                <text>Neighbourhoods faced with suprametropolitan Mobility 

In the «newly developing town» the increase in urban mobility does not imply the death of the local community. The results of an in-depth questionnaire proposed to 1697 households in various old quarters in town centres show that local neighbourhoods are still important areas of social life (of varying degrees depending on the population and the context). In fact the inhabitants manage to combine local roots and urban mobility.</text>

Italy has only recently become a destination for immigrants, but it already occupies a particular position in the complex interplay of international migration flows. For some, Italy is simply a transit point on the way other countries or a popular tourist destination, but it has in recent times started to attract populations who move very little once they have settled somewhere. The only noteworthy example of mobility is when they look for work during the first year of their stay. They may move within the region or within the country as a whole, so that foreign populations are eventually redistributed from the various ports of entry to the urban centres where they tend to settle. Here there is little movement within the city, because there is little subsidised housing, because those concerned are illegal entrants and work mostly in the informal economy.</text>

Cette mobilité est d'échelle nationale ou régionale, elle permet une véritable redistribution des populations étrangères depuis les lieux de débarquement vers des pôles urbains de fixation. The high demographic growth rate which strikes East Africa does not alter the major patterns of the population distribution nor the density geography in the region. However, peasantry challenge this growth with four types of adjustments : spatial adjustments (swamp and forest clearance within the territory, settlements outside the territory, political and land repartition adjustments and violent adjustments which either force people to fly away or kill them. The frequency of crisis situations lays stress on societies which are blocked in their territories or in their technical systems or in their inégal political and land sharings. This paper gives a grid to read the different regional situations as far as interactions between density and develops ment are concerned.</text>

In this article, the author puts the very notion of mobility once more into question for himself. Rather than approaching the subject from the view-point of different social origins, or individual motivations, the author proposes to consider it, rather more than in past studies, as a direct consequence of the organisation of urban space. This approach brings together the considerations shared by planners, developers and transport managers. The conditions of mobility transform towns as much as towns themselves transform these conditions. This helps us to fully appreciate the urban scene as a system of social interactions between families and employers and thus leads us on to consider the evolution of movements as being a symptom of the development of territorial dynamics. These dynamic changes do not only affect the urban level but also several other levels at different geographic scales with a definition which evolves with the actual daily or occasional travel mobility.</text>

                <text>Dans cet article, l'auteur s'interroge à nouveau sur la notion de mobilité. Plutôt que d'approcher celle-ci à partir des différences sociales ou individuelles, il propose de la considérer un peu plus que dans le passé comme la conséquence de l'agencement urbain. Aussi peut-on réconcilier les préoccupations des gestionnaires des déplacements et celles du planificateur et de l'aménageur. Les conditions de la mobilité transforment les villes comme les villes transforment les conditions de la mobilité. Ceci nous aide à mieux penser le fait urbain comme système d'interactions sociales entre des ménages et des entreprises, donc nous conduit à considérer l'évolution des déplacements comme les symptômes de dynamiques territoriales en développement. Ces dynamiques ne concernent pas uniquement le niveau urbain mais plusieurs échelles géographiques dont la définition évolue avec les conditions mêmes de réalisation de la mobilité quotidienne ou occasionnelle.</text>

With the family breakdown and the rising number of working women there is now a whole new set of daily organization with direct consequences for younger children. Thus authorities have been encouraged to further a more active welfare family policy which partly consists in fostering the development of day care units for the very young. Blatant disparities have emerged from the way that family care services are distributed. As a whole, supply is far from meeting demand both in cities and countryside. Such gaps make it impossible to guarantee equal opportunities for each citizen in a given area. A few regional authorities have considered measures to lighten these differences.</text>

Ces déséquilibres ne permettent pas de satisfaire les principes d'égalité des chances entre tous les citoyens d'un territoire donné. Cet article présente le rôle des migrations dans le développement de l'agglomération pragoise depuis la fin du XIXe siècle en insistant sur la période récente. Avec la chute du communisme, la nature des mouvements migratoires s'est modifiée. En distinguant trois auréoles radio-concentriques nommées « ville-centre », « Prague communiste », et « auréole périurbaine », on observait, avant 1989, une convergence des mouvements de la ville-centre et de l'auréole périurbaine vers la Prague communiste. Actuellement les mouvements ont changé de nature et on observe une déconcentration de l'agglomération, l'auréole périurbaine recevant des populations, souvent aisées, des deux autres parties de la ville.</text>

                <text>This article presents the role of migration in the development of the Prague agglomeration from the end of the nineteenth century up to the recent past. With the collapse of Communism, the nature of migratory movement has been modified. By designating three concentric rings named «city centre,» «Communist Prague,» and «peri-urban ring,» one can observe before 1989 a convergence of movement from the city centre and the peri-urban ring toward Communist Prague. Actually the movements have changed and, for instance, the peri-urban- ring receives population from the two other areas of the agglomaration.</text>

Comme le langage, la ville se transforme sans cesse et surprend toujours.Est-ce si grave ? Pas pour le promeneur qui, en chaque lieu ou presque, comme le libertin de Kundera, est mu par &amp;quot;le d&amp;eacute;sir de s&amp;rsquo;emparer de l&amp;rsquo;infinie diversit&amp;eacute; du monde&amp;quot;. Surtout s&amp;rsquo;il ne projette pas sur les villes un id&amp;eacute;al subjectif. Bien s&amp;ucirc;r, personne ne vit dans un &amp;eacute;tat permanent de bien-&amp;ecirc;tre absolu. Since about ten years ago, Walloonia has been confronted with a new form of migration. The new migrants leave city centres to live permanently in tourist regions, situated in rural land. For a lot of them, this choice is imposed by the search for a better normal environment and a certain resocialization, it is nevertheless true that the main reasons are the possibility of home ownership and a ratio quality of live / prices of housing more attractive than which prevail in city centres. However this new form of housing presents many problems : unlawfulness to take up main home there, tourist equipment not at all adapted to a permanent residence.</text>

                <text>Depuis une dizaine d'années la Wallonie est confrontée à une nouvelle forme de migration. Les nouveaux migrants quittent les centres urbains pour vivre de manière permanente dans des sites touristiques tels que les campings, parcs résidentiels de week-end et villages de vacances situés majoritairement dans le monde rural. Si ce choix semble dans de nombreux cas guidé par la recherche d'un meilleur cadre de vie et d'une certaine resocialisation, les raisons principales en sont le désir d'accéder à la propriété à bon prix et celui d'obtenir un rapport qualité de vie/prix du logement plus intéressant qu'en ville. Toutefois cette nouvelle forme d'habitat pose de nombreux problèmes, tant du point de vue légal que de celui de l'inadaptation des équipements touristiques à une résidence permanente.</text>

                <text>Public Transportation Adaptation to urban Development (the Case Study of Caen). 

Mobility has today a major impact on the urban structure. It has a key action on the development of the city. The motorized means of transport answer to the main part of this need of mobility, households privileging the car to the detriment of public transportation network, whose role encounters stagnation or decrease. However, the public network has a dual aspect. On the one hand they are marginalized and used by a part of the population in the last resort. On the other hand, the political powers grant them the priority over the car. They are even conferred a power in matter of urbanism. The main idea is to confront the urban transport and the mobility of the population. Is there an homogeneous supply on the whole officially covered territory ? Does it offer the same possibilities for all to circulate within the urban space ? Does it give an advantage to some categories of population ?</text>

Whereas Latin American and Asian demographic transitions are well advanced, differences between African sub-regions remain important. 
This paper assesses changes in the trends of mortality and fertility and the influence of urbanization on both variables. 
A regional analysis shows that contrarily to the theory of demographic transition, urbanization does not necessarily induce a decline of fertility and of mortality. Other factors must be taken into account, for instance the supply of health care.</text>

Cet article propose un bilan de l'évolution des deux grandes variables (mortalité et fécondité) qui gouvernent principalement les dynamiques de population en Afrique et explore l'incidence du facteur urbain. 
L'analyse conduite au niveau des sous-régions africaines montre que contrairement à la théorie de la transition démographique, l'urbanisation n'induit pas nécessairement la baisse de la mortalité et celle de la fécondité et que d'autres facteurs doivent être pris en compte, par exemple l'offre de santé.</text>

Ageing of the population, change in lifestyles of the elderly citizens, the tourism operators will be strongly affected by these long term socio-demographic evolutions. Retired persons already represent a large part of the clientele in the tourism sector. This group shows profound social change : growing life expectancy, improvement in health and standard of living, cohorts with an increasing participation in the consumption and leisure world, but also cohorts that will experience uncertainty as far as financing of retirement pensions is concerned and that could face problems of mobility over 75 or 80. What are the recent trends in matter of senior tourism, and how could it change during the next years? We present statistical data in order to highlight these topics. On much major points, tourism patterns of the elderly are getting closer to those of the younger adults, because of generation effects. The arrival at the retirement age of the « baby-boomers » cohorts will certainly imply new changes in tourism demand of the elderly, especially a growing autonomy in tourism and travel, and a larger and larger diversity in the nature of holidays stays.</text>

                <text>Vieillissement de la population et changements de modes de vie à l'âge de la retraite, le secteur du tourisme est et sera fortement concerné par ces évolutions démographiques et sociales. Clientèle essentielle pour le secteur du tourisme, la catégorie des retraités et pré-retraités connaît de profonds changements, dont l'accroissement numérique ne constitue qu'un élément : élargissement de l'horizon de vie et amélioration de l'état de santé et des revenus, générations de plus en plus intégrées au monde de la consommation et des loisirs, mais générations qui seront aussi préoccupées par le financement des retraites et par les problèmes de mobilité aux grands âges. Comment ont évolué les pratiques touristiques des « seniors » ces dernière années et comment risquent-elles de changer encore dans les années à venir ? Nous présentons les évolutions récentes du tourisme des retraités à partir de données statistiques récentes et essayons d'anticiper les évolutions futures. Sur bien des points les pratiques touristiques des personnes âgées se sont rapprochées de celles des plus jeunes. L'arrivée à la retraite des générations nées après-guerre va entraîner de nouvelles inflexions dans les pratiques touristiques, avec notamment une autonomie plus grande et plus de diversité dans les formes de voyages.</text>

                <text>The increased capacity of households to allocate their time in several places as a result of both the growth of new flexible forms of work and a more mobile retirement lifestyle has contributed to a renewed interest in second homeownership all over the industrialized world. This has been of particular benefit to rural areas where the consumption of second home households contributes to rural business. However, the often long-lasting visits to second homes raises question as to whether second homes are, in reality, first homes in terms of the owners' relationship to place. The answer to this question is of considerable importance due to the nexus between regional population figures, taxation and public transfers. Considered as tourists, the second homeowners are, however, not registered in the host community thereby leaving municipalities with increased costs for service supply, but without benefits from public transfers. Therefore, the purpose of this paper is to uncover the hidden seasonal population patterns caused by second home tourism and to estimate their impact on the demographic and economic structure of rural areas. A unique geographical database covering all second homes in Sweden is used to illustrate this issue. Drawing on the example of Sweden it is demonstrated that current administrative practices in population statistics place rural municipalities at a financial disadvantage.</text>

Dans l'ensemble du monde industrialisé, suite au développement de formes flexibles de travail et à l'émergence de modes de vie plus mobiles chez les retraités, les ménages disposent d'une capacité croissante à répartir leur temps entre plusieurs lieux distincts, ce qui a renouvelé leur intérêt pour l'acquisition de résidences secondaires. Cet attrait renouvelé a particulièrement bénéficié aux zones rurales où la consommation des ménages de seconds résidents contribue aux activités économiques locales. Toutefois, le séjour, souvent long, dans les résidences secondaires amène à se demander si, en définitive, celles-ci ne sont pas des premières résidences, du moins sous l'angle de la relation que les propriétaires entretiennent avec elles. En raison du lien existant entre le volume de la population régionale, le niveau d'imposition et les transferts publics, la réponse à pareille question est cruciale. En effet, en tant que touristes, les propriétaires de résidences secondaires ne sont pas enregistrés dans la municipalité hôte comme résidents : leur présence impose des coûts croissants pour la collectivité locale en matière d'offre de services mais sans bénéfice via les transferts publics. L'objet du présent article est de mettre en évidence la distribution spatiale de la population saisonnière et d'estimer son impact sur les structures démographiques et économiques des zones rurales. Une base de données géographiques originale, couvrant l'ensemble des résidences secondaires en Suède, est mobilisée pour examiner cette question. À partir de l'exemple de la Suède, il est démontré que les pratiques administratives actuelles désavantagent les municipalités rurales sur le plan financier.</text>

                <text>Emigration has been a longstanding feature of human activity for a number of reasons, including environmental, social, economic, political and security causes. The creation of diasporas has been one result of such movements of people. Increasingly in recent years emigrants have been returning to their homelands for holidays and other visits, and this form of tourism has grown significantly. The paper discusses the nature of such tourism, its links to VFR tourism, and the specific characteristics that differentiate it from the latter. Case studies of two elements of the Lebanese emigrant population are discussed to throw additional light on the motivations and behaviour of emigrants returning to their homeland in the context of tourism.</text>

La formation de diasporas en est une expression importante. Au cours des dernières décennies, un nombre croissant d'émigrés reviennent temporairement dans leur lieu d'origine pour des vacances ou d'autres visites. Une forme originale de tourisme s'est donc fortement développée. L'article examine la nature d'un tel tourisme, ses liens avec le tourisme d'affinités (visites aux familles et amis) et ses caractéristiques spécifiques en regard de ce dernier. Une analyse de la circulation migratoire de deux échantillons d'émigrants libanais permet de préciser les motivations et comportements, dans le contexte du tourisme, des emigrants retournant dans leur État d'origine.</text>
