Every 20 years since 1920, Madrid has undergone an urban planning cycle in which a city plan was prepared, adopted by law, and implemented by a new institution. This preparation-adoption-institutionalization sequence, along with the institution's structures and procedures, have persisted – with some exceptions – despite frequent upheavals in society. The planning institution itself played a lead role in maintaining continuity, traumatic history notwithstanding. Why and how was this the case?<br />
<br />
Madrid's planners, who had mostly trained as architects, invented new images for the city and metro region: images of urban space that were social constructs, the products of planning processes. These images were tools that coordinated planning and urban policy. In a complex, fragmented institutional milieu in which scores of organized interests competed in overlapping policy arenas, images were a cohesive force around which plans, policies, and investments were shaped.<br />
<br />
Planners in Madrid also used their images to build new institutions. Images began as city or metropolitan designs or as a metaphor capturing a new vision. New political regimes injected their principles and beliefs into the governing institution via images and metaphors. These images went a long way in constituting the new institution, and in helping realize each regime's goals.<br />
<br />
This empirically-based life cycle theory of institutional evolution suggests that the constitutional image sustaining the institution undergoes a change or is replaced by a new image, leading to a new or reformed institution. A life cycle typology of institutional transformation is formulated with four variables: type of change, stimulus for change, type of constitutional image, and outcome of the transformation.<br />
<br />
By linking the life cycle hypothesis with cognitive theories of image formation, and then situating their synthesis within a frame of cognition as a means of structuring the institution, this book arrives at a new theory of institutional evolution. The constitutional image represents the institution's ideology and precepts that are replicated over space and time via structures and processes. Changing the constitutional image in the minds of the institution's members yields a change in the institution.</div>

Depuis la Révolution industrielle, on a mis face à face campagnes et villes, présentées comme des incarnations de la tradition et de la modernité. Ces oppositions ne sont pas recevables.<br /> <br /> Les nobles ont continûment tenu une place importante dans la ville médiévale et, qu’ils y résident ou non, elle a été un des horizons de leur existence. Dès que l’on cherche des nobles laïcs en ville, on en trouve à peu près partout, de Liège à Clermont et de Metz à Ploërmel, dans les petites villes, les villes moyennes comme Dijon, les grandes villes comme Paris. Les élites que l’historiographie traditionnelle dit urbaines et les propriétaires terriens nobles et seigneurs se côtoient en ville, s’y mêlent souvent et mènent un genre de vie qui, s’il les distingue les uns des autres, les rassemble aussi. Les rentiers du sol sont en ville dans une grande proportion : après le XIIe siècle, il n’y a plus, dans les élites, de carrière ni de vie sociale qui puisse éviter la ville. Cela rappelle que l’établissement d’une civilisation urbaine aux temps médiévaux est le fait de la lente métamorphose d’un monde rural. Il a produit une société dans laquelle ville et campagne vivaient en symbiose.<br /> <br /> Dans l’espace francophone, quels rapports les nobles ont-ils entretenu avec la ville au temps de son triomphe (XIIe-XVIe siècles) ? La question posée ici le souligne : la symbiose entre ville et campagne fut la clé de voûte de l’organisation d’un monde que nous avons aujourd’hui du mal à comprendre. Afin de cerner la spécificité de l’espace francophone, le regard s’est porté aussi sur ses voisins immédiats, flamands, germanophones, castillans.</div> </div>

Cet ouvrage pourrait à juste titre passer d'abord pour ce qu'on appelle en librairie un "beau livre". Foisonnant de prises de vue superbes dues à l'auteur lui-même (dont nous est à cette occasion confirmé le talent ee photographe), il montre admirablement son objet, Palmyre. A ce stade, c'est bien un album de photos, et on ne se lasse pas d'en contempler la beauté. Pourtant, aucune de ces images n'est gratuite. Chacune constitue en réalité un document qui, à ce titre, se trouve accompagné d'un commentaire circonstancié, en forme de légende. Nous est ainsi offerte une masse considérable d'informations ponctuelles relatives à ce qui reste de cette ville, à ce qu'elle a pu être jadis, à la façon dont les éléments qui la composent se sont transformés au cours des siècles.</div>

De ce point de vue, ce beau livre est donc aussi un ouvrage savant, érudit, spécialise, à sa manière, un vrai livre d'archéologie. En même temps qu'un album de belles images et qu'un livre d'archéologie, il s'agit donc bien, décidément, aussi de quelque chose de plus : d'une réflexion méthodique qui débouche, non pas de manière spéculative mais sur la base d'une démarche analytique des plus rigoureuses, sur une vision enrichie de nos modes d'appréhension de l'espace vécu.</div>

Les publics eux-mêmes génèrent parfois ces contenants pour maintenir l’excitation et retarder la descente. Les rythmes et leur synchronisation sont tout aussi importants que les espaces pour que tous se sentent partie prenante d’un même climat. Le rejet du modèle dominant de production d'espace a donné lieu à des pratiques singulières. Celles-ci ont créé l'actuelle ville de Kinshasa et ce, conformément à la logique des acteurs populaires et à leur modèle économique. Face à ce constat, une pensée interrogative sur la manière de produire la ville à partir de l'économie populaire s'est précisée. Les enjeux et conséquences d'une telle production de la ville ont constitué un défi majeur du développement du territoire.</div>
<br />
Visant à esquisser l'histoire sociale du développement du territoire urbain à travers l'évolution des structures spatiales et les modes d'appropriation, d'habitation, d'exploitation, de communication et de gestion d'espace pour expliquer les pratiques de sécurisation, la présente thèse a tenté d'éclairer les conditions économiques certes mais aussi solidaires, associatives, participatives... de ce développement du territoire.</div>
<br />
La richesse des résultats de deux enquêtes de terrain obtenus au moyen des photographies, des récits de vie, des interviews, des observations et des questionnaires constitue une mine d'informations sur non seulement l'habitat populaire et les métiers dans trois quartiers d'études caractérisés par leur multifonctionnalité (habitat, activités productives et récréatives) mais aussi sur les pratiques spatiales et sociales à travers lesquelles les acteurs populaires coproduisent leur territoire. Ces pratiques sont constituantes d'une réelle capacité d'organisation et de gestion d'un territoire qui doit amener à repenser le rôle de ces acteurs dans l'élaboration des politiques de développement.</div>
<br />
A travers une analyse clinique des pratiques de la production spatiale et sociale de la ville, cette thèse montre combien le foncier et l'économie populaire sont des facteurs importants de sécurisation pour les acteurs populaires.</div>
