                <text>The upper class in Paris area (1903-1987). 

This article describes the evolution of the «beaux quartiers» of Paris in the XXth century. The population selected for this study is the population mentioned in the Bottin Mondain French equivalent of the American Social Register. In the 1900s', the Parisian upper class gathers in the Vlllth, XVIth (the north part of it), Vllth and XVIIth (especially in Plaine Monceau) districts. Today, the XVIth is the first district of the bourgeoisie. It is followed by the Vllth, the XVIIth and a new one, the XVth. The upper class has progressively left the Vlllth and the western part of the IXth districts, which stay nevertheless in the top group. Though the changes of the social map, the upper class stays in the west and the east of Paris is always a no upper class's land. </text>

                <text>Cet article se propose de décrire l'évolution de la répartition spatiale des classes privilégiées à Paris au XXe siècle. Les adresses des familles parisiennes mentionnées dans le Bottin Mondain, ont été retenues comme référence des « beaux quartiers ». Le Paris mondain de la Belle Epoque se compose des VIIIe, XVIe (essentiellement les deux quartiers nord), XVIIe (Plaine Monceau) et VIIe arrondissements. Tout au cours du XXe siècle on observe une forte croissance du XVIe arrondissement aujourd'hui premier arrondissement « mondain », le déclin des arrondissements centraux de la Rive Droite (VIIIe, quartiers ouest du IXe et 1er), la stabilité des VIIe et XIIe arrondissements et l'émergence du XVe. Les choix de résidence des classes privilégiées n'ont guère évolué au cours du siècle ; seul le poids respectif de chacun des arrondissements bourgeois s'est modifié.</text>

                <text>A sustainable and sustaining planning strategy is globally important for metropolitan areas. Sustainable planning addresses the development of strategies to reduce the use of resources, increase economic efficiency and improve integration of social aspects. In contrast, splinter development (e.g. urban sprawl) involves damage to nature and generation of an increasing volume of traffic (these are the main criticisms following a study by Newman and Kenworthy (1989) on the relationship between settlement density and energy consumption). Interestingly, the overly compact city also has this effect as it may generate traffic flows for accessing green and leisure areas, or changes of residence due to a favouring of sites that lie farther away from the centre than the inhabitants' current places of residence. Households not only consume urban amenities integrated into densely populated areas, but also aspire to have access to green and leisure areas. Schwanen et al. (2004) showed that households usually optimize their residential choice with respect to accessibility to various types of amenities, which is inherently linked to the frequentation rate of these amenities (daily, weekly, monthly, and occasional) (c.f. spatial practice of people). Moreover, on an urban scale, over-compactness causes ecological problems such as a lack of green wedges for supplying the city with fresh air (urban microclimate). Thus, we aim to find a solution for managing dispersed development which marries the twin elements of green and built-up space in a highly efficient manner. This solution also needs to incorporate dynamic aspects of a city as well as minimizing traffic costs and emissions. Based on the observation that urban space is founded on the principle of fractal geometry, it seems interesting to explore to what extent fractal geometry may be drawn upon for solving the spatial antagonism of compactness and urban sprawl.</text>

                <text>Ce travail aborde à travers l´étude des célébrations urbaines les grands enjeux qui ont façonné la difficile incorporation de Grenade à la Castille de 1492, jusqu'à la fin du XVIIe s. En suivant la naissance et l'évolution de ces célébrations et en les confrontant au contexte historique contemporain, on identifie les clivages sociaux et le rôle fondamental de la fête dans la création et la négociation du pouvoir. L'on y voit affleurer des termes et arguments récurrents, sans cesse réarrangés et réassortis en fonction du contexte, qui constituent ensemble un système que nous avons appelé le mythe de Grenade. Ce récit, qui déjoue les tentatives de rédaction et de rationalisation, est constitué d'un noyau dur dont les termes essentiels sont la conquête d'une part, le martyre et l'autochtonie de l'autre. Il se traduit dans les fêtes à tous les niveaux : mise en scène, hiérarchies processionnelles, patronages spirituels, spectacles, formes liturgiques, littéraires et iconographiques, etc.</text>

L'exemple de la ville de Popayan, en Colombie, dix ans après le séisme de 1983, souligne l'intérêt de cette démarche. En dépit de quelques améliorations apportées durant la période de reconstruction, le séisme a engendré de nouvelles conditions d'existence à Popayan. Il a notamment multiplié les riques sociaux, rendu plus difficile la gestion du développement urbain, et accru, tout en modifiant sensiblement sa nature, la vulnérabilité de la collectivité vis-à-vis du rique sismique.                 <text>L’article porte sur les relations entre les intérêts économiques et le monde politique à Rome depuis les années 1990, période pendant laquelle un processus de néo-libéralisation s’est mis en place. Ces relations sont analysées à travers les questions suivantes : Quelles fonctions exerce le système politique ? Comment sont-elles mises en œuvre ? Quels sont les liens institutionnels et organisationnels qui se sont développés entre économie et politique au cours des années 1990 ? L’article utilise trois instruments théoriques et méthodologiques : I) la théorie des régimes politiques urbains, II) les théories sur le néo-libéralisme et la néo-libéralisation et III) une analyse discursive de la politique. Les relations étudiées présentent des éléments significatifs de continuité historique. La principale fonction remplie par le politique au sein du régime urbain est une fonction de médiation entre les intérêts et les stratégies des différentes fractions des intérêts capitalistes. Dans la mesure où des changements significatifs sont intervenus, dans les dernières décennies, dans les processus de production de la ville, les modalités de cette fonction de médiation se sont adaptées ainsi que la nature du régime urbain lui même. </text>

                <text>The article focuses on the relationships between politics and economic and business interests in Rome, in the period starting from the nineties, during which a process of neo-liberalization has taken place, but setting the analysis against a background of a wider timescale. Such relationships are investigated adopting as an analytical guide these questions: what functions are specifically exercised by politics? In what way are they carried out? What are the institutional and organisational links that have developed for this purpose over the course of the years in the field of local governance?The article makes use of three main theoretical and methodological tools: (I) urban regime theory, (II) neo-liberal and neo-liberalisation theories and (III) a discursive analysis of politics. The relationships analysed present important elements of historical continuity. The main function played by politics within the urban regime consists of mediation between the interests and strategies of the different fractions of capitalist interests. Since significant changes have occurred in the fonts supplying those resources needed to feed processes of economic growth, the way this function is carried out has been adapted as well as the nature of the urban regime itself.  </text>

                <text>Cet article présente les résultats d’une recherche portant sur deux expériences de démocratie participative à Rome, le budget participatif et les avis sur le schéma directeur de la ville. Les pratiques participatives sont comparées en regard d’une typologie reposant, d’une part, sur leur impact sur le processus politique et institutionnel (exprimé à travers un continuum entre démarche consultative et démarche décisionnelle) et, d’autre part, sur les types d’interaction sociale qu’elles génèrent. Les différences entre la nature et le contenu de ces deux démarches tiennent à plusieurs variables indépendantes comme le secteur de politique publique à l’intérieur duquel elles se développent, les cultures politiques et les stratégies des acteurs qui en sont les promoteurs. De cette comparaison, il ressort deux scénarii : les pratiques participatives peuvent soit se situer à la marge des systèmes décisionnels, affectant ainsi peu le contenu des politiques urbaines, soit constituer les matrices à partir desquelles se construit le bien commun en opposition des politiques néo-libérales qui se développent depuis une vingtaine d’années dans de nombreuses villes. </text>

                <text>This article presents the results of a research on two participative practices carried out in two of Rome’s municipalities, namely Participatory Budgeting and the collection of comments on the City’s new master plan. Practices are compared through a typology based one hand on their impacts on the political and institutional systems (expressed by a «consultative vs. decisional» continuum) and on the other hand on the kinds of social interaction («aggregative vs. deliberative»). Explanations of the differentiated nature of the analyzed practices are found in several independent variables, such as the specific public policy domain that hosts each practice, practice regulations, their creators’ and promoters’ political cultures and strategies. A final question concerns two alternative scenarios : practices of deliberative democracy may either be penned into policy niches, thus not affecting major decisions within the urban context, or be an ingredient of policies for common goods, alternative to the neo-liberal policies that have been prevailing in many cities’ agendas over the last 20 years. </text>

                <text>Cet article présente une comparaison des pratiques par lesquelles les acteurs non-institutionnels sont intégrés dans les processus de gouvernement à Londres, Madrid, Paris et Rome. Des concepts bien connus comme ceux de gouvernance ou de participation sont utilisés de manière singulière pour former un continuum idéal type des différentes formes d’inclusion. Dans chaque ville, le degré de consistance et de complémentarité entre les pratiques de gouvernance et/ou d’inclusion peut-être le résultat d’une politique d’inclusion explicite et complète concernant l’ensemble de la ville, fondée sur une stratégie cohérente, ou bien est expliquée par d’autres facteurs. Les convergences et les différences entre les quatre métropoles européennes sont expliquées en analysant le rôle joué dans chaque ville par des variables comme l’orientation de l’agenda politique, la nature du système politique urbain et les changements qui l’affectent, l’organisation institutionnelle des collectivités locales, la force du leadership politique et ses stratégies pour chercher un consensus avec les intérêts économiques et la société civile ainsi que les pressions exogènes exercées par des acteurs nationaux et transnationaux qui fournissent aux acteurs locaux des cadres cognitifs et normatifs. </text>

                <text>The article presents a comparison of practices through which non-institutional actors are included in governing processes in London, Madrid, Paris and Rome. Widespread concepts such as those of governance and participation are used here in a specific way to form an ideal-typical continuum of different kinds of inclusion. In each city the degree of consistency and complementarity among practices of governance and/or participation may result from an explicit and comprehensive policy of inclusion covering the entire city, based on a coherent strategy, or is explained by other factors. Convergences and differences between the four European metropolises are tentatively explained by analyzing the role played in each city by variables such as the orientation of policy agendas, the nature of urban political systems and changes affecting them, the institutional arrangement of local government, the strength of political leadership and its strategies for seeking consensus with economic interests and civil society as well as the exogenous pressures exerted by national and trans-national actors who provide local actors with cognitive and normative frameworks. </text>

                <text>En France, les Sociétés d'Economie Mixte Locales (SEML) participent depuis 50 ans à l'aménagement du territoire mais paradoxalement la plupart des recherches les concernant traitent de leur nature juridique. Cette thèse resitue les SEML dans les jeux de régulations croisées entre l'Etat, les Collectivités Locales et la Caisse des Dépôts et Consignations. D'outil privilégié de l'Etat elles sont passées progressivement sous l'égide des collectivités locales, accompagnant la diversification des champs d'intervention de celles-ci. Elles sont ainsi témoin des enjeux de pouvoir entre décentralisation et recentralisation, libéralisme et régulation économique et sociale. Localement, les modes de gouvernance et les cultures urbaines influent sur leur rôle et leur positionnement tel qu'en témoigne l'analyse des agglomérations de Bordeaux, Rennes et Montpellier. Les influences européennes alimentent le débat prospectif avec des expériences différentes de la planification urbaine, de la propriété foncière et du rôle respectif des acteurs publics et privés, les SEML s'inscrivant tout à la fois dans le mouvement des Entreprises Publiques Locales européennes et des Partenariats Public Privé. L'apport de cette thèse réside ainsi dans l'approche des politiques urbaines et territoriales avec le regard d'un des acteurs opérationnels de la mise en œuvre de celles-ci, tout à la fois acteur et témoin.</text>

                <text>Le transport de marchandises et plus généralement ce qu'on appelle la logistique urbaine sont des sujets qui préoccupent dorénavant plusieurs catégories d'acteurs, dont les décideurs publics qui ont imaginé des mesures spécifiques pour améliorer le bilan environnemental et économique de ce secteur important pour le développement urbain. Cet article cherche à identifier les limites juridiques de certaines de ces politiques, notamment les " centres de distribution urbaine " ainsi que les limitations d'accès aux centres-villes pour les véhicules transportant des marchandises qui leur sont généralement attachées. Nous présentons le cas de la commune de Vicence, en Italie, qui a mis en place une réglementation très restrictive et a fait l'objet de plusieurs recours en justice de la part des transporteurs. De cette étude de cas, unique en son genre pour le moment, des enseignements peuvent être énoncés pour d'autres aires urbaines en Europe.</text>

                <text>This paper presents the results of an analysis we have conducted of meetings of Paris neighbourhood councils (conseils de quartier) - local, non-decision-making bodies bringing together randomly selected or appointed members two or three times a year. We focused on the discussions that took place in relation to the uses and functions of street space. Citizens' concerns address many different uses of street space, underscoring the fact that transport and mobility are but one component of public space. Our analysis aims at assessing whether, by formulating problems or expressing needs about street space in a global and transversal way, citizens make a valuable contribution to the more specialized approaches to transport developed by municipal technical services.&lt;br /&gt;This analysis of local concertation highlights four main results.&lt;br /&gt;The first concerns all of the concrete and practical benefits of local concertation: the contributions that lead participants to formulate their expectations and listen to contradictory viewpoints from other users; information given or requested for projects in progress, the choice of the agenda for other meetings; direct contact with the technical services or district.&lt;br /&gt;The second point relates to the effects highlighted by concertation, namely the emergence of new problems not addressed on a political level, exacerbated by a particularly high degree of fragmentation in technical and institutional responsibilities. The most telling example is probably that of speed regulation. Without getting into the question of the representativeness of the contributions on this subject, we would simply stress that the manner in which the problem is presented is an explicit challenge to the ‘segregative' principles that continue to dominate Parisian street planning projects and methods.&lt;br /&gt;The third point concerns the influence of the neighbourhood council in the local political landscape.&lt;br /&gt;Lastly, the fourth point is specific to the theme of deliveries and the transport of goods. We have felt the need – as expressed by municipal technicians and sometimes by district councillors – to develop a global and sometimes experimental approach to the transport of goods and urban logistics.</text>
