This paper attempts to explain the observed evolutions between 1975 and 1982 of labour force, employment, unemployment, at a local («département») level. After a first brief description, a data analysis method is used to determine the relationships existing between all the variables (supply and demand variables, adjustment variables, structural variables). This leads us to build 7 groups of « départements » in the territory of France, groups which are more or less homogeneous according to the evolutions of the labour market from 1975 to 1982. </text>

</text>

                <text>Cities concentrate human potential and services within a short physical distance and are thus often perceived as places where everything is accessible. However, with regards to health, proximity does not systematically imply accessibility. Other social and cultural determinants limit access to health care. In perinatal health difficulties in access to health services can lead to late prenatal care (after the first trimester of pregnancy). Women with little care during pregnancy are at higher risk for premature birth and having low-birth weight babies.The purpose of the study was to elaborate a method to identify and analyse urban areas which are at risk of poor access to prenatal health services. Our model combines spatial and statistical analyses and reveals areas with multiple difficulties in access to prenatal care. Our results identify areas where specific interventions could be carried out in priority, to provide more equity in access to health care in urban area. </text>

                <text><div><b>Extract from the introduction by Hans Heinrich Blotevogel, Ranier Danielzyk and Uta Hohn:</b></div>
&nbsp;</div>
There is today clear evidence of the increasing heterogeneity and fragmentation of urban life styles. Although it is now more than two decades since &ldquo;new urbanity&rdquo; first surfaced as a subject of discussion (cf. H&auml;ussermann and Siebel 1987), it has more recently once again been at the focus of interest, not least in connection with the debate on tendencies towards &ldquo;reurbanisation&rdquo;. This explains why the Stadt- und Regionalwissenschaft liches Forschungsnetzwerk Ruhr (SURF &ndash; a research network for urban and regional sciences in the Ruhr Area) proposed a session dedcated to this topic at the 2007 Congress of German Geographers in Bayreuth.) The papers which were presented there are to be found in this number in revised form. <br />
<br />
In the context of restructuring metropolitan regions, three general issues are of particular importance. The congress session and the papers assembled here, attempt to provide answers to the questions these raise: <br />
<br />
&bull; What new forms of urbanity are appearing in the context of the economic and societal changes currently taking place in metropolitan areas? What spatial impacts do they unleash? The keywords associated with these questions include: demographic change, diversification of life styles, the relocalisation of life styles and patterns of daily life, new forms of civil-society urbanity, the significance of urbanity within the knowledge economy, new urbanity as a locational factor in the competition between metropolitan regions, new types of segregation and fragmentation. <br />
&bull; What constructs and concepts of urbanity underlie the plans and actions of public- and private-sector actors? What challenges facing society and the economy are these concepts intended to respond to? The keywords associated with these questions include: concepts of multifunctionality on different scales, of polycentricity and recentralisation, the cluster patterns associated with new urbanity in the network city, the &ldquo;creative city&rdquo; and the &ldquo;convenient city&rdquo;. <br />
&bull; To what extent is this giving rise to a strategic construct of new urbanity, to the production of new urban spaces in the context of urban renewal and the reshaping of cities by private- and public-sector actors? What constellations of actors are emerging? What options are available here to public-sector actors to exert control or guidance? The keywords associated with these questions include: the economisation of urban-development policy, the economic instrumentalisation of art and culture, new approaches to planning, and strategic approaches under the watchword of planning through negotiation, publice-private partnerships, the new urban deal.</div>
&nbsp;</div>

                <text><div><b>Abstract from the distributor :</b></div>
&nbsp;</div>
When I arrived at college in the early 1980s, drugs were cool, music was cool, and drug-music was especially cool. The coolest of the cool drug-music bands was The Velvet Underground. They were from the mean streets of New York City (The Doors were from the soft parade of L.A&hellip;.); they hung out with Andy Warhol (The Beatles hung out with Maharishi Mahesh Yogi&hellip;); they had a female drummer (The Grateful Dead had two drummers, but that still didn&rsquo;t help&hellip;); and, of course, they did heroin. Or at least they wrote a famous song about it. We did not do heroin, but we thought that those who did&ndash;like Lou Reed and the rest&ndash;were hipper than hip. I imagine we would have done it if there had been any around (thank God for small favors).<br />
<br />
We thought we had discovered something new. But as Eric C. Schneider points out in his marvelous Smack: Heroin and the American City (University of Pennsylvania Press, 2008), the conjunction of music, heroin, and cool was hardly an invention of my generation. The three came together in the 1940s, when smack-using bebop players (think Charlie Parker) taught the &ldquo;Beat Generation&rdquo; that heroin was hip. Neither was my generation the last to succumb to a heroin fad. The triad of music, heroin, and cool united again in the 1990s, when drug-addled pop-culture icons such as Jim Carroll (The Basketball Diaries), Kurt Cobain (Nirvana), and Calvin Klein (of &ldquo;heroin chic&rdquo; fame) taught &ldquo;Generation X&rdquo; the same lesson. History, or at least the history of heroin, repeats itself.<br />
<br />
For white, middle-class folks like me heroin chic was an episode, a rebellious moment in an otherwise &ldquo;normal&rdquo; American life. But as Schneider makes clear, the passage of heroin from cultural elites to the population at large was not always so benign, particularly in the declining inner-cities of the 1960s and 1970s. Here heroin had nothing to do with being cool and everything to do with earning a living and escaping reality. For millions of impoverished, hopeless, urban-dwelling hispanics and blacks, heroin was a paycheck and a checkout. The drug helped destroy the people in the inner-city, and thus the inner-city itself.<br />
<br />
In response to the &ldquo;heroin epidemic&rdquo; of the 1960s and 1970s, the government launched the first war on drugs, focusing its energy on &ldquo;pushers.&rdquo; But there were no &ldquo;pushers&rdquo; because&ndash;and this is the greatest insight in a book full of great insights&ndash;pushing was not the way heroin use spread, either among middle-class college kids or the down-and-out of New York, Chicago, and Philadelphia. No one pushed heroin on anyone. Rather, users taught their friends how to use; in turn, those friends&ndash;now users&ndash;taught their friends, and so on. Heroin stealthily spread through personal networks. The only part of the process that was visible was the result: in the case of suburban college kids, bad grades and rehab; in the case of poor urban hispanics and blacks, crime and incarceration.<br />
<br />
Not surprisingly, when the heroin &ldquo;epidemic&rdquo; ended, it was not due to the war on drugs. Heroin simply fell out of fashion, in this case being replaced by another fashionable drug, powder and crack cocaine. Today we are fighting cocaine just as we fought heroin, and, by all appearances, with similar success.</div>
&nbsp;</div>

                <text>This study investigates the potentialities of ERS SAR imagery for the urban micro-climate and air quality, over the city of Nantes, France. The temporal variability of the SAR signal over the city has been assessed by analyzing five images in descending mode. Beside the speckle effect, the quality of the signal is highly variable from one image to the other. Meteorological effects. make contrasts between objects and their surroundings to be more or less pronounced. Urban features are mostly present in each image, but the structures are not always well perceived within a single image. It is concluded that it is necessary to have several images. Their redundancy allows a better exploitation of the urban features. Further it decreases the level of speckle. Screening of the average SAR image clearly indicates that the perception of the roads is highly dependent on the flight direction of the spacecraft. The main factors for the perception of the morphological features are the height of the buildings, its orientation relative to the spacecraft orbit, its horizontal surface, its materials. Multiresolution analysis, by means of wavelet transform or structure function, provides a good discrimination between unbuilt areas, residential areas, industrial areas, and large groups of buildings. This preliminary study has demonstrated that urban morphological features and their typologies with relation to the air flow drag were well-perceived in SAR imagery once properly processed. Further studies are required to assess definitely the benefits and the limits of such images in urban micro-climate and air quality.</text>
