Marseille, ville cosmopolite ? Cette image est en passe de devenir une légende.<br />
Le centre de Marseille, la rue de la République et le quartier de Belsunce sont vidés de leur population au profit d’investisseur et de classes sociales "plus blanches et plus riches" pour reprendre les affirmations du Maire de la ville, Jean-Claude Gaudin.<br />
Dans le cadre du projet Euromed de Marseille, visant à réhabiliter des quartiers du centre-ville réputés anarchiques, cette casse urbaine et sociale révèle un haut degré de violence sociale. <br />
<br />
Tandis que les centres-villes se "ghettoïsent par le haut", les familles modestes sont renvoyées en périphérie : "Les pauvres, on les cache derrière", comme témoigne Alain, marseillais relogé dans les quartiers Nord.<br />
Ceci, afin que le centre s’embourgeoise, « destiné aux cadres, à la culture et au tourisme », comme le résume Alessi dell’Umbria.<br />
L’histoire se répète : déjà au XIXème siècle, et également en 1943, les autorités ont tenté de reconquérir les quartiers populaires de Marseille.</div>

L’extrême ségrégation spatiale des capitales n’est pas nouvelle : des riches de plus en plus riches se regroupent dans les centres urbains. Ce qui l’est davantage, c’est que ceux-là vivent ponctuellement dans des villes qui ne sont pas les leurs. Où ils ne résident pas habituellement, transformant de fait ces capitales en villes-musées.<br />
<br />
Paris n’échappe pas à la règle qui a vu, en l’espace de cinq ans, près de 20 000 de ses logements soustraits du marché locatif traditionnel.<br />
<br />
Le phénomène a un nom : la location meublée touristique. Dans certains arrondissements - notamment dans le centre et l’Ouest de Paris - ces locations, à la nuitée ou à la semaine essentiellement, peuvent représenter jusqu’à 20% de l’offre locative.<br />
<br />
Les prix constatés sont proches de ceux du secteur hôtelier, soit un niveau compris entre le double et le triple des prix des locations traditionnelles. A tel point que la Ville de Paris commence à se réveiller. Transformer un logement en location touristique nécessite désormais une autorisation préalable de changement d’usage avec compensation. La loi prévoit donc qu’une autorisation auprès de la mairie est nécessaire avant de transformer un logement en location courte(s) durée(s) pour une durée inférieure à un an (ou neuf mois pour un étudiant) lorsque la propriétaire ne vit pas dans le logement.<br />
<br />
Sauf que dans les faits, cette demande n’est jamais posée dans les règles. Et même si un propriétaire contrevenant s’expose à une amende de 25 000 euros et une astreinte d’un montant maximal de 1000 euros par jour et par mètre carré jusqu’à régularisation, la vérité des chiffres parle d’elle-même : pour l’heure, seules vingt situations ont été condamnées par le procureur de la République, au tribunal de Paris...</div>

We hear a lot about the poverty and chaos of African cities, but in this edition of Amsterdam Forum, urbanist Abdoumaliq Simone argues that there is also a ferment of resourcefulness that makes cities vibrant places. It takes many forms and needs to be understood, as it could well form an essential basis for urban development in Africa.<br />
<br />
Abdoumaliq Simone is an urbanist at Goldsmiths College, University of London. His career has encompassed both academia and social activism.<br />
<br />
Professor Simone prefers to go "beyond alarmist discourses of impending slum wars, geopolitical instabilities, resource rushes and intensified impoverishment" and focus on the "efficacy" of African cities, particularly at survival strategies of people "below the radar" of social sciences.<br />
<br />
Although it's hard to generalise about African cities, Prof. Simone identifies several processes that are both problematic and potential resources for future urban development.</div>

The nature of Asian urbanization has been the object of theoretical attention for almost two decades. A central theme in the discussion revolves around the dissolution of the city and countryside divide; and the question of whether the city is winning (through urbanization) or if the countryside is losing in the development game. Such issues however are much more complex in Asia. For instance, Terry McGee (who is among the first to consider the specificity of the region), defines urbanization as “the emergence of (peri-urban) regions of highly-mixed rural and non-rural activity surrounding the large urban cores.” Yet, with studies mostly centered on the processes of urbanization, very little attention has been given to the political formation of the peri-urban. This talk, through a case study of Indonesia, attempts to place the peri-urban in its historical context in order to understand the political processes that have made its formation possible.</div>

<b>Abidin Kusno </b>is Associate Professor at the Institute of Asian Research and Faculty Associate at the Department of Art History, Visual Art, and Theory at the University of British Columbia, where he holds a Canada Research Chair in Asian Urbanism and Culture.</div>

Together with our partners at CoLab Radio, Polis is happy to present our newest project, the Polis Podcast on CoLab Radio. Our goal is to bring you a stimulating series of discussions, debates and interviews on a wide range of subjects from as many different cities as we can manage.<br />
<br />
This inaugural Beta version features a conversation on social justice and Amsterdam between Polis's Alex Schafran and two Dutch urban scholars, Jan Willem Duyvendak and Justus Uitermark. The discussion ranges from Amsterdam's legendary status as a "just city" — which Uitermark contests may be transformed into "just a nice city" — to feelings of home and belonging, the need to "hack" the metrics cities use to measure justice and happiness, questions of "hard" versus "soft gentrification," and the role of science in urban studies.</div>
