Les chercheurs américains qui établissent une corrélation entre le local et le global mettent ainsi en évidence l'émergence d'un nouvel ordre spatial qualifié de glocalisation.                 <text>About Metropolization and Glocalization: Discourse of American Researchers and its Impact.

The globalization of the economy leads to major changes bringing about urban sprawl and a work market on the scale of the urban region. American researchers see a correlation between local and global and talk about the emergence of a spatial order they call glocalization. They use metaphors such as spatial mismatch and reverse commuting to designate the distance between the localization of jobs and the innercity neighborhoods while the metaphor metropolitics deals with the issue of the invention of a politics at the urban region scale. The analysis of these metaphors as well as the implementation of welfare reform stresses researchers' contribution to a political discussion of spatial transformations.</text>

                <text>Gender and Places. From a Conceptual Neuter to a New Urban Spatial Order ? 

The concept of space is a fundamental category of the thought, but neither cognitive psychology nor social geography consider its construction in relation to its gender. An hypothesis of gender differentiation in the conceptual mastery of the abstract mathematical space is usually refuted. The conception of the space is thus confirmed in a universal and neutral one. Geography as the science of social space organization describes socio-spatial discriminations and is interested in the relations that men and women maintain with places. History teaches us the original sexual partition of the town which arises from the male domination on the spaces of the socio-political life. So the scientific affirmations on gender and space questions would be based mainly on the "political-symbolic" value given to the dominant gender and thus to the places bound to him, as well as to its territory. Subjected to the law as neutral individual in the civic and lawfully correctness female gender remains symbolically assigned to the places of the private and family life. However, to specify the one person households' localisation, puts with acuteness the political question of women's place in the space and the society. In fact, by their coming into the working world and by the mobility associated to it, women have risen to the public space, destabilizing the urban spatial order. 
At the European level, in the centres of big cities the number of small households keeps on increasing and in the case of Toulouse and Bristol, they are associated to the categories of executives and superior intellectual occupations. The example of Toulouse technopole shows that they can also be young, comfortably off and female, answering so at two of the features of the gentrifi- cation. To be back in the centre is the fact of part of the decision-makers who integrate the space power. A research led in Toulouse sub-tends the hypothesis that women free now from strong domestic and financial constraints would exercise by their residential choices the space power. They indeed assert their being in the central districts, elected as the place of their private life, them who do not share their privacy. The gender social relations underwent changes which are read in the destabilization of the urban systems and make visible, with nuances, the rising of women in places more and more close to the symbolic spaces of the power.                 <text>Le concept d'espace est une catégorie fondamentale de la pensée, mais ni la psychologie cognitive ni la géographie sociale n'envisagent sa construction dans une relation au genre. Une hypothèse de différenciation selon le genre dans la maîtrise conceptuelle de l'espace abstrait mathématique est réfutée. La conception de l'espace est ainsi confirmée dans une neutralité universelle. La géographie comme science de l'organisation de l'espace social décrit les discriminations socio-spatiales et s'intéresse aux relations qu'entretiennent hommes et femmes avec les lieux. L'histoire nous apprend la partition sexuée originelle de la cité qui est issue de la domination du genre masculin sur les espaces de la vie socio-politique. Ainsi le positionnement scientifique de la question du genre et de l'espace reposerait en grande partie sur la valeur « politique/symbolique » attribuée au genre dominant et donc aux lieux qui lui sont liés, à son territoire. Soumis à la loi comme individu neutre dans le civiquement et juridiquement correct, le genre féminin reste symboliquement assigné aux lieux du privé, de la famille. Or la caractérisation du positionnement social, dans la ville, des ménages unipersonnels des deux genres pose avec acuité la question politique de la place des femmes dans l'espace et la société. En effet, par leur entrée dans le monde du travail et de la mobilité associée, les femmes ont accédé à l'espace public, déstabilisant l'ordre spatial urbain. 
À l'échelle européenne, dans les centres des métropoles, la présence des petits ménages ne cesse de s'accentuer et dans le cas de Toulouse et Bristol, ils sont associés aux catégories de cadres et professions intellectuelles supérieures. L'exemple de la technopole toulousaine montre qu'ils peuvent aussi être jeunes, aisés et féminins, répondant à deux au moins des critères de la gentrifica- tion. Le retour au centre est le fait d'une fraction de décideurs qui intègrent l'espace du pouvoir. Une recherche menée à Toulouse sous-tend l'hypothèse que les femmes libres de fortes contraintes familiales et financières exerceraient par leurs choix résidentiels le pouvoir sur l'espace. Elles affirment en effet leur présence dans les quartiers centraux élus comme lieu de leur vie privée, elles qui ne partagent pas l'espace de leur intimité. Les rapports sociaux de genre ont subi des bouleversements qui se lisent dans la déstabilisation des systèmes urbains et rendent visible, avec des nuances, la montée en puissance des femmes en des lieux de plus en plus proches des espaces symboliques du pouvoir. Territory has always been a basic channel for political, and more particularly, electoral representation : place for the expression of interests but, in the same time, place for discrimination. The development of formal democracy based on the principle One man = One vote has always had difficulties (practical as well as theoretical) to cope with the place of territory within representation's mechanisms. Starting with the Kleisthenes' reform, we shall recall how different theories of representation have consider territory, and then we shall illustrate our research with one more concrete example : the representations of the urban.</text>

The participation of women in the political sphere has not progressed as rapidly as their participation in the labour force. This creates a problem since the feminization of the labour force generates new social needs which are often not adequately understood, let alone dealt with, by the various levels of government, including the municipalities. How are the municipalities taking into account these new needs and what is the effect of the political participation of women on the responsiveness of municipalities? An analysis conducted in the Quebec Metropolitan Area reveals a spectrum in the municipal responses, from policies dealing somewhat narrowly with family issues to much more encompassing measures, including basic social needs, sometimes even formulated in feminist terms. The factors underlying this range of responses may include the level of internal social differentiation of localities, women's level of education as well as their participation in urban debates and their access to elected positions.</text>

                <text>La participation des femmes à la sphère politique n'a pas progressé aussi rapidement que leur participation à la main-d'œuvre. Or, cette dernière fait naître de nouveaux besoins sociaux, souvent très pressants, qui interpellent les pouvoirs publics, tout particulièrement les municipalités. Celles-ci répondent-elles à ces nouveaux besoins et la participation politique des femmes influence-t-elle les réponses municipales? Nous abordons ces questions à l'aide d'une analyse de données inédites portant sur les municipalités de l'agglomération urbaine de Québec. Notre analyse permet d'identifier des orientations politiques à portée familiale et d'autres à portée plus féministe. Elle permet aussi d'évaluer l'impact des facteurs susceptibles de sous-tendre les orientations politiques des municipalités en matière de réponse aux nouveaux besoins sociaux. Parmi ces facteurs, il faut compter la taille et la différenciation interne des localités, le niveau de scolarité des femmes, leur participation aux débats urbains et leur accès aux postes électifs.</text>

                <text>Conditioned by the largely rejecting and discriminatory socio-political climates in the United States and the transplanted Chinese cultural traditions, the Chinese in metropolitan Chicago before WW II displayed striking occupation concentration and residential dispersion. The dispersion, however, had little bearing in assessing their incorporation into the mainstream as their primary group association was intricately connected to Chicago's Chinatown. More than half a century later, Asian population, Chinese being one of the largest components, in metropolitan Chicago has achieved substantial spatial integration. In comparison with blacks and Hispanics, Asians in general and Chinese in particular have demonstrated higher degree of residential integration, education attainment, and general socio-economic achievements. This is partly attributable to the changing composition of the Chinese population and the much improved pluralistic, cultural and socio-economic climates in the United States.</text>

En raison du climat de rejet et de discrimination socio-politique des États-Unis, mais aussi de traditions culturelles transplantées, les Chinois de Chicago montrent, avant la Seconde Guerre mondiale, une remarquable concentration spatiale de leurs activités doublée d'une grande dispersion résidentielle. Cette dispersion ne peut cependant masquer leur étroite association avec la Chinatown de Chicago. 
Un demi-siècle plus tard, la population d'origine asiatique de Chicago, dont les Chinois représentent une large part, est arrivée à un niveau substantielle d'intégration spatiale. Par rapport aux noirs et aux hispaniques, les Asiatiques en général et les Chinois en particulier montrent des niveaux élevés d'intégration résidentielle et de réussite scolaire et professionnelle. On peut en chercher les raisons dans les modifications de la composition de la population chinoise et dans un climat bien amélioré d'accueil aux immigrants</text>

                <text>Violence against Women, Place and Social Space.

The ENVEFF survey results enable us to distinguish four types of interpersonal violence against women, wherever this violence occurs, be it in the couple, at work or in public space. These types are: insults, emotional abuse or psychological violence, physical abuse and sexual abuse. Their rates vary considerably according to age of women, but also to demographic, social or economic characteristics which, in turn, vary according to the place of residence and, above all, to the size of the agglomeration. Nevertheless, there are particular effects of the type of place and of lifestyles typical in such places, linked to spatial organisation, types of daily mobility and the nature and density of relationship networks. If the frequency of intimate partner violence is fairly constant whatever the agglomeration size, all types of abuse at work, and, in particular, physical and sexual assaults or abuse in public space generally increase as agglomeration size increases.</text>

                <text>Immigration and Urban Geopolitics: Housing Policy and Minorities in Oakland, CA.

The housing issue is an interesting window into the multiple spatial redistributions operating under the intense pressure of Asian and Hispanic immigration in the San Francisco Bay Area. In Oakland, mayor Jerry Brown's housing policy intends to revitalize an economically depressed city by attracting wealthy white populations into the city center thanks to skyrocketing housing prices in the Bay Area. The first signs of economic recovering in Oakland are certainly due to the global context of economic growth but probably also to Jerry Brown's personality if not to the fact he is white. The long term success of his policy is less certain and is likely to have tremendous consequences for the population like pushing the poor out of the city and participating to the already started dilution of Black electoral power.</text>

                <text>This paper examines the problems and issues of Post-Soviet immigrants of Jewish origin, who came to the United States from European part of the former Soviet Union in the 1990s and currently live in the Los Angeles area, namely, in the City of West Hollywood. The basic results of the questionnaire survey carried out in April 2000 (N=92) on the immigration/adaptation experience of these immigrants are presented in light of some of the existing relevant theories.</text>

                <text>The Mission, the San Francisco « Barrio»: the Making of an Hispanic Neighborhood and its Commercial Street in the United States (1950-2000).

Today, the Mission neighborhood in San Francisco is identified as the Hispanic neighborhood of the city - the « barrio». It was not always the case : after World War II, it was still predominantly inhabited by white working class residents who immigrated from Europe a few decades ago. From the 1950s on, and increasingly in the 1960s and 1970s, the Mexican and Central American immigration deeply changed the neighborhood and its shopping street. However, at the turn of the century, the Mission residents are much more diverse than it is commonly believed. Analyzing the role of church, school and local organizations also shows that social ties in the neighborhood are weak. It shatters the myth of a strong coherent immigrant community.</text>

                <text>Le quartier de la Mission, à San Francisco, est identifié aujourd'hui comme le quartier hispanique de la ville, le « barrio ». Or il n'en a pas toujours été ainsi, et au lendemain de la Seconde Guerre mondiale, il était encore peuplé de classes populaires blanches, issues de l'immigration européenne. L'immigration en provenance du Mexique et de l'Amérique Centrale a profondément transformé le quartier et sa rue commerçante, la 24ème Rue, à partir des années 1950, et surtout 1960 et 1970. Cependant, au tournant du siècle, la population de la Mission est beaucoup plus hétérogène que l'opinion ne veut le croire. L'examen du rôle de l'église, de l'école, des associations locales et de la rue commerçante dans la Mission révèle la faiblesse des liens sociaux à l'échelle du quartier et met à mal le mythe d'une communauté d'immigrants hispaniques aux fortes solidarités.</text>
