L’automobile est ainsi devenue le mode de transport privilégié pour assurer les déplacements des personnes. Pourtant, ce mode de transport individuel génère des nuisances qui ne satisfont pas aux principes du développement durable. Pour accompagner le report modal de l’automobile vers les transports alternatifs, il existe de nombreux leviers (urbanisme, adaptation du transport collectif, intermodalité…). Le transport à la demande constitue l’une des pistes pour le développement d’une mobilité durable. Tadvance, groupe de travail pluridisciplinaire auquel j’ai participé, mène des recherches innovantes sur ce sujet. Evolis-Gare, destiné à l’acheminement des usagers des TGV à Besançon, constitue la première mise en œuvre de ce groupe. Dans ce cadre, la recherche pluridisciplinaire a permis l’élaboration du logiciel Résad2 destiné à assurer la gestion d’Evolis-Gare. Cette recherche appliquée au service de la collectivité a été récompensée par un prix national (Mercure d’or de Kéolis) et local (prix du développement local de Franche-Comté en 2001). Le code source du logiciel Resad2, conjointement déposé par l’université, le CNRS et Kéolis, a été transféré à une société française qui en assure la commercialisation. Cette thèse présente ensuite une recherche théorique qui propose une extension du service Evolis-Gare en lui assurant un fonctionnement en temps-réel. Afin d’assurer la gestion d’un tel système nous proposons une démarche en trois temps. Une première étape permet de prévoir le niveau de demande probable. Une seconde étape élabore des trajets provisoires afin de calibrer la flotte de véhicules à mobiliser et de positionner ces derniers sur le territoire. Enfin, la troisième étape gère en temps-réel les appels des usagers. Elle recalcule les trajets au fur et à mesure et les adapte à chaque nouvelle situation. La simulation des processus s’appuie sur l’association de la géomatique et de l’intelligence artificielle au cœur d’une plate-forme informatique dynamique. Une tendance à la baisse pour les victimations prises en compte L'enquête met, par ailleurs, en évidence une amélioration du cadre de vie, les Franciliens évoquant moins de nuisances qu'avant. Quant à la peur personnelle, elle est, globalement, aussi moins forte qu'en 2001 : 48,3 % des habitants interrogés déclarent avoir peur contre 53,8 % en 2001. Faut-il en déduire que la délinquance est en régression sur le territoire régional ? Il paraît difficile de conclure, d'autant que les tendances issues des enquêtes peuvent différer de celles établies à partir des statistiques de la police. Enfin, pour les victimations prises en compte (les vols et agressions envers des personnes, les cambriolages et les atteintes envers les véhicules), 48,4 % des personnes interrogées déclarent l'avoir été au cours des trois dernières années : une baisse constatée par rapport à l'enquête 2001 et qui concerne plus particulièrement les atteintes envers les véhicules. La proportion de victimes de vols personnels et d'agressions est redescendue, quant à elle, à un niveau assez proche. Cette cinquième enquête victimation apporte des éléments de réflexion nécessaires à la région Île-de-France dans sa connaissance des phénomènes d'insécurité ainsi qu'un outil, qui s'inscrit dans le cadre de la politique régionale de sécurité. Qu'est-ce qu'une enquête de victimation ? C'est un sondage auprès d'un échantillon représentatif de la population. On interroge les membres de l'échantillon sur les atteintes incriminables qu'ils déclarent avoir subi au cours d'une période délimitée. Il existe des enquêtes de victimation internationales, nationales et locales. Leurs apports à la connaissance sociologique du crime sont nombreux. Et d'abord ces enquêtes procurent une information sur des faits ignorés des services de police pour n'avoir pas donné lieu à un enregistrement. Par suite, elles mesurent la propension des personnes à alerter les autorités après avoir subi une atteinte. Ce n'est pas le seul avantage des enquêtes. Les statistiques de police ne comptent que des faits et des suspects. Les enquêtes de victimation, en plus de dénombrer des atteintes, décrivent leurs circonstances, le profil des victimes, ainsi que les liens entre l'expérience de victimation et le sentiment d'insécurité. Ces apports ont assuré le succès des enquêtes de victimation. Ils ont fait d'elles un instrument de pilotage et d'évaluation des politiques publiques de sécurité, notamment aux niveaux régional et local où de telles politiques sont habituellement mises en œuvre. Le Parc Urbain Bangr Weoogo (PUBW), à Ouagadougou, comporte notamment un petit musée d’histoire naturelle et une ménagerie, tandis que le parc national du Mali à Bamako, inauguré à l’occasion du cinquantième anniversaire de l’Indépendance du pays, intègre pour sa part le célèbre Musée national du Mali. Par ailleurs, ces projets d’aménagement affichent des enjeux politiques importants mais doivent également composer avec certains usages rituels des territoires concernés. Les deux parcs urbains étudiés possèdent ainsi un statut hybride, obligeant à repenser la distinction entre patrimoine naturel et patrimoine culturel et à articuler les politiques de la nature et les mémoires de la ville en Afrique de l’Ouest. In West African countries, the usual distinction between urban spaces and bush often meets the UNESCO distinction between cultural heritage and natural heritage. Historical and ethnographical study of the place of nature in West African capitals, in particular the one of urban parks, forces to question this distinction. In Ouagadougou and in Bamako, we can observe a renewal of urban parks and reclaiming of forests that were listed under the colonial era. These projects for planning urban parks are conceived as heritage projects, safeguarding of the biodiversity, but also building places of memory. The Parc Urbain Bangr Weoogo (PUBW) in Ouagadougou incorporates a small museum of natural history and a menagerie, whereas the national park of Mali in Bamako, opened for the 50th anniversary of Independence, incorporates the famous National Museum of Mali. While these projects are politically driven, they have to compose in the same time with ritual practices of the concerned territories. Both studied parks are therefore hybrid and bring us to rethink the distinction between natural heritage and cultural heritage and to articulate politics of nature and urban memories in West Africa. L’étude géographique offre une analyse des mouvements des demandeurs d’asile selon des emboîtements dans le temps et dans l’espace, tout en reflétant le vécu des demandeurs d’asile et les contradictions du milieu d’accueil. La première partie s’intéresse au flux de demandeurs d’asile sur la période 1994-2005, elle fait ressortir les grandes tendances d’un flux très majoritairement européen orienté Est-Ouest, mais aussi les fluctuations dans la composition nationale et régionale des origines des migrants. La seconde partie de l’article revient sur la géographie administrative des structures dédiées à l’accueil des demandeurs d’asile dans l’agglomération lyonnaise, structures qui dessinent de nouvelles centralités urbaines. Enfin, l’article met en relief la mobilité du demandeur d’asile dans l’agglomération, nomade urbain, qui investit parfois des espaces publics centraux au point de les transformer en « points chauds », comme ce fut le cas pour la place Carnot au début des années 2000. The following article deals with the issue of asylum seekers, their migration routes within Europe and the areas they are to be found in cities. This case study will focus on the urban area of Lyon, France. Geographic tools and methods enable us to analyze these migratory trends while taking into account several overlapping space-time scales, but also the experience of asylum seekers, and the contradictions sticking to the arrival point. We will first study the asylum seekers' migratory routes from 1994 to 2005. These people mostly go from Eastern to Western Europe, even though they may come from various countries and regions. We will then analyze the case of refugee reception centers and provisional accommodation centers in Lyon, as new urban centralities begin to unfold around them. We will eventually shed light on asylum seeker mobility within the urban area. As "urban nomads", asylum seekers are led to "take possession" of some public spaces, turning them into urban hot spots, as shown in the 2000s by the example of the Place Carnot, a public square in the heart of Lyon.
