14th International Planning History Society Conference will take place in Istanbul between the dates July 12-15, 2010. The conference will address the theme of &amp;ldquo;Urban Transformation: Controversies, Contrasts and Challenges&amp;rdquo;.&lt;br /&gt;

The conference theme seeks to provide a window not only for a broad investigation of urban transformation aspects in Planning History across the world, but also for sharing professional and academic knowledge and expertise in Istanbul, in the European Capital of Culture 2010.&lt;br /&gt;
&lt;br /&gt;
During the recent globalisation period, Istanbul has become the focus for a number of urban transformation initiatives, which have brought an unprecedented level of challenges in planning, urban governance, cultural and social structure, historic preservation and other areas.&lt;/div&gt;

The year 2007 marks a shift to an urban era, an era in which more than half of the world&amp;rsquo;s population lives in cities. This fact is making many headlines. But what are its implications? How will this impact the futures of cities? Over a century ago, the Danish journalist and photographer Jacob A. Riis gave us How the Other Half Lives, shedding light on the plight oftenement dwellers &amp;mdash; people who had moved to the city in search of a better life. Today, we again need to address how this urban half lives. &lt;br /&gt;
&lt;br /&gt;
How are we to plan, build, budget, negotiate, develop, promote, govern, service, use, embrace and secure a myriad of different sustainable urban futures? We now call upon policy-makers, practitioners and researchers from the public, private and academic sectors to share their predictions and proposals for the futures of cities! &lt;br /&gt;
&lt;br /&gt;
As our urban numbers increase, so do the questions: What are the impacts? On the cityscape, on the countryside, on the built environment,on where we work, where you live, and where Peter plays? &lt;br /&gt;

The articles collected in this special issue are based on papers presented at the Yale Urban Ethnography Conference, &amp;lsquo;Urban Ethnography: Its Traditions and Its Future&amp;rsquo;, held at Yale University in the spring of 2008.&lt;br /&gt;
&lt;br /&gt;
The ethnographic &amp;#64257;eld study is founded on the observation and rendering of nuance, texture, and the lives of the subjects.Informed by sociological theory, the ethnographer employs a careful, bottom-up approach to &amp;#64257;eld observations and representations of how people are actually living their everyday lives, interacting with others, making decisions, and understanding their own social situations (Junker and Hughes, 1960). This research yields qualitative data which then enriches our understanding of existing theories and provides the groundwork for the development of new concepts, informing future study. Sustained ethnographic &amp;#64257;eldwork aims at accumulating a store of &amp;lsquo;local knowledge&amp;rsquo; (Geertz, 1983) and takes seriously the study of the ways in which ordinary people make sense of their social worlds, and navigate within them. &lt;br /&gt;
&lt;br /&gt;
These basic ethnographic questions persist and guide us: how do city dwellers go about meeting the exigencies of their everyday lives; what is their interpretation and &amp;lsquo;de&amp;#64257;nition of the situation&amp;rsquo;; and how ultimately do they make sense of their social worlds? In addressing these concerns, exciting newresearch by accomplished younger &amp;#64257;eldworkers and re&amp;#64258;ections by established ethnographers are brought together in this special issue.&lt;/div&gt;

&amp;ldquo;The New Urban Question &amp;ndash; Urbanism beyond Neo-liberalism&amp;rdquo; is the title of the 4th Conference of the International Forum on Urbanism (IFoU) that will take place from November 26th to 28th, 2009 at Zuiderkerk in Amsterdam and Delft University of Technology (TU Delft). The theme of the conference is about the recovery of the discipline of Urbanism under the conditions of urbanization and urban transformation, ecological threats and economical crises.&lt;br /&gt;
&lt;br /&gt;
More than 35 years after the publication of La Question Urbaine by Manuel Castells the urban question has to be asked anew. In the meantime the world is experiencing the fastest urbanization in history of man. Never before has human society gone through a comparable process of urban growth, nor have cities expanded as today. Within a few decennia new mega-cities or even meta-cities arose that are confronting the world with new urban cultures, with increasing social contradictions and with new and unknown environmental threats. On the other hand, more than half of the urban population worldwide is living in middle-sized cities up to 500.000 inhabitants that have become the major catchment areas for future population growth.&lt;br /&gt;
&lt;br /&gt;
For decennia urban development has been dominated by a globalizing economy and almost unlimited market demands. While economic power more and more became concentrated in global command centers, the influence of public planning decreased in the framework of governmental decentralization. However, the recent economical crisis has shown the limits of growth under the conditions of neo-liberalism. New models for urban development, new concepts for urban design and new approaches for planning and management are demanded that are able to guide the processes of extension and transformation of cities and regions, to bridge social contradictions, to combat segregation and fragmentation and to face the ecological challenges. With other words: The discipline of Urbanism has to be rediscovered.&lt;br /&gt;

Many contemporary European urban policy initiatives emphasise an area-based approach, which also aims to involve the community in planning and implementation of projects. There is a recognised need to strengthen the democratic element, further social inclusion, integrate social, employment, cultural, and physical regeneration components, and to promote urban renewal for the existing residents, rather than to gentrify.&lt;br /&gt;
&lt;br /&gt;
Does this signal a break with previous more sector-organised initiatives and the birth of a new coherent and integrated urban policy better suited to tackle the complex social and economic challenges of the city of the 21 Century?&lt;br /&gt;
&lt;br /&gt;
What challenges and barriers confront efforts to rethink city governance?&lt;br /&gt;
&lt;br /&gt;
Do participatory methods and partnerships in community involvement render superfluous the traditional democratic models of urban government?&lt;br /&gt;

Are they better or do they pose new problems in terms of lack of legitimate democratic representation?&lt;br /&gt;

This major conference on the theme of The Vital City was held under the auspices of the European Urban Research Association (EURA). EURA brings together an inter-disciplinary network of urban researchers from across Europe and beyond. It provides a forum for cross-national debate on  urban policy and acts as a bridge between research and policy in this rapidly urbanising world. The conference, which attracted an audience of over 260 delegates and featured over 180 papers, celebrated EURA's 10th Anniversary. Reconciliation through reintegration? : a study on spatial proximity and social relations in two post-civil war Beirut neighborhoods.&lt;/div&gt;

Although the Lebanese Civil War ended in 1991 and Beirut became a reunified city, much of it remains divided between a Christian East and a Muslim West. Beyond certain parts of the capital, many of its residential neighborhoods remain almost entirely religiously homogeneous. This study takes an in-depth look at two neighborhoods undergoing sectarian integration. Relying on neighborhood observations and face-to-face interviews with over 30 residents, it highlights the reasons that residents have chosen to reside in non-co-religious neighborhoods. Factors facilitating sectarian residential integration seem to include a past history in the neighborhood, historical ownership of assets in the area, appealing neighborhood attributes, affordability, and location (vis a vis other destinations and activities). Mixing appears to be a function of larger dynamics as well, such as the rising price of real estate that excludes many groups from other desirable areas. This study reveals that rising real estate prices in and around Beirut are driving people to reside in more affordable, yet non-co-religious neighborhoods. I analyze the extent to which and under what conditions spatial proximity actually leads to social relations between non-co-religionists. Integration alone does not seem to guarantee interaction. Factors limiting cross-sectarian interaction within the same neighborhood appear to include an absence of neighborhood attachment and identification, high levels of personal activity in other locations, involuntary or temporary relocation, and co-religious clustering. Factors facilitating the production of cross-sectarian social relations within a neighborhood include high levels of neighborhood engagement and activity, experience growing up in a mixed neighborhood, attendance at a religiously-mixed school, and weak political party affiliation. I speculate that a relatively apolitical, secular, and non-polarizing environment facilitates integration. Alternatively, the presence of polarizing political and religious images and symbols can act as barriers, essentially keeping non-co-religionists out. I also speculate that with rising real estate prices, more families may be forced to live in non-co-religious or polarized neighborhoods and this may introduce increasing tension. Public policies should thus focus on improving relations between non-co-religionists living in mixed neighborhoods. Enhancing civic engagement of all the groups in such integrated environments may head-off tensions and instability and strengthen collective community identification.&lt;/div&gt;

This Leverhulme-funded international symposium aims to engender a new debate about:&lt;br /&gt;
&lt;br /&gt;
* the implications of the much heralded resurgence of cities in advanced societies, and&lt;br /&gt;
&lt;br /&gt;
* what is actually required to realise this goal on a sustained basis, in different kinds of places.&lt;br /&gt;
&lt;br /&gt;
Its starting point is the widespread consensus across academic and policy communities that globalisation, more intense quality-based competition and the rise of the knowledge economy are restoring the economic role of face-to-face contact - and thus of cities, as offering the richest possibilities for such interaction.&lt;br /&gt;
&lt;br /&gt;
Behind this consensus, different views about the key characteristics of successfully resurgent cities, point to real tensions in the ways that cities may develop, and many unanswered questions about how such resurgence is to be achieved in practice. The focus of this meeting is on addressing these unanswered questions through interaction between researchers and practitioners from different disciplines and perspectives.&lt;br /&gt;

The aim is to build the basis for more productive co-operative work on these issues across the academic and policy communities, rather than to achieve instant fixes for either the intellectual or practical problems.&lt;/div&gt;

Today there is a widespread fear of crime on a global scale. This can be seen as a response to social inequalities, social polarisation and the fragmentation of cities, which has to a large extent been caused by neo-liberalism. Worldwide, an increasing number of middle and high-income groups have looked to security measures, such as cameras, fences, walls and gates, to separate themselves from other people in the city. These physical measures, in combination with hired guards, replace the &amp;lsquo;older&amp;rsquo; social control mechanisms, which are based on social cohesion within the community concerned. One may question whether those living in gated &amp;lsquo;communities&amp;rsquo; indeed feel responsible for other urbanites. In other words, will such a hard closure (physically-marked segregation) lead to soft closure, reflected in social-cultural and political segregation? What is the impact of the lifestyle(s) of those living in gated communities on the dynamics of the city, urban identity and urban governance?&lt;/div&gt;
&amp;nbsp;&lt;/div&gt;
&lt;b&gt;Peer Smets&lt;/b&gt; is assistant professor at the department of sociology, VU University Amsterdam and has recently co-edited the special issue &amp;lsquo;Countering Urban Segregation&amp;rsquo; of Urban Studies. Nowadays, he publishes on neighbourhood dynamics in Amsterdam and interethnic contacts at the neighbourhood level.&lt;/div&gt;

En 2007, la Diact publiait &amp;laquo; Une r&amp;eacute;gion de projets : l&amp;rsquo;avenir de Paris &amp;raquo; de Paul Chemetov et Fr&amp;eacute;d&amp;eacute;ric Gilli. Cette &amp;eacute;tude explorait la question du centre de la m&amp;eacute;tropole parisienne dans le contexte de profondes mutations &amp;eacute;conomiques en cours &amp;agrave; l&amp;rsquo;&amp;eacute;chelle de la plan&amp;egrave;te. Ce travail s&amp;rsquo;inscrivait dans une r&amp;eacute;flexion plus g&amp;eacute;n&amp;eacute;rale nourrie par un ensemble d&amp;rsquo;&amp;eacute;tudes aujourd&amp;rsquo;hui disponibles dans leur int&amp;eacute;gralit&amp;eacute; et synth&amp;eacute;tis&amp;eacute;es.&lt;br /&gt;

Une premi&amp;egrave;re partie des travaux porte sur l&amp;rsquo;existence et l&amp;rsquo;intensit&amp;eacute; d&amp;rsquo;&amp;eacute;l&amp;eacute;ments caract&amp;eacute;ristiques d&amp;rsquo;un fonctionnement m&amp;eacute;tropolitain au sein du Bassin parisien dans trois domaines : les diff&amp;eacute;rentes formes de mobilit&amp;eacute;s des personnes et des entreprises ; les partenariats scientifiques et les mises en r&amp;eacute;seau d&amp;rsquo;&amp;eacute;tablissements d&amp;rsquo;enseignement sup&amp;eacute;rieur et de recherche ; les espaces sp&amp;eacute;cialis&amp;eacute;s du Bassin parisien et la localisation d&amp;rsquo;&amp;eacute;ventuelles fili&amp;egrave;res &amp;eacute;conomiques.&lt;br /&gt;

Dans une autre partie des travaux, on se demande si la r&amp;eacute;gion capitale peut, sans cons&amp;eacute;quences sur son attractivit&amp;eacute;, rester &amp;agrave; l&amp;rsquo;&amp;eacute;cart du mouvement de constitution de tr&amp;egrave;s grandes r&amp;eacute;gions urbaines en r&amp;eacute;seaux observ&amp;eacute; en diff&amp;eacute;rents points de la plan&amp;egrave;te ; et en quoi la constitution de tels ensembles modifie les termes de la concurrence entre les m&amp;eacute;tropoles de rang mondial. L&amp;rsquo;objectif est de mieux comprendre la nature des enjeux &amp;agrave; relever pour permettre &amp;agrave; Paris de rester au plus haut niveau d&amp;rsquo;excellence et d&amp;rsquo;attractivit&amp;eacute;, ainsi que les r&amp;eacute;ponses &amp;agrave; &amp;eacute;laborer pour y parvenir.&lt;br /&gt;

Dans le contexte actuel d'interrogations sur le sens des politiques culturelles publiques, de nombreuses collectivit&amp;eacute;s territoriales souhaiteraient mieux conna&amp;icirc;tre les publics de l'offre culturelle qu'elles soutiennent, et au-del&amp;agrave;, mieux appr&amp;eacute;hender les pratiques artistiques et culturelles de leurs populations afin d'orienter leur intervention plus justement. Il existe cependant tr&amp;egrave;s peu de donn&amp;eacute;es sur ce sujet (en dehors des chiffres de fr&amp;eacute;quentation produits par les &amp;eacute;quipements culturels, et des enqu&amp;ecirc;tes nationales sur les pratiques culturelles).&lt;br /&gt;
&lt;br /&gt;
C'est dans cette perspective de travail que la Communaut&amp;eacute; urbaine de Lille M&amp;eacute;tropole et la Direction r&amp;eacute;gionale des affaires culturelles du Nord-Pas-de-Calais se sont associ&amp;eacute;es &amp;agrave; l'Observatoire des politiques culturelles pour mener une enqu&amp;ecirc;te sur les pratiques et les repr&amp;eacute;sentations des habitants de ce territoire dans le domaine de l'art et de la culture.&lt;br /&gt;
&lt;br /&gt;
L'&amp;eacute;tude porte sur l'ensemble du champ culturel (spectacle vivant, expositions, cin&amp;eacute;ma, m&amp;eacute;diath&amp;egrave;ques&amp;hellip;). Elle s'int&amp;eacute;resse tout particuli&amp;egrave;rement aux questions d'accessibilit&amp;eacute; g&amp;eacute;ographique et symbolique de l'offre culturelle et au th&amp;egrave;me de la (non) mobilit&amp;eacute; choisie ou subie des populations dans ce domaine.&lt;/div&gt;
&lt;br /&gt;
L&amp;rsquo;&amp;eacute;tude fait appara&amp;icirc;tre des dynamiques culturelles remarquables sur le territoire de Lille M&amp;eacute;tropole. Elle vise &amp;agrave; doter les acteurs du territoire de rep&amp;egrave;res sur les pratiques artistiques et culturelles de ses habitants, dans un contexte institutionnel, social et &amp;eacute;conomique en profond bouleversement, et alors que le champ culturel et artistique doit r&amp;eacute;pondre &amp;agrave; de nouveaux enjeux.&lt;/div&gt;
