                <text>À Berlin, Londres, Luxembourg et Paris, les pouvoirs publics font face à une contradiction profonde entre les objectifs actuels de développement soutenable et les dynamiques spatiales qui caractérisent ces métropoles. L'étalement urbain, l'exclusion sociale et la dépendance automobile vont en effet à l'encontre des logiques de densification, d'intégration et d'économies d'énergies que suppose une ville durable. En Île-de-France, le maintien d'une centralité parisienne très forte, le polycentrisme hérité de la création des cinq villes nouvelles et l'existence de disparités renforcées entre l'est et l'ouest de l'agglomération peuvent être vues comme des atouts, notamment pour limiter la dilatation spatiale et préserver les paysages ruraux comme composante essentielle de l'identité régionale. D'autres spécificités historiques, comme le poids de l'État dans l'aménagement du territoire francilien, renvoient aux enjeux actuels de la gouvernance. Celle-ci est liée à la capacité des élus de différents échelons à clarifier le fonctionnement politique du système territorial vis-à-vis des citoyens et des multiples acteurs désormais impliqués dans les débats sur l'avenir de la région. À ce titre, l'échange et la valorisation d'informations et de savoirs-faire s'avèrent indispensables pour renforcer la compétitivité externe et améliorer la coopération interne de la région.</text>

                <text>Par la capacité de mise en réseau des lieux et des hommes, les technologies d'information et de communication (TIC) constituent des outils indispensables aux stratégies de développement territorial.&lt;br /&gt;Une approche technique et historique des télécommunications, de l'audiovisuel et de l'informatique permet d'éclairer le phénomène de convergence numérique et d'identifier les obstacles à la diffusion spatiale des TIC. L'appropriation des TIC par différents types d'usagers, individuels ou collectifs, devient l'enjeu principal des politiques visant à réduire la fracture numérique. Les innovations matérielles et réglementaires contribuent en effet à réduire l'écart entre les territoires connectés et les autres. &lt;br /&gt;Pôle économique et technologique majeur de l'ouest parisien proche de Versailles, Saint-Quentin-en-Yvelines s'avère un terrain privilégié d'analyse de la relation territoire-communication. Construite en 30 ans dans le cadre d'une Opération d'intérêt national (1972-2002), la Ville Nouvelle s'apparente à un laboratoire d'urbanisme, d'architecture, d'intercommunalité et de participation citoyenne. Les étapes de la construction urbaine sont mises en relation avec les pratiques d'information et de communication qui ont marqué la géographie de ce territoire hétérogène, aujourd'hui en quête de cohésion et d'un projet participatif.&lt;br /&gt;L'objectif d'évolution vers la ville durable, conciliant exigences écologiques, économiques et sociales nécessite un travail continu d'identification et de diffusion du patrimoine informationnel produit par les acteurs locaux. Cette hypothèse est confirmée par l'analyse d'une série de magazines sur l'environnement (2001-2004), Rhizome, produite et diffusée par la télévision locale TV FIL 78. La contribution de la chaîne à la construction de la territorialité saint-quentinoise passe par la promotion de liens durables entre les acteurs de l'environnement et par des synergies entre espaces physiques et virtuels de communication.</text>

                <text>Lyon Parc Auto construit depuis plus de quinze ans des parcs de stationnement qui sont pensés comme des services à des hommes et femmes automobilistes, et non pas comme de simples silos à voitures. Ces parcs, conçus par des équipes pluri-disciplinaires (architecte gros oeuvre, architecte d'intérieur, artiste, graphiste-signaléticien), avec une approche polysensorielle, sont aujourd'hui visités par des spécialistes du monde entier, récompensés par le grand prix européen du Design, cités en exemple dans l'exposition "D.Day, le design aujourd'hui" du Centre Georges Pompidou à Paris. Ce type de projet innovant nous demande de nous interroger, nous, chercheurs, quant à notre capacité à les analyser et les comprendre. Le principal objectif de cette communication est de rendre compte d'un échange entre un professionnel qui se présente comme "producteur urbain" ou encore "metteur en scène" et un chercheur en Sciences de l'Information et de la Communication, afin d'analyser les raisons du succès d'un projet d'entreprise intégrant le design, l'art et l'architecture.</text>

The concept of community was formerly intended to describe including relationships in an organizing system based on the interweaving of social and symbolic life systems. In our complicated and industrialized societies, the concept requires a new questioning. In the case of the Armenian minority, the community links have firstly been based on cultural connivances which have generated social connections. But the community stakes cannot be limited to strategies of social efficiency or be explained by the «natural» reproduction of peculiar behaviours of the society of origin. We rather notice attempts to build a language of «the intermediary», issued from exile, in which the models are confronted and the numerous appurtenances are converted. These combinations are nevertheless intended to rebuild a social linkage between persons. What are the logics of these «partial» communities ? May the combinations be qualified of regressive forms of the social linkage ?</text>

                <text>Gender and Places. From a Conceptual Neuter to a New Urban Spatial Order ? 

The concept of space is a fundamental category of the thought, but neither cognitive psychology nor social geography consider its construction in relation to its gender. An hypothesis of gender differentiation in the conceptual mastery of the abstract mathematical space is usually refuted. The conception of the space is thus confirmed in a universal and neutral one. Geography as the science of social space organization describes socio-spatial discriminations and is interested in the relations that men and women maintain with places. History teaches us the original sexual partition of the town which arises from the male domination on the spaces of the socio-political life. So the scientific affirmations on gender and space questions would be based mainly on the "political-symbolic" value given to the dominant gender and thus to the places bound to him, as well as to its territory. Subjected to the law as neutral individual in the civic and lawfully correctness female gender remains symbolically assigned to the places of the private and family life. However, to specify the one person households' localisation, puts with acuteness the political question of women's place in the space and the society. In fact, by their coming into the working world and by the mobility associated to it, women have risen to the public space, destabilizing the urban spatial order. 
At the European level, in the centres of big cities the number of small households keeps on increasing and in the case of Toulouse and Bristol, they are associated to the categories of executives and superior intellectual occupations. The example of Toulouse technopole shows that they can also be young, comfortably off and female, answering so at two of the features of the gentrifi- cation. To be back in the centre is the fact of part of the decision-makers who integrate the space power. A research led in Toulouse sub-tends the hypothesis that women free now from strong domestic and financial constraints would exercise by their residential choices the space power. They indeed assert their being in the central districts, elected as the place of their private life, them who do not share their privacy. The gender social relations underwent changes which are read in the destabilization of the urban systems and make visible, with nuances, the rising of women in places more and more close to the symbolic spaces of the power. Towards a new urban spatial order ?</text>

                <text>Le concept d'espace est une catégorie fondamentale de la pensée, mais ni la psychologie cognitive ni la géographie sociale n'envisagent sa construction dans une relation au genre. Une hypothèse de différenciation selon le genre dans la maîtrise conceptuelle de l'espace abstrait mathématique est réfutée. La conception de l'espace est ainsi confirmée dans une neutralité universelle. La géographie comme science de l'organisation de l'espace social décrit les discriminations socio-spatiales et s'intéresse aux relations qu'entretiennent hommes et femmes avec les lieux. L'histoire nous apprend la partition sexuée originelle de la cité qui est issue de la domination du genre masculin sur les espaces de la vie socio-politique. Ainsi le positionnement scientifique de la question du genre et de l'espace reposerait en grande partie sur la valeur « politique/symbolique » attribuée au genre dominant et donc aux lieux qui lui sont liés, à son territoire. Soumis à la loi comme individu neutre dans le civiquement et juridiquement correct, le genre féminin reste symboliquement assigné aux lieux du privé, de la famille. Or la caractérisation du positionnement social, dans la ville, des ménages unipersonnels des deux genres pose avec acuité la question politique de la place des femmes dans l'espace et la société. En effet, par leur entrée dans le monde du travail et de la mobilité associée, les femmes ont accédé à l'espace public, déstabilisant l'ordre spatial urbain. 
À l'échelle européenne, dans les centres des métropoles, la présence des petits ménages ne cesse de s'accentuer et dans le cas de Toulouse et Bristol, ils sont associés aux catégories de cadres et professions intellectuelles supérieures. L'exemple de la technopole toulousaine montre qu'ils peuvent aussi être jeunes, aisés et féminins, répondant à deux au moins des critères de la gentrifica- tion. Le retour au centre est le fait d'une fraction de décideurs qui intègrent l'espace du pouvoir. Une recherche menée à Toulouse sous-tend l'hypothèse que les femmes libres de fortes contraintes familiales et financières exerceraient par leurs choix résidentiels le pouvoir sur l'espace. Elles affirment en effet leur présence dans les quartiers centraux élus comme lieu de leur vie privée, elles qui ne partagent pas l'espace de leur intimité. Les rapports sociaux de genre ont subi des bouleversements qui se lisent dans la déstabilisation des systèmes urbains et rendent visible, avec des nuances, la montée en puissance des femmes en des lieux de plus en plus proches des espaces symboliques du pouvoir.                 <text>This dissertation examines the production and experience of class and racial distinctions in contemporary Mexico City by focusing on encounter and proximity between different social groups in the country's most emblematic urban center. It draws on eighteenth months of ethnographic fieldwork with artists and young professionals living in the city's historic center as part of a public-private redevelopment plan locally known as the "rescue." Led by multimillionaire Carlos Slim, this endeavor has been framed as an initiative of civil society to recover the symbolic heart of the nation from crime and illegality while transforming it into a secure and livable space for all Mexicans. The rescue mobilizes a neoliberal idiom of the modern (associated in Mexico and across the world with democracy and responsible citizenship, a retreating state and a free market economy) and epitomizes the illegibility of public and private distinctions. I focus on moments of encounter between the historic center's new affluent residents, on the one hand, and the inhabitants of its dilapidated tenements and the vendors of its informal street markets, on the other. Such encounters slide into suspicion, uncertainty, instability and misrecognition. In focusing on encounter I trace new residents' desire for commonality, for an "all of us" in the historic center (a recognition as urban dwellers or as fellow citizens), and their anxieties about the very possibility of this commonality. Such situated fears, I argue, articulate with longstanding elite apprehensions in Mexico about the popular masses, historically construed as the embodiment of the national subject and at the same time as the manifestation of atavistic residues. In the discourses and practices of different agents of rescue (new residents, the police, private investors and state officials) these masses figure at once as subjects to be redeemed and as plainly irredeemable others, unfit for the requirements of modern democratic citizenship. The dissertation thus traces relations between new residents' quotidian fears of crime and violence in the socially mixed spaces of the historic center on the one hand, and contemporary debates and anxieties over liberal democracy, citizenship and social belonging, on the other.</text>

                <text>The urban waterfront is in the spotlight. During the last decades harbour facilities have been moved away from urban centres. Projects for the recovery and restructuring of obsolete industrial areas by the water are sprawling all over the globe. The process of recovery of the urban waterfront that takes place currently began more than a century ago with the discovery of the urban waterfront as a space of leisure.

Waterfronts, as urban spaces, have followed a development signed by different conflicts than those of the rest of the city. On the one hand, they have been spaces especially open to intervention, for their location created little conflict with the social order of cities. On the other hand they have been conflicted spaces regarding the struggle between the installation of harbour facilities and leisure spaces, linked to jurisdictional problems between national and metropolitan authorities.

The use of the urban waterfront as leisure space was different in Europe and in North and South America. In most of European capitals the waterfront was occupied by harbour facilities, and due to commercial expansion, these spaces were growing and became segregated from urban space. This process did not allow the development of leisure areas on the waterfront. On the other hand, in North and South America the waterfronts became spaces of opportunity and the development of harbour and leisure space was contemporary and flexible, giving an important role to landscape on the waterfront. The cases of Barcelona, Chicago and Buenos Aires appeared to be the most suitable for the analysis of this phenomenon. They appear as models for other waterfront cities throughout the western world. Incidentally they were also hosts of international exhibitions in the period between 1870 and 1930.

This project studies the issues of these spaces with an analytical and critical view, searching for primary and secondary sources to evaluate the use of leisure in the projects for the urban waterfront and the way this has been practised in three particular case studies. The reciprocal influence between leisure activities, urban design and mass events are analysed as a main backbone of this research.</text>

                <text>Nous proposons à travers cette contribution de traiter de " l'habiter des individus ", et de formuler ainsi quelques pistes en vue de la définition et de la compréhension de ce que pourrait être une " culture de l'habiter " . Notre démarche part d'un constat d'insatisfaction : parlant d'habiter l'on constate que l'on a tendance à entendre trop facilement - habitat, et de fait à réduire la notion d'habiter à cette seule dimension. Aussi, les recherches dont nous nous proposons de faire ici l'écho, ont toutes en commun de considérer qu'habiter ne renvoie pas uniquement au fait de " résider " ou de " se loger ", mais bien plus au rapport des individus à l'espace en général, considéré comme environnement construit qui fait sens pour les individus. L'intérêt de l'approche par l'habiter est donc de renverser le questionnement sur l'habitat et, ce faisant, d'interroger le désir identitaire et son exploitation tant marchande que réglementaire (Le Couédic, 2003) sous l'angle spécifique de la signification que ces enjeux prennent au regard de la construction identitaire d'un habitant à travers son cheminement biographique.</text>

                <text>Le document est composé de quatre parties. La première relate le parcours personnel de recherche, sur le plan institutionnel et sur celui des thèmes abordés et des travaux effectués. Cependant, plus important que cette simple présentation, est l'exposé du parcours intellectuel en montrant tout d'abord l'importance de la complémentarité entre une recherche en aménagement-urbanisme et une recherche sur l'aménagement-urbanisme. Cela permet par la suite d'approfondir la notion d'interdisciplinarité en aménagement-urbanisme. Alors qu'elle est généralement seulement évoquée ou invoquée, elle nous apparaît comme devant être raisonnée, large et critique. De même, nous expliciterons le parcours méthodologique qui a consisté à partir du choix d'une conception de l'aménagement-urbanisme comme étant essentiellement technique pour arriver ensuite à une conception plus politique de cette pratique. &lt;br /&gt;La deuxième partie entre dans le vif du sujet des valeurs en aménagement-urbanisme, en clarifiant la problématique, en fournissant les définitions nécessaires ainsi que les différents courants de l'aménagement-urbanisme pour montrer la plurivocité des termes utilisés. Au-delà de la terminologie, ces courants reposent sur des fondements idéologiques différents et la situation actuelle apparaît comme un mixte entre ces différents courants et des pratiques qui ne réfèrent à aucun d'entre eux. Un certain pragmatisme ne permet plus au concepteur et/ou au décideur de mouler son projet dans l'idéologie contenue dans les textes d'un théoricien ou dans un courant, quels qu'ils soient. Etre aménageur-urbaniste, c'est être l'utilisateur d'un certain nombre de pratiques, de savoir-faire et de connaissances, mais aussi le vecteur de croyances, plus ou moins fondées, plus ou moins vraies mais absolument nécessaires pour travailler l'espace, concevoir un projet, répondre à une commande. Cet ensemble de croyances qui incluent des valeurs amène la question d'un éventuel déterminisme des valeurs chez l'aménageur-urbaniste, déterminisme non absolu.&lt;br /&gt;Avant d'analyser certaines d'entre elles, il est nécessaire de faire un détour concernant l'apparition des valeurs, non en tant que telles, mais en tant que question : qu'est-ce qui fait que, actuellement, les valeurs, qui ont toujours existé, posent question ? La disparition progressive ou la relativisation du paradigme rationaliste, exposé en général et dans ses applications à l'aménagement-urbanisme, fournit un élément d'explication de l'apparition de nouvelles formes de pratiques qui mettent en avant d'autres valeurs que celles qui tournent autour des notions de rationalité, de déduction, de cohérence. Ainsi, une double approche théorique et historique de l'aménagement-urbanisme, comme pratique identifiable dans l'histoire et comme mise en œuvre d'un paradigme puis des conséquences de la relativisation de celui-ci, est menée.&lt;br /&gt;Les valeurs qui nous paraissent les plus mobilisées dans la pratique de l'aménageur-urbaniste fonctionnent comme des couples fin-moyen : l'équité comme mise en œuvre sur le plan spatial, par la transformation de l'espace, de la justice sociale forme, avec celle-ci, le premier couple. Le second est celui composé de la mixité et de la solidarité. La première permet-elle la seconde ? De quelle manière ? La référence à la loi relative à la Solidarité et au Renouvellement Urbains est évidente et inévitable. Le troisième couple lie cohérence spatiale et cohésion sociale. Quelles sont les relations entre ces deux notions ? Laquelle détermine l'autre ? Enfin, une valeur permet de donner une certaine cohérence à ces trois couples dont les contradictions internes sont mises en évidence. Il s'agit de l'intérêt général. On peut, lui aussi, l'analyser dans un couple, non de type fin/moyen, mais d'opposition entre intérêt particulier et intérêt général. Cependant, il sera plutôt analysé en termes de mise en cohérence, éventuellement arbitraire, entre les couples précédents.</text>
