La consommation d'énergie dans les transports urbains pour les décennies à venir va dépendre de la manière dont ces villes sont bâties. Tandis que certains pays en développement atteignent un niveau de richesse permettant le début de la motorisation de masse, nous souhaitons ici rappeler les relations entre la ville et la mobilité, et présenter l'évolution des villes des pays industrialisés. Les villes en développement ne se situent pas au même point de départ que les villes des pays industrialisés avant la motorisation de masse. Elles ont notamment des ressources spatiales et énergétiques réduites. Toutefois, ces contraintes au développement mimétique correspondent à des opportunités pour un développement durable.</text>

Des spécialisations locales héritées, parfois réduites à l'état de simples traces, jouaient encore un rôle majeur dans l'articulation entre la ville et la campagne. La rencontre de cette géographie de traces et de l'effet, malgré tout réel, des politiques publiques sur la standardisation des formes urbaines a produit, au cours du siècle, un paysage de plus en plus complexe.</text>

                <text>La représentation architecturale est pérenne dans l'oeuvre de Théophile Gautier. Afin de déterminer les enjeux de l'expérience architecturale et d'appréhender le texte gautiéresque dans la dynamique de son élaboration, une approche éclectique s'est imposée. Loin d'être une simple reproduction, la description architecturale néglige la représentation mimétique et se soumet au prisme ,de la subjectivité. Critique d'art imprégné de peintures et d'oeuvres d'art, esthète dilettante et éclectique, Gautier perçoit l'objet architectural à travers un ensemble de considérations esthétiques etartistiques. Il cherche à reconstituer le triumvirat du peintre, du sculpteur et de l'architecte et à, défendre la primauté de l'architecture. Dans sa relation de voyage, il rejette les architectures modernes auxquelles il reproche leur uniformité, et leur préfère le cachet singulier des constructions andalouses ou le caractère exotique des palais orientaux. Appréciant la ligne courbe et spiralique aux dépens de la ligne droite, Gautier défend le génie d'invention et cherche non pas l'utilité mais la beauté de la forme pure. Prônant une esthétique du caprice et de l'arabesque, il s'attaque au fléau de l'européanisation et n'hésite pas à embellir le réel, à l'" artialiser ". Cette sensibilité esthétique est encore plus perceptible dans son oeuvre poétique. Obélisques, château et cathédrale sont ciselés de manière à répondre à l'idéal de l'esthète. Ce faisant,reconstruction architecturale et construction textuelle sont menés de front faisant du poème une architecture verbale qui prend forme dans et par les mots. L'architecture prend part également dans l'organisation de l'espace de la narration. D'un récit à l'autre, l'édifice architectural change de statut sémiotique (ancrage spatial, opposant, adjuvant, embrayeur de l'action,...). Mais souvent, la représentation architecturale jette les assises de la construction romanesque et en détermine le processus évolutif. La reconstitution des architectures gréco-romaines ou de la grandeur égyptienne à travers la restauration archéologique de Pompéi et la reconstruction de Thèbes illustre parfaitement cette fièvre de construction qui anime Gautier. Le projet de reconstitution se double d'un processus de création langagière ; la re-construction, se faisant réinvention, subvertit les frontières traditionnelles entre histoire, archéologie et fantasmagorie. L'architecture fantastique, rattachée à une perception subjective met en doute toute représentation sclérosante de l'espace et " donne à voir " un espace-temps mouvant et multiple. Délire, ivresse, haschisch, miroir, tapisserie murale, eaux-fortes sont les ingrédients de l'alchimie fantastique. Mais l'hallucination architecturale ne se résorbe pas en aventure spatiale ; elle nous introduit dans le périple labyrinthique de la psyché et exorcise les fantasmes personnels. Conjurant les cauchemarsarchitecturaux pianésiens, Gautier architecte met en exécution son rêve d'architecture. Composant les richesses exotiques de l'Orient et le confort douillet de l'Occident, il ne peut dissocier bonheur et architecture et construit son Eldorado conformément à ses exigences esthétiques. Faute de réaliser son rêve architectural sur le mode du réel, Gautier se tourne vers l'Art et se love dans son microcosme. Charriant un ensemble de modèles (de l'Antiquité, de la Renaissance, du Romantisme allemand,...), il construit son monument et associe l'" archè " à la " tecture ", l'idée à la forme. Au-delà de ses fonctions référentielle, socio-historique, métaphorique, symbolique ou esthétique, la représentation architecturale est un acte fondateur grâce auquel se dégagent l'unité et l'harmonie de l'oeuvre gautiéresque.</text>

                <text>Les études des politiques publiques urbaines en Italie ont mis en évidence l’absence, jusque dans les années 1990, d’une attention politique durable pour les questions urbaines au sein de l’agenda politique national et, dans la période suivante, une fragmentation des initiatives publiques du fait d’un manque d’instruments effectifs de coordination et de gouvernance. Le but de cet article est de présenter une analyse des modalités d’élaboration et de mise en œuvre  des politiques publiques urbaines en Italie. L’article propose une typologie distinguant deux catégories d’initiatives nationales: les politiques urbaines directes et indirectes. Cette analyse nous permet de proposer des réponses aux questions suivantes: I) comment, quand et pourquoi les questions urbaines ont-elles été inscrites à l’agenda national? II) Existe-t-il une politique urbaine en Italie et si oui, quelles en sont les principales caractéristiques? III) Quels sont les facteurs explicatifs principaux de la fragmentation persistante des politiques urbaines italiennes? </text>

                <text>Studies of urban public policy in Italy heretofore have highlighted the absence of attention to urban questions in the national political agenda until 1990, and afterwards the fragmentation of public initiatives, due to the lack of effective tools for coordination and governance. The aim of this paper is to present an analysis of urban public policy, as it has been carried out in Italy. This paper follows the framework of previous studies in urban policy, utilizing a typological model that proposes two types of national initiatives for urban areas: direct and indirect urban policies. This analysis enables us to propose answers to the following research questions: I) how, when and why have urban issues entered the nation-state agenda in Italy? II) does in fact an urban policy exist in Italy? and if so, what are its main characteristics? III) what are the main explicative factors lying behind the persistent fragmentation of urban policies in Italy? </text>

                <text>Many occidental megalopolises have experienced a dramatic polarization between a vibrant and intense town center and a suburban sprawl eventually magnified and encouraged by large retail centers linked to highway hubs. On the opposite, Tokyo's compact megalopolis has succeeded in the display of a city-region scheme with a polycentric structure (Frey, 1999). Outside the railway ring of the Yamanote line, there are suburban centralities accumulating almost the same variety of urban functions that the inner city center. As a consequence of an urban planning deeply tied to vernacular logics, these peripheral centers exemplify today a way of sustainable urban metabolism that manages to create attractive urban ambiences.</text>

                <text>The concept of parks and urban green space areas can be traced back to ancient times. However, modern technology, urban growth and the population explosion have all had effects on the way parks are now designed and managed. As an arid country, the Kingdom of Saudi Arabia presents a special challenge to park administrators and maintenance experts, for the Saudi government recognizes the importance of green space to human development. Nonetheless, the lack of irrigation water and the combination, in some cities, of old and new urban planning schemes has made it difficult to implement efficient and pleasant green areas for citizens' enjoyment. The German city of Hannover has been taken as a contrast to the Saudi examples in order to compare German and Saudi organization systems and present possibilities for the improvement of Saudi green space management and maintenance.&#13;

This thesis concentrates on an analysis of the management system used in Saudi cities regarding parks and open space areas. Its objective is to investigate the situation of parks and open space areas in four selected Saudi cities and the policies and regulations which organize the management of green space areas in Saudi Arabia.</text>

This article evaluates the level of socio-economic integration of the Turkish population living in a mining-village close to the city of Liège (Belgium). It makes use of the results from the most recent population census as well as specific surveys. It is found that, contrary to accepted ideas that see the Turkish community as being hermetically sealed against integration, such a process is actually in operation amongts the Turks of Cheratte. The variables considered include demographic structure and evolution, employment and unemployment, household income and expenditure, education and knowledge of French, residential mobility, housing conditions, and psycho-social indicators. The evolution of these variables shows the willingness of the respondents to accommodate themselves to the socio-cultural norms of the host society. However, the principal limits to the integration model for this population relate to unemployment and household debt.</text>

On constate que, contrairement à certaines idées reçues qui font de la communauté turque un milieu «hermétique à l'intégration», ce processus semble enclenché parmi les Turcs de Cheratte. Les variables étudiées sont la structure et l'évolution démographique, l'emploi et le chômage, le revenu et la consommation des ménages, la scolarité et la maîtrise du français, la mobilité résidentielle, les conditions de logement et l'ancrage psycho-social. L'évolution de ces indicateurs témoigne d'une volonté de cohésion avec l'ambiance socio-culturelle de la société d'accueil. Toutefois, les principales limites du modèle d'intégration de cette population sont le chômage et l'endettement des ménages.</text>

                <text>This paper was written within the framework of a thesis project for the Master's Degree in Urban and Regional Planning at the University of Buenos Aires. It deals with a case study of Trenque Lauquen City (located in the northwest of Buenos Aires Province, Argentina**); it attempts to understand processes of territorial transformation experienced since the city was founded, in 1876. The "round lake", which gives its name to the city in the language of the Mapuche Indians, is surrounded by urbanization, and located within the sub-humid Pampa. According to the last census of population and housing, it hosted 30,764 of the 13,827,203 inhabitants of the province's territory in 2001. It concentrates the main regional economic activities: agriculture, dairy farming and cattle raising. Secondary and tertiary activities also take place there: manufacturing industry, services and commerce. Our research activities are aimed to studying the territorial organization and the places developed through the history of Trenque Lauquen. To that end we apply theoretic-methodological criteria for territorial analysis from the analysis guidelines of time-space, systems of objects and systems of actions.</text>

                <text>Parler du phénomène métropolitain aujourd’hui, en plein XXIe siècle, suppose que l’on aille au-delà des phénomènes de croissance et de multiplication qui sont en général constants dans les grandes agglomérations urbaines. La métropolisation de l’espace est un processus qui peut également se caractériser aujourd’hui par la discontinuité territoriale qui articule les villes à partir de méthodes de production, grâce à l’existence de réseaux (techniques et informationnels) permettant de relier les espaces non continus. Selon Lencioni (2003), la zone d'influence et les articulations de la métropole instaurent une limite à cela. Mais discuter de la métropolisation, c’est aussi aller au-delà de la croissance et de la multiplication des agglomérations et des richesses. C’est essayer de comprendre la contradiction présente dans cette relation et dans les lieux qui configurent la métropole traditionnelle, c’est-à-dire, sa continuité territoriale. C'est aussi étudier l’accroissement de la pauvreté et de la distinction sociale et spatiale. Avec l’expansion métropolitaine naissent, avec ou sans l’aval des pouvoirs publics, des zones périphériques qui sont nécessaires pour la croissance de la richesse métropolitaine. La question du phénomène métropolitain se pose aujourd'hui d'un point de vue institutionnel. Le projet « Grand Paris » propose d’agir pour promouvoir l’institutionnalisation d’une future métropolisation parisienne qui, selon l'État, est nécessaire pour que Paris continue à faire partie des métropoles internationales attirant des investissements au niveau mondial. Mais que signifie institutionnaliser la métropole ? C’est d'une part, mettre officiellement en pratique un projet national de compétitivité internationale (à l’échelle mondiale) et de l’autre, c’est braquer les projecteurs sur les conflits et les rapports Paris-banlieues (à l’échelle locale et régionale). Cet article propose une réfléxion sur la métropolisation parisienne et les transformations socio-spatiales qui en découlent, en démontrant de quelle manière le discours sur la mixité sociale est utilisé pour justifier la ségrégation socio-spatiale. </text>

                <text>To speak about the metropolitan phenomenon today, in the XXI century, implies in going beyond the growing and multiplication phenomenon of the large urban agglomerations, in general continuous. The metropolization of the space is a process that today can also be characterized by the territorial discontinuity, which articulates cities from the productive processes due to the existence of (tecno-informational) nets that enable the connections among non continuous spaces.  According to Lencioni (2003) there’s a limit for that given by the area of influence and articulations with the metropolis. But to speak about the metropolization is also to go beyond the growing and multiplication of agglomeration and wealth. It’s trying to understand the contradictory process implicated in this relationship and in the places that configure the traditional metropolis, in other words, its territorial continuity.  It’s also to discuss the growing of poverty, and of the spatial differentiation. In the metropolitan expanding, with or without the public power endorsement, peripheral areas arise which are necessary for the growing of metropolitan wealth. Today the issue of the metropolitan phenomenon is institutionally put. The “Grand Plan Paris” evokes actions to promote the institutionalization of what would be the metropolization of Paris that, according to the state power is necessary to guarantee Paris in the list of the world cities, keeping it inserted in the world frame of global investments. But what does institutionalize the metropolis mean? On one side it implies in officially putting in practice a national project of international competitiveness (world scale) and on the other side, putting in focus the Paris-banlieues conflicts and relationships (local and regional scale). This article proposes to discuss the metropolization of Paris and the resulting social spatial transformations, highlighting how the speech of social mix is used justifying the social spatial segregation processes. </text>

                <text>Falar do fenômeno metropolitano hoje, em pleno século XXI, implica em ir além do fenômeno de crescimento e multiplicação das grandes aglomerações urbanas, em geral contínuas. A metropolização do espaço é um processo que pode ser caracterizado hoje também pela descontinuidade territorial, que articula cidades a partir de processos produtivos graças a existência de redes (técno-informacionais) que possibilitam as ligações entre espaços não contínuos. Segundo Lencioni (2003) há um limite para isso dado pela área de influência e articulações com a metrópole.  Mas falar da metropolização também é ir para além do crescimento e multiplicação de aglomerações e riquezas. É procurar entender o processo contraditório implicado nessa relação e nos locais que configuram a metrópole tradicional, ou seja, sua continuidade territorial. É discutir também o aumento da pobreza, da diferenciação sócio-espacial. Na expansão metropolitana surgem, com ou sem aval do poder público, áreas periféricas necessárias ao crescimento da riqueza metropolitana.  A questão do fenômeno metropolitano está hoje posta institucionalmente.  O “Grand Plan Paris” evoca ações para promover a institucionalização do que seria a metropolização parisiense que, segundo o poder estatal se faz necessária para garantir Paris no rol de cidades mundiais, mantendo sua inserção no quadro mundial de investimentos de ordem global. Mas o que significa institucionalizar a metrópole? De um lado implica em colocar oficialmente em prática um projeto nacional de competitividade internacional (escala mundial) e de outro, colocar em foco os conflitos e as relações Paris-banlieues (escala local e regional). Este artigo se propõe a discutir o processo de metropolização parisiense e as transformações socioespaciais resultantes, dando destaque para como o discurso da mixité social é utilizado justificando processos de segregação socioespacial. </text>
