Growth trends in these cities are largely unregulated. In these countries, cities have changed in at least four major ways: their size, spatial organisation or morphology, the quality and distribution of public services and infrastructure and their employment base. While this situation can be attributed to global urbanisation trends, the general poor knowledge on how these cities develop, densify and acquire certain physical characteristics has limited effective urban planning and management. At times, the pervasive knowledge gap has been associated with the lack of relevant theories and concepts to explain the evolution, growth and prevailing spatial qualities. However, the limited research in this field has also contributed to this problem. The other problem that confronts the rapidly urbanising city is continued sprawl that has been manifested in externalities of inadequate infrastructure provision and under-utilisation of scarce resources, particularly land. This thesis is an attempt to contribute towards addressing these two problem areas. The main field of study is on urban types within a rapidly urbanising city context. Dar es Salaam city was selected as a case study area. The study explores the theoretical framework for classification and analysis of settlements. The relevance of this framework in the study context is examined. At low scale level, the study provides an analysis of house forms, density, plot characteristics, spaces and space uses in formal and informal settlements. The analysis shows that urbanisation under poverty and low-density urban types greatly influence the sprawling character of the city. The increasing market-led housing development and ineffective planning responses are contributing factors to the observed unguided densification and deteriorating spatial qualities. It has also been shown that while theoretical frameworks developed from most industrialised countries can be adapted to analyse urban types in non-industrialised countries, these theories are limited in comprehending fully the growth and character of rapidly urbanising cities. La richesse des résultats de deux enquêtes de terrain obtenus au moyen des photographies, des récits de vie, des interviews, des observations et des questionnaires constitue une mine d'informations sur non seulement l'habitat populaire et les métiers dans trois quartiers d'études caractérisés par leur multifonctionnalité (habitat, activités productives et récréatives) mais aussi sur les pratiques spatiales et sociales à travers lesquelles les acteurs populaires coproduisent leur territoire. Ces pratiques sont constituantes d'une réelle capacité d'organisation et de gestion d'un territoire qui doit amener à repenser le rôle de ces acteurs dans l'élaboration des politiques de développement. Afin d’impulser une nouvelle dynamique à ces territoires en crise, les pouvoirs publics ont fait le choix de politiques de régénération urbaine dans lesquelles la culture a eu progressivement un rôle de plus en plus déterminant. Cet article vise à comparer les deux conceptions des politiques de régénération culturelle, ainsi que leurs retombées territoriales. La première, impulsée par le gouvernement anglais, s’appuie pendant très longtemps sur une conception néolibérale de l’urbanisme, visant à recréer de l’activité économique à court terme, tout en minorant la dimension sociale. La seconde, prônée par le Land de Rhénanie du Nord-Westphalie, développe une approche plus écologique, culturelle et patrimoniale, tout en acceptant un impact économique différé. Ces perceptions différentes du développement économique auront des conséquences notables sur la régénération culturelle métropolitaine qui privilégie trois axes : l’émergence d’équipements culturels, le développement d’industries culturelles et la festivalisation de la culture. Dans les deux cas, même si les impacts territoriaux sont très variables, ils demeurent réels et touchent des domaines aussi divers que la revitalisation du tissu économique, l’amélioration de l’image de marque du territoire ou l’insertion sociale. Two conurbations of the Great Manchester and the Ruhr (and more particularly the valley of Emscher) knew as from years 1960 of deep economic reorganizations related to the progressive stop of their traditional activities: textile industry and coal mining. In order to impel a new dynamics with these territories in crisis, the authorities made the choice of an economic redeployment which is based on policies of urban regeneration, in which culture has gradually a more and more determinant role. This article aims at comparing two examples of policies of urban regeneration and their territorial impact. The first impelled by the English government is based during very a long time on a liberal conception of town planning, aiming at recreating in the short term of the economic activity, while undervaluing social dimension. The second preached by the Land of the Rhineland of North-Westphalia develops a more ecological, cultural and patrimonial approach, while accepting a differed economic impact. These different perceptions of economic development have important consequences on the metropolitan cultural regeneration which privileged three axes: the opening of cultural equipments, the development of cultural industries and the “festivalisation” of the culture. In both cases, even if territorial impacts are very variable, they remain real and touch fields as various as revitalization of economy, improvement of the territory image or social integration. Toutefois quels que soient les choix établis, à différent degré ces villes restent industrielles par le ressenti des habitants, l'habitat des salariés, le paysage, l'imaginaire. On cherche à lier ici la migration, la structure du quartier, son évolution, et l'influence des politiques locales. Dans une première partie, une modélisation empirique est proposée, dans laquelle les quartiers sont caractérisés non seulement par des variables concernant le logement et la population, mais également par des variables concernant les politiques. Les résultats concernant particulièrement les quartiers d'avant-guerre sont développés. Dans une seconde partie l'étude porte sur les effets d'un changement de la structure de la population sur l'environnement résidentiel dans deux quartiers d'avant-guerre de Rotterdam. Les relations entre les changements de la structure de la population et l'implantation d'équipements publics et commerciaux sont étudiées à l'aide de données statistiques. Une enquête a été menée auprès de 750 habitants des deux quartiers, en distinguant les anciens et les nouveaux habitants, au sujet de leur insertion dans leur quartier. Les plans d'urbanisme pourraient tirer profit des modèles empiriques de mobilité résidentielle présentés dans la première partie, qui pourraient servir de base pour des systèmes experts.
