                <text>The study performed on behalf of the municipal administration of Milano has the aim of providing a comparative assessment of the evolution of metropolitan sewerage systems face to the challenge posed by the 2000 E.U. Wastewater Framework Directive. It is fundamental that the case studies analyse the technological, economic, management and institutional consequences arising from the shift from an approach dominated by point-source emission standards to restoration of water bodies to a good ecological status. How are other metropolitan areas in Europe facing the new challenge of integrated management at the watershed scale ? The present report analyses the sustainability of the sewerage system developed in the Greater Paris using the methodological framework of the “3E” model developed within the Water21 project (economic, environmental and ethic assessment). : • an assessment of the actual performance face to the environmental challenge and of what is eventually needed in order to meet environmental policy requirements; • an assessment of the viability of the management system with particular regard on the capacity to set aside adequate financial resources for financing investment and keeping assets value over time. • an assessment of the outcomes in terms of affordability and social consensus. The sustainability of the institutional framework is addressed as well.</text>

                <text>Longtemps distants et étrangers l'un à l'autre, le monde des télécommunications et celui des collectivités locales amorcent un rapprochement depuis le début des années 1990. Tiré par un élan mondial d'ouverture à la concurrence (effective en France depuis le premier janvier 1998 sur les infrastructures et les services), le secteur des télécommunications est en train de quitter une organisation nationale et monopolistique. L'objet de cette thèse est de mettre en lumière les conséquences locales de cette évolution.&lt;br /&gt;Basé sur quatre études de cas principales (Lille-Métropole Communauté Urbaine, Besançon, Chalon Val-de-Bourgogne, et le Grand Nancy), ce travail montre l'existence d'un double modèle (réactif et proactif) d'implication locale dans les télécommunications. Les collectivités territoriales, qui intéressent au plus haut point les opérateurs de télécommunications en tant que lieu d'implantation des nouveaux réseaux de télécommunications mais aussi en tant que nouveau marché à investir, sont amenées à mettre en oeuvre certaines actions destinées à gérer les infrastructures des opérateurs. Par ailleurs, et dans certaines configurations, les collectivités locales peuvent également investir la sphère des télécommunications (qui deviennent un élément stratégique de développement territorial) et initient alors de véritables politiques locales dans des domaines aussi variés que l'action économique, l'action administrative ou la création d'infrastructures de réseaux.&lt;br /&gt;La recherche se poursuit par l'étude des modalités de genèse de ces initiatives publiques locales de télécommunications et de leur reproductibilité potentielle. Ces études démontrent en dernière analyse que les télécoms font désormais partie du champ d'intervention potentiel de toute collectivité locale tandis que, symétriquement, les collectivités locales comptent dorénavant au rang des acteurs des télécommunications.</text>

                <text>Après avoir pris le temps de longuement présenter les enjeux épistémologiques et méthodologiques qui le structurent, ce travail tente d'évaluer le poids que pèse dans la région grenobloise, sur le temps d'une génération (1944-1964), la mémoire de cette situation historique extrême que fut la Deuxième Guerre mondiale. Une première partie permet de comprendre que c'est indiscutablement la brève séquence chronologique de la Libération (1944-1946) qui fournit la matrice de la gestion du souvenir public pour l'ensemble de la période considérée. Ces deux années voient en effet la Résistance s'imposer comme la principale instance d'organisation mémorielle : c'est elle qui décide de ce qui est mémorable. Nous avons ensuite tenté une évaluation globale de ce que sont les formes de la mémoire : le rituel des cérémonies commémoratives est par exemple étudié dans toute sa subtile alchimie, ainsi que les traces lapidaires du souvenir, qui tissent dans la région un dense et complexe réseau de mémoire. A travers l'étude de quatre ""isolats mémoriels"" locaux (la mémoire de la Résistance, divisée à partir de 1947 ; le ""cas"" Vercors ; la mémoire juive grenobloise ; les ""malmémoires"", parmi lesquelles la mémoire noire de la Collaboration), une troisième partie cherche à mesurer l'importance politico-culturelle que conserve a posteriori la dernière guerre. La conclusion générale entend avant tout baliser le terrain d'un futur travail, qui s'intéresserait à l'évolution de la mémoire grenobloise de la Deuxième Guerre mondiale depuis 1965 jusqu'à nos jours en posant trois questions. La mémoire de la Résistance est-elle le dernier avatar d'une identité culturelle grenobloise spécifique ? La Résistance est-elle, comme nous inclinons à le penser, cet horizon politique et moral indépassable pour nombre de Grenoblois engagés dans les débats politiques les plus contemporains ? Localement, quelle place ménage à la Résistance la politique actuelle de gestion culturelle du souvenir historique ?</text>

Dans le présent article elle est utilisée pour une analyse environnementale urbaine, en évaluant les impacts produits par la ville de Londrina-PR et par les citoyens qui y habitent.                 <text>In the definition of environmental evaluation tools and life quality, the Ecological Footprint, proposed by William Rees and Mathis Wackernagel (1996), it has been used as an important indicator of environmental and sustainability pointer at different analysis scales. In the current article it was used the Ecological Footprint for an urban analysis, evaluating the impacts generated by the city of Londrina-PR and by its citizens. The footprint was calculated through nine variables, qualitative and quantitative, analyzed from the Geographic Information System GIS. </text>

                <text>L'axe central de ce travail est lié à des changements récents dans l'utilisation des terres et dans les directions de l'expansion physique et territoriale de la ville de Londrina. Même avec son dynamisme économique diversifiée (capital industriel et agricole), depuis sa fondation, la ville n'a pas été en mesure d'empêcher le développement d’un circuit spéculatif, en grande partie responsable de la croissance physique de la ville et des territoires, qui a produit un tissu urbain fragmenté, marqué par la ségrégation sociale et à l'environnement dégradé.                 <text>The core of this study is related to the recent changes in soil/land use and to the trends in physical/territorial expansion of Londrina-PR. Besides its diversified economical dynamism (industrial and agricultural capital) since its foundation, the city has been unable to control the speculative real estate business, the sole responsible for its physical-territorial development, creating a fragmented, socially segregated and environment degrading urban growth.  Findings from this study help recognize, within the limitations imposed by its scope, the need to define and implement public management policies and strategies for the rural land/soil use and occupation in the surrounding areas of Londrina. </text>

  Longtemps délaissés par les acteurs de la ville, les fronts d'eau des métropoles sud-méditerranéennes sont récemment entrées dans l'ère des « mégaprojets », selon leur désignation médiatique locale. Ce type d'action urbanistique, inscrite dans un régime d'exception par rapport à la fabrique plus ordinaire de la ville, invite les chercheurs à emprunter les chemins d'une analyse pragmatique, qui fait la part belle à l'observation des modes de faire mis en ?uvre par des acteurs en situation, et qui vise à documenter un certain nombre d'épreuves à travers lesquelles la démarche d'action se concrétise ou non. Cette irruption des fronts d'eau, orchestrée par les hautes autorités, pilotée par des sociétés d'aménagement « dédiées » et financée par de nouvelles « holdings » publiques et privées, venues pour l'essentiel des pays du Golfe, traduit un certain nombre de mutations contemporaines de la fabrique de la ville : privatisation, internationalisation et financiarisation croissante de l'aménagement.

  Les « Berges du Lac » constituent le premier jalon d'un mégaprojet d'urbanisation de la lagune de la capitale tunisienne. La formation d'un nouveau territoire urbain très favorisé ne doit pas conduire à penser mécaniquement que la fragmentation urbaine s'accentue à Tunis et qu'avec elle l'urbanité en est réduite à l'entre-soi d'une bourgeoisie émergente. Afin de mettre à l'épreuve cette interprétation trop rapide, cet article focalise sur les lieux marchands (bowlings, restaurants, salons de thé, discothèques?) qui ont éclos depuis 1997 et résument ce qui fait office d'espace « public », géré en fait pour l'essentiel par des entrepreneurs privés et contrôlé par l'État. Leur succès fulgurant doit à la mise en scène d'une modernité consensuelle aux référentiels fortement mondialisés. L'article montre que ces lieux marchands construisent une urbanité en mouvement qui, loin d'être figée, articule et intègre sans doute autant qu'elle exclut. Les liens sociaux qui en résultent, basés sur des réseaux résidentiels communautaires et affinitaires, sont certes pour une part influencés par le caractère élitiste de ce nouveau morceau de ville, mais échappent également à cette forte qualification du territoire en autorisant en certains lieux une réelle mixité sociale.
