Hanoverian London, 1714 - 1808, the first of eight volumes to be published in The University of California Press &lt;i&gt;History of London &lt;/i&gt;series, surveys the life of the town throughout the eighteenth century. Professor Rud&amp;eacute; outlines the main themes in the development of the metropolis, and deals with every aspect of the life of the greatest capital in Europe : the physical growth of the town both as capital and as residential area; economic life and communications; social classes, social life, and the arts; the small traders, craftsmen, wage-earners and the poor; religion and the churches; government and administration, and the functions and authority of a bewildering medley of controlling and contending bodies; the r&amp;ocirc;le of London in the political and economic life of the nation; the machinery of political manipulation; the almost continuous opposition to Court and government; the outbreaks of social protest 'from below'; trade unions, strikes, industrial riots and 'the mob'; the emergence of Radicalism and the phenomenon of Wilkes; the changing pattern of London during the French Wars and on the brink of the nineteenth century.&lt;/div&gt;

                <text>A Berlin, entre le milieu des années 1970 et le milieu des années 2000, s'est joué en partie, non seulement le destin géostratégique du continent européen, entre Guerre froide et réunification allemande, mais aussi un des plus grands tournants dans l'urbanisme continental depuis la fin de la Seconde Guerre mondiale: celui de l'invention des méthodes concrètes d'un urbanisme 'doux', dans le sillage de la remise en question au cours des années 1960 par des personnages comme, entre autres, Jane Jacobs ou Aldo Rossi, des paradigmes dominants du modernisme architectural et planificateur. Ces paradigmes avaient trouvé à Berlin, à la faveur des impératifs de la reconstruction, un terrain d'application sans doute inédit en Europe. Mais c'est aussi à Berlin que se développe la contestation de l'effacement de la trame historique de la ville bombardée au profit d'une ville moderne hors-sol, l'opposition à la toute puissance du dogme de la modernité infrastructurelle, et surtout la mise au point de techniques alternatives de rénovation urbaine plus respectueuses à la fois de la dimension d'urbanité de la vie des habitants, de l'esthétique historique et de la morphologie urbaine qui s'y rattache. C'est également à Berlin que le dessin à grande échelle d'une ville répondant à ce dessein en radical contraste avec toutes les pratiques et théories qui avaient dominé la scène internationale depuis la Charte d'Athènes et l'Après-guerre connaît les développements les plus marquants, dans un cadre idéologique paradoxalement tout aussi rigide que mouvant3. Hans Stimmann, présent à Berlin presque sans interruption depuis les années 1970, avant de devenir directeur des services d'urbanisme de la ville entre le début des années 1990 et le milieu des années 2000, a été de tous ces combats et en incarne sous bien des aspects l'esprit, aux côtés par exemple d'un architecte comme Joseh Paul Kleihues. De la contestation des excès traumatiques du modernisme architectural à la mise en place de méthodes alternatives, puis à la validation et à l'extension institutionnelles de ces méthodes, le parcours de Stimmann a été, au sein d'une génération incarnant collectivement toutes ces phases, d'un intérêt tout particulier. L'objet de la présente réflexion, qui s'inscrit dans le cadre d'une étude sur l'évolution des bureaucraties techniques urbaines et des contextes institutionnels ou culturels, des idéologies, représentations et pratiques, qui en gouvernent le fonctionnement, est au travers de la carrière d'un tel personnage, de tenter de mettre à jour les logiques principales qui ont présidé à la transformation non seulement de l'espace construit berlinois, mais aussi des approches européennes à l'urbanisme en général.</text>

Dal 1980 al 1985, l'allora ricercatore conduce quindi un'importante progetto di studio sulle prime esperienze di riqualificazione urbana (“ricostruzione”) a Berlino Est. Ma questo programma di ricerca è anche il pretesto d'incontri sia formali (a livello di scambi tra il partito comunista della Germania democratica (SED) e l'SPD) che informali con l'ambiente urbanistico di Berlino Est. Stimmann lavora in particolare in contatto con Roland Korn, uno dei massimi responsabili della svolta urbanistica in atto oltre muro. Visita a più riprese i cantieri delle prime sei zone d'intervento di riqualificazione a Mitte, Prenzlauer Berg, Friedrichshain e lungo la Frankfurter Allee.&lt;br /&gt;Ma questo metodo non piace. Ne ad Est, dove la costruzione teorica di una nuova politica urbana non deve portare a negare i principi stessi di Berlino Est capitale auto-referenziata della Repubblica Democratica, che si sviluppa su se stessa senza pensare l'Ovest, ne ad Ovest, dove Stimmann non perviene a convincere gli ambienti organizzativi dell'IBA dell'importanza dell'attuazione di una riflessione urbana che possa accludere Berlino Est.                 <text>After World War Two, American cities began to break down. Their housing and industrial infrastructure fell into disrepair, and efforts to improve cities, including urban renewal and highway construction projects, only exacerbated the existing problems, destroying neighborhoods and increasing pollution. All of these problems exposed city residents to a unique set of environmental problems. By the 1960s many of them responded to this environmental breakdown with a series of dynamic local social movements. For almost a decade, residents of scores of cities, especially in the East and Midwest, forced local leaders to ameliorate the impact of a variety of local environmental problems. This dissertation provides case studies of three of these local movements. In St. Louis, the rapid decline of the city's housing stock exposed poor, predominantly African American city children to toxic levels of lead paint. A group of dedicated residents and social workers raised awareness about the issue, and pushed the city to enact and enforce a lead ordinance. In Baltimore, a coalition of African Americans and blue collar whites formed the Movement Against Destruction to fight the construction of the local highway system and articulate an environmental critique of the highway planning and construction process. In Chicago, the Citizen's Action Program (CAP) fought the local Democratic machine for five years over a variety of issues, including air pollution and highway construction. CAP's core constituency were ethnic, blue collar homeowners from the city's outlying neighborhoods who used pollution issues as an entry point into local political activism. Together, these studies are part of the hidden history of postwar environmental activism. Popular and academic research focuses on wilderness areas and national parks, and activism by a few national elites or middle class suburban groups. But by focusing on local issues and the malapportionment of environmental hazards and amenities, urban activism represents one of the major strains of the postwar environmental movement. It provided key connections to other social movements, particularly the African American Freedom Struggle, and was a precursor to the contemporary environmental justice movement. </text>

                <text>Cet article s'intéresse à l'impact environnemental, mesuré en termes d'émissions de CO2 d'un projet de réaménagement des quartiers du Mas du Taureau et du Pré de l'Herpe dans la banlieue nord de Lyon (Vaulx-en-Velin). Son objectif est de tester l'impact des relocalisations résidentielles liées à une politique de mixité sociale sur les émissions de CO2 liées à la mobilité quotidienne des habitants à différentes échelles. A l'échelle de l'agglomération, les émissions associées à la mobilité locale augmentent avec le revenu du ménage et l'éloignement du centre (en lien avec la croissance du taux de motorisation et des distances parcourues quotidiennement). A l'échelle du quartier, la recherche d'une meilleure mixité sociale conduit à une augmentation de l'émission mobilité locale: elle passerait de 0,515 tonnes à 0,74 tonnes par an et par personne. Ce fut une véritable métamorphose, tant au plan spatial que social. Son approche globale de Paris et de sa banlieue conduisit Haussmann à concevoir deux réseaux complémentaires d'égouts et d'adduction d'eau potable : deux aménités distribuées identiquement, sans distinction de classe, à tous les habitants de la capitale. Mais alors que, dès son époque, l'oeuvre du Préfet fut célébrée en Europe et jusqu'aux États-Unis, elle n'a, en France, jamais cessé d'être méconnue et dénigrée. En outre, les édiles parisiens ne se sont guère préoccupés de l'entretenir.&#13;

Pour éclairer concrètement la démarche haussmannienne, les auteurs ont conçu une anthologie révélant, en particulier, la dimension conservatoire du travail effectué par le Préfet. Les textes cités sont empruntés aux Mémoires, à des documents inédits ainsi qu'aux témoignages d'auteurs étrangers et français. &#13;

Une séquence photographique du boulevard Saint-Germain, montrant de nombreuses maisons pré-haussmanniennes préservées au fil de cette percée, vient appuyer la démonstration.&#13;

Ce qui est plus remarquable encore, c'est la rapidité avec laquelle les concepteurs confondent la dimension physique des objets avec la qualité affective ou plus exactement sociale qu'ils peuvent éventuellement prendre. Une telle attitude, qui confond le "lieu haut" avec le "haut-lieu", doit être un prétexte à interroger plus généralement la manière dont se construit socialement le sens des lieux. Ce statut de haut-lieu, urbain ou autre, est en effet le fruit d'une histoire longue dont il faut restituer les tournants, en faisant appel aux projets, aux actions et aux hommes qui y participent. L'exemple de la colline de Fourvière à Lyon semble propice à une telle interrogation, tant ce site est omniprésent dans toutes les représentations picturales ou schématisées de la métropole rhodanienne. En l'analysant en terme de construit et non de donné (physique ou naturel), ce haut-lieu local révèlera quelques unes de ses fonctions et, surtout, les modalités de sa construction.</text>

Cuba&amp;rsquo;s capital has experienced little construction since the revolution of 1959; many of its citizens live in poorly maintained colonial and modernist dwellings. It is this Havana&amp;mdash;of crumbling houses, old cars, and a romantic aura of ruined hopes&amp;mdash;that is marketed in picture books, memorabilia, and films. Meanwhile, Cuba remains a socialist economy, and government agencies maintain significant control of urban development, housing, and employment. Home to more than two million people and a locus of Cuban national identity, Havana today struggles with the some of the same problems as other growing world cities, including slums and escalating social and racial inequalities. Con&amp;ccedil;u &amp;agrave; l'&amp;eacute;poque avec l'&amp;eacute;crivain James Agee, son livre A Way of Seeing (The Viking Press, 1965) montre la vie ordinaire de Spanish Harlem et du Lower East Side comme un th&amp;eacute;&amp;acirc;tre ouvert, sans le sentimentalisme ou l'id&amp;eacute;ologie qui s'attachent souvent &amp;agrave; la repr&amp;eacute;sentation des quartiers populaires. Cette publication, mise en regard de l'&amp;eacute;dition revue par Helen Levitt en 1981, constitue un objet remarquable dans l'histoire du livre de photographie.&lt;br /&gt;
