Kaboul est devenue une ville phare, focalisant l'attention internationale sur les &amp;eacute;volutions du processus de reconstruction. S'y c&amp;ocirc;toient la majorit&amp;eacute; des structures d'intervention en situations de post-crise. A c&amp;ocirc;t&amp;eacute; des al&amp;eacute;as politiques et des engagements militaires plus ou moins contest&amp;eacute;es, un immense effort reste &amp;agrave; faire, pour aider le pays et la soci&amp;eacute;t&amp;eacute; afghane &amp;agrave; se reconstruire.&lt;br /&gt;
&lt;br /&gt;
Analysant les besoins consid&amp;eacute;rables du pays en urbanisme, ce livre pose, pour l'Afghanistan comme pour l'action internationale en g&amp;eacute;n&amp;eacute;ral, la pertinence de la &amp;quot;qestion urbaine&amp;quot;, un sujet apparemment in&amp;eacute;dit pour les Afghans et mal connu des acteurs de l'aide. Nombre de Villeneuvois d&amp;rsquo;aujourd&amp;rsquo;hui ont v&amp;eacute;cu en direct sa naissance au milieu des ann&amp;eacute;es 1970. Leur t&amp;eacute;moignage permet de comprendre comment les aspirations &amp;agrave; &amp;quot;mieux habiter&amp;quot; y ont &amp;eacute;t&amp;eacute; v&amp;eacute;cues, comment une m&amp;eacute;moire locale s&amp;rsquo;est s&amp;eacute;diment&amp;eacute;e autour de quelques &amp;eacute;v&amp;eacute;nements rassembleurs &amp;ndash;&amp;thinsp;mobilisations collectives &amp;agrave; la suite de nombreuses malfa&amp;ccedil;ons dans les constructions, lancement des chartes d&amp;rsquo;am&amp;eacute;nagement et de concertation, f&amp;ecirc;tes de quartier. On retrouve certaines valeurs et utopies &amp;quot;post soixante-huitardes&amp;quot; port&amp;eacute;es par les am&amp;eacute;nageurs et par beaucoup des premiers Villeneuvois. Les r&amp;eacute;cits recueillis participent d&amp;rsquo;une v&amp;eacute;ritable &amp;quot;po&amp;eacute;tique sociale&amp;quot;, pour reprendre les termes de l&amp;rsquo;anthropologue Michael Herzfeld, par exemple ceux qui &amp;eacute;voquent les pratiques et les repr&amp;eacute;sentations de ce que nous appelons l&amp;rsquo;&amp;quot;espace public de proximit&amp;eacute;&amp;quot;, les multiples mani&amp;egrave;res de se l&amp;rsquo;approprier, de ruser avec ses limites, de le partager.&lt;/div&gt;

Villeneuve d&amp;rsquo;Ascq a &amp;eacute;t&amp;eacute; une ville d&amp;rsquo;utopistes r&amp;ecirc;vant d&amp;rsquo;une ville plus humaine, plus conviviale, qu&amp;rsquo;ils soient am&amp;eacute;nageurs ou habitants &amp;quot;pionniers&amp;quot;. Avec le temps, l&amp;rsquo;arriv&amp;eacute;e de nouveaux habitants, elle se transforme. Ce que tous nous disent finalement, c&amp;rsquo;est que si une ville proc&amp;egrave;de de politiques d&amp;rsquo;am&amp;eacute;nagement et des mani&amp;egrave;res de l&amp;rsquo;habiter, une &amp;quot;bonne ville&amp;quot;, celle o&amp;ugrave; l&amp;rsquo;on se sent bien, c&amp;rsquo;est aussi une ville qu&amp;rsquo;on peut r&amp;ecirc;ver et imaginer.&lt;/div&gt;

Ainsi ce livre, tout en apportant des donn&amp;eacute;es nouvelles sur l&amp;rsquo;histoire de Villeneuve d&amp;rsquo;Ascq et sur sa sociologie, appuy&amp;eacute;es par de nombreux t&amp;eacute;moignages, entend montrer qu&amp;rsquo;une ville ne peut se comprendre hors du recueil des repr&amp;eacute;sentations que s&amp;rsquo;en font ses habitants.&lt;/div&gt;

This volume documents metropolitan Boston's metamorphosis from a casualty of manufacturing decline in the 1970s to a paragon of the high-tech and service industries in the 1990s. The city's rebound has been part of a wider regional renaissance, as new commercial centers have sprung up outside the city limits. A stream of immigrants have flowed into the area, redrawing the map of ethnic relations in the city. While Boston's vaunted mind-based economy rewards the highly educated, many unskilled workers have also found opportunities servicing the city's growing health and education industries.&lt;br /&gt;
&lt;br /&gt;
Boston's renaissance remains uneven, and the authors identify a variety of handicaps (low education, unstable employment, single parenthood) that still hold minorities back. Nonetheless this book presents Boston as a hopeful example of how America's older cities can reinvent themselves in the wake of suburbanization and deindustrialization.&lt;/div&gt;

Modern states are facing various political rescaling processes in which the roles and functions of the different levels of government are developing. City regions are increasingly becoming central economic and political territories where new divisions of labour are taking place between the states and the urban powers that be. This tendency has been specifically analysed by the economic realm but also by authorities from the fields of geography, sociology and political science.&lt;/div&gt;

At the same time, there is a substantial amount of literature that focuses on the general tendency towards the pluralization of urban decision-making systems in different institutional, cultural, political and economic contexts. Globalization, political rescaling and the &amp;quot;right to the city&amp;quot; (i.e., the ability of civil societies to have access and to change the political agenda) are interlinked but do not necessarily have the same meaning and the same rationale for each city and social group. &lt;br /&gt;
Pourquoi accepter que toute une somme d&amp;rsquo;actes de la vie quotidienne soit &amp;eacute;troitement r&amp;eacute;glement&amp;eacute;e dans une France pavillonnaire, d&amp;egrave;s lors encha&amp;icirc;n&amp;eacute;e :&lt;br /&gt;
- Refusant d&amp;rsquo;ouvrir la conception architecturale &amp;agrave; toutes sortes de formes o&amp;ugrave; vivre.&lt;br /&gt;
- Obligeant &amp;agrave; ne concevoir une maison que comme un palais fig&amp;eacute; au milieu de son parc : mais le palais est aujourd&amp;rsquo;hui r&amp;eacute;duit &amp;agrave; la dimension de pavillon, mais le parc est aujourd&amp;rsquo;hui r&amp;eacute;duit &amp;agrave; une bande de terrain de quelques m&amp;egrave;tres de part et d&amp;rsquo;autre de la maison, parfois un peu plus devant et encore un peu plus derri&amp;egrave;re.&lt;br /&gt;
- Emp&amp;ecirc;chant d&amp;egrave;s lors de recourir &amp;agrave; l&amp;rsquo;originalit&amp;eacute; profonde de l&amp;rsquo;architecture qui est la conception d&amp;rsquo;espaces internes cr&amp;eacute;ant leur propre univers, permettant d&amp;rsquo;imaginer par exemple qu&amp;rsquo;une fen&amp;ecirc;tre puisse &amp;ecirc;tre un patio de 3x3 m&amp;egrave;tres ouvert seulement vers le ciel, fait de murs pour le calme et l&amp;rsquo;accord avec le climat local, fait de plantes pour les couleurs et les senteurs selon les saisons ?&lt;/div&gt;
&lt;br /&gt;
Cet essai est ainsi le constat d&amp;rsquo;un manque quasi g&amp;eacute;n&amp;eacute;ralis&amp;eacute; d&amp;rsquo;imagination cr&amp;eacute;atrice dans l&amp;rsquo;&amp;eacute;criture des r&amp;egrave;gles de l&amp;rsquo;urbanisme au quotidien et ce, bien que le code de l&amp;rsquo;urbanisme le permette.&lt;/div&gt;
&lt;br /&gt;
Mais cet essai n&amp;rsquo;est pas que constat : il a surtout pour objet de reprendre la libert&amp;eacute; de concevoir, pour les habitants, des architectures en recherche de volupt&amp;eacute;.&lt;/div&gt;
