  L'indépendance des colonies françaises ouvrit de nouveaux terrains d'action et 
de nouveaux marchés pour les filiales SCIC et SCET de la Caisse des Dépôts où 
elles s'engagent sous l'enseigne de la SCET-COOPERATION. La Côte d'Ivoire, 
où l'urbanisation progressait très rapidement soutenue par la politique urbaine 
« moderne » du président Houphouët-Boigny est à de nombreux points de vue 
exemplaire pour traiter l'action de cette filiale dans la mise en place de structures 
juridico-financières et la construction massive de logements et d'équipements 
urbains. Le terrain ivoirien exceptionnel par l'ampleur des constructions de logements permet de questionner la nature de la présence française. Les anciennes 
colonies ne sont pas uniquement de nouveaux marchés, mais un terrain de transmission de savoir-faire techniques, juridiques, des concepts urbains et des formes

S’appuyant sur deux études approfondies de l’opposition à l’incinération des déchets ménagers à Fos, ce texte interroge les conséquences de l’émergence d’une problématique de SE sur la perception et la gestion des déchets, et plus largement, sur les formes de gouvernance du développement durable.  </text>

                <text>Waste treatment and environmental health : science as a factor of local acceptability? The household waste incinerator in Fos-sur-Mer. Environmental health considerations appear to have created a focal point for the local mobilization of indigenous and grassroots resistance to waste management. The evolution of waste composition and blends of molecules generated by waste processing techniques start raising a new ecological health issue linked to their local environment. Using two studies on mobilization against Fos-sur-Mer’s incinerator, this article investigates the impact of environmental health considerations on management and treatment of waste, and more widely on governance of sustainable development. </text>

                <text>Les objectifs de cette étude sont d'analyser dans un premier temps l'importance de la migration et des variations géographiques en termes de fertilité et de mortalité sur la redistribution de la population entre les municipalités de 1970 à 1996 en Suède ;puis les effets de la composition par âge des communes relativement aux effets des taux de fertilité, de mortalité et de migration sur les changements dans la répartition de la population . La redistribution actuelle de sa population est comparée à la redistribution générée par un ensemble de scenarii. Les scenarii s'appuient sur une projection statique annuelle de la population pour chaque commune. Dans chaque scénario, les effets de l'accroissement naturel et de la migration sont calculés en premier. Puis les effets des différences régionales en termes de composition par âge ainsi que les effets des différences de fertilité et de mortalité et de taux de migration par classe d'âge ont été calculés. L'analyse spatiale est basée sur l'indice de Hoover (Hoover, 1941) et sur une classification des communes suédoises. Un des résultats est que la population en Suède se concentre spatialement pendant la période considérée. Un autre résultat est que le facteur majeur derrière la concentration en Suère repose sur les effets des variations géographiques en termes de composition par âge sur les taux de mortalité et de fertilité.</text>

                <text>This study examines the population redistribution in Sweden at municipality level between 1970 and 1996. The aims of this study are to analyse : (1) the importance of migration and geographical variations in fertility and mortality for the redistribution of population between municipalities in Sweden from 1970 to 1996 ; and (2) the impacts of age composition in municipalities versus local age-specific fertility, mortality and migration rates on changes in population distribution. The population change in each municipality was calculated as if it was only affected by one demographic factor at the time. The results of these counterfactual scenarios were compared to actual population change and the effect of fertility, mortality, in- and out-migration and age composition was thereby isolated. Measurements of concentration have been used in order to analyse the changing population distribution. The main demographic factor behind the redistribution since 1970 is the geographical differences in age composition and its effects on the natural population change. It is demonstrated that this factor lies behind the trend towards increasing concentration in Sweden, while the impact of migration affects the fluctuations from this trend to a greater extent.</text>

                <text>Entre mondialisation économique et diffusion des Nouvelles Technologies de l’Information et de Communication, la région métropolitaine de Bangalore connaît depuis une quinzaine d’années d’importantes mutations qui en font un laboratoire remarquable pour la communauté scientifique. Après avoir montré comment Bangalore est entrée dans une division internationale des tâches de production abstraite (économie de l’information), cet article analyse les transformations de la structure productive, de la géographie métropolitaine, des modes de vie et enfin de la manière dont la région urbaine est développée et aménagée. L’essor d’une classe moyenne enrichie et d’une élite économique encourage une convergence d’intérêts avec certains élus de l’Etat fédéré pour promouvoir une métropole « internationale » suivant un « modèle » d’urbanisation en enclave. On observe en bout de chaîne la formulation d’une nouvelle forme de gouvernance métropolitaine. </text>

                <text>During the last fifteen years at least, both globalisation and ICTs have favoured a dramatic transformation of the Bangalore metropolitan region which has thus become a laboratory for the scientific community. This paper first considers the determinants of these changes, focusing for instance on the international division of « abstract » production activities (information economy) before moving to the analysis of changes in the economic structure, in the regional geography and last in the way the metropolitan region is developed and planned. The upcoming of both a middle-class and an economic elite resulting from global changes met some State policy-makers goals into promoting an « international »  metropolis following the « model » of an enclave urbanisation. This goes as far as to formulate a new form of metropolitan governance. </text>

                <text>What is the importance of business services decentralization in a Parisian metropolitan region known for its inherited monocentricity? Using revised statistical and cartographic methodological tools, I try to answer two debates: Is the new Parisian metropolitan economic geography one of dispersal or of polycentricity? Does decentralization mean the decline or the reinforcement of the economic core? &lt;br /&gt;If secondary suburban economic centers benefit from business services decentralization trends, Paris City's neighboring spaces such as the Inner western suburbs of La Défense and Boulogne-Billancourt are affected too. This paper intends to demonstrate that polycentricity is not opposite to the constitution of a new golden triangle within the dense part of the agglomeration. This means both that economic centrality still matters (thus questioning that dispersed cities is the twenty-first century's metropolitan archetype), and that an enlarged CBD (Core Business District) straddling Paris and the western Hauts-de-Seine département, is being reinforced (thus invalidating CBD decline theory). Thanks to the widening of the business district from Paris to La Défense, the labor market remains an integrated one; meanwhile, secondary economic centers in the Outer Suburbs tend to create fragmented sub-regional labor markets of their own.</text>

Nous montrons alors à partir de la qualification des profils économiques des Aires Urbaines françaises, l'intensité des transformations du système productif. Au-delà de la tertiarisation des économies, l'essor des fonctions collectives et la dématérialisation des métiers de la production s'imposent. Dans ce contexte de refonte durable du système productif, nous soulignons le rôle moteur des principales métropoles françaises. Ces dernières témoignent d'une capacité à amplifier les dynamiques, approfondissant le déclin des fonctions d'exécution et accélérant la croissance des métiers de la Production Immatérielle.</text>

                <text>This paper highlights how, in the Paris metropolitan region's case, two polycentric spatial planning policies at national and regional levels incidentally prevented the development of a polycentric Mega-City-Region. The national policy aiming to reduce economic imbalances in the French territory has failed to promote a coherent Bassin Parisien system. At the same time, polycentric planning within the Paris-Ile-de-France region restricted the economic and urban growth to the adjacent new towns. This resulted in the reinforcement of the Paris agglomeration, thus limiting further integration of surrounding FURs in a polycentric Mega-City-Region that never existed.</text>
