The gradual decline of the role of the State since the revival of contemporary Greece during the 19th century has lead to the development of effective private substitution procedures in housing production in Athens: renewal of the inner city areas, illegal but unsquatterized settlements in the periphery. Residential space appears as the outcome of three processes: the socio-economic disparities, the social and spatial reinforcement of the central area, the existence of lively neighbourhoods within the city. These processes must be considered with respect to the ambiguous character of the Greek capital city itself: as a western city, it can give both social and economic responses to the present crisis. Only a theoretical reflection allows us to conceptualize and to survey the interrelationships, the covariations, and the retroactions in their social, temporal and spatial links. It becomes more and more necessary to formulate a theory which would convey the complexity of our field of investigation. The splitting of systems into sub-systems allows us to solve the problems we face when working on different geographic and demographic scales (e.g. social and temporal scales) and to establish some kind of correlation between micro and macro-scale studies, which otherwise remain incompatible. Demogeographers are partial to the field concerning the spatial mobility of individuals, whereas demographers do not find any satisfactory theoretical model for it. This field of study can provide us with the means to define many a system. Spatial mobility is already in itself a very complex system of moves (commuting links, intra-urban migrations, out-migrations etc.) seperately organized into no hierarchy (flux, migratory spheres), intricate sub-systems within the management system of society. The demographic components, the individual behaviours, the spatial distribution and the social structures are some of these sub-systems. The different structures and internal dynamics of each subsystem as well as their retro-active effects determine the spatial mobility of populations which creates new balances but also new tensions and pertubations. One should not substitute an intellectual speculation to the understanding and description of reality. Interrelations between Urban Growth and Demographic Transition in Africa The relations between urban growth and demographic transition in Africa are examined. The city contributes to lower mortality both directly, i.e. through health facilities or regulation of the food distribution network, and indirectly, through better individual health determinants, i.e. income and education. The decrease of fertility observed in North African cities due to a rise in age at first marriage and to contraceptive practices now popular, is beginning to spread in rural areas. In Sub-Saharian Africa reducing effects of delayed marriage and contraception could be cancelled out by the discarding of traditionnal child-spacing practices. In the Federal Republic of Germany, the proportion of social housing is very high in the large conurbations. Post-war policies which favoured the construction and equal distribution of social housing and recent trends which endanger its future, are characterized. The structure, the importance and the programmed end of social housing, especially social housing assigned by the city housing departments, are then illustrated in detail with results from a recent study on the regional housing market of Hannover. In twenty years (1962-1982), the population of 12 regional metropolises has undergone a considerable ageing. The analysis of the evolution, from the starting degree of ageing, shows that the situation in 1982 is similar of that of 1962. The initially older districts are still so twenty years later. A district which is already old cannot renovate his population and finally, becomes depopulated. The spatial age localization is not an accident. The analysis of three towns (Amiens, Nancy, Nice), with contrasted demographic characteristics, allows us to establish that if places exist everywhere where the elderly are concentrated, they are first of all a characteristic of historical centers, with saturated space and old decay housing. En 20 ans (1962-1982), la population étudiée (12 métropoles régionales découpées en 430 quartiers) a subi un vieillissement considérable. L'analyse de l'évolution des quartiers, à partir de leur degré de vieillissement initial, conduit à constater la reproduction en 1982 de la hiérarchie des situations observées en 1962 : les quartiers les plus vieillis initialement le sont toujours 20 ans après. Un quartier à la structure par âge déjà vieillie n'arrive pas à renouveler sa population et finit par se dépeupler. La localisation des âges dans l'espace n'est pas le fruit du hasard. This paper considers the provision of hospital inpatient services for the elderly in London and Paris, using a geographical and comparative perspective. Similar policy objectives are being pursued in the two countries using different strategies which reflect the different administrative structures of health care in Britain and France. In both Paris and London, hospital provision for the elderly operates as a metropolitan system rather than as self- contained local service systems. The French administrative structure is better adapted than in London for surveillance and planning within the context of the Paris region as a whole, but is restricted to the use of rigid bed: population normative planning criteria. In Britain, more sophisticated measures of local need are applied, but the partitioning of the London area for health planning makes co- ordinated planning for Greater London difficult. Curtis Sarah.
