Ce film photographique de Julien Brygo est l’adaptation de l’enquête « Vivre riche dans une ville de pauvres », publiée dans Le Monde diplomatique de juillet 2010.
Toutes les images reproduites avec cet articles proviennent du film et appartiennent à Julien Brygo.
Julien Brygo avait réalisé pour le Monde diplomatique un précédent film photographique consacré aux jeunes Philippines formées pour devenir domestiques dans les pays du Golfe ou à Hongkong.
« En août 2008, l’Organisation mondiale de la santé (OMS) a publié une enquête révélant que la différence d’espérance de vie entre un enfant né dans un quartier riche de Glasgow – au sud et à l’ouest – et un autre mis au monde dans un quartier pauvre de la même ville – à l’est – atteignait vingt-huit ans », écrivions-nous en 2010 dans « Vivre riche dans une ville de pauvres », une enquête inspirée par cette effrayante statistique. Le rapport de l’OMS aurait pu provoquer un séisme social ; il n’a suscité qu’un soupir las et un clapotis de bonnes intentions philanthropiques.
Quatre ans plus tard, le constat s’est encore assombri. Les inégalités ont explosé au Royaume-Uni avec l’application méthodique du plus grand plan d’austérité d’Europe, d’un montant de 110 milliards d’euros. Un plan acclamé par les éditorialistes européens sous l’intitulé de « miracle anglais ». Le premier ministre David Cameron prône désormais l’« amincissement de l’Etat » non plus comme un mécanisme exceptionnel mais comme un mode de gouvernance « permanent » (discours à la mairie de Londres, 18 novembre 2013).
En mars dernier, une étude d’Oxfam dévoilait que les cinq familles les plus riches du Royaume-Uni possédaient autant que les douze millions de sujets britanniques les plus pauvres, soit 33,6 milliards d’euros. Une donnée susceptible, comme celle qu’a publiée l’OMS, de provoquer un tremblement de terre social. Mais qui n’a suscité qu’un soupir las et un clapotis de bonnes intentions...

Un film de Sébastien Thiéry (PEROU).
Au petit matin du 3 avril 2013, en lisière de la Nationale 7 à Ris-Orangis , trois pelleteuses anéantissent un bidonville où vivaient 140 citoyens européens de nationalité roumaine. Ici-même depuis quatre mois, sous l'égide du PEROU (Pôle d'exploration des ressources urbaines), riverains et architectes avaient inlassablement construit, dansé, et transformé l'espace du bidonville comme les représentations qui s'y rapportent.
La Mairie socialiste n'a cure de ce chantier manifeste et justifie les opérations de police par un arrêté d'expulsion pour "péril imminent". Ce texte de huit pages transpire la phobie sécuritaire comme la névrose obsessionnelle : les excréments obnubilent, on y raconte que rien de ce qui est bâti ne saurait rester vaillant, et que le pire est immanquablement à venir. En ce qu'il singe le bon sens tout en promouvant la guerre à l'endroit même où c'est l'hospitalité qui devrait se conquérir, ce texte inouï nous ressemble, il porte nos traits.
Sur fond noir de la destruction d'un espace où l'on chantait, dansait, faisait l'amour, riait et pleurait, "Considérant qu'il est plausible que de tels événements puissent à nouveau survenir" cherche à saisir ces traits, le visage de notre propre monstruosité.

Le 29 mars 2013, un arrêté signé du maire de Ris-Orangis met en demeure les habitants du bidonville dit « de la Nationale 7 » de quitter les lieux. Trois jours plus tard, les forces de polices, accompagnées de pelleteuses, détruisent les habitations et dispersent leurs occupants. C’est à l’examen méticuleux et à la « traduction » de l’arrêté municipal que se livrent les écrivains, philosophes, architectes et juristes dont les textes sont ici réunis, à l’invitation de Sébastien Thiéry, directeur du Pôle d’exploration des ressources urbaines (PEROU).
Le 1er avril à midi, une patrouille placarde les huit pages de l’arrêté municipal n°2013/147 à l’entrée du bidonville dit « de la Nationale 7 », autrement nommé « Place de l’Ambassade » par le Pôle d’exploration des ressources urbaines (PEROU) qui, depuis quatre mois, inlassablement y construit, aménage, consolide et améliore les habitations. Le 3 avril à 6heures du matin, des dizaines de CRS sont déployés, trois pelleteuses prennent position. En quelques minutes les 150 personnes qui habitaient là sont dispersées. En quelques heures, le bidonville disparaît. La Place de l’Ambassade redevient un terrain vague, ainsi que l’exige cet arrêté publié pour cause de « péril imminent ».
Les huit pages constituant l’arrêté municipal (que nous reproduisons in extenso) portent la frappe de l’expertise et l’estampe d’une institution de la République. Sous couvert de raison, s’y invente un certain « art de détruire un bidonville », municipal et d’avant-garde tout autant, qui consiste à prétendre que c’est pour leur bien que les occupants de ces habitations « indignes » doivent être évacués.
C’est au décryptage de ce dispositif, qui se caractérise par une distorsion administrative de la langue et de la citoyenneté, qu’ont été invités les trente auteurs ici réunis. De l’arrêté municipal n°2013/147, dans lequel certains reconnaissent un chef-d’œuvre d’hypocrisie, ils proposent ici une interprétation libre, fidèle, partielle ou systématique. Nous faisons l’hypothèse qu’avant telle entreprise de traduction, nous n’étions pas en mesure de comprendre ce qui a effectivement lieu sur les territoires que nous habitons et rendons inhabitables à d’autres.

Il y a des journalistes politiques, économiques, etc… Il n'y a pas de journalistes spécialistes des banlieues.
Fin octobre 2005, la mort dramatique de Bouna et Zyed à Clichy-sous-bois est le point de départ d'un embrasement des banlieues françaises.
Pendant trois semaines, la télévision a consacré des heures d'antenne à ces événements, les banlieues et leurs habitants se retrouvant sous le feu des médias . Choix des mots, choix des images, choix des journalistes envoyés sur le terrain – reporters de guerre de TF1 - , choix des invités « bons clients » censés représenter les jeunes, discours dominant abondamment relayé, amalgames, stigmatisation des quartiers et des jeunes, absence d'autocritique des journalistes.
Avec quel impact sur la vision de la société pour le citoyen téléspectateur?
La première partie de ce film confronte des images issues de journaux télévisés et d'émissions, toutes chaînes confondues. Avec un principe : pas de commentaires de spécialistes des médias, uniquement des extraits, avec des images arrêtées, commentées et décryptées.
Ensuite, la parole est donnée à la banlieue, à des jeunes d'Aulnay-sous-Bois, qui reviennent sur leur rapport aux médias, à l'image donnée de leur quartier. Samir Mihi, éducateur sportif à Clichy-sous-Bois revient sur sa médiatisation. Une mère de famille raconte ce qu'elle a vécu après un passage au 20H de TF1. Enfin, un journaliste témoigne de son travail en banlieue et des choix rédactionnels.
Christophe-Emmanuel Del Debbio est documentaliste et réalisateur. Il a collaboré à l'émission Arrêt sur images de 1997 à 2002.

The recent events in several cities across the UK, and more widely in Europe, have raised fundamental questions about the legitimacy of public programs, the crisis-prone nature of economies and ongoing resentment and anger at social inequality and injustice. Despite frequent political and media pronouncements of organised criminality, grounded examinations of riots in the UK and elsewhere highlight how social inequality, policing practices, the embedding of consumption orientations and feelings of injustice have produced social danger and violence in excluded localities. Nuanced, empirically founded and critical accounts are needed of these events. This conference, organised by CURB, sought to contextualise urban unrest within broader, structural concerns around economic decline, social injustice and criminal cultures. The cohesion of many, apparently ‘broken’ communities, and their capacity to regain control and promote safety belie on-going anger and resentment at corporate excess, media misconduct and political illegitimacy. The meeting explored these issues in detail and provided a space to debate the broader causes and consequences of these events.</div>

This inaugural Beta version features a conversation on social justice and Amsterdam between Polis's Alex Schafran and two Dutch urban scholars, Jan Willem Duyvendak and Justus Uitermark. The discussion ranges from Amsterdam's legendary status as a "just city" — which Uitermark contests may be transformed into "just a nice city" — to feelings of home and belonging, the need to "hack" the metrics cities use to measure justice and happiness, questions of "hard" versus "soft gentrification," and the role of science in urban studies.</div>

London grassroot groups are certainly making it clear what they need, from housing and transport to jobs and the environment. Is there a basic demand that underlies these needs? Is the idea of rights to the city a focus for that demand? This meeting explores the idea that Right to the City (RTTC) is a good focus for these needs and demands. It is called by individuals from UCL's Bartlett School of Planning, UCL's Urban Lab, the London-based international journal CITY, and the Just Space Network of London community groups. The meeting is the start of a potential series triggered partly by the talks given last autumn in London by Peter Marcuse, veteran lawyer, planning educator and activist in New York. It takes advantage of the presence in London of 2 activists who have been involved with the US RTTC movement and of the discussion advanced and continuing in CITY by Peter Marcuse and his colleagues. This meeting will be a series of short talks on the London issues, a short talk on the USA movement and then time for a substantial structured debate and discussion.</div>

The Urban Age operates as a mobile laboratory, testing and sampling the social and physical characteristics of global cities through expert presentations and testimonials, research, site visits, GIS mapping and informal information exchange. Findings from each of the cities are analysed according to regional patterns in an effort to uncover global similarities and differences. The results help policymakers, academics and urban practitioners understand the future development of cities and the processes that sustain them.</div>

<div><b>Abstract from the publisher : </b></div> </div> Cities are many things. Among their least appealing aspects, cities are frequently characterized by concentrations of insecurity and exploitation. Cities have also long represented promises of opportunity and liberation. Public decision-making in contemporary cities is full of conflict, and principles of justice are rarely the explicit basis for the resolution of disputes. If today’s cities are full of injustices and unrealized promises, how would a Just City function? Is a Just City merely a utopia, or does it have practical relevance? This book engages with the growing debate around these questions.<br /> <br /> The notion of the Just City emerges from philosophical discussions about what justice is combined with the intellectual history of utopias and ideal cities. The contributors to this volume, including Susan Fainstein, David Harvey and Margit Mayer articulate a conception of the Just City and then examine it from differing angles, ranging from Marxist thought to communicative theory. The arguments both develop the concept of a Just City and question it, as well as suggesting alternatives for future expansion. Explorations of the concept in practice include case studies primarily from U.S. cities, but also from Europe, the Middle East and Latin America.<br /> <br /> The authors find that a forthright call for justice in all aspects of city life, putting the question of what a Just City should be on the agenda of urban reform, can be a practical approach to solving questions of urban policy. This synthesis is provocative in a globalised world and the contributing authors bridge the gap between theoretical conceptualizations of urban justice and the reality of planning and building cities.
