Virtually all of the growth in the world's population for the foreseeable future will take place in the cities and towns of the developing world. Over the next twenty years, most developing countries will for the first time become more urban than rural. The benefits from urbanization cannot be overlooked, but the speed and sheer scale of this transformation present many challenges. A new cast of policy makers is emerging to take up the many responsibilities of urban governance as many national governments decentralize and devolve their functions, programs in poverty, health, education, and public services are increasingly being deposited in the hands of untested municipal and regional governments. Demographers have been surprisingly slow to devote attention to the implications of the urban transformation.<br />

Drawing from a wide variety of data sources, many of them previously inaccessible, Cities Transformed explores the implications of various urban contexts for marriage, fertility, health, schooling, and children's lives. During its long history as the French colonial city par excellence, Algiers was the site of recurrent conflicts between colonizer and colonized. Through architecture and urban forms confrontations were crystallized, cultural identities were defined, and social engineering programs were shaped and challenged. In this pathbreaking book, Zeynep Çelik reads the city of Algiers as the site of social, political, and cultural conflicts during the 132 years of French occupation and argues that architecture and urban forms are integral components of the colonial discourse. Algiers' city planning, based on what Çelik calls "the trial-and-error" model of French colonial urbanism, included the fragmentation of the casbah, ambitious Beaux Arts schemes to create European forms of housing, master plans inspired by high modernism, and comprehensive regional plans. Eventually a dramatic housing shortage led all planning efforts to be centered on the construction of large-scale residential enclaves. French architects based their designs for domestic space on the concept of the "traditional house," itself an interdisciplinary colonial concept intertwined with the discourse on Algerian women. Housing also offered the French colonizers a powerful presence in a country where periodic resistance to the occupation eventually culminated in a seven-year war of liberation and an end to French rule. Extensively illustrated with photographs, maps, and housing plans, Çelik's book presents a fascinating example of colonial urban planning. Algiers comes alive as a city that reflected all the conflicts of colonialism while embracing innovation.</div>

Joel Schwartz's major reinterpretation of urban development in New York City examines Robert Moses's role in shaping the city and demonstrates for the first time that Moses's personal and ruthless crusade to redevelop New York's neighborhoods was actually sustained by his alliance with liberal city groups.<br />

After World War II, New York City forged ahead with urban renewal made possible by Title I of the Housing Act of 1949. While Title I was meant to help big cities replace slums with middle-class housing, New York instead used the program to replace housing for the poor with high-rent apartments, medical centers, and university campuses. When Title I became synonymous with callous relocation and “Negro removal,” New Yorkers blamed Robert Moses, the legendary construction czar. While many concluded that Moses's high-handed ways were behind much that went wrong with their city, few could explain how he operated in a town famous for its feisty neighborhoods, liberal politics, and pioneer interracialism.<br />

From exhaustive research in previously unexamined archives, Schwartz demonstrates the extent to which Moses was abetted by liberal city leaders. He describes how insiders' deals for choice Title I sites emerged from the old ambitions of neighborhood civic groups and public housing advocates, and argues that urban liberals had long been prepared to sacrifice working-class neighborhoods for the city efficient. He explodes the myth of neighborhood resistance to Moses in Greenwich Village, the Upper West Side, and Morningside Heights, and instead finds steady collaboration of local civic leaders.<br />

Smagacz uses a comparative approach to look at two very different but related processes: what she calls the “revitalization” of two formerly peripheral and now prosper- <br />
ous, innovative and trendy urban districts: the first a part of the historical Polish capital, Krakow, and the second of the dynamic Northern Italian city of Milan. Both are useful objects of analysis in Smagacz’s perspective, and comparison throws into high relief the differences as well as the similarities. For Smagacz cities are important from a methodological point of view: not only are they of growing significance in today’s world, where an ever greater proportion of the population has become, willingly or not, urban: for Smagacz cities force us to integrate our disciplinary approaches and tools. The city cannot be understood unilaterally, but brings the researcher necessarily to look to different disciplines, or rather across and between disciplines, in order to create a meaningful and realistic picture. <br />

Marta Smagacz is by formation a sociologist, and sociological concerns were the starting point for her study. Her methodology is based on the conviction that the city and its parts are made, interpreted and continually reinterpreted by the inhabitants as they construct and reconstruct ‘their’ city. Interviews with the present inhabitants of the two districts form the core of her empirical evidence. The object of study and the results obtained inspired Smagacz to bring a historical and political-cultural perspective to bear on Ticinese and Kazimierz, in the attempt to highlight and to explain their similarities and differences.</div>

From 1920 until the present, the working-class suburbs of Paris, known as the Red Belt, have constituted the heart of French Communism, providing the Party not only with its most solid electoral base but with much of its cultural identity as well. Focusing on the northeastern suburb of Bobigny, Stovall explores the nature of working-class life and politicization as he skillfully documents how this unique region and political culture came into being. The Rise of the Paris Red Belt reveals that the very process of urban development in metropolitan Paris and the suburbs provided the most important opportunities for the local establishment of Communist influence.<br />
<br />
The rapid increase in Paris' suburban population during the early twentieth century outstripped the development of the local urban infrastructure. Consequently, many of these suburbs, often represented to their new residents as charming country villages, soon degenerated into suburban slums. Stovall argues that Communists forged a powerful political block by mobilizing the disillusionment and by improving some of the worst aspects of suburban life.<br />
<br />
As a social history of twentieth-century France, The Rise of the Paris Red Belt calls into question traditional assumptions about the history of both French Communism and the French working-class. It suggests that those interested in working-class politics, especially in the twentieth century, should consider the significance of residential and consumer issues as well as those relating to the workplace. It also suggests that urban history and urban development should not be considered autonomous phenomena, but rather expressions of class relations. The Rise of the Paris Red Belt brings to life a world whose citizens, though often overlooked, are nonetheless the history of modern France.</div>

Habitat International welcomes reports of research on urban issues such as policy and implementation, the links between planning, building and land, finance and management, urban design, the interaction between the natural environment and urban areas the provision of urban services and other related problems. Papers on topics which clearly have broad implications and interrelationships based on the experiences of the developing or developed world will be considered. Submissions exploring these issues within the development context are particularly welcomed. Quality papers, short communications, comments on published papers and reports on relevant conferences from all parts of the world are presented as it is recognised that such urban problems arise everywhere. Hopefully, Habitat International will contribute to their solution.</div>

Three decades of research have established the field of complexity theories of cities as a dominant approach to cities. Now that the field has come of age, it is time to stop for a moment, look back at what has been achieved, with appreciation, but also with sober criticism and then look forward at potentials that have yet to be realized.<br />
<br />
As for potentials yet to be realized, this conference will explore the implications of complexity theories of cities to planning and urban design. As examples to what we have in mind consider, firstly, Mike Batty’s (2008) recent observation that “In the past 25 years, our understanding of cities has slowly begun to reflect Jacobs's message. Cities are no longer regarded as being disordered systems. Beneath the apparent chaos and diversity of physical form, there is strong order …”. Secondly, Portugali’s (2008) criticism that “in their search for statistical data to feed their models practitioners of USM tend to overlook the non-quantifiable urban phenomena” and as a consequence, some of the central questions of 21st Century cities and urbanism”. As for potentials yet to be realized we would like to emphasis in this workshop the implications of CTC to planning and urban design.</div>

Cities are not only made of buildings and roads, they are also constructed through popular imagination and spaces of representation. Imagining the City: Memories and Cultures in Cape Town presents an array of oral and visual histories drawn from people, who live, work and creatively express themselves in the city.<br />
<br />
This book explores the apartheid legacies of the city and demonstrates that cultural life flourished through people’s resilience in spite of adversity. Authors move beyond apartheid history to analyse the reflective ways in which people are coming to terms with that history through memory work, performance and memorialisation. Other chapters provide contemporary views of local interactions such as moments of urban violence or people negotiating the challenges of a globalised world.<br />
<br />
Whatever the context, this book traces social and cultural interactions over time and across city spaces that speak directly to the senses, memories and imagining of Cape Town.<br />
<br />
Imagining the City makes an important contribution to public discourse about a vision for, and ownership of the city by affirming the memory of its inhabitants, and by hinting at the work that can, and should still be done in foregrounding memory and culture in the re-imagination of Cape Town as a city.</div>

Using the concept of 'global cities' as a key context to the discussion, Murray draws our attention to the large metropolises that dominate as economic power bases – cities such as New York and Tokyo – and then contrasts them with cities that aspire to such 'world-class' status as Johannesburg and São Paulo. While mindful of the historical and socio-political differences between South Africa and Brazil, the author notes the similarities in terms of their global marginalisation as key players, as well as the parallel ways their urban architecture has developed. São Paulo and Johannesburg both share a colonial past, and both became wealthy through exploitation of natural resources (coffee, minerals). Both share the development of an ever-growing chasm between the rich and the poor, reflected in contemporary designs of urban space. Murray takes a sharp, incisive look at the factors which are shaping the spaces in two contemporary cities, and comes up with a pithy commentary which is part architectural critique, part socio-political comment and part post-modern debate.</div>

The Lane series of books — of which this Leningrad volume is the eighth and most recent — is sponsored by the Institute of Governmental Studies and the Institute of International Studies, and examines similarities and differences in metropolitan policy-making in various nations and cultures. Of principal concern is how policies affect the metropolis, including its social needs, economy, land use, physical structure, and natural and man-made environment. Emphasis is on the ways in which political and administrative processes and institutions adapt to changes in the urban condition and respond to national and international influences. What organizational structures and policies govern major metropolitan regions? What new or modified organizations and policies are being urged? By whom, and to what purpose? Under what conditions can life in the metropolis become more satisfying and productive, or less dreary and economically marginal? How can educational, cultural, and intellectual objectives best be promoted?</div>
