                <text>My enquiry starts from a practical perspective: that of the intractable problems of our inner cities; inadequate service delivery, absent infrastructure, poverty, unemployment. Themes unquiet and persistent. I offer a critique of approaches to policy and argue that post-structural theoretical shifts offer new practical perspectives and the potential for imaginative understandings, which remain largely unexplored. I focus on the built space and the emotions in an attempt to alter the perspective from which questions are asked, and to problematise the questioning process itself. Questions of method are integral to this thesis.

The story told is that of the barrio of La Cienaga. It is at once a particular story; that of one of the oldest barrios of Santo Domingo, the capital city of the Dominican Republic, and of the individuals who live there. It is also a typical story of a deprived inner city area that can be found the world over. Residents of La Cienaga discuss the public spaces of the barrio, the private spaces of their homes and their links and visions of the wider city which surrounds them. Stones tell of what it feels like to live in such a place, how the built environment affects social relations, the possibility of community, aspirations and a sense of self.

In the second half of the thesis I look at the story telling process: the purpose of stories: their ability to reveal and heal. I return to my practical concerns and examine the implications of both my method and the findings uncovered in the first half of the thesis, for the concrete recurring problem of the barrio: waste and absent infrastructure. The result is a solution that neither I, nor the barrio residents, could have imagined at the outset.</text>

Avenue la plus chic et la plus ch&amp;egrave;re de Tokyo, Ginza est &amp;agrave; cet &amp;eacute;gard un condens&amp;eacute; de la ville globale et de l&amp;rsquo;exception japonaise: dans cet espace confin&amp;eacute; et sophistiqu&amp;eacute;, &amp;eacute;rig&amp;eacute; &amp;agrave; la gloire de l&amp;rsquo;hypertertiarisation, vous vous perdez en conjectures. D&amp;rsquo;une part, tout vous rappelle la grande ville occidentale : la rar&amp;eacute;faction de l&amp;rsquo;espace public, le culte rendu &amp;agrave; l&amp;rsquo;affairisme, &amp;agrave; la verticalit&amp;eacute;, &amp;agrave; la densification. Aujourd&amp;rsquo;hui, les architectes sont revenus &amp;agrave; des concepts plus minimalistes et plus respectueux de l&amp;rsquo;&amp;eacute;pure naturelle de l&amp;rsquo;habitat ancestral. Rue Nahalat Binyamin &amp;agrave; Tel-Aviv, pas loin du shouk ha-Carmel, le march&amp;eacute; couvert de fruits, de l&amp;eacute;gumes et d&amp;rsquo;objets h&amp;eacute;t&amp;eacute;roclites, il y a deux petits vieux qui passent la journ&amp;eacute;e assis sur leur balcon, &amp;agrave; regarder la vie en bas. Au petit matin, ils voient les marchands de tissus qui s&amp;rsquo;agitent &amp;agrave; la r&amp;eacute;ception des rouleaux de textile, puis les conducteurs impatients qui remplissent l&amp;rsquo;air de leurs coups de klaxons et de leurs invectives. Enfin le soir venu, la rue d&amp;eacute;verse toute la jeunesse de la ville sur les trottoirs. Des dizaines de bars et de caf&amp;eacute;s se font concurrence dans toute la ville, attirant une client&amp;egrave;le enjou&amp;eacute;e et infid&amp;egrave;le, toujours &amp;agrave; la recherche des nouvelles tendances nocturnes de la m&amp;eacute;tropole.&lt;br /&gt;
&lt;br /&gt;
Les deux petits vieux sur leur balcon sont &amp;agrave; peine moins &amp;acirc;g&amp;eacute;s que leur ville. Tel-Aviv c&amp;eacute;l&amp;egrave;bre cette ann&amp;eacute;e son centi&amp;egrave;me anniversaire. Le r&amp;ecirc;ve de ses fondateurs, qui l&amp;rsquo;ont appel&amp;eacute;e &amp;quot;colline du printemps&amp;quot;s &amp;eacute;tait de construire la premi&amp;egrave;re cit&amp;eacute; h&amp;eacute;bra&amp;iuml;que moderne, avec de l&amp;rsquo;&amp;eacute;lectricit&amp;eacute;, des &amp;eacute;gouts, comme en Europe, disaient-ils. Ils ont choisi de la b&amp;acirc;tir en bord de mer, &amp;eacute;loign&amp;eacute;e de quelques centaines de m&amp;egrave;tres du port arabe de Jaffa.&lt;br /&gt;
&lt;br /&gt;
Aujourd&amp;rsquo;hui, la ville compte pr&amp;egrave;s de 400.000 habitants et son agglom&amp;eacute;ration rassemble 3 millions de personnes, soit plus de la moiti&amp;eacute; des habitants du pays. Sa croissance continue d&amp;rsquo;attirer les nouveaux venus et elle se veut toujours un bastion de la modernit&amp;eacute;. Poumon &amp;eacute;conomique d&amp;rsquo;Isra&amp;euml;l, centre de l&amp;rsquo;activit&amp;eacute; culturelle, Tel-Aviv a choisi de laisser la place aux id&amp;eacute;es et aux opinions. A 60 kilom&amp;egrave;tres de la chaste et compliqu&amp;eacute;e J&amp;eacute;rusalem, elle se veut un &amp;icirc;lot de libert&amp;eacute;, tol&amp;eacute;rant toutes les pratiques sociales et religieuses...&lt;/div&gt;

Dans le cadre de la dynamique globale de lifting de Saint-Étienne, s'inscrivait, il y a quelques années, le projet Quartiers Renaissance 21. Programme de Rénovation Urbaine ciblé sur quatre quartiers, le projet Quartiers Renaissance 21 combine démolition, reconstruction et restructuration de l'habitat, aménagement d'espace public et requalification voire création d'équipement. Le tout emprunt de "social" fort : bien-être, vivre ensemble, équilibre, égalité, cohésion sociale...&#13;

Il y a 6 ans maintenant (le 11 avril 2005, pour être précis), que la ville s'engageait dans ce programme d'investissement de rénovation urbaine via une convention signée entre différents partenaires dont l'Agence Nationale de Rénovation Urbaine (ANRU). Ce programme se déploie localement sur quatre quartiers identifiés comme les plus précarisés de la commune : - 2 secteurs d'habitat social des années 60-70 situés en périphérie de la ville : Montreynaud et Sud Est. - 2 quartiers d'habitat ancien en centre ville : Crêt de Roch et Tarentaize-Beaubrun-Séverine (TBS).&#13;

Dans ce cadre là, une visite des quartiers ANRU à Saint-Étienne - ceux d'Habitat Ancien en l'occurrence pour l'émission à suivre - était organisée et animée par les porteurs de projet et acteurs concernés. Deux quartiers, deux émissions... &#13;

Je vous propose de retrouver le 2e volet du magazine Des Mots Des Sons Sans Cible qui tentera d'illustrer et de comprendre cette vaste opération de transformation urbaine sur le quartier spécifique du Crêt de Roch. Un exemple de rénovation sur un quartier ancien. Opérations de démolitions, reconstructions, réhabilitations... Un balisage peut-être dans ce fonctionnement, ce mécanisme et ses rouages complexes... les acteurs, les actions... les enjeux. Au mieux, tant le chantier est de taille .</text>

                <text>At the turn of the 21st century, youth gangs have again become an object of societal anxiety, occupying a special place among the different themes forming the magma of concern about crime. Recently (August-September 2007), the media were full of the fights between groups of youths who usually hang out in the La Défense and Gare du Nord areas of Paris. The amount of press received by these violent exchanges may seem surprising. During the same period, several arrests were made in the Val-de-Marne département following a homicide connected with " trouble " (" embrouilles ") between youths from Valenton and Villeneuve-Saint-Georges. Likewise, at the Belle-Épine shopping centre in Thiais (Val-de-Marne), two other youths were seriously injured by sawed-off shotgun shots. Apparently media coverage differs depending on whether these conflicts take place in gentrified Paris or in the anonymous outskirts where everything turns grey.</text>
