The purpose of the virtual issues is to broaden the visibility of and access to the most cited and downloaded articles from recent issues of the JUA. This virtual issue highlights cutting edge research on governing global cities. The five articles highlighted in this issue deal with urban governance in a comparative context from both the macro and micro levels. As a group they emphasize the importance of intergovernmental actions and relationships, citizen preferences, market forces, and governmental competition on local governance regimes and instructional arrangements. They thus remind urban scholars that while &ldquo;all politics may be local&rdquo; the theoretical and practical aspects of governing cities are inherently defined by other, often external and even global forces. They also illustrate how scales and governance issues play out in cities around the world.</div> &nbsp;</div> <b>Contents:</b></div> &nbsp;</div> Introduction</div> Eliot M. Tretter - Scales, regimes, and the urban governance of Glasgow</div> A.J. Jacobs - Embedded contrasts in race, municipal fragmentation, and planning: Divergent outcomes in the Detroit and Greater Toronto-Hamilton regions 1990-2000</div> Kairen Dekker and Ronald van Kempen - Places and participation: Comparing resident participation in post-WWII neighborhoods in Northwest, Central and Southern Europe</div> Georges A. Tanguay and David F. Wihry - Voters' preferences regarding municipal consolidation: Evidence from the Quebec de-merger referenda</div> Germ&agrave; Bel and Mildred E. Warner - Managing competition in city services: The case of Barcelona</div> &nbsp;</div> </text>

Thus, we tend to consider transport networks as a tool for territory planning and construction. According to this point of view, this essay lies in an analysis of transport service in a metropolitan region. Applied to the case of Lille metropolitan region, the work address for opportunities of territorial and metropolitan construction offered by transportation service. Furthermore, the goal is to work out proposals of organization improvements, in an action-oriented approach. To do so, measures of accessibility are used. They are developed in software which models transport networks in a scheduled graph, using graph theory and shortest path algorithms. This equipment allows simulations, part of a forecasting approach.</text>

<text>This paper deals with the influence of the municipal housing market policy on the social differentiation of the Amsterdam urban region. Local governments can try to influence their population composition by building houses of certain types in certain quantities and by their housing allocation system. Four profiles of municipal housing market policies are discerned: urban, suburban, new town and rural. The autonomy related to housing gives the municipal authorities a good opportunity to pursue an own population composition and many municipalities take their chance. The regional housing market is divided firstly in autonomous municipalities, and secondly, within each municipality, in a public and private housing sector. This division is impeding very much the mobility of the population group which is entirely commited to the public housing sector. A reduction of the municipal autonomy in favour of a regional regulation of the housing market, might cope with this problems.</text>
