Depuis 1994, « mon » terrain est l'Afrique du Sud post-apartheid. L'utilisation, facile et commune, du possessif, ne doit pas ici faire illusion : il serait plus juste d'inverser le sens de ce possessif pour parler, en terre africaine, de possession ou d'obsession par ce terrain. Il me semble que, comme souvent (pour les questions urbaines par exemple), le cas sud-africain peut servir de laboratoire aux interrogations épistémologiques évoquées ci-dessus.</text>

                <text>Les symboles sont des objets matériels, donc toujours précisément localisés, qui supportent la représentation d'une réalité à la fois plus abstraite et plus complexe qu'eux-mêmes. Les icônes sont définies de leur côté comme des images inscrites sur des supports matériels ; les « icônes urbaines » sont des représentations graphiques répétitives de lieux et d'objets qui symbolisent une ville, comme les tours jumelles du World Trade Center de New York, le panneau « Hollywood » de Los Angeles, la Tour Eiffel de Paris ou l'Ange de Mexico. L'efficacité de la symbolique (le système de production des significations attribuées à des objets) dépend de celle de l'iconographie (le système de communication des images de ces objets). Nous étudierons ici cette dépendance dans le cadre d'une géopolitique de la visibilité à Mexico, mégapole abondamment représentée dans les médias contemporains. Je propose ici une analyse rétrospective qui s'applique à un corpus d'icônes « actives », c'est-à-dire reproduites aujourd'hui par des acteurs urbains, images tirées de documents officiels ou administratifs, de médias imprimés ou électroniques, d'objets touristiques ou publicitaires, de livres d'histoire ou d'œuvres d'art.</text>

Dans ce contexte, à qui sont attribués en priorité les logements sociaux ? Comment sont définies les situations d'urgence ? Comment sont-elles traitées au quotidien ? &#13;

Le livre de Marine Bourgeois décrit la façon dont les bailleurs sociaux trient et sélectionnent les candidats à l'entrée du parc social. L'auteure a observé pendant plusieurs mois le travail concret des chargés de gestion locative d'un organisme HLM. Elle a assisté aux commissions d'attributions hebdomadaires, aux réunion d'équipe, et aux entretiens avec les clients. Elle retrace ainsi le quotidien de plusieurs agences - les rendez-vous, les visites, les appels téléphoniques, la "paperasse", les procédures.&#13;
&#13;
Cette ethnographie met en lumière les marges de manœuvre des "street-level bureaucrates", les jeux et les arrangements qu'ils opèrent autour des règles. Elle montre les opérations de qualification et de catégorisation qui émergent en interraction, et à partir desquelles sont triées les populations. Enfin elle éclaire la manière dont se construisent, à l'intérieur des organismes et dans les relations entre ceux-ci et leur environnement, des processus de discriminations systémiques.&#13;

L'ouvrage de Marine Bourgeois offre un éclairage précieux sur un sujet complexe encore peu étudié.&#13;

Marine Bourgeois est diplômée de l'Institut d'Etudes Politiques de Paris. Elle est actuellement doctorante en Sciences Politiques au Centre d'etudes Européennes de Sciences Po. Elle travaille sur les processus d'attribution des logement sociaux, sous la direction de Patrick Le Galès.</text>

                <text>Le texte propose l’analyse de la problématique environnementale urbaine pour décrypter et comparer les problèmes environnementaux qui se posent dans trois villes : Brasilia, Palmas et Goiânia.  Les villes en question ont été construites à des époques différentes. Goiânia a été inaugurée en 1933, Brasilia en 1960 et Palmas en 1989. À chacune de ces époques correspond une façon particulière d’aborder les questions relatives à l’environnement. La problematique que se pose est savoir si la planification a produit des environnements urbains différents ou si les conséquences environnementales se ressemblent indépendamment du type de planification.  Nous allons réaliser un diagnostic de l’environnement urbain propre à chacune des villes en analysant comment sont distribués quelques services urbains liée à la qualité environnementale : l’eau, déchets, l’approvisionnement en eau, etc. </text>

                <text>Using the urban environment problematic, the article looks for decoding and comparing the current reality of the environmental problems that takes place into planned cities in Brazil: Brasilia, Palmas and Goiânia. The cities in question had been constructed at different times. Goiania was founded in 1933, Brasilia in 1960 and Palmas in 1989. To each of these times, a particular way to approach the relative questions to the environment was used. The basic question is to know whether the planning produced different urban environments or the consequences seem alike, independently of the type of planning. The diagnosis of the urban environment that will be carried through for each one of the cities, analyzes them as some of the urban services to the environment quality are distributed: the water, solid residues, occurrence of water supply by wells. </text>

                <text>La problématique de ce travail s´inscrit autour des zones contaminées. La question de l´environnement est devenue publique à partir des années 1980 à cause du processus de déconcentration industrielle qui s´est opéré dans les aires urbaines les plus denses du Brésil. Dans la première partie on analyse comment ce phénomène a contribué à l´apparition de nouvelles zones de risque, suite au changement de l´usage du sol urbain. En effet, des habitations et des services ont été construits sur ces zones sans que l´on ait réalisé des études spécifiques du milieux pour une récupération ultérieure et/ou  un assainissement  du sol.Avec l´intention d´aider à comprendre cette question, ainsi que son ampleur et sa magnitude, on présentera une cartographie par district des industries existantes dans la tâche urbaine de São Paulo. Cela permettra de démontrer la distribution des risques et des dangers développés au long des décennies dans le territoire de São Paulo. La deuxième partie concerne la façon dont les autorités s´occupent du thème, ainsi que les difficultés et les réussites. Pour finir, on conclut que l´application effective de la législation spécifique pour la gestion des zones contaminées et l´exigence de réaliser des études de l´environnement sont nécessaires pour pouvoir atteindre des solutions. De même la disponibilisation des informations pour la société et la mise en lumière de ce problème, car la participation populaire en formation est fondamentale dans cette démarche. </text>

                <text>This paper presents the problems related to contaminated areas. This environmental issue was made public from the 1980s, through the process of industrial deconcentration verified in the denser urban areas of Brazil. In the first part it will be analyzed how this phenomenon, plus the change in urban land use, resulted in the emergence of risk areas, once the contaminated areas are being used or given new uses, such as residential or services, without having specific environmental studies with subsequent recovery and / or remediation. In order to help with the understanding, the scope and magnitude of this issue, it will be presented a mapping of the district, the existing industries in the urban area of São Paulo, which expresses the distribution of risks and dangers built up over decades in the municipality of São Paulo. In the second part, it will be discussed how the government handles this issue, their difficulties and achievements. Finally, the conclusions, which indicate that the effective implementation of legislation for the management of contaminated areas, the requirement of the completion of environmental studies, the availability of this information to the society, the increasing visibility of the problem, might lead to the solution of it, because even today, popular participation, incipient in this case, is vital to this process. </text>

                <text>Este trabalho apresenta a problemática relacionada às áreas contaminadas. Esta questão ambiental passou a ser de conhecimento público a partir da década de 1980, por meio do processo de desconcentração industrial verificado na mais densa área urbana do Brasil. Na primeira parte, será analisado como este fenômeno, somado a mudança do uso do solo urbano resultou no surgimento das áreas de risco, uma vez que as áreas contaminadas estão sendo utilizadas ou receberam novos usos, como residenciais ou serviços, sem que fossem realizados estudos ambientais específicos com posterior recuperação e/ou remediação. Com o objetivo de auxiliar no entendimento, abrangência e magnitude da questão, será apresentado um mapeamento, por distrito, das indústrias existentes na mancha urbana paulista; o qual expressa à distribuição dos riscos e perigos construídos ao longo de décadas no território do município de São Paulo. Na segunda parte, aborda-se como o poder público trata o tema; suas dificuldades e acertos. Por fim, estão as conclusões, que indicam que a aplicação efetiva da legislação específica para a gestão de áreas contaminadas, com a exigência da realização dos estudos ambientais, além da disponibilização das informações à sociedade, com aumento da visibilidade do problema, pode ser o caminho para solucioná-los, ainda que hoje a participação popular, incipiente nesse caso, seja fundamental nesse processo. </text>

As part of a long term evolution, the increase in the number of working women has led to radical changes. Some of these reflect the emergence of new forms of sociability; others are part of a more specific socio-economic context. The coexistence of several patterns (patrimonial, conjugal or communal) as observed through the use of recent empirical material, enriches our understanding of the various types of interaction between the changes in family relationships and the feminization of the workforce.</text>
