The organisation of the local life, partly delegated to «communities», allows a certain social regulation. It avoids anonymity, creates solidarities and an economic dynamism. However in the difficult neighbourhoods, identity expressions, from traditionalist and integrist types, try to become established.</text>

Le cas de Hambourg démontre clairement cette ambiguité. Il s'agit de la région la plus riche de l'U.E. en termes de P.N.B. par tête et en même temps la grande ville la plus polarisée d'Allemagne. Après avoir fait face à son déclin industriel, la ville s'est engagée dans une stratégie «d'entreprise Hambourg» («from ship to chip»). Un des effets fut l'explosion des loyers et des coûts du logement et la polarisation des structures socio-spatiales, mesurée par les revenus imposables. Le Ministère du Développement Urbain de la ville-Etat a lancé un programme intégré de lutte contre la pauvreté et contre sa concentration spatiale dans huit quartiers. Des investissements dans de nouveaux emplois, de la rénovation urbaine, des stratégies d'émancipation et de qualification sont intégrés dans de nouvelles formes de gestion de quartier où la formation de réseaux et les processus de négociation sont essentiels. Elles intègrent les habitants, l'artisanat et les entreprises locales dans l'effort de développement en valorisant leur capital social et culturel. Ce programme de développement social urbain est aujourd'hui le plus ambitieux d'Allemagne.</text>

                <text>New Poverty and Strategies for Deprived Neighbourhoods in Hamburg.

Globalisation processes and economic restructuring seem to be both economically competitive and booster social and socio-spatial polarisation. The case of Hamburg clearly shows this ambiguity. It is the richest region within the E.U. by GNP per capita, but at the same time the most polarised big city in Germany. After fighting industrial degradation successfully, the city runs its «Enterprise Hamburg» strategies («from ship to chip»). Besides other effects, rents and housing costs exploded and segregation patterns - measured by taxed incomes - polarised dramatically. The Ministry of Urban Development of the city state started integrating programmes to fight poverty and its spatial concentration in eight neighbourhoods. Investments in new jobs, urban renewal, empowerment and qualification strategies are to be integrated in new forms of neighbourhood management by networking and bargaining processes, integrating the sitting tenants, handicrafts and small firms by raising their cultural and social capital. Altogether, this programme is the most ambitious among the German cities.</text>

The immigrants repartition in Veneto follows the local productive system, characterized by industrial firms of small and middle size, diffused on the territory. Although this phenomenon is rather recent and limited, on the basis of some empirical observations, it is showing some aspects of stabilization. On the one hand, the peculiar pattern of the immigrants local presence avoids those problems which are typical of metropolitan areas, but on the other one, it could hinder the execution of proper policies aiming at the satisfaction of foreigners' needs.</text>

This paper studies for 1981 the retirement migrations from the metropolitan area of Milan. We have used both census data (household sample) and register data (all migrations in 1981). The findings show that retirement migrations do exist in the metropolitan area of Milan, although they are rather rare. Men migrate a little more often than do women, couples more than families living with (adult) children. The probability of migrating also varies according to residence (more in the town centre than in the suburbs), and this is mainly due to extra-metropolitan migration. </text>

Les résultats montrent que dans le « Grand Milan » les migrations de retraite sont un phénomène réel mais de faible amplitude. Elles concernent un peu plus les hommes que les femmes et les couples plus que les ménages avec des enfants au foyer. La propension à migrer varie aussi suivant la résidence puisqu'elle est plus élevée au centre qu'en périphérie, essentiellement du fait des migrations extra-métropolitaines.</text>

Ces formes de mobilité des retraités sont absentes aux Pays-Bas. Néanmoins, une analyse multivariée approfondie montre que les processus de base de la migration des retraités existent aussi dans ce pays. L'âge diffus de la retraite et les formes très diverses des aménités récréatives et résidentielles aux Pays-Bas ne répondent pas aux modèles évidents de mobilité locale des retraités, observés dans d'autre pays. </text>

Cet article sur la migration des personnes âgées de la région de Stockholm est conçu à partir de quatre questions de recherche. On montre que les fréquences de migration sont plus élevées dans le groupe des 65 ans, qui est l'âge de retraite officiel en Suède, et que le flux va de Stockholm vers des régions peu peuplées et de petites villes. Un certain nombre d'anciens immigrants retournent dans les régions où ils ont passé leur enfance et leurs années de formation. Un nombre plus important de retraités déménagent dans des régions réputées attractives, c'est-à-dire dans ce contexte des régions avec des ensembles résidentiels charmants et pittoresques, un climat agréable et un bas niveau de criminalité. En quittant la région de Stockholm, quatre retraités sur cinq ont choisi pour destination une ville dite pittoresque. On constate finalement que la mobilité spatiale des retraités n'a pas augmenté au cours de ce siècle. Les taux de migration étaient en général un peu plus élevés il y a cent ans, à l'exception de ceux concernant les habitants natifs de Stockholm.</text>

                <text>This article on migration among elderly in the Stockholm area discusses the subject with four research question in mind. It is shown that migration frequencies are higher in the agegroup around 65, which is the formal retirement age in Sweden, and that the flow is going from Stockholm to less populated areas and small towns. Some former immigrants to the area will migrate back to the regions where they grew up and spent their formative years. To a larger extent pensioners will migrate to regions depicted as attractive, which in this context means regions with idyllicly built-up areas, nice climate and low crime rates. Four out of five pensioners who moved out of the county, opted for «idyllic» towns as destinations. Finally it is shown that spatial mobility among pensioners has not increased over the last century. In general migration rates were somewhat higher a century ago with the exception of the rates for native bom Stockholmers</text>

                <text>Migration around the age of retirement is an expression of the opportunities a society gives to its retired people and to the housing and life-style aspirations held by the older population. This article discusses the proposition that two phases of old age have developed among the affluent populations of western Europe. First, a period of relative poaffluence and good health among young elderly people, and secondly, a later period of poorer health, lower income and increased dependency. The optimum locations for the two stages are described, and the effect of migrations among elderly people in redistribute the two age groups among urban and rural areas is discussed.</text>

Retirement migration is in France a very important phenomenon; one parisian household out of four, one provincial household out of eight, leaves his city for good at the time of retirement. Flows have constantly increased after world war two, but for the first time the rates of departure have lowered between 1982 and 1990 censuses. In this article we compare the propensity to move of the Parisians and «Provincials», according to social class and location in the city.                 <text>This paper develops the concept of residential strategis in explanation of housing and locational choice in old age. It argues that the forces which shape decisions to migrate in later life, particularly among the older elderly, are little understood. This deficiency is pertinent in the light of the key role played by housing and locational stress in the pathology of old age. The paper reports the preliminary finding of one of the first UK studies to seek to determine the residential decision-making process of elderly people, through original survey of their motivations and migration outcomes. The study found that although a high proportion of older age groups expressed an intention to stay put, far fewer than in younger age groups were willing to rule out the necessity of a future move. The results indicate a preponderance of housing preferences, social and family support nerworks over convential notions of locational amenity and convenience as motivations for residential adjustment in later life. The differential role of formal and informal advisers as sources of encouragement and of processes of negotiation withing households are also emphasised. Finally, a synopsis of theoretical and methodological implications for future research is presented.</text>

Cet article développe le concept de stratégies résidentielles pour expliquer pourquoi, dans la vieillesse, on choisit telle ou telle région, tel ou tel logement. D affirme qu'on ne comprend pas bien ce qui provoque la décision, surtout chez les plus âgés, de migrer dans les dernières années. Comme les difficultés de logement et du milieu jouent un rôle clé dans la pathologie de la vieillesse, cette insuffisance doit être comblée. L'article présente les conclusions préliminaires des personnes âgées, à partir d'une enquête originale sur leurs motivations et leurs migrations. Il a été trouvé que, bien qu'une grande proportion des plus âgés à exclure la nécessité d'un déménagement futur. Les résultats indiquent que le logement et les raisons sociales et familiales motivent l'ajustement de résidence dans la vieillesse plus que les idées traditionnelles de commodité et d'environnement attrayant. Le jeu des conseillers officiels et non officiels comme source d'encouragement et les mécanismes de négociation au sein des ménages sont également soulignés. Enfin, on présente un précis des implications théoriques et méthodologiques pour de futures recherches.</text>

Pendant les années 1970 et 1980 les taux migratoires des premiers diminuent considérablement, en particulier pour les migrations à longue distance et pour la migration de retraite sensu stricto.                 <text>The paper analyses interregional migration flows of the elderly in West Germany. The demographic and socio-economic structure of the migrants is described as well as types of migration such as amenity migrants preferring health-resorts, return migrants, and kinship and support-related migrants. Next, areas of origin, mostly cities and urban agglomerations, and areas of destination are presented, with special reference to migration flows of the young-old and the old-old. During the 1970s and 1980s the migration rates of the elderly declined considerably, particularly for long-distance migration and more so for retirement migration sensu stricto than for support-related flows. The last section of the paper discusses some arguments to explain this decrease.</text>

In 1990, 1 926 000 people were living in the French overseas departments and territories, 3/4 of which in the departments. The overseas departments are primarily three islands where population is dense and concentrated in the coast line areas, as the inside is not always very hospitable. Fertility has sharply decreased, while migration towards metropolitan France has slowed down. The fourth overseas department is a land three times as big as Belgium, underpopulated but attracting a growing flow of foreigners. Female activity is increasing and its patterns are becoming closer to those of metropolitan France. In spite of the creation of many new jobs, the unemployment rate is increasing: it is three times higher than in metropolitan France and it affects mainly young people. </text>

With census data, we examine whether the distribution of jobs and that of people over the French territory display a greater degree of « harmony » in 1990 than they did in 1982. Counter-urbanization around the cities is still going on. But since the excess of births over deaths is larger in towns than it is in the rural parts of the country, there has been virtually no change in the degree of concentration of people over the territory. The increase of employment, however, benefited more to cities (especially the larger ones) than it did to the country. This widening gap between the distribution of people and that of jobs has resulted in an increase of commuting. </text>

Il apparaît ainsi que les migrations des villes vers les zones périurbaines se poursuivent. Mais comme l'excédent naturel est plus fort dans les villes qu'en zone rurale, le degré de concentration des hommes sur le territoire est resté stable. La hausse de l'emploi, en revanche, a profité davantage aux villes (surtout les grandes) qu'aux zones rurales ; ce fossé croissant entre la localisation des hommes et celle des emplois s'est traduit par un accroissement sensible des déplacements domicile/travail.</text>
