbain, souvent au prix de longs déplacements quotidiens pour le travail ou les emplettes. Comme dans certains secteurs périurbains le prix des résidences est très élevé, le choix résidentiel ne se réduit pas à des considérations d’ordre économique. Nous analysons ici une des composantes essentielles du milieu et qui en fait aux yeux de plusieurs un « milieu sain » : la proximité de la nature. En quoi cela constitue-t-il un attrait pour les résidents ? Est-ce parce qu’il permet un mode de vie associé à des activités de plein air, ou plutôt un milieu « naturel » associé aux grands espaces ? Quel rapport les résidents du périurbain ont-il avec la nature qui les entoure ? Dans le cadre d’une recherche qualitative sur l’étalement urbain, nous avons interrogé 132 résidents de six secteurs périurbains de l’agglomération de Québec (Canada), associés autrefois à la villégiature ou à l’agriculture. Les entretiens semi-dirigés portaient sur le choix résidentiel, les représentations de la ville, de la banlieue, de la campagne et du village, les lieux fréquentés dans l’agglomération et le rapport à l’automobile. Il apparaît que les éléments recherchés dans le milieu de vie par plusieurs répondants sont ceux qu’ils ont connus dans leur enfance, dans des banlieues pavillonnaires de première couronne (c’est-à-dire édifiées dans les années 1950 et 1960) ou des régions rurales, dont ils sont majoritairement issus. C’est ainsi que la biographie personnelle semble influencer le choix résidentiel. Pour vivre près de la nature, ils seraient prêts à s’éloigner davantage de la ville qu’ils caractérisent essentiellement par la pollution et le béton. La dépendance à l’automobile que ce mode de vie entraîne, ainsi que l’empiètement des terres agricoles, des milieux humides et boisés, ne semblent pas constituer aux yeux des répondants un problème écologique, ce qui pose de nombreux défis en matière de développement durable. </text>

                <text>As Quebec faces climate change and an increasingly older population, this contribution seeks to discern those factors that attract or retain residents in exurbia notwithstanding long daily commutes. As house prices in exurban areas usually are high, residential choice cannot be accounted for by economic factors alone. This paper thus examines an essential component of exurbia, one that, in the eyes of many, makes it a “healthy environment” to live in – namely, its proximity to nature. What makes this proximity to nature attractive for residents? Is it because of the outdoor activities it permits or the abundance of greenery and open spaces? What relationship do exurban residents have with the nature surrounding them? Within the context of a qualitative research on urban sprawl, 132 residents from six exurban sectors in the Quebec metropolitan area (Canada) were interviewed through semi-structured interviews. These sectors were formerly associated with either resorts or agricultural activities. Questions focused on residential choice, spatial representations of city, suburbs, countryside and village, places frequented in the metropolitan area and relationship to car. Several respondents indicated that what they seek in their living environment are those same elements they were familiar with during their childhood in low-density suburbs or rural communities, two areas where most of them came from. Personal biography thus appears to influence residential choice. In order to live in close proximity to nature, respondents are willing to settle in areas far from the city, which they deem essentially as being polluted and concrete-laden. According to respondents, the dependency on car ownership their lifestyle entails as well as encroachment on agricultural land, wetlands, and woodlands are not causes for ecological concern, a finding that poses major challenges in terms of sustainable development. </text>

                <text>Nouakchott, the Mauritanian capital city, has known a process of extremely rapid growth for the past thirty years. It translates into a continuous extension of the so-called periphery, where land occupation is irregular. Furthermore, urban programmes have been intensifying for some years, and projects of land regularisation and urban renovation have grown. These urban projects have generated a popular demand for land regularisation. Actors' strategies, generally individual, add up to produce a dynamics of structural shaping of the city. In this paper, I show how, in a town occupied by a first generation of settled and urban population, a land stake builds up, with its many actors and stakeholders, who manage to seize land plots from their official beneficiaries - to poor from the periphery - and to transform a non-market public domain into an intense land market. I will also show how the interplay of market forces and strategies, in a framework of resource and information inequalities, contributes to produce a city characterised by spatial segregation, which pushes the poorest to its outskirts.</text>

                <text>En 2001, une équipe constituée au sein du laboratoire URBAMA proposait au PRUD un projet de recherche appelé " L'entre-deux des politiques institutionnelles et des dynamiques sociales ". Au sein de ce projet, nous affichions l'intention d'explorer les dynamiques engendrées par les programmes de régularisation lancés à grande échelle à Nouakchott, Mauritanie. A cet effet, une campagne importante d'enquêtes quantitatives et d'entretiens qualitatifs étaient menées, puis un rapport rédigé. Un des constats qui traverse ce travail est l'existence de décalages entre niveaux de réalité, de discours, de savoirs... Selon les interprétations, leurs intentions et leurs effets, on peut qualifier ces décalages, ces espaces d'opacité, de malentendus, de contradictions, ou de réelles stratégies voire de tentatives d'instrumentalisation. Nous souhaitons ici en explorer quelques dimensions : la désignation des objets concernés ; la circulation de l'information et la mise en œuvre de processus participatifs; la égitimation des interventions en milieu urbain par la lutte contre la pauvreté et le choix de l'entrée par le logement ; la dynamique de marché foncier qui en résulte.</text>

                <text>This thesis presents a study of the influence of urban street configuration on the pattern of commercial office rents in Berlin. The hypothesis is that there is a relationship between the two, and that the alteration of the street network with reunification has precipitated a spatial reorganisation of office rents.&#13;
&#13;
The identification of an independent spatial variable that can be used to account for the pattern of rent is a key problem in office rent studies. Unlike previously used distances to a point in the Central Business District (CBD) or other destinations, this study uses ‘space syntax’ measures of the morphology of the street network. ‘Global integration’ is used to measure the role of each street within the entire configuration, revealing fundamental changes in the spatial structure of Berlin both with the city’s historical development and with reunification.&#13;
&#13;
Whereas most previous office rent studies have used yearly average asking rents per building for a short period, a sample of 412 achieved rents over a 7 year period was collected to control for the influence of lease provisions and the effect of market change over time on rents. The spatial pattern of ‘location rents’ is investigated through visual representations using GIS. Significant variation from street to street and a marked rise from periphery to centre are found. Unlike previous studies, spatial changes over time were investigated: a marked shift in the pattern of rents from West Berlin to the East has occurred in the 7 years following reunification. This shift corresponds to the changing spatial structure of the city revealed in the spatial analysis.&#13;
&#13;
Multiple Regression Analysis (MRA) is used to quantify the importance of spatial variables (space syntax measures) in rent determination but also taking non-spatial variables (time, building quality, and lease provisions) into account. The main findings are that rents in West Berlin can be explained by the date of lease commencement (falling with the recession) and the global spatial integration as it was in divided Berlin. In East Berlin the global integration pattern of reunified Berlin is most important and secondly the date of lease commencement. Other variables such as floorspace and lease length are not found to have statistical significance. It is concluded that the change in Berlin’s spatial structure that occurred with reunification led to a spatial reorganisation of prime office rents from the West Berlin CBD into the former East Berlin district of Mitte. It is argued that ‘location value’ will be an emergent property of any spatial system because a differentiated potential for co-presence is created.</text>

                <text>Migration flows between urban and rural areas in developed countries show a strong difference in migration destinations with regard to age. Our paper analyses, in the French case, who rural areas attract or repel and what their so-called “pull-factors” are. Our goal is to explain the propensity to migrate and the destination choice among four categories of area (urban centres, suburbs, rural areas under urban influence, rural LMAs), for three age groups. Mixed logit models, that do not rely on the IIA assumption and allow for heterogeneity in individual behaviours are estimated on a large French sample. The results show that the educational level of young people and the labour market characteristics of their initial residential area particularly influence their destination choices. The labour market variables have little influence on the migration decisions of the middle-aged, for whom residential motivations appear to be predominant. The migration decisions of 45-64 years old are clearly residentially motivated changes.</text>
