Dans le cas de Sokodé, dans le centre du Togo, nous assistons à un phénomène inverse : ce sont les villages qui viennent se greffer sur l'agglomération urbaine, constituant autant de banlieues d'un type particulier. A l'exemple de Kpagalam, plusieurs communautés villageoises ont en effet pris la décision de se transplanter telles quelles en villes, migrations collectives motivées entre autres par une prééminence foncière à préserver.                 <text>Depuis les années 1990, le phénomène de mondialisation a transformé les espaces urbains. Les villes se repositionnent en relais et pivots compétitifs de réseaux mondialisés. De plus, le phénomène de métropolisation coïncide avec une nouvelle économie urbaine pour susciter une patrimonialisation urbaine qui transforme les villes en destinations touristiques. Cependant, la relation entre mondialisation, métropolisation et touristification est rarement articulée en une réflexion singulière. En outre, les recherches ont privilégié des villes européennes et américaines, inscrivant une perspective occidentale à des dynamiques mondiales. Les études de villes non-occidentales, notamment du sud-est asiatique restent relativement marginales. La proposition de cette étude est de s'intéresser aux dynamiques du tourisme et de la métropolisation à Kuala Lumpur. La capitale malaisienne, à la fois modèle urbain et multiculturel, a l'ambition de devenir une ville d'influence " globale " malgré des contradictions que les composantes du tourisme mettent en relief. Les pratiques de la ville et ses représentations renvoient à des critères qualitatifs, d'urbanité et de mise en scène urbaine, auquel le tourisme participe. L'analyse de la métropole cosmopolite, avec des lieux-mondes, connectés à d'autres métropoles, navigue entre échelles locales et globales. Cette recherche s'organise en trois parties. Les fondements théoriques sont revus dans une première partie, avant de s'intéresser plus spécifiquement aux spécificités de Kuala Lumpur dans la deuxième partie. La dernière partie s'interroge sur les dynamiques du projet urbain face à la touristification dans une perspective multiscalaire.</text>

                <text>There are a number of debates currently taking place in the 'North' that suggest that faith-based organisations (FBOs) are better placed to address urban poverty and to facilitate grassroots regeneration than the state. Accordingly, religious organisations in stressed inner-city neighbourhoods have achieved a certain level of stability and presence that make them important sites for organising residents, particularly in non-Anglo, immigrant-rich communities. Northern scholars a l so suggest that faith-based community development benefits from readymade leadership, opportunities for new leadership, and the possibility of building strong collaborations with both secular and other faith affiliations. Collaboration then becomes key in promoting successful community/ faith-led regeneration projects. In Hillbrow, Johannesburg's most demonized and stressed inner-city neighbourhood, FBOs have also become "spaces of hope" for approximately 70 percent of its inhabitants. They enable at least one mechanism through which the everyday uncertainties and insecurities of the Sub-Saharan urban may be navigated. And they create, however tenuously, a sense of belonging in this transitional, port-of-entry, neighbourhood. This may be said despite Hillbrow's diverse, and sometimes competing, faith identities which are far from being homogeneous. Still, many facilitate social and welfare services abandoned by the city council, in addition to community wide development projects. In order to reimagine the City of Johannesburg's exclusionary and 'revanchist' regeneration policies, this study will argue for a civil society involved and/ or led regeneration by embracing planning for social transformation theories and practices: A s such, in contrast to the mainstream and official understanding of Hillbrow, sites of faith-based efforts reveal an/ Other Hillbrow: an organised civil society in which their current initiatives suggest new possibilities for urban regeneration and human flourishing.</text>

Ce cadre analytique est bâti sur la confrontation des dimensions de l'efficacité économique, de l'équité territoriale, de l'équité horizontale et de l'équité verticale. Ce cadre analytique est appliqué à quelques expériences de péages routiers urbains ou suburbains dans divers pays. Leur analyse montre que les dimensions de l'efficacité et de l'équité se conjuguent, en se renforçant le plus souvent les unes les autres dans leurs aspects négatifs ou positifs. Cette analyse montre aussi que ces différentes dimensions de l'équité ne peuvent être ignorées sous peine d'échec. Elle permet ainsi d'identifier les voies selon lesquelles l'acceptabilité de la tarification de la circulation urbaine pourrait être améliorée.</text>

C'est à partir de ce constat que la Direction Générale de la Comptabilité Publique a développé une méthode d'analyse des risques périphériques. Plusieurs collectivités ont choisi de la mettre en place aujourd'hui. Malgré les besoins en matière d'informations sur les risques, cette étude met en évidence, à partir de l'étude d'une communauté urbaine, que l'acceptation de la méthode est motivée par des intérêts organisationnels et des pressions institutionnelles. Ces résultats confirment le faible rôle de l'information financière dans la prise de décision dans le secteur public local.</text>

                <text>Le Kenya, la Tanzanie et la Zambie mettent en place depuis le début des années 1990 des réformes marchandes de leur secteur de l'eau potable, sous la houlette des bailleurs de fonds internationaux. Dans les trois capitales étudiées (Nairobi, Dar es Salaam, Lusaka), l'histoire des réseaux d'eau montre un constant décalage entre desserte et urbanisation : celui-ci traduit l'échec de la généralisation de l'accès au réseau d'eau, de « l'apartheid hydrique » de la période coloniale, à la gestion publique post-indépendance. Pour remédier à la crise des réseaux, les réformes néo-libérales proposent, pour l'accès à l'eau des pauvres, des « solutions alternatives » consacrant la diversification marchande de la norme de service et la segmentation des clientèles. Les configurations locales multiples (appréhendées au moyen d'enquêtes-ménages), de la spatialisation à la territorialisation du service, permettent, à l'échelle de la ville, un progrès de l'équité spatiale en termes d'accès, mais les progrès de l'équité sociale sont plus ambigus. Les dispositifs de régulation se sont eux aussi fortement diversifiés, articulés autour des trois figures de l'usager, intervenant dans la mutation des relations entre services et espaces urbanisés : ils opposent gouvernance micro-locale et régulation à une échelle méso des territoires. Les autorités publiques, prenant conscience des implications de leur disqualification en tant que fournisseur direct de services, au profit des collectifs d'usagers, encadrés par des ONG et co-produisant le service d'eau, tentent de recentrer la régulation municipale mais se heurtent à l'héritage de la gestion urbaine en archipel.</text>
