The narrative of the &lsquo;Bilbao effect&rsquo; has been spreading worldwide, apparently leading cities to compete in collecting spectacular projects and buildings, sometimes with little regard for their urban context, size and functions in the global market. Despite the fact that these forms of urban development have been changing the landscape in several cities, attention and explanations regarding the rationalities implied in such decision making and localization processes are today limited and sometimes misleading. The authors offer a critical reappraisal of oversimplified interpretations of star architecture and its many urban implications. Drawing on the study of relevant architectural decision-making processes in Bilbao, Abu Dhabi, Paris, New York City and the Vitra Campus and on an original photographic corpus, the book argues that these phenomena have high territorial variety, depending on local as well as more contingent factors. It explains that architectural and urban spectacles are often used by urban policymakers in order to drive political consensus, maximize media exposure and eventually cover economic and real-estate interests, potentially inducing perverse or even paradoxical effects. Les " bio-emplois " sont ceux dont l'activité ou une part de l'activité contribue à la connaissance, la gestion, la protection, la valorisation et la restauration de la biodiversité de façon intentionnelle ou non, et ceux contribuant à la prise en compte des enjeux de biodiversité dans les autres activités économiques. Ils comprennent aussi les activités de communication et de financement de projets favorables à la biodiversité. La biodiversité est ici définie comme l'ensemble du tissu vivant, de ses fonctions écologiques et de ses services écosystémiques. Selon nos estimations, les bio-emplois ne représentent aujourd'hui qu'1 emploi sur 1000 en Ile-de-France, soient 5090 bio-emplois en effectifs occupés (EO) et 6400 en équivalent temps plein (ETP). Ils se répartissent, à plus de 70%, entre les activités associatives, les activités de recherche et développement et l'administration publique. A cela s'ajoutent 2355 emplois nationaux en EO et 2900 ETP, induits par les bio-emplois franciliens, soit un total de presque 7450 bio-emplois et emplois induits en EO et 9300 pour une comptabilisation en ETP. Ainsi, pour deux bio-emplois, en moyenne, un emploi induit est créé. Pour effectuer ce dénombrement, nous avons construit un outil de simulation, baptisé SPIDER, qui nous a permis de quantifier différents scenarii d'évolution des bio-emplois ainsi que les effets de politiques régionales variées sur les bio-emplois. Ces simulations montrent qu'une politique mixte combinant variation de la production et changement de pratiques est préférable à une politique s'appuyant sur un seul de ces instruments. Nos simulations montrent également que le degré de ciblage optimal de la politique mixte doit couvrir tous les secteurs intégrant des bio-emplois (secteurs dont le bio-coefficient est positif), pour les actions du côté de l'offre, et un petit nombre de secteurs à fort bio-coefficient, pour les actions côté demande. La stratégie régionale devrait donc consister à peu cibler l'action sur l'offre, afin d'inciter les pratiques favorables à la biodiversité dans le plus grand nombre de secteurs, tout en ciblant les mesures de demande sur un petit nombre de secteurs, afin de soutenir la production des secteurs les plus intensifs en emplois favorables à la biodiversité. En Inde, cette question a déjà fait l'objet de plusieurs études de cas en zone rurales et dans les villes métropolitaines. L'objet de ce travail est de compléter ce corpus en le replaçant dans le contexte différencié des petites villes indiennes. Celles-ci ont jusqu'ici peu interpellé l'attention des chercheurs et des planificateurs. Ce désintérêt traduit un biais dans la manière de penser l'urbanisation indienne où la " ville " désigne avant tout des agglomérations métropolitaines, considérées comme les moteurs de la croissance économique, aux dépens du reste de l'Inde urbaine. Pourtant, une part importante de la population urbaine vit aujourd'hui dans ce type de villes et est donc tout autant concernée par les changements introduits par les nouvelles politiques urbaines issues de la décentralisation. Dans le cadre de ce travail doctoral, une enquête a été menée à travers quatre petites villes de 20000 habitants sélectionnées à l'est de l'Uttar Pradesh en interrogeant les hommes politiques, les ingénieurs et les habitants. La recherche empirique s'est appliquée à analyser la formation des gouvernements locaux avec une perspective multi-niveaux pour comprendre les transformations institutionnelles depuis la réforme. Providing universal access to drinking water remains a formidable challenge in the cities of developing countries and all potential technical and institutional solutions need to be taken into account. By looking at the specific example of “user group networks” set up in a poor neighbourhood in the North-East of Mumbai, this article aims to highlight the ability of local communities to design and run functional systems that compensate for shortcomings in the public service. We will analyse the effective role that users play in regulating these groups at local level as well as the political-territorial implications of this type of management. After providing a clear overview of the systems that have emerged and their modus operandi, we will describe and assess them from a critical technical/economic perspective in order to suggest possible improvements.More generally, our research is part of a broader attempt to study the different ways of providing access to urban water and the legitimacy of local communities in taking the process in hand. We wish to contribute to the debate that focuses on providing a differentiated service to the inhabitants of the same city.
