Peut-on parler de "ville médiévale" ? En tout cas avec l'implosion du monde romain, la ville de l'Antiquité disparaît lentement tandis qu'apparaissent de nouvelles réalités urbaines qui ne se laissent plus circonscrire par le cadre politique et spatial de la cité. Cet ouvrage rassemble des travaux de sciences sociales (géographie, histoire, sociologie, anthropologie, sciences de l'éducation, urbanisme) partageant l'ambition d'étudier la dimension spatiale d'un monde social traversé par les inégalités. Pour ce faire, les relations entre les espaces matériels, leurs usages et leurs significations, sont comprises à la fois comme des contraintes et des ressources héritées, et comme des enjeux sociaux. Chaque société doit faire avec les espaces produits et légués par les générations antérieures, autour de quelques grandes stratégies d'appropriation, telles que la conservation, l'effacement, la transformation ou le détournement. Ce bricolage est un observatoire de choix pour les sciences sociales, parce que ce ne sont jamais des "sociétés" ni des "générations" en tant que telles qui s'approprient l'espace : à l'historicisation doit s'ajouter une sociologisation qui explore non seulement les différences mais aussi les inégalités sociales, les concurrences, les conflits. Ces rapports de pouvoir concernent aussi les processus de dénomination et de (dé)valorisation de l'espace. Cela suppose donc d'interroger les "luttes de classement" selon toutes leurs facettes (économiques, juridiques, politiques, linguistiques...), en faisant l'hypothèse qu'intégrer leur dimension spatiale enrichit notre connaissance. Les seize contributions constitutives de cet ouvrage nous permettent de mieux comprendre comment l'appropriation, la catégorisation et la valorisation différentielle des espaces jouent un rôle dans la production des inégalités.<br />

Dans cet ouvrage sont réunis les travaux du groupe de recherche Métropolisation et Société (MéSo) qui portent sur les questions de mobilité, de morphologie urbaine et de gouvernance métropolitaine. L’hypothèse d’une métropole formée d’axes de mobilité découpés par des pôles urbains multifonctionnels est ici posée. En prenant pour exemple l’un des axes de la métropole, l’axe Centre-Nord, qui relie le nord de Montréal aux municipalités de la couronne Nord en passant par le centre de Laval, les auteurs non seulement entendent revoir l’organisation spatiale de la région de Montréal mais ils se questionnent également sur la structure des déplacements et la configuration des lieux, notamment de ces espaces centraux périurbains qui sont à la fois des places commerciales, des pôles d’emploi, de nouveaux espaces résidentiels et des espaces publics ouverts et fréquentés. En prenant ainsi le pouls de la métropole, on se demande comment les planificateurs engagés aux échelles régionales et locales abordent la mobilité et cherchent à recomposer le territoire métropolitain. Les démarches de planification qui sont élaborées témoignent des représentations spatiales défendues par leurs auteurs. Elles sont projetées vers des scènes de débat où les acteurs de la société civile prennent le relais de ceux qui sont issus des organismes publics. Au constat d’une gouvernance métropolitaine en panne se substitue l’hypothèse d’une gouvernance métropolitaine produite par le bas, négociée localement et ouverte à la participation citoyenne.<br />

<div><b>Abstract from the publisher:</b></div> </div> Internationally renowned architects are at centre stage in public debates, not only with reference to designing aesthetically striking artefacts, but also to urban regeneration programmes and urban branding. The narrative of the ‘Bilbao effect’ has been spreading worldwide, apparently leading cities to compete in collecting spectacular projects and buildings, sometimes with little regard for their urban context, size and functions in the global market. Despite the fact that these forms of urban development have been changing the landscape in several cities, attention and explanations regarding the rationalities implied in such decision making and localization processes are today limited and sometimes misleading. Drawing on the study of relevant architectural decision-making processes in Bilbao, Abu Dhabi, Paris, New York City and the Vitra Campus and on an original photographic corpus, the book argues that these phenomena have high territorial variety, depending on local as well as more contingent factors. It explains that architectural and urban spectacles are often used by urban policymakers in order to drive political consensus, maximize media exposure and eventually cover economic and real-estate interests, potentially inducing perverse or even paradoxical effects. After the Holocaust, the empty, silent spaces of bombed-out synagogues, cemeteries, and Jewish districts were all that was left in many German and Polish cities with prewar histories rich in the sights and sounds of Jewish life. What happened to this scarred landscape after the war, and how have Germans, Poles, and Jews encountered these ruins over the past sixty years?<br />
<br />
In the postwar period, city officials swept away many sites, despite protests from Jewish leaders. But in the late 1970s church groups, local residents, political dissidents, and tourists demanded the preservation of the few ruins still standing. Since the collapse of the Soviet Union in 1989, this desire to preserve and restore has grown stronger. In one of the most striking and little-studied shifts in postwar European history, the traces of a long-neglected Jewish past have gradually been recovered, thanks to the rise of heritage tourism, nostalgia for ruins, international discussions about the Holocaust, and a pervasive longing for cosmopolitanism in a globalizing world.<br />
<br />
Examining this transformation from both sides of the Iron Curtain, Michael Meng finds no divided memory along West-East lines, but rather a shared memory of tensions and paradoxes that crosses borders throughout Central Europe. His narrative reveals the changing dynamics of the local and the transnational, as Germans, Poles, Americans, and Israelis confront a built environment that is inevitably altered with the passage of time. Shattered Spaces exemplifies urban history at its best, uncovering a surprising and moving postwar story of broad contemporary interest.</div>

<div><b>Abstract from the publisher:</b></div> </div> Social housing appears to offer a solution for the housing of poor and disadvantaged people. The French "right to housing" offers poor and disadvantaged citizens priority in social housing allocation, and even a legal action against the State to obtain a social home. Despite this, France is suffering a long-lasting housing crisis with disadvantaged people having particular difficulties of access, often despite the efforts of local housing actors. This situation is affected by the European Court of Human Rights and EU decisions limiting diverse national housing and rental policies.<br /> <br /> Between historic French revolutions and the modern riots, negotiated solutions to social dilemmas emerged. Despite progress in constitutional principles, complex local negotiations still ultimately determine who is housed. Local social landlords, mayors and employee and tenant representatives use their privileges to house their insiders: existing tenants, locals and employees, with rent insufficiently subsidized. ‘Insider Outsider’ theory is used for an economic analysis of exclusion in social housing allocation: its processes, institutional context, and stigmatizing effects. This highlights the spatial effects of nimbyism, excluding disadvantaged outsiders, and concentrating them in deprived areas. Simultaneously, urban regeneration reduced affordable housing stock and ‘social mix’ became a reason to refuse a social home.<br /> <br /> History, comparative law, economic theory and local interviews with housing actors give a detailed picture of what happens in and around French social housing allocation for an interdisciplinary housing policy audience. Constitutional principles appear in an unfamiliar guise as negotiating positions, with the "right to property" supporting landlords and the "right to housing" supporting tenants. French debates about the function of social landlords are echoed across Europe and reflected in European policies concerning rights, and the exclusion of disadvantaged minorities.</div> </div> <b>Jane Ball</b> is a senior lecturer at Newcastle University where she teaches several law courses concerning the organization of people on land.</div> </div>
