Il est vrai que le pays a souffert de plus d'un demi-siècle de conflits armés et qu'il subit régulièrement d'importants désastres naturels. La population du Viêt Nam est estimée à environ 70 millions d'habitants dont près de 80% habitent en milieu rural. Cependant, les deux plus grandes villes du pays, Hanoi et Hô Chi Minh-Ville, comptent ensemble près de 7 millions d'habitants. Ces deux villes connaissent des densités de peuplement, dans leurs quartiers centraux, qui dépassent 20 000 habitants au kilomètre carré. Les conditions sanitaires et les conditions de logement y sont difficiles.<br /> <br /> Cet ouvrage présente les résultats des travaux de quatre institutions vietnamiennes qui se sont défini un programme de recherche commun, dès 1992, sur la pauvreté urbaine, avec un financement du Centre de recherches pour le développement international (CRDI) du Canada. L'enquête a d'abord tenté d'identifier et de qualifier la pauvreté urbaine à Hanoi et à Hô Chi Minh-Ville. Elle est plus diffuse et moins reconnue à Hanoi; elle est concentrée sur les canaux à Hô Chi Minh-Ville où existe depuis longtemps une " culture de la pauvreté ". L'apport le plus important des recherches a été la mise en évidence du phénomène et du processus d'appauvrissement rapide de catégories sociales déclassées dans la rapide transition sociale, économique et politique que vit aujourd'hui le Viêt Nam.<br /> <br /> Décrivant les conditions de vie urbaine des ménages pauvres, les chercheurs en évaluent l'amélioration et la détérioration après les opérations de restauration et de réhabilitation menées par le gouvernement dans les quartiers centraux de Hanoi, ou le relogement des populations résidant sur les canaux à Hô Chi Minh-Ville.<br /> <br /> Cet ouvrage examine enfin l'état actuel des politiques et des programmes du logement urbain au Viêt Nam. On y trouvera une série de propositions visant à introduire des instruments spécifiques pour modérer les impacts de la pauvreté sur les conditions de vie urbaine.
