                <text>Les processus de globalisation et les restructurations économiques sont à la fois sources de compétitivité et causes de polarisation sociale et spatiale. Le cas de Hambourg démontre clairement cette ambiguité. Il s'agit de la région la plus riche de l'U.E. en termes de P.N.B. par tête et en même temps la grande ville la plus polarisée d'Allemagne. Après avoir fait face à son déclin industriel, la ville s'est engagée dans une stratégie «d'entreprise Hambourg» («from ship to chip»). Un des effets fut l'explosion des loyers et des coûts du logement et la polarisation des structures socio-spatiales, mesurée par les revenus imposables. Le Ministère du Développement Urbain de la ville-Etat a lancé un programme intégré de lutte contre la pauvreté et contre sa concentration spatiale dans huit quartiers. Des investissements dans de nouveaux emplois, de la rénovation urbaine, des stratégies d'émancipation et de qualification sont intégrés dans de nouvelles formes de gestion de quartier où la formation de réseaux et les processus de négociation sont essentiels. Elles intègrent les habitants, l'artisanat et les entreprises locales dans l'effort de développement en valorisant leur capital social et culturel. Ce programme de développement social urbain est aujourd'hui le plus ambitieux d'Allemagne.</text>

                <text>New Poverty and Strategies for Deprived Neighbourhoods in Hamburg.

Globalisation processes and economic restructuring seem to be both economically competitive and booster social and socio-spatial polarisation. The case of Hamburg clearly shows this ambiguity. It is the richest region within the E.U. by GNP per capita, but at the same time the most polarised big city in Germany. After fighting industrial degradation successfully, the city runs its «Enterprise Hamburg» strategies («from ship to chip»). Besides other effects, rents and housing costs exploded and segregation patterns - measured by taxed incomes - polarised dramatically. The Ministry of Urban Development of the city state started integrating programmes to fight poverty and its spatial concentration in eight neighbourhoods. Investments in new jobs, urban renewal, empowerment and qualification strategies are to be integrated in new forms of neighbourhood management by networking and bargaining processes, integrating the sitting tenants, handicrafts and small firms by raising their cultural and social capital. Altogether, this programme is the most ambitious among the German cities.</text>

                <text>The history of window display in France during the fifties and sixties tells us about the creation of strong relationships between this decorative art and theatre. Although decorations and classical principles of composition inherited from the old days did illustrate the very first statements of this art, window display designers also managed to settle visual ambiances in windows to tempt the modern public. Thanks to the clever use of paper, cardboard, metal and any kind of unexpected materials, including modern lighting, they created artificial environments enhancing consumer goods, and introducing dreamlands in the heart of the cities.</text>

The evolution of Bamako as a large city determines large movements of population from the old quarters. The rental market spreads toward the most recent and outlying areas, and it orientates the mobility of the household inside the agglomeration. So it also arouses forms of mixed residences at a very local scale, which obscure the main urban contrasts. Residential practices are finally explained at two levels of analyse : first the general gradations of density ; secondly the local neighbourhoods which mingle together owners and tenants, widened and embryonic households, rooted populations and mobile groups.</text>

  Trois hôpitaux parisiens s'apprêtent à fermer totalement ou partiellement à l'occasion de leur transfert et de leur regroupement dans une nouvelle installation. Ces changements ont conduit les instances de direction à faire appel à des ethnologues pour la réalisation d'une étude sur la mémoire et l'identité de chacun des sites, et pour une collecte d'objets dans un dessein de patrimonialisation. En 1998, une convention est signée entre l'Assistance publique-Hôpitaux de Paris et le Musée national des Arts et Traditions populaires-Centre d'Ethnologie française. Cet article se propose de saisir, d'une part, comment s'élabore un dispositif mémoriel dans une telle situation, et d'autre part comment les chercheurs ont endossé de multiples et nouveaux rôles qui redéfinissent le métier d'ethnologue : experts des rites, du changement et des identités, ils se sont fait également « accompagnateurs sociaux » aidant au « travail de deuil » du personnel.

                <text>La segmentation sociospatiale génère une situation où des quartiers sont isolés des zones dynamiques et dans lesquels sont concentrées des populations rencontrant des difficultés socio-économiques. Les conséquences de la segmentation sont d'autant plus néfastes qu'elle perdure à cause d'une dynamique cumulative. La segmentation dégénère alors en ségrégation. La première partie de cette thèse présente les formes, les causes et les conséquences de la segmentation sociospatiale. A cause des conséquences négatives de la ségrégation sociospatiale (en termes de revenus, d'éducation et d'emplois), une intervention publique ayant pour objectif d'améliorer la mixité sociale à l'échelle urbaine semble a priori justifiée. Dans la deuxième partie, nous insistons sur le rôle de la politique du logement social. Depuis 2000, la loi Solidarité et Renouvellement Urbains oblige les communes urbanisées à détenir au moins 20 % de logements sociaux sous peine d'un prélèvement sur leurs recettes fiscales. Le caractère incitatif et opérationnel de la loi SRU fait l'objet de nombreux débats. Le prélèvement est-il assez élevé? Les prix de l'immobilier, la rareté du foncier, le potentiel fiscal, le type de commune (rural, urbain), les références des habitants, la couleur politique du maire...influencent-ils l'effort des municipalités? Le modèle principal-agent que nous développons vise à étudier les propriétés incitatives du dispositif et à expliciter les contraintes politico-économiques qui affectent la décision publique locale. La troisième partie s'intéresse à l'application de la loi en Ile-de-France. Après avoir proposé un état des lieux de la répartition géographique des logements sociaux et un bilan de l'application de la loi suite à la première période triennale, nous cherchons à identifier les déterminants politico-économiques de l'offre additionnelle de logements sociaux en Ile-de-France. Les résultats économétriques auxquels nous parvenons montrent notamment que les prix immobiliers, le caractère rural des communes et le taux initial de logement social influencent le niveau d'effort des maires. Le prélèvement n'est pas influent. Nos résultats nous conduisent à nuancer la capacité de la loi à inciter la production de logements sociaux dans des villes aux caractéristiques particulières.</text>

                <text>Le 1er janvier 2009 entrera en vigueur la Loi "LME" de "modernisation de l'économie" du du 4 août 2008, dont une des finalités est de transposer en droit français la Directive européenne de 2006 sur les services . Or, l'expression " urbanisme commercial " est apparue dans le droit national il y a quarante ans: cet anniversaire donne l'occasion de se demander si la transposition de la Directive marque un tournant pour l'urbanisme commercial à la française. L'harmonisation juridique à l'échelle européenne aboutira peut-être à une forte différentiation des politiques urbaines ou d'aménagement commercial à l'échelle locale.&lt;br /&gt;La perspective adoptée est urbanistique, dans la mesure où le cadre territorial légal et règlementaire de l'action publique sera étudié à l'aune des évolutions spatiales, économiques et sociologiques de la ville, avec un parti théorique qui considère que l'espace urbain est le résultat d'une coproduction et que les changements juridiques doivent être saisis à travers les pratiques qui les mettent en œuvre.</text>

Il paraît plus utile d'y réfléchir en termes de maîtrise : quel urbanisme pouvons-nous concevoir qui donne à l'ensemble des acteurs le sentiment d'une maîtrise partagée du milieu dans lequel chacun essaye de réaliser ses projets ou de satisfaire ses besoins et aspirations ? La lutte contre le risque de ghetto semble ainsi passer par l'élargissement et le partage de cette capacité de maîtrise et d'intervention : loin de laisser cette capacité seulement au libre jeu du marché, aux visions démiurgiques des urbanistes ou à la légitimité de l'autorité publique, il s'agit sans doute de (re)donner aux habitants le sentiment de leur capacité à maîtriser leur milieu de vie. Sinon, ils risquent de préférer le substitut de maîtrise que leur procure l'enfermement dans un ghetto</text>
