<text>The surveys specifically focused on the thorough knowledge of urban freight transport appeared about ten years ago. The local problematic of goods transport at local level was partially taken into account by the city planners and by the researchers: until recent years, the integration of goods transport in the total urban flows models was estimated applying a multiplying factor to car traffic. Delivering goods was not considered like a concern.<br />Because of the quick growth of car traffic in the cities, the main stakes changed too: the fight against traffic congestion, the management of the lack of space (shipment consolidation and storage), the attempts to reduce local environmental impacts and global externalities (energy saving, reduction of greenhouse gas emissions), and economic valuation of city centres (under the pressure of a slowed down economic growth).<br />All these changes were taking place in a context in which available rooms for manoeuvre were limited by factors such as congestion, concerns about the quality of urban life and budget restriction. It resulted in a growing unease on the freight transport industry and the city authorities, the latter having little or no data, methods and references in order to elaborate a satisfactory policy framework.</text>

                <text>We study how political boundaries and fiscal competition interact with the labor and land markets to determine the economic structure and performance of metropolitan areas. Contrary to general belief, institutional fragmentation need not be welfare-decreasing, and commuting from the suburbs to the central city is not wasteful. Thus, the institutional and economic limits of the central city are not the same. With tax competition, the central business district is too small. The dispersion of jobs is increased when suburbanite workers are allowed to consume the public services supplied by the central city. This indicates the need for some metropolitan governance.</text>

                <text>While the geographical and economic factors concerning the development of hub ports are widely described by a variety of scholars and professionals, there is no recognized methodology measuring the hub dependence of a given port, region, or country. Based on a 20-years database of vessel movements, this paper proposes a methodology measuring hub dependence. North Korea offers a good case of a constrained economy facing dramatic internal and external pressures. Notably, the weight and geographical extent of its maritime connections are worth analysing because of its contrasted evolution from Soviet influence, geopolitical isolation, and growing trade due to economic reforms and increased foreign investments. The main results of this study show the spatial shift from long-distance calls to feeder calls: global foreland contraction, regionalization within Northeast Asia, and traffic concentration upon closest hubs of which South Korean ports. We conclude that hub dependence is a combination of local constraints and trade growth. The political implications of this phenomenon are explored, and a spatial model of hub dependence is proposed</text>

                <text>On August 29, 2005, a large tropical cyclone, named Hurricane Katrina, made landfall on the Gulf Coast of the United States. Despite following a track that mostly missed New Orleans, Katrina drowned this city by causing the failure of a protective levee infrastructure that surrounded population portions of the metropolitan area. In this majority African-American city, with a large number of impoverished people, Katrina caused over 900 deaths, tens of thousands of injuries, and left hundreds of thousands of residents displaced. However, the injustices of Katrina can be traced to the founding of New Orleans in 1718, when various government entities worked to alter the city's hazardous natural environment to promote development, beginning with French prison labor in the colony's earliest days, maintaining through a period of Spanish rule, and continuing to contemporary times under the administration of the United States. Indeed, the various infrastructural improvements serve as a discourse of safety, promoting capitalist development and residential settlement of a risky place. By the time Katrina struck, most of these residents, who took these discourses of safety very seriously, were generally of socioeconomically oppressed classes and least able to endure the consequences of that discourse's broken promise.</text>

                <text>This paper examines the hybrid condition of Taipei's built environment within its socio-cultural context and daily activity of the city. It also points out certain forward-looking policies adopted by the City Government that over the last decades gave way to interesting and radical ambiances within the city. To illustrate this fact three case studies are described from the point of view of a pedestrian and on the basis of a journey. By identifying the key qualities that define these new ambiances, some relevant conclusions for urban intervention based on the creation of significant urban ambiances are finally extracted.</text>

</text>

                <text>This paper seeks to understand how a group of youngsters of South-Moroccan background try to reconcile the need to be from « here », i.e. urban, poor and sometimes discriminated against and at the same time to be from « over there », i.e. a rural place where they make their peers and neighbours jealous and where they are considered affluent in a land of scarcity. This perpetual « switch of identity » as Y. Charbit, M.-A. Hily and M. Poinard put it, is analysed through their spatial practices, in France and in Morocco, through the time they spend in the country their parents came from, through the way they perceive social interactions and travels abroad as well as through the way they define the places they live in. </text>

<br />
<b>Conference description by the organisers :</b><br />
<br />
The conference will deal with cities throughout the world, with papers examining the networks of cities and their role in cultural formation, the relations between cities, territories and larger political units, the ideologies and cosmologies of the city and what distinguishes the city or town from other forms of settlement or ways of life.</div>
&nbsp;</div>
<b>2011 paper of the same name</b></a><b> (a revised version of this lecture) :</b></div>
&nbsp;</div>
This article reviews uses of the term &lsquo;metropolis&rsquo; to denote cities of a distinctive character, principally from the first to the late twentieth century A.D. &lsquo;Metropolis&rsquo; is a &lsquo;significant word&rsquo; with special resonance and power. Urban historians will profit from giving its uses careful attention. Those uses reveal, in particular contexts, ideas and ambitions concerning the status, authority and identity of both cities and peoples. They are often vague, rhetorical or boosterish, but just as often their precision adds to our understanding of contemporary thought. Often the term relates to a concern with the past or the future, or to senses of transience or regret. Equally significant are those cases where important cities were not described as metropolises, although occasionally modern historians have come to believe mistakenly that they were. Phases in the use of the term can be identified, especially in the nineteenth and early twentieth century when London became an influential model. In recent decades social scientists and bureaucrats have abused the term, but in some contexts &lsquo;metropolis&rsquo; still has cultural and political power.</div>
