Le conflit se solde, suite à une grève des travailleurs du nettoyage à l'échelle fédérale, par la signature le 29 octobre 2009 d'une nouvelle convention collective assortie d'une augmentation du salaire minimum de 4,9% à l'Ouest et de 6,3% à l'Est. La revalorisation salariale finale apparaît certes en deçà des 8,7% initialement exigés et, tout en confirmant la tendance vers une égalisation des salaires des « nouveaux Länder » avec le reste de la République fédérale – exigence majeure de l'IG BAU - elle reste le produit d'un compromis entre les deux parties. Mais, en comparaison des autres branches subissant les effets de la crise économique – et devant parfois même accepter des réductions de salaire – la nouvelle convention collective dans le secteur du nettoyage a été saluée comme une victoire par le syndicat, du moins comme une victoire partielle par les principaux media. C'est que l'organisation d'une action collective de grande ampleur dans un secteur particulièrement touché par la précarité de l'emploi apparaissait de prime abord comme une gageure. Beiden Lesarten, die sich zum Teil ergänzen, zum Teil schwer in ein schlüssiges Konzept einzubinden sind, wird in der Arbeit Rechnung getragen. Die philosophische Ausrichtung wird anhand der Bezüge zum praktischen und theoretischen Umfeld sowie der Einbindung in das Gesamtwerk progressiv erarbeitet. Die Arbeit am Original, allein schon durch die zum Teil irreführenden Übersetzungen und die Sperrigkeit einiger Textpassagen unumgänglich, steht für die Intention einer Wiedergabe und einer Interpretation aus erster Hand. Die Schwierigkeiten und Herausforderungen einer möglichst umfassenden Darstellung bestehen in der Tatsache, dass Lefèbvres Texte zur Stadt auf unterschiedlichen Ebenen zu lesen sind. Methodisch begegnet die Arbeit der These der globalen Verstädterung mit einer Darstellung von "La révolution urbaine", um darauf aufbauend, zentrale Elemente und Aspekte erneut aufzugreifen und weiterzuentwickeln. Im Laufe der Arbeit ergibt sich eine zunehmende Verdichtung, die es erlaubt, die These der globalen Verstädterung als Kernaussage der Philosophie Lefèbvres ‚fugenartig’ darzustellen und zu deuten. Die Stadt als "oeuvre" und die globale Urbanisierung als "oeuvre total" zu bestimmen, erlaubt die "strategische Hypothese" der globalen Verstädterung über jede soziologische Dimension hinaus im "praxisphilosophischen" Zusammenhang zu deuten und Lefèbvre in philosophischen Kontext zu setzen. Espaces fondateurs, espaces symboliques et polymorphes, laissés pendant longtemps en marge de la dynamique métropolitaine, ils sont depuis la récente prise de conscience patrimoniale réinvestis par des valeurs qui les transcendent. L'analyse des centres historiques du Caire et de Mexico s'articule en trois axes aux influences réciproques : l'analyse des paysages urbains, des représentations et des politiques urbaines patrimoniales. Devant les difficultés de la transformation volontaire des espaces urbains hérités, caractérisés par la pauvreté voire la marginalité de ses populations et par un état de dégradation du bâti complexifié par une dynamique interne de reconstruction contemporaine, l'apparition de la ville patrimoniale apparaît avant tout comme une construction intellectuelle et politique. Elle naît d'une relecture de l'histoire au présent où des moments, des lieux, des personnages de l'histoire sont sélectionnés et deviennent signifiants. Cette construction contemporaine des centres historiques se fait d'abord par le discours, dans le but de renforcer les identités nationales et d'enraciner les habitants dans le temps, dans l'espace, dans une mémoire et un patrimoine communs. Mais, pour qui le patrimoine a-t-il un sens ? Pour qui et pour quoi réhabiliter la vieille ville du Caire et le centre historique de Mexico ? Ces questions renvoient à deux paradoxes. Le premier est lié à la volonté affichée des autorités, influencées par les modèles extérieurs de la préservation du patrimoine, de préserver et donc de " conserver " un paysage pourtant en perpétuelle mutation et qui est loin d'être figé dans un passé idéalisé. Le deuxième paradoxe est intimement lié au premier et renvoie au décalage entre les visions de la ville patrimoniale idéale (ou idéalisée) véhiculée par les élites, et les représentations des populations résidentes, qui, avant de voir les centres historiques comme des lieux patrimoniaux, les voient comme des lieux de vie, théâtre de leurs pratiques quotidiennes. L'adéquation entre les pratiques contemporaines et les formes de la ville devient alors le thème central des processus de reconquête urbaine dans les deux villes. La question qui sous-tend les différentes approches des centres historiques des deux villes, est celle de la conciliation entre le global et le local, entre l'universel et le particulier. La démarche comparative de deux espaces, deux paysages, appartenant à des cultures opposées, est alors un atout dans la distinction de ce qui relève des particularismes locaux, propres aux sociétés étudiées et de ce qui relève d'une même influence extérieure. La question serait de savoir si cette influence extérieure est assez puissante pour aplanir ces particularismes locaux ou si, au contraire, chaque culture, loin de céder à une forme de mondialisation des idées, des représentations et des pratiques de réhabilitation des centres anciens, s'approprie et réinterprète à sa manière la notion de patrimoine ainsi que les " canons " de la réhabilitation des espaces historiques. Les " recettes " visant à une reconquête des centres anciens, et les images de la ville historique idéale qu'elles génèrent, sont-elles les mêmes d'un continent à l'autre, indépendamment des formes urbaines, des spécificités, des traditions et des cultures propres à chaque pays et à chaque ville ? L'éclairage urbain génère un entrelacs géographique d'empreintes lumineuses d'échelles différenciées, que nous approchons par différentes modélisations, sans pour autant nous en interdire l'analyse sensible. Nous explicitons, à différentes échelles, les jeux d'acteurs institutionnels et les contraintes entourant la gouvernance de l'éclairage public en France, et soulignons la multiplication des possibilités offertes pour sa gestion locale. Une caractérisation des différents impacts de la lumière artificielle nocturne à l'aide d'outils conceptuels de l'économie de l'environnement permet de définir comme réelles pollutions les dégradations écologiques et sanitaires, et comme nuisance la diminution - voire la perte - de l'accessibilité au ciel étoilé. Nous montrons comment le bien environnemental " ciel étoilé " a été saisi par les astronomes pour porter un projet positif intégrant désormais l'environnement nocturne dans son ensemble : " Sauver la nuit ". Des oppositions à ce projet ont jalonné son histoire, mais les nécessaires économies d'énergie et les contraintes budgets des collectivités territoriales amènent désormais les acteurs locaux à reconsidérer avec plus d'intérêt les différentes propositions faites par les associations de " protection du ciel et de l'environnement nocturnes ". Mais la difficile efficience des mécanismes de marchandage coasiens nous amène à soutenir que la protection de ces biens publics purs,non appropriables et non marchandables, doit être prise en charge par la puissance publique. It seems to question the very possibility of creating an architecture – that is, of giving the world a form and thereby a meaning. This thesis charts mutations of that imagery as it emerges in three visual narratives punctuating the last century: the "Metropolis" tales. These are Fritz Lang's film of 1926, Tezuka Osamu's manga or graphic novel of 1949, and the 2001 work of anime or Japanese animated film by director Rintarô. Despite their differences, these tales exhibit a fundamental overlap of concern: each deals in its own way with crises in modern conditions of life, crises articulated not only in the imagery of the city but also in that of the broken bodies central to it. The thesis argues that this imagery, hovering at the brink of and ultimately passing beyond the line of apocalypse, articulates an undiminished human yearning to engage in a life project. In our time this yearning, this desire, takes on a new form in which the city and the body adopt a precarious and problematic relationship to their image. But perhaps the seeming instability of this condition as articulated in disrupted bodies and cities is a more faithful reflection of the fundamental human anxiety reflected in myth, and the more foundational destructuring involved in our perception and making of the world, than any whole and healthy body, than any utopia. While this theme goes across genres, it has been particularly prevalent in science fiction films which are the focus of this study. It begins by showing the particular reasons for this morbid fascination and the history of such imagery in 19th and early 20th century literature and cinema. The paper then analyzes the changing presentations of destruction from the 1950s to the 1980s and relates them to the dominant fears and anxieties of each period. It concludes by taking a brief look at the continuation of the theme in the post-Cold War period.
