This paper proposes a view on the overlap between nature and the city, through an analysis of the forest of the National Park of Tijuca in Rio de Janeiro. We try to understanding how the city was built with the forest which covers the surrounding mountains and composes the urban landscape, dividing it in two opposite socio-economic spaces. In 1861, the recognition of the value of the contact between city and nature, induced the adoption of a protection policy for the forest. However, the tensions are numerous. In the research of the new paradigms of the environment’s management, the forest is a place of exercise of the citizenship, where the users are also actors of protection and development of nature in the city’s heart. Dans le même temps, la demande de services énergétiques des ménages chinois va très vraisemblablement augmenter avec la progression continue des niveaux de vie. Le chauffage représente d'ores et déjà près de 40% de la consommation énergétique dans le résidentiel en Chine. La performance énergétique des bâtiments représente de ce fait un enjeu majeur pour les villes chinoises en matière de sécurité énergique et de lutte contre le changement climatique dans les décennies à venir. Plusieurs réglementations relatives à l'exigence de la performance thermique du logement sont entrées en vigueur successivement en Chine depuis les années 1990. Pourtant, les conséquences économiques et environnementales de leur application n'ont pas été examinées systématiquement dans une perspective de long terme. La thèse cherche à répondre à deux questions fondamentales : 1. Existe-t-il une trajectoire optimale d'évolution des normes relatives à la performance énergétique du bâtiment dans le contexte d'une urbanisation extrêmement rapide en Chine? 2. Si oui, quels sont des instruments politiques et économiques à mettre en place pour limiter la croissance de la demande énergétique et des émissions de CO2 dans ce secteur dans le contexte économique et institutionnel chinois ? En s'appuyant sur un exercice de modélisation prospective, nous examinons les différentes stratégies de maîtrise de la demande énergétique dans le bâtiment ainsi que leurs coûts économiques dans une ville chinoise à l'horizon 2030. Notre analyse quantitative dans la première partie de thèse montre que l'application des normes thermiques actuelles dans le bâtiment en Chine non seulement ne permet pas d'atteindre un niveau optimal du point de vue sociétal, mais serait aussi le choix le plus coûteux à long terme parmi les options techniques dont nous disposons aujourd'hui. Nous proposons donc que la réglementation thermique soit renforcée significativement. Plusieurs instruments économiques et politiques sont analysés dans la seconde partie des travaux de recherche. Nous élaborons trois modèles principaux permettant d'accompagner l'apprentissage des technologies plus efficaces et la transformation du secteur du bâtiment : 1). mise en place d'un financement carbone au travers de l'intégration du mécanisme du développement propre du Protocole Kyoto dans le secteur du bâtiment ; 2). flexibilité de la réglementation sur l'usage du sol dans l'élaboration du plan d'urbanisme de la ville ; 3). création d'une incitation économique pour faciliter le tiers-financement d'actions de maîtrise de l'énergie dans les bâtiments, notamment par l'implication des compagnies de chaleur. The result shows that the overall level of housing inequality in Guangzhou has remained quite stable. Both continuities and changes are revealed for the factors behind the differences in housing consumption. In particular, household income has assumed greater importance. However, variables characterizing social and housing stratification in the former socialist redistributive economy, such as membership in the CCP and hukou continue to exert substantial influence on the access to housing. This thesis explores why social inequality within municipal boundaries increased after the municipalities acquired autonomous planning powers. It counts with three sections: Section I investigates how the decentralized planning practices of the municipalities of Greater Buenos Aires have impacted the growth of Buenos Aires. It explains the cluster of affluent gated communities in the poorest municipalities of the urban periphery as the outcome of the special permits that these municipalities gave to real estate developers. Section II explains how national development policies have contributed to the impoverishment of these municipalities. It depicts how these policies have generated a persistent flow of poor residents to Greater Buenos Aires at the same time that they have diminished the economic sufficiency of local governments. Section III explains why these municipalities did not resist these transformations. This research has found that national industrialization policies determined much of the fate of Greater Buenos Aires. Because of the limitations that the preexisting geography of development imposes on local participants, decentralization cannot prevent social polarization when only the highest income sectors have the resources that can activate local economies. Nevertheless within these circumstances, municipal planning practices and local polities have determined the specific geography of social inequality. Thus, participatory institutions are necessary, but not sufficient to transcend social inequality. Social inequality in the metropolis will diminish only after a development project on the national scale is developed. The city now intends to reach a nodal position within the network, thanks to its selected situation on the "Mediterranean corridor" project. The implementation of the AVE (Spanish high speed rail) reactivated Valencia Parque Central project, which aim is to transform disused railways into a park and to build a station and its tracks underground. AVE's implementation in Valencia is a major political issue at all scales. The institutions of Valencia's autonomous Community called for the AVE, which is supposed to boost tourism and regional economy, and to consolidate its position of outer harbour and beach of Madrid. The second issue concerns cities more directly. The realisation of a new railway station is an old project, but it is made possible, even necessary, with the arrival of the AVE. This project of a new station relies on an ambitious underground infrastructure, above which an urban park of 23ha and a business district should be created, giving the city a new centrality. Behind this project, there is a challenge for mobility at a metropolitan scale in Valencia. Parque Central concrete project is limited to the development of a business district in a section of the city, and remedial measures to improve the interconnection of networks. This article examines the relationships between the movements of the bodies and the urban environment in public spaces. Urban planning plays a key role in the sensorial experience of the city and we choose to focus here on how certain planning techniques can exert a strong constraint on the bodies and their movements through public space. The study of Disney theme parks and of Disney’s strategies of space production sheds a meaningful light on this urbanism of constraint and its tools, and leads to a better understanding of the recent evolutions of public spaces in cities. The case of the Quartier des spectacles in Montreal reveals that urban planners tend to think of public space more as an aesthetic setting to be programmed intensively, than as a place that allows social appropriation. The context of the study is informal residential areas in a rapidly urbanising African city – the city of Dar es Salaam in Tanzania. A central concern in the study is how the urban poor make their residential location decisions; the assumption is that with income limitations the urban poor rely on other non-economic resources to enable their residential location decisions in the context of rapid urban growth and urban poverty. The study attempts to question residential location choice concepts that rely on economic approaches as well as question explanations based on the developing world experiences. The study suggests that in the absence of reliable incomes, social networks and informal channels prevail in the decision-making process. The concept of social capital where networks and social relationships are used as a resource by individuals or groups to achieve goals is explored in a residential choices framework. Demonstrated through in-depth interviews with heads of households settling close to the CBD (termed the inner city), the intermediate informal residential areas and the peri-urban residential areas; the study shows how socio-cultural factors play a role in the decisionmaking process of households. This is illustrated inter alia, in the form of informal channels for information on accommodation and residential plots, being accommodated rent-free by a relative, the actions of subsequently making short-distance moves to a location within proximity of a relative, or seeking people of the same socio-economic status. The context within which the actions have taken place has also been shown to be important in corroborating the network and relationship elements in the concept of social capital. The uncertainty that residents in rapidly urbanizing cities have to deal with on an everyday basis calls for networks and relations as an important resource for survival. The study goes further to suggest how urban planning practice can learn from the social processes. The study is based on qualitative methods such as in-depth interviewing with heads of household and key informants. Cependant, les villes fluviales chinoise ont les particularités dans la trace de l'évolution : il n'existait pas au début d'orientation vers le commerce à l'époque dite "du commerce", ni de révolution industrielle à l'époque de l'industrie ; il ne s'agit que d'un emprunt formel au modèle occidental de développement des fonctions tertiaires à l'époque dite "de la tertiarisation".Notre recherche est élaborée autour deux hypothèses principales : premièrement, le rapport ville/fleuve chinois sont passées par les trois états qui caractérisent l'évolution historique des villes occidentales, mais la dynamique de leur urbanisation est née et s'est adaptée au cadre particulier chinois ; deuxièmement, avec l'introduction des modèles étrangers, les villes fluviales chinoises opèrent une interprétation originale pour l'adapter à leurs propres contextes économiques et sociaux. L'emprunt des méthodes externes est mis au service des logiques internes. Nous voulons analyser en plus les enjeux des acteurs dans ces trois moments en Chine. Il existe deux caractéristiques communes dites le pragmatisme et le dirigisme : d'une part la dictature du pragmatisme, (le fleuve est toujours considéré comme un " outil pratique ") ; d'autre part l'effet déterminant des acteurs, dont les plus importants sont l'Etat et la direction des communes, qui ont déterminé en très grande partie le sillon de l'évolution des fonctions et des formes du fleuve. Notre thèse a trois parties principales en répondant aux trois phases de l'évolution du rapport ville/fleuve : l'époque de concession, entre 1840 et 1949, l'époque de reconstruction de la Chine, entre 1949 et 1978, et l'époque de l'"Ouverture", de 1978 à aujourd'hui. Quatre villes sont choisies comme terrain de recherche après une étude initiale: Shanghaï, Canton, Wuhan et Tianjin. A la lumière de ces études, la diversité des enjeux liés à la thématique de l'usage du fleuve au cours de l'urbanisation est mise en évidence. The dispersion, however, had little bearing in assessing their incorporation into the mainstream as their primary group association was intricately connected to Chicago's Chinatown. More than half a century later, Asian population, Chinese being one of the largest components, in metropolitan Chicago has achieved substantial spatial integration. In comparison with blacks and Hispanics, Asians in general and Chinese in particular have demonstrated higher degree of residential integration, education attainment, and general socio-economic achievements.
