                <text>Le risque, sujet d’étude pluri-disciplinaire, fait l’objet de nombreux travaux. Pendant longtemps, il a été considéré sous l’angle du phénomène dangereux, l’aléa, et ce n’est qu’au milieu du XXe siècle que des chercheurs et la société se sont davantage intéressés à la vulnérabilité des éléments exposés. Malgré la multiplicité des études sur les risques, peu d’entre elles adoptent une démarche multi-risques, la plupart étant mono-sectorielles. Pourtant, il est nécessaire de prendre en compte les risques dans une démarche globale si l’on souhaite s’approcher du monde réel, tant les possibilités d’effets dominos sont nombreuses. Dans le cadre de cette thèse, nous soutenons l’hypothèse selon laquelle des interactions entre risques de nature différente peuvent être observées. Nous développons une approche intégrée (prenant en compte aléa et vulnérabilité des éléments exposés) multi-risques en milieu urbain, appliquée aux risques sismique et technologiques dans l’agglomération de Mulhouse (Haut-Rhin). La méthodologie s’articule en deux phases. Une première qui consiste à évaluer à l’échelle de l’agglomération les aléas, les vulnérabilités et les risques. Cela implique d’estimer les effets de site à l’échelle infra-communale et de caractériser l’aléa technologique en tenant compte d’un effet cumulatif des scénarios d’accidents. Il est également nécessaire d’évaluer la vulnérabilité physique et fonctionnelle des bâtiments d’une part, la vulnérabilité de la population d’autre part, selon deux approches (quantitative et qualitative). Une seconde phase consiste à simuler un séisme important (MW = 6.0) afin d’identifier les interactions potentielles entre risques. L’ensemble des données est intégré dans un système d’information géographique, qui constitue un outil de représentation, de mise en relation et d’aide à la décision à destination des scientifiques et des autorités en charge de la prévention des risques par l’aménagement urbain et la gestion d’une crise. Les résultats montrent 1/ la présence d’effets de site sur la totalité de la région étudiée ; 2/ des accélérations atteignant 0.25 g dans l’agglomération mulhousienne dans le cas d’un séisme MW = 6.0 sur la faille d’Illfurth, calculées à partir d’une loi d’atténuation standard ; 3/ un aléa technologique concernant la moitié de la surface de la région étudiée ; 4/ une faible représentation cognitive des risques par la population ; 5/ des interactions potentielles entre risque sismique et technologiques sur l’un des sites industriels sensibles (Rhodia-Dornach), mais dont les effets ne dépasseraient pas l’emprise du site ; 6/ de nombreuses interactions potentielles entre risques technologiques dans les deux secteurs étudiés (un total de 104 interactions issues des 31 scénarios).</text>

                <text>The large carefully planned housing estates built after the Second World War were once attractive places in which to live. Nevertheless, across Europe the reputation of many of these areas has changed for the worse. In addition to general impoverishment, in some areas social tensions, high levels of unemployment, crime, social exclusion, and physical decay prevail. With the emergence of the problems, the political as well as the scientific attention paid to large housing estates has increased. Existing studies on regeneration policies on the local level are often limited to the analysis of just one policy strategy. In the research reported here, the focus is on several key-aspects of regeneration policy, which have all obtained increased attention during the past decade. Some of the strategies or aspects focus on the housing stock (demolition/new-building), while in others the local population is central (residents’ participation; social cohesion), and again others concentrate on the cooperation between different actors (integrated approach; public-private partnerships). By contrasting the situation in the Netherlands with various other European countries, the research also brings out the differences in the way problems are encountered and enables them to be explained. It is demonstrated that the institutional framework determines to a large extent whether and how particular policy strategies are implemented; not every country encounters the problems in the same way. Moreover, local characteristics are of influence on the way a strategy is put into practice and thereby on its effects. In addition, it is put forward that particular regeneration strategies might oppose rather than strengthen each other.</text>

                <text>This thesis considers the contemporary work of the museum in the post-industrial setting of Glasgow. It interprets and understands how the museum as a space gives voice to New Labour’s concepts of social inclusion and citizenship whilst being embroiled in the wider process of urban regeneration and city enhancement. This research has been conducted using a mixed methodology incorporating policy analysis, participant observation and interviews, engaging with policy documentation, museum professionals and museum users in its goal to understand how the museum has been and is positioned within society. In exploring how museums have sought to become more socially inclusive, the research examined four different programmes in detail. These included two outreach projects; one working with adult learners and the other with different religious groups in the city. The research has also followed the contribution of a group of volunteers and finally it has engaged with the on-going processes surrounding the building of the city’s latest museum. The research findings have highlighted a complex and entangled set of power relations in the attempts to articulate social inclusion policy through the museum. This suggests, building upon the work of Foucault, that the museum embraces a soft-disciplinary power in relation to citizens. Specific programmes of the museum service targeting social inclusion reveal the benefits the individual may enjoy through participating in cultural events from which they might otherwise feel excluded. Yet, the reach of such programmes question the extent to which they are able to address social inclusion in the city. Recent developments – the production of the city’s newest museum as part of the riverside regeneration in particular – reveal how the installation of the iconic museum is closely allied to the wider project of urban economic regeneration. The planning of the Riverside Museum, however, has been attentive to the social inclusion agenda, particularly through the questions of access. Finally, the research shows how the city’s dominant growth agenda has resulted in a changing role for curators, shifting their agency away from a more traditional practice in which they were key gatekeepers, coordinating what museums displayed and how they did so, and towards a role that reflects a more scrutinised form of managerial control. </text>

                <text>Après le recrutement de main-d'œuvre massif au cours des années 1960/1970, le contexte de la migration européenne vers Marseille et les communes alentours change : la libre circulation des personnes à l'intérieur de l'Union Européenne succède aux mouvements de population soutenus par des accords bilatéraux entre la France et l'Espagne, l'Italie et le Portugal. Le profil sociodémographique des migrants évolue également : si, dans les années 1960/1970, ce sont principalement les travailleurs, souvent peu qualifiés, qui sont concernés, les professionnels hautement qualifiés, les personnes non actives et les retraités prennent plus fréquemment part à la migration, indépendamment du regroupement familial. &lt;br /&gt;L'objet de ce travail est de montrer dans quelle mesure la diversification de la migration correspond non seulement aux phénomènes extérieurs à l'espace d'arrivée mais aussi à la mutation de l'espace marseillais lui-même. Il s'appuie sur la mesure de cette migration, de 1968 à 2005, au travers de l'analyse des caractéristiques sociodémographiques et de la répartition spatiale des migrants ; il s'attache ainsi à relier l'hétérogénéité du stock de population de l'Union Européenne en 1999 à la nature des vagues migratoires successives et de l'attractivité à laquelle elles semblent répondre. Cette attractivité semble devenir multiple : liée historiquement à l'activité industrielle de l'espace, puis à la présence d'entreprises de haute technologie, elle est maintenant également en partie portée par l'importance accordée par les migrants au cadre et à la qualité de vie.</text>

De nouveaux systèmes d'information sont mis en place par les réseaux. Parmi eux, les services télématiques d'information : il s'agit à l'heure actuelle d'un guide du réseau informatisé proposé sur Minitel aux abonnés. Implantés depuis peu dans quelques agglomérations de province, ces systèmes diffèrent de tous les autres en cela qu'ils vont " traquer " leurs adeptes non pas aux nœuds stratégiques du réseau de T.C, ni en station, ni aux arrêts, mais dans un lieu et à un moment situé hors du monde du déplacement : le domicile. A nouvelle technologie, nouvelles interrogations. Les transporteurs se trouvent alors confrontés à la question suivante : faut-il investir dans les services télématiques et si oui dans quelles conditions ? Notre travail a cherché à répondre en partie à ces questions.                 <text>Le processus d'ouverture entrepris par la Chine depuis la fin des années 1970 a eu d'importantes répercussions sur le développement national. Les villes se trouvent au cœur de ces transformations, alors que le tourisme est l'une des activités qui a connu la plus spectaculaire expansion. À l'aide d'une approcher par triangulation (centrographie, analyse des correspondances, coefficients de localisation), et de différentes échelles spatiales, cette thèse examine l'impact de la nouvelle morphologie urbaine sur le développement hôtelier de la ville de Xiamen, une Zone économique spéciale située au sud de la province de Fujian, faisant face à Taiwan. Le but de la recherche est d'identifier l'évolution des caractéristiques de la localisation des hôtels en rapport avec la structure changeante de l'espace urbain. L'objectif principal est de mieux comprendre le rôle que joue le tourisme et la localisation hôtelière dans le développement urbain. Cette recherche identifié trois éléments du développement urbain qui affectent la localisation hôtelière: la centralité, la zone de transition, et l'émergence de la ville historico-touristique. La centralité correspond à une zone d'accessibilité routière et ferroviaire, qui constitue aussi un pôle de développement commercial à l'écart de l'axe entre l'ancien et le nouveau centre-ville. Cet axe, une zone en redéveloppement, est qualifié de zone de transition, aussi bien dans sa morphologie urbaine que par le type d'hôtel qu'on y retrouve. L'émergence d'un nouveau centre-ville, à l'écart de l'ancien, transforme ce dernier en ville historico-touristique, à vocation commerciale et touristique. Quant aux sites touristiques, ils n'ont qu'une faible importance dans l'espace hôtelier de Xiamen. L'analyse du développement hôtelier démontre qu'il y a eu une profonde mutation de la structure hôtelière, évolution qui s'est reflétée dans la taille, la catégorie et la localisation des établissements d'hébergement. La typologie hôtelière se rapproche de la morphologie des quartiers ; dans le centre historique, on observe une concentration de petits hôtels en périphérie du centre historique, alors que des noyaux d'hôtels modernes se retrouvent à certains carrefours. Les zones en redéveloppement urbain, où se côtoient petits hôtels vétustes et grands hôtels modernes, sont en transition. Le développement hôtelier contribue donc à l'émergence et au renforcement des nouvelles formes et orientations de la ville chinoise.</text>

                <text>There have been few attempts in the past to compare travel survey findings in francophone and anglophone African countries. The low-income populations of West and Southern African cities however share many socio-economic characteristics that influence travel behaviour (e.g. high levels of under-and unemployment, limited household resources, low levels of private vehicle ownership, etc). It is argued that an analysis of travel behaviour findings across these contexts would be beneficial to transport planners and policy-makers in Africa to bridge the French-English language divide. The aim of the paper is therefore to identify similarities and differences in travel behaviour amongst low-income populations in francophone and Anglophone African countries, and to discuss their implications for the formulation of policies and strategies directed at improving the travel conditions of the poor. The available French and English literature on travel behaviour in African cities is reviewed, which, together with the experiences of the authors in analysing passenger travel data collected in Burkina Faso, Mali, Niger, Senegal and South Africa, enables a meta-analysis of African travel survey findings amongst low-income populations in particular. The paper concludes with a discussion on the implications its findings have for the formulation of policies and strategies directed at improving the travel conditions of the poor. Particular attention is paid to the importance of walking as a travel mode, and to its equitable and efficient accommodation in policy and practice.</text>

                <text>Les services aux entreprises ont un rôle déterminant sur le plan spatial, car ils constituent un élément essentiel de la dynamique de polarisation sur les plus grandes villes. L'hypothèse à la base de notre travail est que leurs comportements de localisation au sein même des métropoles exercent également une influence spécifique, aussi bien sur le développement de formes multipolaires, qu'au niveau des évolutions du centre historique, voire de l'exercice même de la centralité. Partant du constat que les modèles et les études, s'ils apportent des éléments sur le sujet, prennent insuffisamment en compte l'hétérogénéité même du secteur et ne traitent pratiquement pas simultanément des logiques sectorielles et spatiales, nous avons orienté notre recherche selon les deux questions suivantes : quel est le rôle des services aux entreprises dans les restructurations intraurbaines ?, et comment peut-on expliquer leurs choix de localisation ? Notre travail empirique a porté sur la métropole lyonnaise. Après avoir constaté que les services aux entreprises participent à la fois au processus de tertiarisation du centre de la métropole et à l'émergence de polarités en périphérie, nous en avons dressé une typologie qui permette de tenir compte des écarts de comportements spatiaux selon le type de prestation. Nous avons alors mis en place, en partenariat avec l'Agence d'Urbanisme de Lyon, une importante enquête auprès d'établissements visant à déterminer leurs facteurs de localisation intramétropolitains. Ces enquêtes permettent de comprendre pourquoi certaines activités sont fortement centrales, tandis que d'autres le sont nettement moins. Il apparaît notamment que les stratégies de localisation sont relativement différentes entre les établissements locaux, à savoir ceux qui réalisent la majeure partie de leur chiffre d'affaires au sein de la métropole, et les établissements exportateurs. Les établissements locaux, lorsqu'ils manifestent d'importants besoins de face à face avec les clients, arbitrent entre une localisation centrale et une localisation périphérique selon la part respective de leur marché au centre et en périphérie. En revanche, dans le cas d'activités plus banales, un bon accès aux axes routiers et autoroutiers suffit, et, dans ce cas, certains sous-espaces périphériques, bien reliés au réseau et qui ont en outre l'avantage de proposer des surfaces plus importantes et moins chères qu'au centre, sont parfaitement adaptés. Dans le cas des activités exportatrices, si les informations échangées avec le client sont plutôt tacites, le besoin d'accès aux axes autoroutiers, à la gare TGV et à l'aéroport sont stratégiques et conditionnent une implantation au centre. Si les transports rapides s'avèrent moins déterminants, un site périphérique accessible peut convenir.</text>

                <text>La thèse porte sur la structuration de l'espace périurbain de l'agglomération de Québec dans le contexte de l'implantation du réseau autoroutier régional. Dans la première partie, une analyse du processus de structuration de la vallée du Saint-Laurent fait apparaitre que l'autoroute contribue à y consolider la structure territoriale sous forme de corridors qui prennent appui sur les axes historiques de développement, dont le fleuve. De même sur la région de Québec, l'analyse mène à un découpage de l'espace périurbain selon des entités territoriales linéaires qui émergent en cohérence avec les structures du substrat géographique, et dont l'armature s'appuie aujourd'hui sur les tracés autoroutiers. Enfin, l'analyse statistique confirme une différenciation et une hiérarchisation marquée de l'espace périurbain selon ce découpage en corridors, menant l'élaboration d'un modèle spatial qui, tout en intégrant l'autoroute dans le processus historique de construction régionale, révèle des indices sur l'organisation de la ville l'organisation de la ville à venir.</text>

                <text>La réflexion analytique sur les politiques urbaines en Algérie s'intéresse très peu aux logiques sociales qui agissent en soubassement de la conception et de l'intervention architecturale et urbanistique. En questionnant la posture, comme agent social, de l'architecte urbaniste, nous nous proposons d'apporter des éléments de réflexion sur les déterminants sociologiques de la pratique architecturale et urbanistique. L'architecte urbaniste en tant qu'expert joue un rôle de premier plan et se trouve à l'interface entre les commandes publiques et les populations. " Homme de la synthèse ", il joue un rôle essentiel dans la traduction des besoins et l'anticipation des évolutions de la société. Agent social, partie prenante de sa société, il agit sur le réel tout en étant agi par les contradictions et les enjeux sociétaux (culturels, sociaux, économiques). A partir d'enquêtes menées auprès d'architectes, il s'agit d'interroger le rapport qui s'établit entre l'espace de représentation (celui de la conception et des modèles - l'espace voulu) et la représentation de l'espace (celui de la pratique - l'espace vécu).</text>
