Ces différentes formes de continuités populaires contribuent in fine à remettre en cause la vision politique ou marchande du changement urbain des centres anciens. Cette recherche prend appui sur des observations réalisées dans deux anciens quartiers ouvriers dont la reconquête, initiée à des périodes différentes, ne se trouve pas au même stade d'avancement : Berriat Saint-Bruno à Grenoble (France) et Alcântara à Lisbonne (Portugal). Les déplacements quotidiens constituent aujourd’hui la principale origine de la pollution enregistrée au sein des agglomérations, dont l’organisation s’appuie fortement sur le mode de transport que constitue la voiture. Depuis les années 1980, et plus particulièrement 1990, la France a, comme de nombreux autres pays d’Europe et du monde, commencé à prendre en compte la pollution de l’air et ses conséquences dans l’élaboration de certaines actions de politique environnementale. Une loi sur l’air et des réglementations ont donc été adoptées afin de réduire les émissions. La surveillance de la qualité de l’air doit constituer la base de la lutte contre la pollution. Les associations qui en sont chargées au niveau régional peuvent ainsi proposer les résultats de mesure des principaux polluants, utiles aux prises de décisions, et qui doivent également être portés à la connaissance des populations. Mais si les problèmes issus de la pollution sont surtout connus et médiatisés dans les grandes villes, ils touchent également les agglomérations moyennes, à l’image de celles de La Rochelle, Limoges et Clermont-Ferrand. Il s’avère ainsi utile de s’interroger sur les enjeux de la surveillance et des politiques d’aménagement dans des contextes plus ou moins enclins à lutter contre la pollution de l’air. Ceci passe par l’étude des variations temporelles et spatiales moyennes de certains polluants (CO, NO2, SO2, PM10, O3) et la mise en relation de ces observations avec ce qui constitue le point central des politiques actuelles d’aménagement urbain : la diminution de l’usage régulier de la voiture particulière au profit de celui des modes alternatifs, et notamment des transports en commun. Les débats intervenus entre les citadins réunis nous ont permis de mettre en évidence un rapport à la nature et aux continuités naturelles ainsi que des pratiques notablement différents d’une ville à l’autre. Cependant, les représentations citadines de la nature en ville soulignent l’importance des sensorialités dans tous les cas, ce qui nous incite à investiguer le champ de l’esthétique environnementale, et conduit à une réflexion sur l’appropriation et la participation des citadins à ces aménagements promus par la loi Grenelle II de l’environnement. What greenway can the city dwellers dream of ? Focus groups of city dwellers have been organized in three French cities whith very different urban culture and environmental context : Paris, Marseille and Strasbourg. The debates between the participants allowed us to evidence that what they imagine is part of an environmental esthetic and reveals a relationship with nature which are different from one town to another. Nevertheless, everywhere, urban dwellers’ representations of nature and natural continuities reveal the importance of senses. Le transport de masse conventionnel (métro, tramway, train léger), comme seule alternative à la dépendance automobile, s'adapte difficilement à cette nouvelle réalité pour répondre à une mobilité qui s'exprime variablement dans le temps et dans l'espace. Dans ce contexte, les Systèmes de Transport Cybernétiques (STC) se présentent comme une alternative technologique propice à répondre à cette mobilité collective individualisée en offrant, en tout temps, un service sur demande par le partage de véhicules automatisés fonctionnant en réseau. Si la voiture est synonyme de liberté individuelle, en revanche son utilisation privilégiée mène à un déséquilibre du système de mobilité qui se traduit par les phénomènes d'engorgements du réseau routier. À l'inverse, le transport de masse est stable à l'extrême en assujettissant les usagers à son mode opératoire rigide (corridors et cadences des véhicules préétablis). En rupture avec ces deux modes de fonctionnement, la dynamique du système de mobilité par STC repose sur la capacité à anticiper le besoin ainsi que sur la configuration des véhicules dans le réseau pour desservir adéquatement la demande individuelle formulée aux différents lieux du périmètre urbain desservi. Les résultats de la recherche ont montré que le besoin individuel en déplacements peut être appréhendé comme un phénomène chaotique. La reconstruction de l'espace d'encastrement à sept dimensions associées à la série chronologique du besoin en déplacements pour un édifice au centre-ville de Montréal permet de reconstruire le profil du besoin par pas de temps de deux minutes, à partir des événements préalablement enregistrés. Basée sur la capacité des véhicules d'un STC d'emprunter l'ensemble des voies de guidages et l'identification des stations de départ et d'arrivée de chaque demande préalablement aux déplacements, l'application du principe du maximum d'entropie permet d'identifier les itinéraires individuels des véhicules. L'application du principe, développé à partir des relations de l'entropie statistique et de la théorie de l'information, permet de diffuser les véhicules dans le réseau sous contrainte du respect des demandes des usagers et ainsi de minimiser le phénomène d'engorgement. Dans une approche dynamique de l'évolution du système, la configuration des véhicules dans un réseau STC se modifie en fonction des demandes et doit s'organiser pour répondre aux besoins à venir. Par analogie avec les systèmes naturels, l'application des principes thermodynamiques de l'enthalpie et de l'entropie permettent d'expliciter la relation entre le besoin en déplacement et l'état du système. Par raisonnement déductif, les résultats explicitent le principe d'une configuration des véhicules dans le réseau basée sur des critères caractérisant l'état du système dans sa globalité plutôt que sur des critères de proximité et de distances à parcourir. Les résultats obtenus sur la base de l'application des lois comportementales des systèmes naturels (phénomènes chaotiques et principes thermodynamiques) sont intégrables dans un modèle. Ce dernier, en tant qu'outil de représentation, permet de mettre en évidence les fonctionnalités dynamiques qui d'une part animent le système et, d'autre part en assurent la cohérence pour satisfaire les besoins individuels dans le temps et dans l'espace. Cette capacité de s'adapter aux caractéristiques du milieu dans lequel un STC est implanté, permet de générer une synergie avec les transports conventionnels pour une diversification de l'offre en transport collectif apte à s'adapter aux multiples dimensions de la demande individualisée en mobilité. Finalement, la démarche développée initie un changement de paradigme dans le domaine du transport collectif en privilégiant la variété des moyens (multiples modes et multiples itinéraires) pour rejoindre les différents lieux plutôt que la singularité d'un transport de masse. Ce changement de paradigme trouve également un écho en urbanisme où une organisation multifonctionnelle des zones urbaines favorise une accessibilité de proximité diversifiée. À travers deux exemples, le Compensation benefits agreement concernant l’aéroport de Los Angeles et le Host community benefits plan concernant l’implantation d’une centrale électrique à Long Island, l’efficacité des mesures compensatoires dans la lutte contre les inégalités est interrogée. In the United States, the environmental justice movement and the demands of minorities to live in a safe environment were at the origin of new tools of public/private policy. Indeed the “community benefits” result from social and political compromises that target not only to improve the acceptability of facilities but also to reduce environmental inequities. They differ from indemnities or taxes that the local governments receive when they host polluting or hazardous infrastructures. According to the context, the “compensation package” takes different forms: training and first hiring system so that resident can access to the jobs of the facility, construction of community buildings, and diminution of environmental harm… That’s why they fall within the scope of procedural justice because they require that all involved stakeholders participate to the final decision, of distributive justice as they try to reallocate benefits and to repair nuisances, of substantive justice because they are foremost implemented for deprived territories and people. Through two examples – the Community benefits agreement at the International Los Angeles airport and the Host community benefits plan negotiated for the sitting of a power plant at Long Island - the efficiency of compensatory measures to address environmental inequities is analyzed. From a theoretical viewpoint, retirees are likely to decrease their housing quantity because of an income loss when retiring, but they may also increase it to benefit from more housing comfort for leisure. Using the 1992 Trois Générations survey, we first show that housing mobility at retirement is substantial in France, with a variety of self-reported motives. Then, using the 1994-2001 French Europanel survey, we find evidence of both upsizing and downsizing for mobile recent retirees. In many cases, housing adjustments lead to a correction of the initial disequilibrium between the number of rooms and the number of occupants. However, a significant proportion of mobile recent retirees improve the quality of their dwelling.
