"In Focus" in the second issue of the German Journal of Urban Studies is the problem of how collective needs for economic and ecological action cut across city boundaries in interdependence with the region (Läpple 1999; Sieverts 1997), and what impact this interlinkage has on regional governance. Are traditional structures for cross-municipality problem-processing still adequate or are improved forms needed?
