  Cette enquête propose d'interroger un cas d'école de l'expertise au cours d'une 
opération d'urbanisme à Milan sous le fascisme, lorsque la municipalité transforme un boulevard en canal modifiant les biens immobiliers contigus et leur 
destination, les quartiers et leurs fonctions. L'analyse propose de saisir la 
tension sensible dans l'expertise entre un procédé, qui vise à décrire une réalité fixe 
et incontestable, et un processus plusieurs fois interrompu, souvent contesté, au 
cours duquel les relations entre experts et non-experts (convention, arrangements, 
disputes) ont aussi conduit à stabiliser la réalité que les experts étaient chargés de 
décrire. Il s'agit aussi d'ouvrir le champ de l'analyse au-delà du cercle habituel des 
professionnels de la ville (ingénieur, architecte, géomètre) appelés à occuper la 
position d'expert, pour s'intéresser au propriétaire, auquel la législation italienne 
de l'expropriation donne une plus grande place. L'enquête propose ainsi d'interroger la diversité des grammaires d'expertise mobilisées par les différents acteurs 
urbains, et d'analyser les registres dans lesquelles elles s'inscrivent, les représentations de la ville et les interprétations de la croissance urbaine qu'elles véhiculent. 
Le calcul de la plus-value engage en effet des enjeux qui vont des immeubles 
singuliers au projet urbain. Les débats pour sa répartition témoignent de divergences d'interprétation sur la centralité urbaine, sur l'orientation fonctionnelle à 
donner au centre ancien de Milan, mais aussi sur la croissance urbaine.

  À partir des années 1860, la question de la réforme de la vidange devient centrale 
dans le débat sur l'assainissement de la capitale française et plusieurs solutions 
sont examinées. Dans tous les cas, on se demande que faire des eaux une fois 
collectées: les jeter à la Seine? les acheminer vers un exutoire plus lointain, la 
Manche par exemple? les traiter chimiquement? les valoriser par irrigation? Le 
tout-à-l'égout et l'épandage agricole auront la préférence, après de nombreux 
débats et conflits et la réunion de toutes aussi nombreuses commissions. 
Les raisons du choix parisien sont multiples, mais il nous semble que le rôle des 
ingénieurs des Ponts et Chaussées y est déterminant. Experts placés au c?ur de 
l'action au sein des services techniques structurés et renforcés par Haussmann, ils 
ont toujours une longueur d'avance sur leurs détracteurs: méthode rodée, capacité 
d'expérimentation, vernis scientifique. Les supputations des médecins sur le paludisme sont alors de peu de poids, leurs propositions alternatives peu réalistes 
quand ils se mêlent de tuyaux. Cette opposition est particulièrement manifeste 
dans les années 1870, et notamment lors des travaux de la commission de 1876, 
qui retient plus particulièrement notre attention ici.

                <text>This paper aims to deal with community participation in the field of security in France and Italy, and particularly to investigate the relationship between the Physical and the Social thanks to a comparison between two case studies: the “Projet Grenoble Sud” (“South Grenoble Project”) in Grenoble (France) and the “Progetto Città Sicure” (“Safe City Project”) in Modena (Italy). My contribution is based on my PhD research in progress about local security policies in both countries, focussing on four cities (Lyon and Grenoble in France; Bologna and Modena in Italy).&lt;br /&gt;Community participation in Modena -which can be qualified as “problem-solving oriented”- is based on networks of “sentinels” who keep neighbourhoods and the police action under supervision. It results from a bottom up process, that is to say spontaneous citizens' mobilizations on security problems that occurred in the mid-nineties, in the national context of political party crisis and rising of immigration flux. On the opposite, the community participation pattern in Grenoble results from a top down process, driven by the local government who leads a consultative process that enables people to make proposals to improve security in their neighbourhoods, and then to maintain control over the effective implementation of the retained proposals. This mode of community participation can be qualified as “program-building and implementation-controlling”. &lt;br /&gt;I claim that the differences between these two patterns of community participation lie in the relationships between the physical and the social dimensions of neighbourhoods, which define the process of (re)building local identities based on the exclusion of “outgroups” (Elias and Scotson, 1965) and therefore influences the framing of the social demand of security by the local government. As a generalization, I support the hypothesis that in Emilia-Romagna, the social differentiation between residents and (immigrant) delinquents allows community participation based on the idea of reconquering public spaces within neighbourhoods, whereas in France, where the reconquest of public spaces seems more supported by public authorities than by inhabitants, deprived city suburbs called “banlieues” embody the consequences of an uneasy social differentiation, in discourses as well as in policies. These poor suburbs are physically delimited places where delinquents live and act, and are therefore stigmatized by the rest of the local population who live in other neighbourhoods. The political tensions created by the Interior Minister's description of urban vandals as “racaille” (“scum” or “rabble”), a few months before the beginning of urban violence that have been wracking these suburbs for two weeks, have recently well illustrated this idea. Building a collective social differentiation is so uneasy in France that individual responses such as moving (Roché, 2002) lead to a territorial differentiation whose real victims are residents who remain there. &lt;br /&gt;Therefore, historical and cultural explanations are useful to understand this differential of collective action: the building in discourses and policies of immigrant delinquents “outgroups” is easier in Italy because it is a more recent immigration country that has little colonial past. It's all the more easy in Emilia-Romagna as this Region belongs to the “Third Italy” (Putnam et al., 1993), where old homogeneous and integrated working class neighbourhoods still exist, where new immigrants are more equally distributed on the territory and where corporate actors in the field of safety are not systematically placed under suspicion unlike France, a “strong” state, where this kind of mobilization is often associated with denouncement and militia, what we could call the “syndrome of Vichy”. It is a question of degree: mobilization of second class inhabitants in deprived neighbourhoods is always a challenge for local governments, even in the UK with more grass roots associations.</text>

                <text>Research is reviewed showing that the educational achievement of British school children shows marked geographical disparities, particularly between innerurban and suburban /rural areas. These disparities are linked to differences in the socioeconomic characteristics of the populations of these areas, notably social class and ethnicity, which in turn are reflected in differences in material circumstances and cultural variables. Tower Hamlets in East London is one of the most disadvantaged boroughs in England, both socioeconomically and in terms of educational achievement. The large Bangladeshi community resident in Tower Hamlets is perhaps the most deprived minority ethnie group in the country, and both they and the indigenous working class community present an enormous challenge to the education service. However a careful examination of the data on achievement reveals that the Bangladeshi pupils are achieving better than would be expected given the disadvantages they suffer. Nonetheless principles of equal opportunity require that the education service respond more adequately to the particular needs of these children. This case study demonstrates the importance of examining processes and relationships specific to each locality.</text>

                <text>Les quartiers est de Londres : contribution à l'étude des disparités géographiques dans les performances éducatives. 

Ce papier présente un résumé des études qui ont mis en exergue des différences régionales de scolarité en Grande-Bretagne. 
On observe des écarts importants entre les élèves des zones rurales ou péri-urbaines et ceux qui habitent le centre des grandes villes. Ces écarts sont liés aux caractéristiques socio-économiques de ces populations, notamment à la classe socio-professionnelle et à l'ethnicité. 
Ces derniers facteurs sont aussi liés aux inégalités de conditions de vie et aux caractéristiques culturelles. 
On peut prendre comme exemple la population des Bengalis qui habitent l'arrondissement de Tower Hamlets à Londres. C'est une des populations les plus démunies de Grande-Bretagne, ce qui est cause de difficultés pour les responsables locaux de l'éducation. 
En dépit de leur situation très défavorisée, les élèves bengalis réussissent mieux à l'école que prévu. 
Néanmoins, leur formation n'est guère optimale. Le principe d'égalité nécessite un système local d'éducation qui soit mieux adapté aux besoins spécifiques des écoliers bengalis dans ce quartier.</text>

                <text>This study explores the factors urban residents consider when making residential location decisions. The context of the study is informal residential areas in a rapidly urbanising African city – the city of Dar es Salaam in Tanzania. A central concern in the study is how the urban poor make their residential location decisions; the assumption is that with income limitations the urban poor rely on other non-economic resources to enable their residential location decisions in the context of rapid urban growth and urban poverty. The study attempts to question residential location choice concepts that rely on economic approaches as well as question explanations based on the developing world experiences. The study suggests that in the absence of reliable incomes, social networks and informal channels prevail in the decision-making process. The concept of social capital where networks and social relationships are used as a resource by individuals or groups to achieve goals is explored in a residential choices framework. Demonstrated through in-depth interviews with heads of households settling close to the CBD (termed the inner city), the intermediate informal residential areas and the peri-urban residential areas; the study shows how socio-cultural factors play a role in the decisionmaking process of households. This is illustrated inter alia, in the form of informal channels for information on accommodation and residential plots, being accommodated rent-free by a relative, the actions of subsequently making short-distance moves to a location within proximity of a relative, or seeking people of the same socio-economic status. The context within which the actions have taken place has also been shown to be important in corroborating the network and relationship elements in the concept of social capital. The uncertainty that residents in rapidly urbanizing cities have to deal with on an everyday basis calls for networks and relations as an important resource for survival. The study goes further to suggest how urban planning practice can learn from the social processes. The study is based on qualitative methods such as in-depth interviewing with heads of household and key informants.</text>

                <text>This paper questions the relationship between work and weekdays travel behavior of workers. Not only commuting trips are taken into account but also business trips. Data come from the 1983 and 2001 Travel Survey of the Paris Region. Results show significant differences between working days, during which work trips dominate, and non-working days during which non-work trips are by far more numerous and also more diversified. Moreover travel behavior is different on workdays if the worker has made business trips or not. In addition our research shows how differences in travel behavior by gender and by professional status are highlighted by taking into account business trips and by separating working and non-working days. Finally, we highlight the main changes over the 1983-2001 period.</text>
